An Alternative Strategy on Minor Rural Road Improvement Project (농어촌도로 정비사업의 정책적 전개방향)

  • Since legislation of Rural Minor Road Improvement Act 1990, a quarter of its total length had been paved now. However, over 80% of arterial road length(national+provincial roads) had been paved, so, road improvement policy should be focussed on the local road(county+rural minor roads) from now. Generally, in the greater part of coastal plain and island areas, arterial road intensity(total road length/total catchment area) is relatively low, but local road intensity is relatively high. So, in terms of balanced development, much more efforts for rural minor road improvement should be concentrated in coastal plain and islands areas. In Chonnam Province, the maximum differentials of minor rural road improvement ratio was over 20%(the lowest; 14.1% in Goheung, the highest; 35.6% in Goksung) in 1999, but the improvement budget have been allocated in proportion to unpaved road length of each county by the provincial government. However, the differentials should not be fairly narrowed in the near future if the present budget allocation policy be maintained. To solve this problem, target differentials of rural minor road improvement between regions should be set up for each planning year and road improvement budget be allocated according to this policy change.

Study on Optimization of Fuel Injection Parameters and EGR Rate of Off-road Diesel Engine by Taguchi Method (다구찌 방법을 적용한 Off-road 디젤 엔진의 분사조건 및 EGR 율 최적화에 관한 연구)

  • Not only the emission regulation of on-road vehicle engine, but also emission regulation of off-road engine have been reinforced. It is the reason of wide application of emission reduction technology for off-road engines. In this study, optimization of engine parameters (Injector hole number, Injection timing and EGR rate) for reduction of NOx and smoke emissions were conducted by using the analysis of sensitivity and S/N ratio of Taguchi method(DOE). As results, this paper shows optimum value of the parameters for NOx and smoke emission reduction. From the result of reproducibility verification, it is final that the prediction value of NOx and smoke has the error of below 10%. Consequently, the method and results of this study will be used for quantitative reference to EGR control mapping in next study.

  • In order to design the ventilation in the road tunnel, it is necessary to know the ratio of average annual daily traffic by vehicle type. In general, the road tunnels are onedirectional tunnel, so the traffic of each vehicle type does not change along the tunnel. On the other hand, in the case of network road tunnels, since the connections in the tunnels are complex, the traffic of vehicle-type varies depending on the network composition of tunnels. In the studying the easy method for calculating the ratio of vehicle type for the network road tunnel are proposed with using incidence matrix.

Estimation of Benzene Emissions from Mobile Sources in Korea (국내 이동오염원에서 발생되는 벤젠 배출량 산정)

  • Benzene is a very harmful and toxic compound known as human carcinogen by all routes of exposure. Owing to the risky feature of benzene, several countries such as Japan, UK and EU have established the ambient air quality standard and protect from that risk of it. Korea also has designated it as one of the criteria air pollutants and established the concentration limit ($5\;{\mu}g/m^3$) in the air and is going to apply the standard from 2010. Benzene is emitted from various sources such as combustion plants, production processes, waste treatment facilities and also automobiles. Mobile source is known as one of the major emission sources of benzene. In this study, we estimated the domestic emissions of benzene from mobile source and compared the results with those of advanced countries. Mobile source was divided into 2 categories, Le., on-road source and non-road source. The total emissions of benzene from mobile source were estimated as 3,106 tons/yr and 1,612 tons/yr was emitted from on-road source and 1,494 tons/yr was from non-road source. Emission ratio of benzene from on-road source showed that 80.0% was from passenger cars, 10.1% was from taxis, 7.2% was from light-duty vehicles, 2.5% was from heavy-duty vehicles and 0.2% was from buses. In the case of non-road source, the distribution showed that 66.3% was from construction machineries, 14.5% was from locomotives, 11.7% was from ships, 7.1% was from agriculture equipments and 0.5% was from aircrafts. The cold-start emissions were estimated as 942 tons/yr and this value was almost 1.5 times greater than that for hot engine emissions (608 tons/yr). In addition, the fuel-based distribution was 65.9%, 31.1% and 2.8% from gasoline, LPG and diesel vehicles, respectively. The emission ratio from mobile source occupied 65% and 30% of total benzene emissions in USA and UK, respectively. In case of Korea, the emission ratio of benzene from mobile source occupied 29% (15% from on-road source, 14% from non-road source) which showed similar value with UK.

Traffic management for large-scale evacuation with public transportation and calculation of appropriate operating ratio

  • In 2013, the International Atomic Energy Agency (IAEA) changed the recommended maximum range of the Emergency Planning Zone (EPZ) to 30 km, and the Kori Nuclear Power Plant in Republic of Korea has also expanded the EPZ to 30 km, following the recommendation. As a result, metropolitan cities with a high population density are contained within the EPZ, and evacuating millions of people should be considered if the 30 km range of evacuation is to take place. This study proposes an evacuation plan using buses (public transportation) to transport people outside of the EPZ, quickly and efficiently. To verify the appropriate mode share ratio of buses that can guarantee the right of vulnerable road users and reduce traffic congestion, a model was built simulating the Kori Nuclear Power Plant in Ulsan Metropolitan City. The scenarios were established by changing the mode share ratio of buses and passenger cars by 10%. Considering a large-scale network analysis at the city level, a cell transmission model was applied to calculate the evacuation time in each scenario. The result shows that the optimal mode share ratio of buses is 40%, with a total evacuation time of 132 min, considering feasible bus fleets in Ulsan Metropolitan City.

A Study on the Prediction and Evaluation of Road Traffic Noise at the Apartment Housing Complex depending on the Types of Adjacent Roads (인접도로의 유형에 따른 공동주택 주거단지의 도로교통소음 전달영향 및 평가)

  • In this study, computer simulation program was using to identify the effects of road traffic noise propagation depending on the road types which are very variable in dense city. To achieve this goal, the roads should adjacent to housing complex were categorized into 7 types and propagation noise level should predicted then after simulation of noise exposure population calculation are carried out. Followings the results. First, the road types producing the higher noise level are R1, R2, R3 and R7. The lowest one is R6. And R4, R5 showed that some amount of noise level reduction. Second. the R6 road type which is tunnel shaped showed the highest noise level reduction in vertical distance gap. Last, the order of noise exposure population ratio is R1>R2>R7 and R6 showed the lowest.

  • Many human, roadway, and vehicle factors affect vehicle-pedestrian crashes. Especially, the roadway factors are easily defined and suitable for suggesting countermeasures. The characteristics of the road network are one of the roadway factors. The road network significantly influences behaviors and conflicts of drivers and pedestrians. A metropolitan city such as Seoul contains various types of road networks, and crash prevention strategy considering characteristics of the road network is required. In this study, we analyze the effects of road networks on vehicle-pedestrian crashes. In the study, high order road ratio, intersection ratio, high-low intersection ratio are considered as road network variables. Using Geographically Weighted Poisson Regression, crash frequencies in Dongs of Seoul are analyzed based on the road network variable as well as socioeconomic variables. As a result, Dongs are grouped by coefficient signs, and each group is suggested about improvement directions considering conflict situations.

Progression of Restoration of Soil Physical Properties and Vegetation in Logging Roads - In Case of 9 Years Results after Construction of Logging Road - (벌채지내(伐採地內) 운재로(運材路)의 토양물리성(土壤物理性) 및 식생(植生)의 회복과정(回復過程) - 운재로(運材路) 개설(開設)이후 9년 경과의 경우 -)

  • To investigate the restoration progression on soil physical properties and vegetation at the surface of logging road affected by timber harvesting operation. This study was carried out at logging roads constructed from 1989 to 1994 in Mt. Baekwoon, Kwangyang, Chollanam-do. Judging from the analysis of soil hardness, there were significant changes in the depth of soil between 5 and 10cm. Soil hardness was recovered from the compacted condition to the natural forest condition after 9 years passed. Soil macroporous ratio (pF2.7) of topsoil was higher than that of deep soil. Soil moisture retention of topsoil was more improved than that of deep soil. From the view of soil bulk density, the necessary time for recovering to the undisturbed condition of forest soil was about 10 years in the logging road left. Soil physical properties such as soil bulk density and porous ratio were recovered as time passed. Improved soil physical properties promoted the plant recovery on the logging road surface. The dominant species on the logging roads were Comus kousa, Prunus sargentii as overstory species, Rubus crataegifolius, Lespedeza bicolor as understory species, and Saussurea gracilis, Pteridium aquilinum var. latiusculum as herbaceous species. The plant recovery of bank-slopes was faster than that of cut-slopes and road surface. In progress of year, average plant coverage were 70 to 90% in cut- and bank-slopes and 30 to 60% on the logging road, surface which was elapsed 9 years after logging road construction. Therefore, additional planting and seeding work could be effective to the soil condition and vegetation restoration.

A Study on Selection Method of LED Using Lightings by Road Size (차로 크기에 따른 LED 광원 사용 가로등기구의 선정 방법 연구)

  • Road lighting is designed with a goal of achieving the related standards on luminance, uniformity ratio and glare. Unless the luminaire with LID which is perfect for road conditions is used, a situation which fails to meet lighting standards may occur. The study examined the relationship of maximum spacing with average road luminance and longitudinal uniformity. Based on the result of the analysis, this study evaluated luminaire with what characteristics are suitable to achieve lighting requirements of the roads and suggested methods of selection for luminaires depending on the size of the road.

Embedment Properties of Reflective Beads for Thermoplastic Road Markings (열가소성 차선도장에서 반사유리알의 함침특성)

  • Thermoplastic road markings are one of the most widely used road markings in the world. However, the durability of domestic road markings is relatively shorter than that of the global average of, approximately, three years. To overcome it, the conventional thermoplastic road markings were prepared by adding polyolefin and oxidized PE wax to conventional petroleum resin. In addition, the melting viscosity was designed below 500 cP at $220^{\circ}C$ as well as the optimum viscosity for spray painting, and embedding ratio of glass beads were controlled about 50~60% by spraying in an interval of 1 second. Also the glass bead adhesive ratio was improved by reducing the amount of $CaCO_3$ below 40 wt%. The retroreflectivity was tested under four different conditions to evaluate the abrasion resistance of thermoplastic road markings. The retroreflectivity coefficient satisfied the international standard ($150mcd{\cdot}m^{-2}{\cdot}lux^{-1}$) in this study, and TPRM-7 was determined as an optimal ratio.
