탄소중립을 위한 교통분야 마이데이터 활용의 법제도적 개선 과제 (Legal and Institutional Improvement Tasks for Utilizing Mydata in the Transportation Sector for NetZero)

  • 교통분야에서 탄소중립 달성을 위한 전략으로 자동차 총 주행거리 감축과 승용차 교통량 감축을 제시하고 있다. 이를 위해서는 대중교통 활성화를 목표로 MaaS 서비스를 적극적으로 추진하여야 한다. MaaS를 추진하기 위해서는 개인의 이동에 대한 이용수단, 경로뿐만 아니라, 개인의 이용 수단의 전환 등 개인별 누적 이동 데이터가 필요하다. 하지만 국내에서는 개인의 이동에 대한 데이터를 수집하고 이를 활용하는데 있어서 법적인 한계가 존재한다. 2023년 개정된 개인정보보호법에 개인정보 전송요구권이 신설됨에 따라 개인의 이동에 대한 데이터를 수집하고 활용하기 위한 법률이 마련되었지만, 시행령, 세부 규칙, 지침, 가이드라인 등이 마련되어야 하며, 마이데이터수집을 위한 데이터 형식 및 전송체계의 표준화가 선행될 필요가 있다.

ICT 중소기업의 산·연 R&D협력이 기술혁신성과에 미치는 영향: 출연연구기관과의 협력을 중심으로 (The Effect on Technology Innovation Performance of Private-Public R&D Cooperation of ICT SMEs: Focused on Collaboration with Government-funded Research Institutes)

  • 우리나라의 중소기업은 전체 사업체 수의 99.9%, 사업체 종사자 수의 87.9%를 차지하는 등 국가경제의 근간을 형성하고 있다. 하지만 대부분의 중소기업은 자금은 물론 연구인력, 연구시설 장비 등 기술개발(R&D)에 필요한 역량 확보에 상당한 어려움을 겪고 있다. 이러한 상황에서 출연연구기관과의 R&D협력은 새로운 기술과 신제품 개발에 필요한 과학기반 지식의 획득과 활용 등 중소기업의 기술혁신을 도모함으로써 기업이 기술력을 토대로 지속 성장하는데 중요한 전략적 수단이 될 수 있다. 이에 본 연구는 2016년 한국전자통신연구원(ETRI)의 산 연 기술협력 수요조사를 이용하여, 기업이 출연연구기관과 R&D협력을 하는데 영향을 미치는 기업의 특성요인을 분석하고, 기업의 기술역량과 산 연 R&D협력이 기술혁신 성과에 미치는 효과를 이분형 로지스틱 모형(Binary Logistic Model)으로 분석하였다. 분석 결과, 첫째로 기업의 기술역량과 관계적 특성이 출연연구기관과의 R&D협력을 강화할 가능성이 있음을 보였다. 둘째, 기업의 기술역량과 산 연 R&D협력은 제품혁신과 공정혁신 모두에서 긍정적인 효과가 존재함을 확인하였다. 따라서 중소기업이 기술혁신 성과를 달성하기 위해서는 출연연구기관과의 R&D협력과 내부 기술역량의 확보가 필요하며, 산 연 R&D협력의 활성화가 요구됨을 시사한다. 이러한 분석결과를 토대로 본 연구에서는 중소기업의 기술혁신 도모를 위한 출연연구기관의 역할 방향에 관한 시사점을 R&D협력 활성화 측면에서 제시한다.

정보기술 분야에서 혁신적인 기술의 수용요인에 관한 탐색적 연구 (An Exploratory Study on the Acceptance Factors of the Innovative Technology in Area of Information Technology)

  • Today, change in the information technology field is very fast, the innovative technology or product to be released for the other sectors tend more frequent. In this situation, most of potential users should think carefully about the adoption of innovative technology such as Web2.0. On the other hand, the adoption or acceptance of innovative technology has the paradox of technology. In order to verify the acceptance factors of innovative technology, we are proposed the model based on the DOI and MIR. Conceptually, we examine the four independent variables such as relative benefit, compatibility, complexity, risk that are divided into two parts as positive and negative, a moderating variable effect on independent variables that is the social influence, and their impacts on the acceptance of new technology. The questionnaire which consists of 100 questions was used to analyze the result to IT suppliers and customers in public sector. Finally, our research model was tested in an empirical study, which confirmed all of our hypotheses.

Assessment of LMX as Mediator in Procedural Justice - Organizational Citizenship Behavior Relationship

  • Purpose: Organizational justice is not considered as objective variable, but considerably, it is the employee's perceptions about an organization. Since the last four decades, researchers endorsed the significant importance of organizational justice on motivation and work behaviours like turnover intentions, trust, motivation, organizational commitment, job satisfaction, in-role and organizational citizenship behaviour. Accordingly, scant literature is available on procedural justice - organizational citizenship behaviour via mediating role of leader-member exchange (LMX) in higher education context especially in Asian countries like Pakistan. Research Design, Data and Methodology: Cross - sectional study design was used and data was collected from the 452 permanent and contractual teaching faculty serving in different positions at private and public sector degree awarding institutes / universities accredited by Higher Education Commission (HEC) of Pakistan. Mediated regression analysis, as proposed by Baron and Kenny (1986), was employed to address the research hypothesis. Results: Results showed that procedural justice and LMX was positively impacted on OCB and LMX also fully mediates the relationship of procedural justice and organizational citizenship behaviour (OCB). Conclusion: The result indicated that LMX fully mediates the relationship of procedural justice and organizational citizenship behaviour.

Work Pressure and Safety Behaviors among Health Workers in Ghana: The Moderating Role of Management Commitment to Safety

  • Background: safety and healthy working environment has received numerous research attention over the years. Majority of these researches seem to have been conducted in the construction industry, with little attention in the health sector. Nonetheless, there are couple of studies conducted in Africa that suggest pressure in hospitals. Therefore the aim of the study was to examine how pressure influence safety behavior in the hospitals. With reference to the relevance of safety behavior in primary health care delivery, there was the need for the study. Method: Data was obtained from 422 public hospital employees. Respondents were assured that all information would be kept confidential to increase the response rate and acquire more accurate information. Collection of questionnaires from participants took four weeks (20 working days), after which the data was analyzed. Results: The result of the study showed that work pressure correlated negatively with safety behavior. General safety climate significantly correlated positively with safety behavior and negatively with work pressure, although the effect size for the latter was smaller. Hierarchical regression analysis showed management commitment to safety to moderate the relationship between work pressure and safety behavior. Conclusion: When employees perceive safety communication, safety systems and training to be positive, they seem to comply with safety rules and procedures than voluntarily participate in safety activities.

Business Trends in Geo-Spatial Information and Service Market

  • NASA's remote sensing market analysis and forecast projects 3.3 billion dollars in 2005. On the other hand, a market research firm expected that world commercial remote sensing imagery, GIS software, Data, and value-added services will generate 8.3 billion dollar in 2007. It has been widely believed that geo-spatial information and service market is growing rapidly and has a huge potential, but it is not clearly understood where it is now and will be heading in the future. Also, it could be a significant question to answer where the industry in Korea fits the best in the world business trends and where it should be strategically heading to take a large market share. Furthermore, if it could be worth being considered as a Korean strategic industry for the future. Instead of pursuing direct answers to the questions, the author will start reviewing general business practices, major business transactions such as merging and acquisitions (M&A's) and initial public offerings (IPO's), and research on market capitalization and revenue of major companies. Throughout the study, a list of common grounds in the market was uncovered and realized as follows: (1) value-added data matters in geo-spatial information and service market; (2) private sector grows faster; (3) characteristics of multi-national industry; and (4) Dependency on major industry. Based on the findings, the author presents a list of recommendations as conclusions.

과학기술 분야 디지털 아카이빙을 위한 정책연구 (A Study of Digital Archiving Policies for National S&T Information Resources)

  • 본 연구의 목적은 국가적 차원의 과학기술 분야 디지털 아카이빙 체제구축을 위한 정책방안을 제시하는 것이다. 이를 위해 우선 과학기술 분야 자원현황을 파악하고, 디지털 자원의 장기보존을 위한 대상을 선정하는 기준을 분석하였다. 다음에는 과학기술 분야 주요 정보자원 유형별로 장기보존을 위한 핵심과제를 제안하였고, 이를 추진할 조직체계를 구상하였다. 또한 디지털 아카이빙을 위해 국가 차원에서 추진해야할 전략과제들을 제안하였다.

A Study on Introduction of the Budgetary Accounting System for Not-for-profit Organizations related to Maritime and Fisheries Sector in Korea

  • This paper aims to introduce budgetary accounting system for not-for-profit organizations related to maritime and fishery in Korea Especially, these not-for-profit organizations related to maritime and fishery should design and maintain the original accounting systems because they have some objectives and activities of organizations different to for-profit organizations. Currently, while the accounting for not-for-profit units is difficult to understand, this case study of budgetary accounting system for not-for-profit organizations related to maritime and fishery as KSSIT may be great help to them by reflecting all administrative activities of these units and offering objectively and fairly financial position and phase or operating results. This paper concentrate primarily upon this subject about double-entry accounting system to be introduced in order to improve budgetary systems of not-for-profit organizations. These units are governmental organizations as public corporations and bodies corporate and politic. Therefore, not-for-profit organizations related to maritime and fishery should be applied to regulations of the Governmental Accounting Standards Board. GASB has the authority to establish standards of financial reporting for all units of government. With conclusion, this paper reviewed a case of double-entry system for budgetary accounting, and examined a process of financial reporting in not-for-profit organizations. Through this paper, the comprehensive understanding of budgetary accounting system for not-for-profit organizations as KSSIT would be promoted.

A Study on the Profitability of Private Finance Initiative Ports Companies and the Use of Old Ports Rehabilitate-Project

  • This paper analyzes the profitability of the Private Finance Initiative(PFI) ports and proposes the application plans of the R-project(Rehabilitate project) for old ports to attract and activate private investment in the port industry. The R-project of old ports can reduce the government's financial budget and provide improved facilities for users more quickly than the public sector comparator. Before suggesting the R-project for old ports, the profitability of the currently operating 11 companies of the PFI ports are analyzed using the four ratios of profitability, and the results show that all the companies indicate low profitability, except for the top three companies. To apply the R-project, the three types of R-project ports are categorized as maintaining the function of the port, changing the function of the port, and mixing the function of the port. Additionally, three obstacles and improvement measures are suggested; attracting private business, legal issues, and administrative procedures. This study is conducive to the policy making for the port renewal and the activating PFI for the port industry.

Employers' Perceptions of Intimate Partner Violence among a Diverse Workforce

  • Objectives: Intimate partner violence (IPV) is a significant global public health concern, affecting 5.3 million US individuals annually. An estimated 1 in 3 women globally are abused by an intimate partner in their lifetime, and the effects carry over into the workplace. This article examines employers' perceptions of IPV in the workplace, targeting supervisors of Latina employees. Methods: Fourteen employers and supervisors of small service-sector companies in Oregon were interviewed using semi-structured interviews. Interpretive description was used to identify themes. These qualitative interviews preceded and helped to formulate a larger workplace intervention study. Results: The following themes were found and are detailed: (1) factors associated with recognizing IPV in the workplace, (2) effects of IPV on the work environment and (3) supervisors' responses to IPV-active vs. passive involvement. Also, supervisors' suggestions for addressing IPV in the workplace are summarized. Conclusion: These findings demonstrate the need for more IPV-related resources in the workplace to be available to supervisors as well as survivors and their coworkers. The needs of supervisors and workplaces vary by site, demonstrating the need for tailored interventions, and culturally appropriate workplace interventions are needed for Latinas and other racially and ethnically diverse populations.
