  • Even though, the Korean private Security Guard's industry is developing, it did not reached at the expected quality services because of the below cost tendering from flooded small security companies, consequently low pays and fragile benefits occur therefore, the skill level and morale decreased. Also, the private security guards field's education, training and development of expert certification system is not enough. One of the plans to solve these problems can be invigorate the certification system. The improving ways are suggested after the research and the analysis of the certification system as below. First, the qualification system to become a security leader will need to add directly related subject, skill examination and continuous refresh training. Moreover, it needs accurate needed the number of the securities and the reduction of the 1st examination exemption object. Second, the qualified system to be become securities will need to strengthen on standard of qualification and focus on skill evaluation, the job education need to state by the law, also exemption for applicant who approached requirements.

  • UAM (Urban Air Mobility) is a new safe, secure, and more sustainable air transportation system for passengers and cargo in urban environments. Commercial operations of UAM are expected to start in 2025. Since production rates of UAM are expected to be closer to cars than conventional aircraft, the airworthiness methodology for UAM must be prepared for mass production. Composite materials are expected to be mainly used for UAM structures to reduce weight. In this paper, the composite material qualification method was derived and the materials were applied for small aircraft application. It is expected to reduce the airworthiness certification time by applying composite material qualification system and its database.

  • Main coolant pump (MCP) is a canned-motor-type axial pump to circulate the primary coolant between nuclear fuel rods and steam generators in an integral type reactor. The reactor is designed to operate under condition of 310 oC and 14.7 MPa. Thus MCP has to be tested under same operating condition as reactor design condition in order to verify its performance and safety. In present work, a test loop to simulate real operating situation of the reactor has been designed and constructed to test MCP. And then, as a part of qualification test, canned motor functional test and pump hydraulic performance test have been carried out upon a prototype MCP. Canned motor efficiency and pump hydraulic characteristics including homologous curves and NPSH curves were obtained from the qualification test.

  • The construction industry in Korea after the Korean-war has evolved until these days. But the construction industry accident severity rate and frequency is over then the All industry rate. This study analyzed the 'Disaster Statistical Yearbook' of the Korea Occupational Safety and Health Agency, based on the factors that affect construction accidents that is selected and fined the some factors the construction Disaster Prevention Factors. This study will develop the methodology for analyzes that the national qualification is effected to the construction industrial machine disaster prevention status. It suggest two ways to the establishment of disaster trends. First way is the disaster quantitative analysis and second way is comparing the statistical data and the analysis of expert opinion.

A Plan to Secure the International Currency on Korean Professional Engineer (기술사 자격의 국제적 통용성 확보 방안)

  • With the advent of the information age and the knowledge-based society, human resource development has become a key factor in determining a nation's competitiveness. And technological qualification systems have a direct and significant influence on human resource development. In order to guarantee Korea's continued development as a competitive member of the international community, it is demanded that a Korean Technology Qualification System (KTQS) is to accept international qualification criteria. This study was conducted in order to analysis current movements about the international mutual recognition of Professional Engineer and present problems for introducing APEC Engineer System to KTQS, and also recommend reasonable plans which overcome those. Under the WTO/GATS, the liberalization of trade in professional services will steadily increase. APEC activities to facilitate the portability of qualifications is considered complementary to the WTO movement. If the government attempts to introduce the APEC criteria for university degree requirements, university curriculum standards, programs for continuing professional developments(CPD), and practical, on-site experience. In the standpoints with the recent developments of APEC Engineer agreement on profession qualification, it is important to guarantee that Korean qualifications have a common, international currency. Measures have to be taken to harmonize the qualifications standards for Professional Engineer with those set out by the WTO/GATS movement. Also this will require an increase in the quality of university curriculum and an establishment of CPD. This process will be further enhanced by the organization of APEC Engineer Monitoring committee, Consisting of government officials, professional engineers and university professors. At this committee we can discuss the best strategies to keep our nation's interests.

  • In this study, we proposed that Military Qualification System(MQS) should be reshaped for enhancement of the professional and efficient management of human resource in the military sector. It should be also prepared that Military Qualification Law and Organization to operate the MQS. By doing that, we can expect several benefits. Firstly, military professionalism is systemically managed and enhanced, secondly military qualification for military personnel will be innovatively developed, thirdly supplement of skilled personnel are secured with stabilities in the military sectors, and finally outplacement of retired personnel are also qualified with military career and training.

  • Liquid Composite Molding (LCM), an Out of Autoclave (OoA) composite manufacturing process, has big advantages when making large and complex structures of airplanes. Since the importance of LCM process is increasing, FAA has suggested recommended guidance and criteria for the development of material and process specifications for LCM materials and process. The importance of LCM process is also raised by domestic composite material suppliers and OEM. This study suggested structures of material specifications and process specification of LCM materials. Material qualification method for LCM process and material was also developed in this study.

  • According as information-oriented society is propelled, development of various information security systems is achieved, and introduction of information security system is increasing for service offer securing from nation and public institution. In particular, government information system is increasing interest about security assessment service of government information system because verification about security is weighed first of all. Accordingly, study about various security assessment services is preceded in domestic and overseas. In this paper, analyze security assessment service of Britain and Canada, and we proposed about pre-qualification introduction plan of government information system that can offer user of nation and public institution reliability.

  • This paper introduces the lithium ion battery system for LEO(Low Earth Orbit) small satellites. This study proves the reliability of lithium ion batteries applying to the space application. The specifications for lithium ion battery unit are proposed to supply power to the satellite and the overall mechanical design including structural simulation to confirm the reliability of the lithium ion BMS(Battery Management System) under the space environment and launching conditions. The results of structural simulation, functional tests, and space environmental tests show the lithium ion battery system is space qualified. Space qualification of the small satellite battery system to secure reliability of BMS and lithium ion batteries lend credibility for using lithium ion batteries in space application.

A Study on Correlations of Job Competence and Job Fitness with Functions of National Technical Qualification in Mechanical Field (기계분야 국가기술자격 기능에 따른 직무능력 직무적합성과의 관계에 관한 연구)

  • To determine the influence of qualification on field and currency, the model is presented that there is the connection between job competence and job fit about the function of qualification. To find out this connection, the study is being done and based on this, a clue of qualification on field and currency is tried to figure out. First, in case of national technical qualification holders in Machinery field, the type of the function of qualification(signal, guide, screen functions) of job competence and job fit shows correlation between them. Second, the job competence and job fit of the owner of national technical qualification in Machinery field is mostly affected by signal function. Thirdly, the mediating effect of job competence on the effect of the function of qualification on job-fit is showed by the types of function of qualification. Guide function does not have any mediation effect, but signal function and screen function have the mediation effect. Especially, out of all, signal function is the most affecting factor of mediating effect. Lastly, the model of the relationship between subordinate factors by types of function of qualification on job competence and job fitis presented.
