공공기술 기반 창업기업 성장 결정요인: 기술주체의 후속지원을 중심으로 (Determinants of Growth of Public Technology Based Start-up: Focused on Subsequent Support of Technology Subject)

  • A plan to promote public technology-based start-ups as a way to enhance the use of public technology has been emphasized. However, the problem of creating commercial value has persisted due to the lack of reproducibility and readiness of public technology. Although gap exists in the linking process between the public and private sector, it is difficult to find objective empirical evidence as most of them are only qualitative research. Our empirical works examine the impact of subsequent support of the public research institute on the commercialization of public technologies. Then, we analyze how commercialization of public technologies affects the growth of technology-based startups using 2-stage least square (2SLS) model. We find that the linkage with the technology subject contribute to the successful commercialization of public technology, and further to the survival and growth of technology-based start-ups. Our finding suggests that knowledge management system, to facilitate interaction between technology developer and consumers, is needed for the success of public technology-based start-ups.

대표공종의 선정을 통한 약식 기성 산정 방법에 관한 연구 - 자연형 하천공사를 중심으로 (A Study on Simplified Payment Method by Progress Measurement for Specified Activity - Focusing on Construction of Eco-River)

  • 내역서를 기반으로 하는 국내 공공공사의 기성 산정 방법은 작업진도의 산출과 무관한 기성고 산정과 많은 양의 서류작성과 복잡한 절차 등의 많은 문제점이 있다. 국가계약법에서 정식과 약식 기성 산정 방법으로 구분되며, 이중에서 약식 기성 산정 방법은 절차와 신청서류를 간소화하여 이와 같은 문제점을 상당 부분 해결 가능하지만 이의 활용이 미비한 실정이다. 본 연구에서는 작업분류체계의 수립과 이를 기반으로 선정된 대표공종의 진도율을 이용하여 기성을 산정하는 방법을 제안하였으며, 자연형 하천공사의 실적공사 데이터를 수집하여 이를 적용을 통한 국내 공공공사의 기성 산정 방법과의 비교를 통해, 기성 산정을 위한 관리항목의 감소로 인한 업무 부담의 감소와 빠르고 효과적인 기성 산정을 통한 업무효율의 증가 등 그 효율성을 검증하였다. 이러한 기성 산정 방법론의 도입은 기존 방법의 문제점 해결을 통한 업무효율의 증가뿐만 아니라 향후 공공공사의 사업관리에 있어서 그 효율성이 검증된 공정-공사비 통합관리의 기반을 다지는 데 있어 큰 의미가 있다.

법무부 '교정작품전시회'의 사례 분석을 통한 방향성 제고에 관한 연구 (A Study on Improvement of Direction through Case Studies of 'Correctional Industry Works Exhibition' of the Ministry of Justice)

  • Most of crime occurrence in Korea is caused by ex-convict. Various correctional training programs support convicts to reform a criminal as a treatment program. This study is about the most crucial 'Correctional Industry Works Exhibition' that is hosted by the Ministry of Justice and supervised by Seoul Correctional Service and other related events. 'Correctional Industry Works Exhibition' divides into the convicts' works in prison, literary works and staffs' literary works. Based on the working experience as a judge for the last six years(2009~2014) and analysis of research cases, the writer grasps the problems that needs to be improved and suggests the strategies. In the future, 'Correctional Industry Works Exhibition' will be a festival for convicts and prison officers that communicates with the public and will vitalize the works in prison that will produce good products. Moreover, it can be expected to support the social reintegration of prisoners and repeated crime after released from prison.
