Countermeasure system and Construction Method against CBR Terrorism (화생방 테러에 대한 대응체계 구축방안)

  • Today, in response to chemical, biological and radiological terrorism has been active for the study. However, if chemical, biological and radiological attack has occurred to respond to the agency has not conducted the research. The purpose of this study are as follows. First, South Korea and the United States 'CBR terrorism' comparative analysis of the response system. Second, South Korea 'CBR terrorism' measures to improve the system response is presented. To achieve the purpose of this study, the following research is carried out. First, determine the status of the case of CBR incident. Second, the United States 'CBR terrorism' response systems and organizational approaches. Third, Korea's 'CBR terrorism' response system and the problem is derived.

  • Radiation technologies are being utilized in a wide range of daily modern life and provide the public with valuable benefits through applications in fields of medical, industrial, agricultural, and science & engineering research. On the other hand, there is a high possibility that radioactive materials can be used for malevolent purposes such as dirty bombs. The International community, therefore, has made efforts to improve the security of radioactive sources aimed at protecting the public from radiological terrorism. The paper investigated high-risk radioactive sources which could be used as dirty bombs. The paper reviewed the possibility of radiological weapon attacks and analyzed international trends to enhance security of radioactive sources. This study also proposed our countermeasures to reduce the threat of radiological terrorism and to properly respond to the radiological emergency caused by the radiological weapon attack.

A Study on Current Status of Detection Technology and Establishment of National Detection Regime against Nuclear/Radiological Terrorism (핵테러/방사능테러 탐지 기술 현황 및 국내 탐지체계 구축 방안에 관한 연구)

  • Since 1990s, some events - detection of a dirty bomb in a Russian nation park in 1995, 9/11 terrorist attack to WTC in 2001, discovery of Al-Qaeda's experimentation to build a dirty bomb in 2003 etc - have showed that nuclear or radiological terrorism relating to radioactive materials (hereinafter "radioactive materials" is referred to as "nuclear material, nuclear spent fuel and radioactive source") is not incredible but serious and credible threat. Thus, to respond to the new threat, the international community has not only strengthened security and physical protection of radioactive materials but also established prevention of and response to illicit trafficking of radioactive materials. In this regard, our government has enacted or revised the national regulatory framework with a view to improving security of radioactive materials and joined the international convention or agreement to meet this international trend. For the purpose of prevention of nuclear/radiological terrorism, this paper reviews physical characteristics of nuclear material and existing detection instruments used for prevention of illicit trafficking. Finally, national detection regime against nuclear/radiological terrorism based on paths of the smuggled radioactive materials to terrorist's target building/area, national topography and road networks, and defence-in-depth concept is suggested in this paper. This study should contribute to protect people's health, safety and environment from nuclear/radiological terrorism.

  • Al-Qaeda and other terrorist groups have tried to obtain the radioactive material which could be used to make a dirty bomb. Their documents relating to the dirty bomb were found in the January 2003. International communities especially, the United States has made efforts to improve regulation and security of radioactive material for protecting the public from radiological attacks. This study examines the possibility of radiological terrorism and the radiological dispersal devices which could be used by determined terrorists, and international status and prospects to respond radiological terror.

The Direction for Development of Domestic Initial Response System for Chemical Terrorism (국내 화학테러 초기대응체제의 발전방향 (한·미 화학테러 초기대응체제 비교를 중심으로))

  • This paper is about the establishment of "Initial Response System." Initial response system is most important and should be treated urgently among all preparations for chemical terrorism. The objects of Initial response system are to protect civilians and the first responder who are exposed directly to chemical terrorism. Therefore, this paper suggests two main issues about Initial response system. One is to prepare immediate and exact information service system which assures the safety and survival of exposed people. The other is to build Scene Response System integrated with Command-Control Procedure for early finished situation. Compared to United States, overcoming the Chemical Terrorism requires to improve the contents of two categories: Counter Citizen Response part and Initial Scene Response part. For Counter citizen response part' s sake, the web-sites of Response leader agencies for searching information about chemical terrorism should be modified specifically. These web-sites have to be re-organized in detail. The existing Information service system which has been vaguely informed as "CBRNE Accident" needs to be divided as "CBRNE Accident" and "WMD terrorism." Further, each of them should be specialized in "Chemical', "Biological", and "Radiological" categories. There is a need to rearrange current Emergency Instruction for civilians against chemical terrorism in feasible way. At the same time, it should be applied consistently to all organizations through agreement between experts and related-organizations. For Initial Scene Response part's sake, "Initial scene response procedure (SOP)" and "Operational conception" should be produced through Simulated Exercises and workshops of all organizations related with initial response. These organizations have to cooperate with Ministry of Environment which is the main leader Agency as the center. Next, there is a need to develop a technology and Scene Response Equipments, and to standardize the response equipments which consider the capability of First Responders for chemical terrorism. Especially, improving capability of equipments is required to overcome the vulnerability of Scene Response Equipments.

  • This study aims to examine terrorism by biological agents. These days terrorism evolved so rapidly that more than one terror occurs a day in global society as we are on the edge of so-called New-terrorism. One of new examples of new terrorism is Bioterrorism by biological agents. In order to address Bioterrorism we should conduct a study to examine things to be prepared at ordinary times and future plans. As an effort to develop countermeasures against Bioterrorism, anti-terrorism laws should be made on Prevention phases anti-terrorism funding laws as well. Other Bioterrorism laws need to be made. On Response phases initial reaction task force should be ready for making positive initial reaction. A special hospital for CBR(Chemical, Biological, and Radiological) warfare needs to be designated to practice medicine. Biological-Safety-Levels should be constructed by IV levels. Effective public promotion network should be built. On Recovery phases evaluation system needs to be suggested and international cooperative network should be established.

Study of Police Response to Radiation Accidents and Terrorism (방사선사고와 테러에 대한 경찰의 대응 인식에 관한 연구)

  • The purpose of this study is to provide basic data for policy making by understanding preparation plans and awareness of nuclear accidents and radiation terrorism among police officers in the vicinity of nuclear power plants. 221 police officers working in Busan metropolitan city were surveyed and their perception of disaster response was analyzed by organizational structure, command ability, and opinion management. As a result, there was no significant difference in disaster response perception by gender and command class (p>.05). There was statistically significant difference in the ability of command in age and ability according to work experience. As a result of the correlation analysis, there were statistically significant correlations among the three items of organizational structure perception, command ability, and opinion management (+0.5) (p<.01). Overall, it was positive for the police system, and it was well aware of the police work in case of radiation accidents and terrorist attacks. The purpose of this study is to provide basic data for policy making by understanding the coping and awareness of nuclear accidents and radiation terrorism among police officers in the vicinity of nuclear power plants.

Study on Influence Analysis of Radioactive Terror Scenarios by Weather Conditions (기상조건에 따른 방사능테러 시나리오 영향 분석)

  • After 9/11 attacks in the U.S, Terrorism has increased the number of unspecified casualties through multi-use facility terror attacks compared to the past. The subsequent London bombings and the self-destruction of Pakistan increased people's fear and social anxiety. As international events have been held in Korea recently, awareness and concern over radioactive terrorism and security management of radioactive materials are increasing. In this paper, we compared the results of different meteorological conditions using HotSpot Code. After creating a possible terror scenario in Korea, sources likely to be use in RDD and Dirty bomb were investigated. The meteorological condition was selected by comparing the Pasquill-Gifford stability class with the most stable condition F and the most unstable condition A. The result value of the A and F condition through simulation were shown not to cause citizens to die from acute effects due to radiological effects. The range of radioactivity is different according to the wind speed and the meteorological stability, and the degree of radioactivity dilution is different according to meteorological conditions. Analysis results are expected to be used for initial response in the event of a radioactive terrorist attack.

  • How meteorological situations have affected human life for survival have been an important element of living or military strategy throughout history. In modern society, overcrowding of cities has brought about many problems. Moreover, high-rise buildings and land cover have been causing abnormal weather conditions. The wind corridor, especially in urban areas has been flowing differently from the dominant weather condition of the surroundings. Therefore, the wind corridor in urban areas can be a main component in protecting major national facilities in urban areas from damage. Especially the wind corridor is a main factor to derive harm from poisonous substances in air. This paper seeks to find out the wind corridor in urban areas and the efficiency of that. In addition to that, it studies how to use the direction to protect major national facilities and areas from damage. It is considered that this study will be useful to make defence project, not only for preventing CBR(chemical, biological, and radiological) terrorism and violent assembly, but also for evacuation of people in case of big accidents or natural disasters.
