A Study on the Effective Combining Technology and Credit Appraisal Information in the Innovation Financing Market (기술금융시장에서의 신뢰성있는 기술평가 정보와 신용평가 정보의 최적화 결합에 관한 연구)

  • This study investigates the components and rating system of reliable technology credit information for a technology finance donor who is a consumer of the information and aims to create an effective and optimal technology credit appraisal system to enlarge technology finance supply. Firstly, we calculate the optimal TCAR which becomes the maximum AUROC through the combination of ratio change, verify the substitution possibility between TAR and CR through the existing CR and system gap simulation, and propose a rating system by which financial institutes can utilize the TCAR as a credit rating. As a result, 70% : 30% is the most suitable as the weighted combination ratio of credit rating : technology rating. As a result of this study, we confirmed the possibility that the technical credit rating information could be substituted by the credit rating or the technology appraisal rating. Furthermore, it also suggests that sophisticated risk management is possible through using technology credit rating that are combined with credit and technology appraisal rating.

  • With the limited amount of budget and time, it is required to determine the priority of investment when there are a large number of hazardous slopes. In this paper, the Rock Slope Risk Rating System is developed based on the combination of the hazard of failure and the damage potential. By applying the proposed rating system to 253 rock slopes in Korean National Highway, it was possible to determine the priority of investment on road cut slopes.

  • Purpose: The purpose of this study is to design a x-ray screening rating system to improve X-ray screening ability, which is a core job competency of security screener at Incheon International Airport, and to verify its effectiveness through empirical analysis to suggest ways to improve the level management system. Methods: In this study, the effectiveness of the research model was analyzed using T-test tests for effect analysis based on the empirical analysis results derived through the competency evaluation model, the screening rating system. Results: The results of this study are as follows. The average score for regular education before the implementation of the x-ray screening rating system was 94.1 points, but after the implementation of the x-ray screening rating system, the average score for regular education was 95.5 points, an average of 1.4 points increased. In addition, the proportion of those with 95 or more points classified as high scorers also increased significantly from 51.1% to 69.3%. Conclusion: The X-ray screening rating system of security inspectors will systematically manage the level of screening ability, which is a key job competency, and play a strong role in improving competency, while preventing security accidents through early identification and intensive training of level-lowers.

  • This study theoretically examines the essence of the competencies, qualifications and grades newly required in the era of the 4th industrial revolution, points out that the engineer rating system does not reflect the new talent and practical capability, and conducts theoretical and empirical analyzes on improvement of the rating system. The current rating system need to be improved because it is not possible for graduates and experience workers to upgrade. Also, it is reasonable that the current highest grade of engineer, the Professional Engineer, which is a sort of qualification, is not a grade but a function of calculating the grade. Based on this theoretical background, empirical analysis of the question investigation and focus group interview shows that the rating system should be improved to four grades or return to the previous system in 2013. And if it is reduced to four grade, it should go in the way that the professional engineer and the qualified engineer combined. In the industry, the future skills of engineers are as follows : qualification, ability to use emerging technology, problem solving, understanding and utilization of major, and data management, etc. These can be summarized as qualification, education (degree) and career. In particular, the engineering industry considers qualifications, degrees, and career experience, and career experience as the most important elements of the rating system. In this regard, it is necessary to introduce a method that accurately reflects the career experience in the improvement of the engineer rating system.

A Rating Tabulation System of Amenity / Disamenity Elements in Rural Villages (농촌마을 수준에서의 어메니티 강화 및 저해요소 평가등급체계 구축)

  • This study, a sub-one of comprehensive research work titled under "A Evaluation System of Amenity / Disamenity Elements in Rural Villages", tried to propose a rational methodology for development of rating tabulation for evaluation of amenity / disamenity elements in rural villages. The system developed in the study has the formalized rating grades between 2 and 5 for convenience/simplification of analysis work. For each evaluation element in the lowest order of the system, 5 types of rating technique were arranged, which were based on statistical analysis using mean and standard deviation values, its existence or not, relative significance of its holding volume and quality, synthesized weight scale of its quality and quantity, and the others. And, standardized 4-steps procedure for rating tabulation was proposed. Finally, through case studies of 4 sample villages representing the flat-plain, upland, seashore and periurban rural areas, the applicability of this rating tabulation system was verified.

  • This article explores on the deploying of game rating system in the context of whole game governance. Rating system is critical apparatus of game policy because it works as a kind of counterweight between different actors. We analyse to apply the three form of governmentality by Faucault. Rating system can be commonly considered as security mechanism. Korean rating system has hoped to be so but its effect was not actually. We should see why that system evolve to disciplinary mechanism, not toward security mechanism. Sound governance shows to be ensure all actors to participate its procedures practically, through constituting more rich discourse.

  • This study, a sub-one of comprehensive research works titled under "Rural Resources Evaluation System", tried to propose a rational methodology for development of rating tabulation on evaluation items. Firstly, the database system for handling of original/processed data of each evaluation items was constructed, being mainly focussed on the possibilities of data acquisition and statistical treatment. The rating tabulation system developed in the study has the formalized evaluation classes as 2 or 5 for convenience/simplification of analysis works. For each evaluation item in lower step of the goal system, 5 types of rating technique were arranged, which were based on statistical analysis using mean and standard deviation values(Type I), its existence or not(Type II), relative significance of its holding volume(Type III), synthesized weighting scale of its quality and quantity(Type IV), and the others(Type V). And, standardized 4-steps procedure for rating tabulation was proposed. Finally, the rating tabulation system developed in the study was applied to each evaluation item of goal system, from which the numerically-valued ranking criteria was obtained.

Reputation Rating Mode and Aggregating Method of Online Reputation Management System

  • With the rapid development of electronic commerce, online reputation management systems are of increasing importance in building trust and managing risk. Reputation rating mode and aggregating method are the most crucial parts of a reputation management system. In this paper, we analyze the merits and disadvantages associated with the rating mode and aggregating approach of current reputation management systems, and put forward some suggestions. These suggestions are helpful in improving current reputation management systems and developing new reputation management systems.

  • Today, the Working Stress Rating (WSR) is being widely used for the capacity-rating and the safety assessment of railroad steel bridges. Since it cannot incorporate the uncertainties, several studies have been carried out in order to get over the incompleteness of the conventional capacity-rating and safety assessment. A system reliability-based equivalent capacity-rating method, which can evaluate the capacity of existing bridges, has been recently proposed. For more efficient reliability analysis, probabilistic parameters of the random variables in the limit-state models should be reasonably evaluated. Especially, uncertainties for live load effects must be realistically included. In this study, an improved limit-state model was used for the system reliability-based equivalent strength method. This model can incorporate the probabilistic parameters obtained from ambient measurement data. To demonstrate the applicability of the improved system reliability-based equivalent capacity rating method, this was applied to the existing steel plate girder bridge for comparison with the conventional capacity-rating and safety assessment.

A Framework of Building Knowledge Representation for Sustainability Rating in BIM

  • Recently, sustainable building design, a growing field within architectural design, has been emerged in the construction industry as the practice of designing, constructing, and operating facilities in such a manner that their environmental impact, which has become a great concern of construction professionals, can be minimized. A number of different green rating systems have been developed to help assess that a building project is designed and built using strategies intended to minimize or eliminate its impact on the environment. In the United States, the widely accepted national standards for sustainable building design are known as the LEED (Leadership in Energy and Environmental Design) Green Building Rating System. The assessment of sustainability using the LEED green rating system is a challenging and time-consuming work due to its complicated process. In effect, the LEED green rating system awards points for satisfying specified green building criteria into five major categories: sustainable sites, water efficiency, energy and atmosphere, materials and resources, and indoor environmental quality; and sustainability of a project is rated by accumulating scores (100 points maximum) from these five major categories. The sustainability rating process could be accelerated and facilitated by using computer technology such as BIM (Building Information Modeling), an innovative new approach to building design, engineering, and construction management that has been widely used in the construction industry. BIM is defined as a model-based technology linked with a database of project information, which can be accessed, manipulated, and retrieved for construction estimating, scheduling, project management, as well as sustainability rating. This paper will present a framework representing the building knowledge contained in the LEED green building criteria. The proposed building knowledge framework will be implemented into a BIM platform (e.g. Autodesk Revit Architecture) in which sustainability rating of a building design can be automatically performed. The development of the automated sustainability rating system and the results of its implementation will be discussed.
