Universities in India's National System of Innovation: An Overview

  • The status and functioning of Indian universities is explored in the Indian context from an NSI perspective. Whilst NSI is the main guiding post, the very social and economic context of Indian situation reflect the theoretical underpinning of this paper. The First part serves as a background to knowledge institutions and university sector in India. Basically, it identifies the main actors and agencies of India's NSI, namely, public research system comprising national laboratories, main science and technology agencies and councils and the university system. Given the focus of the paper on Indian universities in a macro historical perspective, the Second part is devoted to trace the growth and structure of university sector in terms of three phases, namely, 1940s to 1980; 1980 to 1990; and the era of liberalization after 1991. The Third part of the paper is devoted to knowledge production and knowledge diffusion. There are some important findings coming out of the quantitative data. It is argued that Indian production of doctorates is falling behind countries like China. Further, Indian universities are yet to achieve Humboltian goal. Finally, the paper has a concluding section which concerns with the current and future challenges facing Indian universities and their role in India's NIS.

Bank Liquidity and Economic Development in Underdeveloped Regions: An Empirical Study in Indonesia

  • This study aims to determine the relation between the real sector and the financial sector in underdeveloped areas in Nusa Tenggara, Indonesia. To facilitate understanding of these linkages, researchers use the logic of credit channel mechanism of monetary policy, financial intermediation, as well as supply leading and demand following theories. The research variables include economic growth, inflation, liquidity, and NPL at the provincial level, with a data sample from 2008 to 2019. This research uses VAR/VECM as the analysis tools. The findings of the long-term analysis in East Nusa Tenggara show there is a phenomenon of cost-push inflation as well as the negative relation between inflation and economic growth. The impact of liquidity on inflation is positive, while the impact of economic growth on inflation is negative. Meanwhile, in West Nusa Tenggara, the impact of economic growth on inflation is positive. On the other hand, the impact of liquidity and NPL on inflation and economic growth is negative. In conclusion, generally, the economy in West Nusa Tenggara is better than the East Nusa Tenggara. The key to improving the economy of Nusa Tenggara is by improving its liquidity. This can be done by increasing the volume of public savings to increase bank credit capacity.

Establishing Application System of KOMPSAT-1

  • Korea Multi-Purpose Satellite-1 (KOMPSAT-1) is developed by the Korea Aerospace Research Institute (KARI) with the aid of TRW and will be launched on the Nov. 24, 1999 at the Vandenberg Air Base in CA, U.S, Now, the satellite application group in KARI is preparing for the service with the KOMPSAT-1 satellite data. For the purpose of supplying good service to the users, data application planning has to be established before launching satellite. To use satellite data effectively, KARI makes a plan for data policy, data price, mission planning, and commercializing strategy. This study was carried out with the purpose of effective use of satellite data. For this purpose, KARI makes a user group first. There are 58 user groups to use KOMPSAT-1 data for public welfare and research sectors. These user groups include government, public corporations, institutes, and universities. KARI will offer the service to users through online using Internet. Secondly, KARI makes a policy for the priority of KOMPSAT-1 missions. These are classified by the mission priority, payloads, and operational states etc. Thirdly, KARI will make data policy and data price of KOMPSAT- 1 based on the basic master 1)tan. Especially, data price will be determined at trte KOMPSAT-1 committee including Ministry of Science and Technology (MOST). KARI is also trying to commercialize the data with the domestic and foreign companies to expand the use of KOMPSAT-1 data in the industries sector. Afterward in this study, KARI will continue the improvement for the effective distribution of KOMPSAT-1 data for all users.

Exploratory Analysis of AI-based Policy Decision-making Implementation

  • This study seeks to provide implications for domestic-related policies through exploratory analysis research to support AI-based policy decision-making. The following should be considered when establishing an AI-based decision-making model in Korea. First, we need to understand the impact that the use of AI will have on policy and the service sector. The positive and negative impacts of AI use need to be better understood, guided by a public value perspective, and take into account the existence of different levels of governance and interests across public policy and service sectors. Second, reliability is essential for implementing innovative AI systems. In most organizations today, comprehensive AI model frameworks to enable and operationalize trust, accountability, and transparency are often insufficient or absent, with limited access to effective guidance, key practices, or government regulations. Third, the AI system is accountable. The OECD AI Principles set out five value-based principles for responsible management of trustworthy AI: inclusive growth, sustainable development and wellbeing, human-centered values and fairness values and fairness, transparency and explainability, robustness, security and safety, and accountability. Based on this, we need to build an AI-based decision-making system in Korea, and efforts should be made to build a system that can support policies by reflecting this. The limiting factor of this study is that it is an exploratory study of existing research data, and we would like to suggest future research plans by collecting opinions from experts in related fields. The expected effect of this study is analytical research on artificial intelligence-based decision-making systems, which will contribute to policy establishment and research in related fields.

공공부문 정보보호 교육과정의 평가 : 사례 연구 (Evaluation of Public Information Security Training Programs : A Case Study)

  • It is very important to evaluate training because it can systematically grasp the current status of training. Evaluation includes getting ongoing feedback from the learner, trainer and learner's supervisor, to improve the quality of the training and identify if the learner achieved the goals of the training. It also provides a justification for the implementation of training. Nonetheless, there is a lack of studies that attempt to evaluate information security training programs. In this study, we utilize the Philips model to evaluate the public training programs for the people who are in charge of the information security duties in the public sector and propose the training improvement plans. Research result has shown that it is necessary to evaluate the level of the trainees in advance and conduct training programs according to the information security skill level. In addition, it needs to conduct training according to duties such as information security management, information security operate and maintain. The limitation of this study is that each education program was not assessed individually because this study had developed an evaluation tool that could be used comprehensively.

Work-Related Musculoskeletal Disorders Among Farmers in the Southeast Asia Region: A Systematic Review

  • Background: Southeast Asia has many people who work in the agriculture sector. Not many stakeholders pay special attention to the health of farmers, even though they are exposed to various types of hazards. One of the most common health complaints among farmers is related to work-related musculoskeletal disorders (WMSDs). This study aims to assess the prevalence of WMSDs and factors associated with them among farmers in Southeast Asia. Methods: A literature search on PubMed, ScienceDirect, Scopus, and EBSCO was conducted. Articles were included if they studied ergonomic problems among farmers from 11 countries in the Southeast Asia region and were published during 2015-2022. The Critical Appraisal Skills Program was used to evaluate the quality of the articles. The search process and retrieval process reflected PRISMA's recommendation. Result: There were 14 studies found from 3 countries that had published articles in PubMed and ScienceDirect, including Thailand [8], Indonesia [4], and Malaysia [2]. The prevalence of WMSDs in Thailand, Indonesia, and Malaysia was 78,31%, 81,27%, and 88,39%, respectively. Common factors associated with WMSDs include age, sex, smoking habits, drinking alcohol habits, working period (years), type of work, awkward position, non-ergonomic equipment, repetitive movements, and lifting heavy loads. Conclusion: The prevalence of WMSDs among farmers in Southeast Asia is considerably high. Effective intervention is essential for reducing the prevalence and protecting workers' health and well-being.

CASE STUDY OF THE NATIONAL STADIUM: RISKS AND OPPORTUNITIES IN CHINA'S PPP IMPLEMENTATIONS IN MAJOR SPORTS FACILITIES

  • With Beijing's success in bidding for the 2008 Olympic Games, the increasing demand for infrastructure development and reduced public sector funding capacity has created a significant funding gap which calls for alternative project delivery methods such as Public-Private Partnership (PPP). Although the exploration of infrastructure projects using PPP model have been practiced since the late 80s, the $560 million National Stadium which served as the main venue for the Olympic Games is the first stadium project in China to be delivered under PPP operation. The project is generally considered successful despite the concession transfer in 2009 with concern of better serving the public interest. Compared to other infrastructure projects such as transportation, waste management and water management, the development of major sports facilities for mega-sports events with PPP has its own unique features and is subject to different major risks. This research identifies and analyzes critical risks in the implementation of PPP in major sports facility development through case study of the National Stadium project. A questionnaire survey and several interviews are conducted to solicit expert opinions from experienced practitioners. The purpose is to provide additional insights in risk management strategies and opportunities in China's PPP implementations in major sports facilities for policy makers and private sectors involved with investment decisions in future similar infrastructure development.

현장여건상이로 인한 클레임의 예방에 관한 연구 -공공부문의 설계$\cdot$시공일괄공사를 중심으로- (A Study on the Prevention for Differing Site Conditions Claims - Focused on Design-Build Project in Public Sector -)

  • 정부의 지속적인 사회간접시설의 건설로 많은 대형공공공사가 발주되고 있으며, 이에 따라 많은 건설 클레임이 발생되고 있으며, 그 .중에서도 현장여건상이 클레임은 발생가능성이 높은 부분이다. 특히 현장여건상이 클레임은 여타 클레임과 달리 공사 초기에 발생하여 여타의 클레임보다 큰 손실을 초래할 수 있으므로 이에 대한 예방방안의 필요성이 증대되고 있다. 본 연구는 국내의 대형공공공사 중 일괄공사계약으로 발주된 공사에서 발생한 현장여건상이 클레임의 원인을 분석하고, 향후 이러한 클레임을 예방할 수 있는 예방방안을 제시하였다. 본 연구에서 제시하고 있는 예방방안으로는 첫째 수급자의 입찰관행 개선, 둘째 수급자의 현장조사 책임한계 정립, 셋째 발주자의 면책조항 재검토 그리고 마지막으로 계약금액 조정의 유연성을 확보하기 위한 방안 등을 제시하고 있다. 또한 상기의 예방방안에 대한 단·장기적 대안도 제시했다. 이러한 예방방안들은 발주자와 수급자 사이에서 현장여건상이 클레임의 해결에 사용될 수 있을 것으로 판단된다.

  • 본 연구의 목적은 산업분야로의 기술이전을 목적으로 연구개발을 수행하는 공공부문의 연구기관과 관련 정책을 수립하는 정부 기관 등 이해 관계자에게 '기술도입 기업' 입장에서 고려하는 중요한 기술료 산정 변수가 무엇인지에 대한 의미있는 정보와 시사점을 제공하기 위함이다. 이를 위하여 본 연구에서는 2011년부터 2015년까지 농촌진흥청 차세대바이오그린 21 국책 연구 사업을 통하여 유상 기술이전을 받은 N사업단의 85개 기업을 대상으로 2016년 10월 1일부터 10월 31일 1개월 동안 AHP 설문 조사를 통하여 기술료 결정요인의 중요도에 대한 실증 분석을 실시하였다. 분석 결과 기술도입 기업에서는 1)기술 활용에 따른 수익성, 2)경영진의 관심 및 의지, 3)기술도입의 필요성 및 긴급성 순서로 기술료 결정을 위한 중요도의 우선순위가 작용하고 있는 것으로 나타났다. 이러한 연구결과를 통하여 첫째, 향후 국가 R&D 연구 정책 또는 국책 연구를 수행하는 기관에서 단기간에 현장 활용성이 높고 제품화 등 기술도입 기업의 수익성에 도움이 되는 기술을 개발해야 한다는 것 둘째, 기술료 지불 절차와 방법, 기간 등에 대해 기술도입 기업의 경영적 부담을 줄여주어야 한다는 것 셋째, 국책 연구 과제를 공모할 때는 기술 개발의 시급성이 반영되어 연구수행 기간이 산정되어야 한다는 시사점이 도출되었다.
