Internet development requires the evaluation of secure Internet service quality. This study evaluated public Internet service quality categories and items based on the eQual program developed by Barnes & Vidgen (2006). Using a questionnaire designed to test Internet service qualities for public websites designed by The Knowledge and Information Resources Management Project, we examined 707 users and then measured the effects of service quality factors on customer satisfaction. In conclusion, we found that information quality, usability, and service interaction had a positive effect on customer satisfaction.

우리가 사용하는 대부분의 공공서비스는 최근 스마트폰의 확산에 따라 모바일 기기의 앱서비스 형태로 확산 보급되고 있다. 특히 시민들의 공공데이터 활용에 대한 관심이 높아짐에 따라 서울시의 경우 25개 자치구의 열린 데이터광장을 통하여 공공데이터를 확인할 수 있으며, 이를 활용한 다양한 서비스 구축이 가능하게 되었다. 최종적으로 서비스를 사용하는 사용자의 경우 본인이 가진 전자매체를 통하여 많은 서비스를 제공받고 있는데, 이러한 서비스의 개발이나 연구 현황을 보면 아직은 서비스나 시스템 구축에 치중되어 있고, 사용자가 보고 접하는 정보, 즉 서비스 콘텐츠의 시각화 영역에 대한 연구는 미흡한 실정이다. 본 연구는 선행연구를 통해 제시된 "사용자 인터페이스 플랫폼"에서 공공데이터를 활용한 공공서비스 구축 방안과 그 방향성을 제시하고자 한다. 이는 근미래의 스마트한 도시환경에서 급증하는 공공데이터를 유용하게 사용하여 보다 생활밀착형의 공공서비스를 제공하기 위한 것이며, 효율적인 인터페이스 환경 구축을 위해 사용자는 물론 공간에서 발생하는 다양하고, 방대한 양의 정보를 손쉽게 수집 분류 가공 공유할 수 있는 프레임을 구성하고자 한다.

There is a growing demand for public rental housing since housing price increased rapidly and socially vulnerable people need more stable housing. The purpose of this study is to investigate housing evaluation (satisfaction), moving plan, and residential service according to the type of the public rental housing and the characteristics of the resident, and to suggest the development direction for comprehensive housing services including the community level. Data used for analysis in this study are from 2016 Seoul panel survey of public rental housing residents. A total of 3009 questionnaire from public rental households were collected in 2016 Seoul panel survey. In order to investigate housing requirements, we analyzed household characteristics, housing satisfaction, moving plans, welfare services, residential activities and community facilities, social environment. In this study, the difference of residential satisfaction, moving plan, and residential service according to the type of the public rental housing and the characteristics of the resident is analyzed to identify their housing demands. As a result, there were differences in residential satisfaction, moving plan, and residential service depending on type of public rental housing and characteristics of residents. Residents in public rental housing modified from the multi-family housing after purchase showed lower residential satisfaction, and higher intention for moving plan compared to residents living in other type of public rental housing. In the residential service, residents in permanent lease type have higher experience of housing service as well as demand on housing service. Especially single household, elderly household, female household, or household with handicapped person indicated higher demand for housing services.

The Public Service Charter is one of the administrative reform programs introduced to promote customer oriented administration. It's main purpose is to achieve citizens' confidence in the government by satisfying them with elevated quality of the public services. This study focuses on analyzing current conditions and achievements of the Public Service Charter in the Republic of Korea and proposing it's development plan. Since it was introduced to Korea in 1998, the Public Service Charter has been disseminated and contributed to the spreading of the citizens' understandings of the government's initiatives for customer satisfaction plans. Still, it has several problems as follows; A lot of public servants and citizens lack in understandings of this program. CEOs don't have enough concern in it. Evaluation is not organically connected to performance management. The correction and compensation procedure are not well operated. To solve these problems, the government needs to set up an institutional foundation establishing a legal base, uplifting CFO' concerns, and building a department with full responsibility, and to promote employees and citizens' participation through education and PR. It's also important to enhance post management by efficient evaluation and performance management, substantial correction and compensation procedure.

이 연구는 공공도서관의 서비스품질을 측정하기 위한 공통된 요인을 추출하여, 표준화된 서비스품질 측정도구를 개발하기 위한 탐색적 시도로 이루어졌다. 이 연구는 선행연구를 바탕으로 기존의 주요척도들을 사용하여 공공도서관의 서비스품질을 직원의 상호작용, 정보자원 및 프로그램, 물리적 환경 및 시설의 세 가지 차원 나누고, 이를 다시 하위차원으로 세분하였다. 아울러 이 서비스품질의 차원을 바탕으로 위계적 3차원 요인 구조모형을 설정하고 이를 탐색적 요인분석과 확인요인분석을 실시하여 검정하였다.

본 연구는 교통기본법(안)에 명시된 대중교통 사각지대 설정과 평가를 위한 3가지 평가척도를 제시하였다. 평가척도는 행정동 단위의 대중교통 노선 및 운행실태에 대한 기초 DB를 적용하여 대중교통 서비스권역, 대중교통 배차간격, 1일 총 운행시간을 각각 A-F(6등급)으로 구분하였다. 대중교통 사각지대 평가척도는 정부 및 지자체에서 대중교통 서비스 낙후지역의 최저 대중교통 공급 및 연계노선 계획, 최저배차계획, 1일 대중교통 총 운행시간 계획에 기준으로 활용할 수 있을 것이다.

중앙정부 및 지방정부들은 지역마다 지리적 환경적 경제적 기반을 고려한 유비쿼터스 테마를 가지고 U-City를 추진하고 있다. 그러나 현재 지방정부들이 추진하고 있는 U-City 건설 계획은 시민에게 제공되어야 할 서비스와 공급자인 도시정부에서 제공해야 할 유비쿼터스 행정 서비스가 무엇인가에 대한 담론의 과정이 미흡한 상황에서 공급자 위주의 방식으로 서비스를 제공할 계획에 있다. 위와 같은 문제 의식 하에 본 연구는 충주시 공무원을 대상으로 공공부문에 U-공공서비스의 도입의 필요성과 서비스의 유형, 그리고 제공해야할 서비스의 우선순위가 무엇인지를 실증적으로 분석하고 그 개선방향을 제시하였다. 분석결과 공공부문 영역에 필요한 서비스 유형 및 우선순위는 일반행정부문, 의료 복지부문, 안전 방재부문, 교통 물류부문, 문화 관광부문과 교육부문의 순서로 분석되었다.

Purpose: We present improvements to the Korean home visiting healthcare service based on analysis of Korean home visiting healthcare services considering recent sociodemographic changes and demands for healthcare services. Methods: This is a review study in which the results are derived through a literature review and data analysis. We collected data through a search of electronic databases, Google Scholar, and governmental websites. Results: Changes in Korean home visiting healthcare services are classified into four stages: 'introduction (1990-2000)', 'pilot project (2003-2006)', 'nationwide expansion (2007-2012)', 'various types (2013-2018)'. Korean home visiting healthcare service based on public health centers has achieved outcomes such as improved health behavior and health management, increased health management ability, and establishment of comprehensive healthcare infrastructure. Conclusion: In the future, the demand for home visiting healthcare service will increase steadily because of deepening social polarization, rapid aging of the population, and increases in chronic diseases. To improve health management and health equity, we suggest that Korean home visiting healthcare service will expand to all the people as a core public health service. It is necessary to establish a management team for various types of home visiting healthcare service in the public health center.

공공도서관이 지역사회에 대한 정보를 수집하고 제공해야 하는 것은 지역사회 기반시설로서 매우 중요한 업무 중의 하나이다. 따라서 이 연구에서는 공공도서관의 지역정보서비스 활성화를 위한 방안을 제시하고자 공공도서관 및 이용자 대상 공공도서관 지역정보서비스에 대한 이용자 인식 및 요구조사를 실시하였다. 이를 토대로 하여 공공도서관의 지역정보서비스 활성화 방안으로 지역정보 이용을 위한 접근점 다양화, 이용자 요구를 반영한 지역정보 콘텐츠 개발, 공공도서관 중심의 지역정보서비스 협의체 구성, 인식 개선 및 이용 활성화를 통한 지역정보서비스 홍보를 제언하였다.

Purpose: This study examined the effects of a shoulder-strengthening exercise on muscle strength of shoulder flexors and extensors of caregivers. Methods: The study consisted of 19 caregivers (2 males and 17 females) employed by Medical Center B. All the participants took part in an 8-week shoulder muscle strengthening exercise, based on previous studies. In the first week, the subjects took part in a stretching exercise enhance the range of motion. In the second week, they participated in an exercise aimed at improving shoulder blade stability. From the third to seventh weeks, a resistance exercise of different intensities was applied in a phased manner. Finally, in the eight week, the subjects took part in plyometric exercise. Peak torque, average power, and total work of shoulder flexors and extensors in both sides were measured before and after the exercise at an angular speed of 120deg/sec using an isokinetic device. Wilcoxon's singed-ranks test was conducted to analyze differences in muscle strength before and after the intervention. Results: After the exercise, there was a significant improvement in peak torque and average power of flexors of the right arm. After the exercise, peak torque, total work, and average power showed a significant improvement in the flexors of the left arm (p<0.05). However, there was no statistically significant difference in extensor muscle strength in either arm after the exercise. Conclusion: Shoulder flexors of caregivers are utilized frequently in the workplace. Implementation of extensor-strengthening exercises, in addition to flexor-strengthening exercises, can contribute to reducing the incidence rate of shoulder injuries among caregivers.
