공공도서관시스템의 성공과 실패는 인적 자원의 효과적인 관리에 달려 있다. 그것은 공공도서관의 직원이 운영과 서비스 제공에 가장 중요한 자원이라는 것을 의미한다. 그러므로 공공도서관이 지역사회에 최선의 서비스를 제공하기 위해서는 정보자원을 효과적으로 이용하고 지역사회의 요구를 충족시키기 위한 우수한 직원을 확보할 필요가 있다. 이 연구는 국제기구, 주요 선진국, 한국의 공공도서관 직원기준과 지침을 비교 분석하는데 목적이 있다. 그리고 연구결과로 도출된 시사점은 후속연구인 최적 배치기준 제시의 중요한 이론적 배경과 논리적 근거로 활용될 것이다.

The public-private cooperation in package deal has been studied for the overseas energy resources acquisition. The effectiveness of the package deal has not been successful because the deal has led by the government organizations. It is difficult for the plant EPC companies to join the packaged deal due to the lack of the whole responsibility organization to support the participation of the package deal. The followings are suggested as the ways to strengthen of the public-private cooperation in this study. 1) the relevant public enterprise privatization 2) establishment of the joint model for leading the plant EPC companies to the package deal 3) establishment of the whole responsibility organization for the public-private cooperation.

이 연구의 목적은 공공도서관 OPAC 인터페이스의 발전방안을 제안하기 위한 것이며, 이를 위해 국내 외 공공도서관 OPAC 인터페이스의 사례를 분석하고, OPAC 인터페이스에 대한 이용자 요구를 조사하기 위하여 OPAC의 이용행태, 기능요구도, 개선사항을 중심으로 설문조사를 실시하였다. 공공도서관 OPAC 인터페이스는 인터페이스 설계 원칙을 준수하며 이용자 요구를 반영하여 설계되어야 한다. 이를 위해 자료에 대한 완전한 서지 레코드를 입력하여 OPAC의 다양한 기능 구현을 위한 기반을 제공해야 한다. 이 연구 결과는 공공도서관 OPAC 인터페이스의 설계에 기초자료로 활용될 수 있을 것이다.

본 연구는 대구 지역 다문화 유관 기관들의 다문화 정보자원의 생산, 수집, 관리를 포함하는 아카이빙 활동에 대해 살펴보고자 시청 다문화팀, 다문화 관련 센터와 시민단체, 공공도서관 등 총 12곳을 대상으로 사례조사를 실시하였다. 그 결과, 이들은 온/오프라인을 통한 정보자원의 생산, 외부 정보자원의 수집, 그리고 공문서와 상담일지, 다문화 도서, 박물자료 등의 정보 관리를 위해 노력해왔으나, 이 과정에서 일부 문제점들도 나타났다. 향후 다문화 유관 기관들은 정보생산, 수집, 관리에서 책임성을 강화하고, 공공도서관은 다문화 유관 기관들의 자료에 대한 수집과 조직을 위해 적극 노력해야 하며, 양측은 협력적 아카이빙 활동을 위해 노력할 필요가 있다.

이 연구의 목적은 도서관이용과 도서관예산 사이에 영향관계가 있는지를 알아보고, 이를 통해 잠재적 이용자들을 도서관으로 유인하기 위해서는 적정예산의 확보가 필요하다는 것을 설명하는데 있다. 다시 말해, 도서관예산은 도서관이용을 증진시킬 수 있는 중요한 요인임을 설명하기 위해 시도되었다. 이를 위해 부산광역시 공공도서관 31개관을 대상으로 국가도서관통계시스템으로부터 확보된 2013년 통계데이터를 사용하여 분석을 실시하였다. 분석을 위해 독립변수는 도서관예산을 설명하는 '총비용지수(TFI: Total Funding Indicator) = $\sqrt{인건비{\times}자료구입비}$'와 도서관이용을 나타내는 'LU(Library Usage) = (연간 방문자수) + (연간 대출자료수) / 봉사대상인구'의 개념을 통해 산출된 값을 종속변수로 사용하였다. 연구결과는 도서관총비용지수(TFI)와 도서관이용(LU) 사이에는 영향관계가 존재하는 것으로 나타났으며, 도서관의 예산이 증가할수록 도서관이용은 증가하는 것으로 설명되었다. 본 연구의 결과가 비록 도서관예산과 도서관이용의 긍정적인 관계를 설명하고 있지만, 분석대상 및 분석기간의 제한성 및 한정성으로 인해 정책결정을 위한 도구로서 활용되기 위해서는 대상의 확대 및 분석기간의 다년화를 통한 타당성이 확보되어야 한다.

Public transportation is public service that is contributed to the convenience of the public. However, opportunity for public services in rural areas is weaker than the chance in urban areas. The purpose of this study is to evaluate accessibility of various public facilities using public transportation. To evaluate the accessibility, we calculate the various time from community center to the nearest bus stop, walking time, riding time in bus, and waiting time for transfer. The results of this study ares as follows; (1) Villages occupy 19.8% in rural areas that walking time from community center to the nearest bus stop takes over 10 minutes in integrated Chungju-si; (2) The average speed is 21.9 km/hr estimated to departure and arrival time of bus route; (3) The accessibility time from community center using the average bus speed takes 15.43 minutes to public facilities, 35.15 minutes to emergency center, 8.70 minutes to medical center, 9.70 minutes to elementary school, 16.26 minutes to middle school, and 22.61 minutes high school; (4) The transfer time of public transportation takes 13.46, 21.96, 10.48, 7.78, 11.11, 16.10 minutes to public facilities, emergency center, medical center, elementary school, middle school, and high school, respectively; (4) Traffic accessibility using bus vehicles in the East and South Chungju-si is lower than areas in the West and North Chungju-si. Some villages surrounding public offices (eup-myeon office) which have a high density of population, indicate a high traffic accessibility.

The study of public health systems is an important, but very difficult task. The concept and functions of public health systems are influenced by the views, interests, and influence of the various stakeholders belonging to public health systems and broader social, economic, political, and environmental sectors. To define public health system with conceptual clarification, we must take into account the dynamic and complex aspect of the public health system. This paper reviews health systems and public health systems literature to suggest the concept, goals, and functions of public health systems. In addition, this paper recognizes some challenges, such as leadership and management, resource development, economic support, and service delivery to strengthen public health systems for improving health and well-being of population.
