Implementation of Efficient GPKI for E-Government (전자정부 구현을 위한 효율적인 GPKI 구축 방안)

  • It is an essential prior condition that information security of all sorts of administration-information on line for E-Government. Every country including United Slates has been constructing and managing Government PKI(Public Key Infrastructure) of information security of one\`s own authentication, confidentiality, integrity, non-repudiation in administration environment on line for information security base construction of E-Government. In this paper, we present an efficient GPKI(Government PKI) implementation suitable for Korea actual circumstance through study and analysis of superior case such as United State.

Analysis of Public Notice of NSSC and Field Application Case Regarding Security of Radioisotopes (원자력안전위원회 방사성동위원소 보안관련 고시 및 현장 적용 사례 분)

  • Since Roentgen discovered X-rays, radiation sources have been utilized for many areas such as agriculture, industry, medicine and fundamental chemical research. As a result, human society has gained lots of benefits. However, if a radioactive material is used for the malicious purpose, it causes serious consequences to humanity and environment. Consequently, international organizations including International Atomic energy Agency (IAEA) have been emphasizing establishment and implementation of security management to prevent sabotage and illicit trafficking of radioactive materials. For this reason, the rule of technical standards of radiation safety management was revised and the public notice of security management regarding radioisotope was legislated in 2015 by Nuclear Safety and Security Commission (NSSC). Several radioactive sources which have to be regulated under the above rule and the public notice have been utilized in Advanced Radiation Technology Institute (ARTI) of Korea Atomic Energy Research Institute (KAERI). In order to control them properly, security management system such as access control and physical protection has been adapted since 2015. In this paper, we have analyzed the public notice of NSSC and its field application case. Based on the results, we are going to draw improvement on the public notice of NSSC and security system.

  • Web service is giving an equal privilege to all user for sharing their resources. Under this situation, a lot of vulnerability against the various attacks through the Internet is possible, more sophisticated security services are necessary. In this paper, we propose an access control scheme using SPKI (Simple Public Infrastructure). The scheme designates an access control by providing the certificate to users who request a connection for resource sharing and limits the resource usage of information provider according to the access right that is given to their own rights.

  • With the occurrence of the 4th Industrial Revolution, environmental change is happening in the healthcare industry as overall flow of Industry heads to ICT-based business environment. Healthcare Industry, which has the characteristic of public goods, is requiring a reliability and continuity of healthcare industry, however, the introduction of security is being delayed due to the problem of compatibility and extendability of existing system. Accordingly, in this research, we have built a section and role for stakeholders to be concerned in order to induce, analyze and introduce a needed security technology for rapidly building a security system in a smart healthcare environment. We have suggested a possibility of extendability regarding a multi-dimensional effort of stakeholders for establishing a healthcare security system.

An Analysis of Efficiency of Security Services : A Comparative Determinants Analysis of Public and Private Security (경호업무 효율성에 관한 연구 : 공공경호와 민간경호의 효율성 영향요인의 비교분석)

  • Objectives of this study is develop security services through determinants analysis on the efficiency of security works regarding security and guarding business in Korea because nowadays the modern society like Korea let alone all over the world faces the increase of dangerous factors in every security field of the human societies, and also it is the very present situation that an individual's life even the national security itself can be at the risk without guaranteeing the efficiency of the security services. For this purpose, this study reviewed related documents, surveyed and interviewed security personnels to identify what the potentially influential factors are in both the public and private security organizations regarding the efficiency of present security services and organizations, and what differences are. Also, comparing the public and private security sectors, this study intended to suggest policy agendas how to enhance the efficiency of security services in the future. This study surveyed the 177 agents and former agents of the Presidential Security Service(PSS) for the public security sector, and also surveyed, interviewed, and internet-based polled 821 randomly selected personnels for the private security sector. This research showed that regarding the efficiency of the security services number of independent variables which had positive responses in the public security sector was more than that in the private security sector. Among the 21 questions regarding this issue, there were all of 21 positive responses in the public security sector while there were 18 negative responses in the private security sector. As a result of synthesizing all the answers of the both sides, it is possible to understand that mostly the ratio of the positive response was much higher. In the public security service, statistically significant variables were budget support for events, prior access of information, an integrated teamwork training, organizational atmosphere, morale of organization personnel. However, practical training of the security service and mutual communication showed unexpectedly negative(-) signs. In the private security service, statistically significant variables were budget support for events, integrated teamwork training, socially friendly atmosphere, compensation for the personnels, bullet-proof equipments and vehicles, mood of organization, personnel recruit and disposition, unexpected incidents and basic attitude for security services. In sum, while organizational personnel variables and organizational management variables were significant in the public security service, some organizational management variables and all socio-environment variables were statistically significant at 5% significance level.

  • Based on the network infrastructure advanced in the information knowledge society, the structure of computer net work is operated by establishing the composition of network in various forms that have secured the security. In case of computer network of national/public organizations, it is necessary to establish the technical and managerial securit y environment even considering the characteristics of each organization and connected organizations. For this, the im portance of basic researches for cyber training by analyzing the technical/managerial vulnerability and cyber threats based on the classification and map of cyber threats according to the characteristics of each organization is rising. T hus, this study aims to analyze each type of external/internal cyber threats to computer network of national/public o rganizations established based on the dualistic infrastructure network of internet and national information network, a nd also to present the cyber threat framework for drawing the elements of cyber security training, by drawing and analyzing the actual elements of cyber threats through the case-based scenario.

  • The Ministry of Maritime Affairs and Fisheries embarked on Oct. 8, 1996, incorporating most of the previously fragmented maritime administrations into one single organization But the maritime administrative functions related to safely and security missions have not yet been merged into a synergetic whole, with versatile multi-functional systems working so effectively that better services to the public might be expected. Enhancing administrative capabilities requires that these missions be integrated into one institution and an enterprising management system be adopted to overcome bureaupathologies, such as complacency and inertness of administration.

  • It is imperative to migrate the current public key cryptosystem to a quantum-resistance system ahead of the realization of large-scale quantum computing technology. The National Institute of Standards and Technology, NIST, is promoting a public standardization project for Post-Quantum Cryptography(PQC) and also many research efforts have been conducted to apply PQC to TLS(Transport Layer Security) protocols, which are used for Internet communication security. In this paper, we propose a scenario in which a server and multi-clients share session keys on TLS by using the parallelized NTRU which is PQC in the key exchange process. In addition, we propose a method of accelerating NTRU using GPU and analyze its efficiency in an environment where a server needs to process large-scale data simultaneously.

  • Information security started as an IT operation process and is now recognized as an important issue of information technology, and each international organization is newly defining the concept. Information security itself is a new combination of IT technologies, a set of technologies and a technology area. As IT outsourcing becomes common in many public sectors, SLAs are introduced to evaluate the level of IT services. In the area of information security, many studies have been conducted on the derivation and selection of SLA performance indicators, but it is difficult to find a way to apply the performance indicators to service level evaluation and performance systems. This thesis conducted a study on the application of a service evaluation system for information security performance indicators based on the public sector and a performance system including compensation regulations. It presents standards and rewards(incentive and penalty) that define expectation and targets of performance indicators that take into account the environment and characteristics of a specific public sector, and defines appropriate SLA costs. It proposes a change plan for the organizational structure for practical SLA application and service level improvement.

Introducing Contract-out in the Policing Service : Focusing on Policing segregated System (치안서비스의 민간위탁 도입에 관한 연구 : 치안분업모델을 중심으로)

  • These days, the majority of public service area presents increment of utilizing a contracting-out with the following reasons such as cost-efficiency, maintenance of population changes in flexible manner, and convenience of management. The social changes have influence on policing structure and regional security system as well as problems associated with accepting the contracting-out in the public policing sector. However, many issues such as limited contracting-out sector, difficulty of encouragement of participation to private sector, and limitation of making a contract with contracting-out would be brought up when initiate contracting-out to the public policing sector. Changing security system to lower budget, planning restructure of organization, developing alterable partial contracting-out, establishing private and public cooperate system and rationalizing contract system are the suggestions to solve and modify the raising problems. This study suggests a differentiate regulation of policing services compare to currently existing contracting-out method to consider a distinctive working environment. The suggestions are as follows: 1. develop a security segregate model, 2. build a cooperative system between private and public policing sector, 3. broaden opportunity of participation of private policing sector, 4. open-competition among qualified private tender to make a contract. The private contracting-out in the public security service sector should be manage in different manner compare to other private contracting-out in government-oriented public service sector. Since work performance of each private contracting-out agency is strongly bond to safety of every civilian in the nation, it is essential to increase its standard of qualification of each agency.
