Development of Standard Operation System of Emergency Restoration for Railway Accidents (철도사고유형별 임시복구 표준운영체계(안) 개발)

  • This paper suggests to standardize railway accident restoration types as the code and standard operation system for efficient railway accident management. First of all, the damage types of have been carefully analyzed and reclassified. This study suggested the combination of 3 distinct code factors: restoration class, restoration object, and restoration location to standardize them. In addition, this study suggested procedures to make the standard operation system of emergency restoration, defined the worst case of emergency restoration and the important events. Therefore, the standard operation system of emergency restoration is developed. It shall play a major role as the database system for railway accident management, minimum of damage and rapid control of accident.

  • In order to assure the safety of train operation, a safety function analysis corresponding hazardous events of railway accidents and a safety requirement review on operation & management of trains have been performed. The preconditions and train composition requirements such as safety principles and functions that should be essentially considered to enable the safety operation of Urban-Transit trains are clearly presented. On the basis of presented train composition requirements, a rational revise of Urban Railway Operation Rule is proposed. It will be helpful in accident prevention and safety improvement for railway operation.

  • This paper suggests to standardize railway accident restoration types as the standardized code and to develop standard operation procedures(SOP) for the efficient railway accident management and recovery system. First of all, occurred damage types as the existing railway accident types in both domestic and foreign cases have been carefully analyzed and then reclassified. Therefore, this study suggested the combination of 3 distinct code factors: restoration class, restoration object, and restoration location to standardize them. In addition, temporary restoration SOP will play a major role in the railway accident database management system and SOP for the damage limitation and the prevention of accident spread.

  • Recently, advancements in railway system and IT have enabled automatic or driverless train. Futhermore, developed countries have been tried to develope unmaned operation system for railway system. To apply manless operation in railway system, development of simulator for manless operation is required. The advantage of the simulator is in that it makes it possible to analyze the systems behavior. In this paper, we define system requirements and functionalities, and establish the system scenarios to handle the various accidents/faults in manless operation environment. We expects the proposed system requirements and system scenarios will playa key role to establish the man less operation in advanced urban transit system.

  • To operate a border station between South and North Korea is one of the most important tasks for the future inter-Korean railway transportation. Currently, North Korea and China are operating three border stations each. Among them, a Dandong-Sinuiju route handles the most amount of transport volume and can be a model for the operation of South-North Korean border station. This Study is to suggest an efficient way of operating the planned South-North Korean border station and international railway transportation via the station. To that end, operation system at the border station between Chinese Dandong and North Korean Sinuiju was analyzed and the Train Operation Agreement made by the two Koreas was studied.

  • Korean railroad has been accomplished the structural change through separating of facilities and operation of railroad in 2004. The existent government organization was transformed into the public, this caused problem of renovation of railroad management. Korean railroad has been the integrated management of passenger and freight. As putting the passenger service as a priority, freight transportation have fallen behind and not attained good sales results. Restructuring in Korean railroad would bring about considerable improvement, but still not come out of the deficit operation. To find a way out of this situation, there needs to make renovation and extend new enterprise. However, to operate the railway freight transportation more competitively, make up situation that can possess competitive power fundamentally. From this perspective, the purpose of this study is to analyze the necessity for separated operation of passenger and freight railway transportation. By doing this can expect to obtain the competition power of railway freight transportation, and is a help to build up the independent management system of railway freight transportation and secure competitive high position about other transportation systems especially road.

  • Recently, fundamental innovation for the improvement of Korean railway industry is proceeding with the vertical separation into infrastructure and operation, and the privatization of railway operation. And also, with the advent of an era of high-speed railway, starting of Korea Train Express (KTX) will give a great change to circumstances of railway industry. It requires that a railway safety regulation policy and accident survey system cope effectively with this restructuring of railway system. Under these great changes, safety must have the first priority, and the function of management and supervision on railway safety will be ten to the governments responsibility; In this paper, according to changes of railway safety management system, foreign states railway accident system and direction of korea railroad accident survey system will be also introduced.

  • In order to make an feasibility analysis of such as rail and road transportation infrastructure, it is common to perform economic analysis. one of the most important thing is how to estimate the operation cost of freight rail because that is required during the analysis time period and sometimes that takes more cost than the construction cost. Therefore, this study is to perform the verification of freight rail operation cost which is applied to the economic analysis of railway investment analysis. for this, it is compared truck operation cost variation with freight rail operation cost, when freight volume is converted from road to railway. In conclusion the cost variation of railway part is bigger than road part so it is necessary to improve the operation cost of freight rail estimation process.

  • Nowadays, becoming wide area is going on over Seoul Metropolitan area. But urban railway, very important traffic facilities, is operated in normal operating position and it gives cause to week the function of commuting long distance. This paper is focus on studying the feasibility of rapid operation system in Seoul Metropolitan area through comparing the present state of urban railway in Seoul Metropolitan area with a case of the advanced facilities in developed country. And we develop rapid operation system in general aspect through only consideration of operation planning without improvement of facilities. Also, we come up with new concept of rapid operation system through investigation of limits of the preceding researches
