비파괴검사 기술자의 자격인정 및 인증 (Nondestructive Testing Qualification and Certification of Personnel)

  • 비파괴검사 기술의 레벨 향상과 안정화를 통한 시간적 재현성이 있는 비파괴검사 결과의 확보를 위해서는 비파괴검사 기술자의 자격 인정 및 인증(nondestructive testing qualification and certification of personnel)제도의 확립이 매우 중요하다. 비파괴검사 결과에 대한 유효성은 비파괴검사을 실시하는 사람의 능력이나 비파괴검사에 대한 책임을 지고 있는 사람의 능력에 크게 의존한다. 1974년부터 원자력 선진국들이 중심이 되어 수행된 PISC 프로그램(program for inspection of steel components) 및 EPRI 등에서는 순회시험 (piping inspection round-robin: PIRR trial) 결과 기존 비파괴검사 방법은 모의 시험편에 있는 상당히 큰 결함도 탐지하지 못하거나 정확한 결함크기를 측정하는데 실패한 경우가 있으며, 검사자의 기량 또는 신체조건에 상당한 차이가 있는 것으로 나타났다[1]. 국제표준화기구(ISO)의 비파괴검사 기술자의 기량인정 및 인증에 대한 국제규격안 DIS(draft international standard) 9712에서는 비파괴검사를 기획 실시 감독 감시 평가를 하기 위한 적절한 이론적 및 실무적 지식을 필요로 하는 기술자의 능력을 평가하고, 문서화하는 방법을 제공하는 절차를 제시하고 있다. 국제표준화기구에 의한 비파괴검사 기술자의 기량인정 및 인증에 대한 국제통합을 추진하는 동기는 제 3자에 의한 체계적인 인증시스템을 가지고 있지 않은 나라와 새로운 NDT 방법에 대해서 인증제도를 적용할 때 세계적인 공통성을 갖도록 유도하기 위함이다. 현재, 우리나라 비파괴검사 기술자의 기술자격 인증제도는 국가기술자격법에 의거하여 한국산업인력공단에서 주관하여 기술사, 기사, 산업기사, 기능사로 구분하여 실시하고 있다. 국제표준화기구의 비파괴검사 기술자의 자격과 인증에 대한 국제 통합화(안)[2]이 거의 마무리 단계에 있고 일본을 비롯한 많은 나라가 국제규격을 기초로 한 새로운 인증제도를 발족시켜 거의 시행 단계에 있다. 반면 국내에서는 한국비파괴검사학회(KSNT)에서 비파괴검사 기술자의 자격인정 및 인증제도의 개선방향이 제시된 바 있고 [3], 표준화위원회에서 나름대로 준비를 하고 있으나 아직 구체적인 실천단계에와 있지 못하다. 본 고에서는 최근 대폭수정 보완된 ISO/DIS 9712 국제규격(안)을 회원들에게 소개하고, 우리나라의 향후 대응방안에 관한 회원 여러분의 의견 수렴에 도움을 주고자 ISO/DIS 9712(1997)를 번역하여 제공한다.

Channel Gap Measurements of Irradiated Plate Fuel and Comparison with Post-Irradiation Plate Thickness

  • One of the salient nuclear fuel performance parameters for new fuel types under development is changes in fuel thickness. To test the new commercially fabricated U-10Mo monolithic plate-type fuel, an irradiation experiment was designed that consisted of multiple mini-plate capsules distributed within the Advanced Test Reactor (ATR) core, the mini-plate 1 (MP-1) experiment. Each capsule contains eight mini-plates that were either fueled or "dummy" plates. Fuel thickness changes within a fuel assembly can be characterized by measuring the gaps between the plates ultrasonically. The channel gap probe (CGP) system is designed to measure the gaps between the plates and will provide information that supports qualification of U-10Mo monolithic fuel. This study will discuss the design and the results from the use of a custom-designed CGP system for characterizing the gaps between mini-plates within the MP-1 capsules. To ensure accurate and repeatable data, acceptance and calibration procedures have been developed. Unfortunately, there is no "gold" standard measurement to compare to CGP measurements. An effort was made to use plate thickness obtained from post-irradiation measurements to derive channel gap estimates for comparison with the CGP characterization.

Determinants of Technology Commercialization Ecosystem for Universities in Kazakhstan

  • The purpose of this study is to identify the barriers of university and industry cooperation and to develop recommendations for the internal ecosystem of technology commercialization. The research method used is a survey of three categories of experts from 9 universities of Almaty (researchers, technology transfer managers, spin-off-owners). Despite the strong efforts of the government of Kazakhstan in building innovation infrastructure, there is a low level of innovation activity, less than 5% of university inventions are transferred into the industry. The results of the expert survey showed that the main barriers for cooperation between university and industry are: lack of resources to build university-industry links, lack of time due to high teaching load, poor qualification of technology transfer managers and lack of networking with industry. Based on the results of the expert survey, it is proposed to develop the ecosystem for the commercialization of university-based technologies, for which the following economic activities are important: human resources, financing, intellectual property management system, and intermediary infrastructure. The results of this study can be applied in developing the strategies and policies for universities, public research organizations, as well as for national R&D and higher education policies.

일학습병행제 NCS기반자격과 과정평가형 국가기술자격 연계 과정 개발 연구: 기계설계기사 자격 사례 (A Study on Curricula Development to Accommodate Both Course-Based National Technique Qualification Program and NCS Based Certificate Program of Work and Study in Parallel: A Case on the Qualification of Mechanical Design Engineer)

  • 대학연계형 일학습병행제를 운영하는 계약학과 입장에서 NCS기반자격과 과정평가형 자격 모두를 수용할 수 있는 교과 편성이 가능한가에 대한 연구로 두 자격 간 주요내용과 차이점을 비교 분석한다. 기계설계 직무중에서 과정평가형 자격으로 공고된 기계설계기사 사례 분석을 통하여 양측 자격의 편성 기준에 부합하는 교과과정을 개발하였고 향후 운영상의 문제점을 예측하고 극복방안을 제시한다. 또한 일학습병행제와 과정평가형을 연계하여 운영하는 전문 교육기관으로 공급자 중심의 교육훈련과 수요자 중심 기술 자격의 격차를 최소화하고 학습근로자의 학업 성과를 극대화 하기 위한 현장주도 교육과정 편성이 용이하도록 몇가지 방안을 제안한다.

  • 산업보안관리사는 현재 민간자격이지만 향후 국가자격화 되어 현장에서 적절하게 활용 가능한 인력인지 여부에 대하여 국가적으로 공신력이 부여될 필요가 있다. 공신력 확보를 위한 운용방안 중 고려할 수 있는 것이 등급제이다. 현재와 같이 단일등급제로 운용할 경우 양적 확산에 초점을 두게 될 가능성이 있다. 따라서 질적 혁신 차원에서 산업보안관리사의 등급제도 활용도를 장기적인 관점에서 검토하여 등급을 구분할 필요가 있다. 한편, 산업보안 현장 실무자의 산업보안관리사 자격시험에 응시할 수 있는 요건, 산업보안 실무연수 과정 이수, 민간자격을 이미 취득한 인력의 경우 국가자격 승계문제도 중요한 고려 사항중 하나이다. 산업보안관리사제도가 활성화 되기 위해서는 국가자격화를 통한 공신력 확보뿐만 아니라 산업보안관리사의 인력의 수요창출이 필요하다. 현재 증가하는 산업기술유출에 대한 우려에도 불구하고 우리기업 등의 보안관리체계의 미비 등 산업보안대응 역량이 상당히 취약한 실정임을 고려할 때, 산업기술 보호에 특화된 산업보안관리체계에 대한 인증을 기존의 정보보호관리체계인증과 별개로 도입할 필요성이 있다. 산업보안 관리체제 인증제도와 산업보안관리사 자격제도가 연동될 때 국가핵심기술 등을 다루는 기업체, 연구기관 등의 산업보안이 실질적으로 이루어져 시너지 효과가 발생할 것이다.

한식조리기능사 자격증에 대한 인식 및 취득 동기, 개선 방안 연구 (A Study on the Perception, Motivation for Acquisition, And Improvement Measures of the Korean Cooking Certificate)

  • The purpose of this study is to make profits and enhance national competitiveness through the globalization of Korean food. For this purpose, this study analyzed the certificate of qualification for Korean cooking technicians in the field of technical cooking. The results of presenting the perception, motivation for acquisition, and improvement measures of the Korean cooking certificate are as follows. First, as for the perception, if Korean cooking technicians acquire the certificate, they are acknowledged to acquire the qualifications and basic technology as licensed cooks in Korean food; however, they cannot practically execute cooking affairs. They cannot receive additional marks in time of employment. Getting the special education in cooking schools is helpful to acquiring the certificate. Second, the motivation for acquisition results from its advantage over other types of business, and a hope for running Korean food restaurants. Third, the improvement measures cover changing examination contents to be utilized in practical affairs, improving cooking methods, fair evaluation, and considering excessive technicians not to depreciate the value of the certificate.

건설위험직종 작업자의 위험체감도 평가 (Risk Assessment for Hazardous Construction Work Recognized by Workers)

  • This study is to investigate the related materials such as domestic law regulation, research paper, research report, and the other material, and to suggest suitable counter measures, to find out hazard degree for its works of workers and work place through direct survey, in order to determine risk score of each hazardous work which is designated by the Government, without consideration of labour's consciousness against risk level at a site. Therefore, a new questionnaire survey related to the decision of risk level are made and distributed to find out what risk level each worker recognizes. Also, the authors tried to approach reasonable conclusions after discussing reasonability of qualification standard and improving ideas of worker at hazardous work places with worker, faculty member, H&S manager, labour union. And the results show hazard degrees by each work kind of the above: 3.75 for working with machinery, 3.7 for steel structure, 3.5 for operation of tower crane, 3.51 for retaining wall, 3.85 for form work, 3.46 for scaffolding are obtained. This quantified risk can be applied to establishing a reasonable system to keep safe against hazardous works.

Performance of U3Si-Al dispersion fuel at HANARO full-power condition

  • The irradiation performance of $U_3Si$ dispersion fuel in an Al matrix, $U_3Si-Al$, under the Hi-Flux Advanced Neutron Application Reactor (HANARO) design full-power condition of 30 MW was tested for full-power qualification of the fuel. A test assembly was fabricated containing 18 fuel rods made with atomized $U_3Si$ powder manufactured at the Korea Atomic Energy Research Institute. The test assembly was irradiated for 188 full-power operation days in the HANARO subject to the normal fuel-loading scheme and achieved about 60 at% U-235 average burnup and 75 at% U-235 peak burnup. The maximum linear power of the test assembly was 98 kW/m. Nondestructive and destructive postirradiation examinations were conducted. The measured postirradiation examination data were compared with data from previous irradiations and the design criteria required for HANARO fuel. Consequently, it was concluded that in-pile performance was acceptable and fuel integrity was maintained, and the behavior satisfied the fuel design requirements.

  • At the end of 2019, there was the major outbreak of "COVID-19" in China. In this outbreak prevention and control campaign, the property management enterprises(PME) performed actively, playing a vital role in China. This paper puts forward that the property management enterprises(PME) should be included as subjects of national urban and rural community governance from the perspective of the public product attribute of property management. Based on the properties of public goods in property management, this paper redefines the functions and positioning of PME with public affairs management, establishes the qualification of PME to participate in one of the main bodies of community public governance. And it forms a new model of community governance with community residents committees, owner' committee and PME as the main body. This research provides implications for national urban and rural community governance models by applying existing theories and practical examples.

  • We report the design and vibration analysis for the optomechanical structures of Linear Astigmatism Free - Three Mirror System (LAF-TMS). LAF-TMS is the linear astigmatism free off-axis wide-field telescope with D = 150 mm, F/3.3, and FOV = 5.51° × 4.13°. The whole structure consists of four optomechanical modules. It can accurately mount mirrors and also can survive from vibration environments. The Mass Acceleration Curve (MAC) is adapted to the quasi-static analysis. Modal, harmonic, and random vibration analysis have been performed under the qualification level of the launch system. We evaluate the final results in terms of von Mises stress and Margin of Safety (MoS).
