In this study, we proposed that Military Qualification System(MQS) should be reshaped for enhancement of the professional and efficient management of human resource in the military sector. It should be also prepared that Military Qualification Law and Organization to operate the MQS. By doing that, we can expect several benefits. Firstly, military professionalism is systemically managed and enhanced, secondly military qualification for military personnel will be innovatively developed, thirdly supplement of skilled personnel are secured with stabilities in the military sectors, and finally outplacement of retired personnel are also qualified with military career and training.

Early remotely-piloted aircraft system (RPAS) development focused on simple reconnaissance to obtain information by visual observation for military demands. Currently, various types of remotely-piloted aircraft (RPA) is being developed worldwide for applications in many different areas. As RPA avionics are combined with CNS/ATM technologies, RPA capabilities will be enhanced and the market is expected to grow rapidly. ICAO has been held the Air Navigation Commission on 14 October 2011 to discuss revising Procedures for air navigation services (PANS) and guidance material related to RPA and their associated systems. It progressed that Annex 2 and 7 will be revised and came into effect from 2012. However most of incorporate revisions are not clear yet. Because the revision articles recommend follow requirements of the state(s). Considering operations of RPA in controlled airspace and between adjacent states, the qualification and training of RPA pilot will be one of the main issues for RPA operation. In this paper, we will take a look at international and domestic trends of regulation framework in ICAO and RPA advanced country in chapter 2.1 and suggest about consideration of remote pilot qualification and training for establishing regulations of remote pilot license.

Currently, there are various institutions performing fire investigation and identification, such as fire stations and police stations as well as institutes related to fire safety, etc. And the manpower working at the institutions reaches a large number of persons. But there is no objective index on the expertise of the persons. In this paper, we suggested the examination criteria through job analysis and the enforcement method of the exam system. And we developed suitable exam subjects and exam content specifications for qualification of fire identification and estimation that investigate a fire cause, combustion, escape circumstances and fire facilities at the scene of a fire, survey the fire damage and analysis fire cause, etc. It will increase the public trust to develop national technical qualification items of the fire identification and estimation engineer.

Ground Complex, which is located at Naro Space Center, consists of Assembly Complex(AC) and Launch Complex(LC) which is necessary for successful launch of KSLV-I(NARO). AC consists of Assembly/Testing Building(ATB), Payload Processing Building(PPB), Kick Motor Building(KMB). The purpose of AC is accepting of KSLV-I components, testing, checkout, assembly(disassembly) of the launch vehicle(LV), readiness for transferring LV to LC, accepting of integrated Launch Vehicle(ILV) in case of launch cancellation and short/long time storage, and so on. Qualification tests(QT) for the total system at AC are carried out to check hardware used for operations with first stage unit mockup, upper stage unit Mockup and integrated mockup(GTV). The qualification tests is carried out according to program and procedures of QT. By course of this process, AC is certificated that all the systems and facilities of AC are guaranteed by the fulfillment of technological operations envisioned in the program of qualification tests during the work with the mock-up.

In this paper, a multipactor test for the space qualification model of the X-band dual-mode high-power channel filter for high-speed data transmission of geostationary satellite observation payloads was conducted and compared with the 8 dB margin required for design. It was confirmed that analytically required margins were met through testing and that satisfactory test results were obtained. The design and test of the multipactor are tested according to the ECSS standard. Based on this, it is suggested that if the margin of design is sufficiently secured, it can be used in the development of the filter for space qualification model without any test.

The school facility with a hub among the equipment receiving the hit environmental qualification standard, and the range of this research does LEED of the domestic green building certification system February is revised in 2013 G-SEED and which US and BREEAM in UK with a range. The way of the research checked the environment school building certification system and situation hit home and abroad, and a comparison analyze the division of the specialized field of each country qualification standard, essential item, and mark distribution and weight.

The goal of this paper is to estimate firm performance of hospital coordinators through a survey on employees of medical institutions placed in Busan and Ulsan. The survey for this paper is constituted by 34 questions of 4 groups related to firm performance, qualification requirement, general fact and a certificate of qualification. The survey was carried out from September 12th, 2008 to September 24th 2008 and 388 question sheets collected finally and used for result analysis. In the result analyses related to hospital coordinator and firm performance, we found some principal outcomes such that 88.6% of respondents approved that hospital image by patients and customers is raised, 87.7% of respondents approved that degree of patient's satisfaction on hospital services is raised, and 81.5% of respondents approved that employees recognized importance of services on customers, by hospital coordinators. In the result analysis on differences in firm performance by presence of a certificate of qualification for hospital coordinator, there were meaningful differences in degree of patient's satisfaction, financial performance and degree of employee's recognition on importance of services. From the all of the above results, we verified that establishment and improvement of educational process for hospital coordinator should be performed through researches on degree of patient's and costumer's satisfaction for hospital coordinator, degree of hospital coordinator's satisfaction for the job and surveys of requirements from related industry.

This study suggests ways to strengthen the expertise by analyzing the problems caused by the lack of expertise of the qualification management body managing the Korean qualifications in the realm of firefighting from the perspective of external signal dependency of capture theory. As a method to prevent the dependency of external signals in capture theory, it is suggested to strengthen the expertise of regulators and strengthening roles and functions of regulator institutions by supplementing education and professional manpower. On this basis, analyzing the problems of qualifications management to the external signal dependency tendency, the researchers in qualification management at the Human Resources Development Service of Korea have a variety of different majors, so understanding and application can be limited if they are working in an unfamiliar area of work. Therefore, in making decisions regarding topics such as policies and roles, suitable alternatives should be found based on external signals. In order to improve this, it is necessary to select firefighting majors in the Korean qualification management of the firefighting realm, to reorganize the job scope to a similar job field of the researcher in charge. It is also necessary to strengthen the expertise of the researcher through various programs, such as mandatory periodic maintenance education in order to understand the work of the researcher.

PURPOSE: This study examined the level of awareness of the guidelines of the physical therapist specialization system. METHODS: This study was a cross-sectional survey of 364 clinical physical therapists working in hospitals. A structured questionnaire consisting of 17 questions was used. The questionnaire consisted of standards and management for the institutionalization of physical therapist specialization, intentions to acquire specialized physical therapist qualifications, specialized fields, and general information of the research subjects. RESULTS: At least five years of clinical experience and a bachelor's degree or higher were required to obtain a specialized physical therapist qualification. Many physical therapists said they would accept the qualification of a specialized physical therapist. Training and examination were appropriate for acquiring specialized physical therapist qualifications, and it was desirable to manage qualifications at the national level or the association of physical therapists. As for the specialized fields of physical therapy, musculoskeletal physical therapy, pediatric physical therapy, and nervous system physical therapy were prioritized, and electrotherapy was not recognized as a specialized field. CONCLUSION: A detailed discussion is needed on the system and cost for acquiring a specialized physical therapist qualification and economic benefits after acquiring the qualification.
