학교시설 제로에너지인증제 시행에 따른 요소별 자립률 분석 (An Analysis of the Self-reliance Rate by Element according to the Implementation of Zero Energy Certification System in School Facilities)

  • 국토교통부는 신(新)기후체제 출범에 따라 건물부분의 에너지절약 및 국가 온실가스 감축목표 달성을 앞당기기 위해 제로에너지건축물 인증제를 시행하고 있다. 2014년 ZEB 조기활성화 방안을 발표 하였으며, 2016년 1월 "녹색건축물 조성 지원법"을 개정하고 제도적 기반을 마련하여 2020년부터 공공부문을 시작으로 2025년 까지 민간부문 까지 단계적 제로에너건축물을 확산시키기 위한 계획을 수립 시행중에 있다. 2020년부터 공공부분에 속하는 학교시설은 제로에너지건축물 의무대상에 포함됨에 따라 본 연구에서는 학교시설 제로에너지건축물 인증시행에 따른 에너지요소별 자립률을 분석하고자 한다.

동부 르완다 쌀 농업인의 기후변화에 대한 적응 방법 결정 요인 (Determinant Factors of Rice Farmers' Selection of Adaptation Methods to Climate Change in Eastern Rwanda)

  • The negative impact of climate change on the agricultural sector is rapidly increasing, and it is urgent to prepare policies at the government level to mitigate it. In the case of Rwanda's agricultural sector, which lacks the government's budget and farmers' capital, efficient and effective policy implementation is of paramount importance. To this end, rather than establishing related policies in the public sector from the top down, it is necessary to establish a bottom-up customized policy that is reflected in policy establishment by identifying the characteristics and behaviors of farmers who actually participate in adaptation activities. In this study, the effects of farmers' characteristics and farmers' perception status/adaptation status to climate change on the selection of adaptation methods for climate change were analyzed. 357 rice farmers randomly selected from Eastern Rwanda were surveyed to explore the information related to farmers' perception to climate change and adaptation methods as well as basic information of the farm. Research shows that the probability of selecting a variety of adaptation methods rather than not responding to climate change increases the younger the age, the higher the education level, and the easier access to climate information and credit. As a policy proposals, it is judged that public support such as strengthening agricultural technology support services, including more detailed guidance for elderly and low-educated farmers, and improving access to farm loan services by agricultural financial institutions is needed. In addition, it is necessary to adjust the planting time and cultivation method, provide timely information related to climate change, and provide crop variety improvement services to farmers.

  • Solid waste disposal and management is a critical problem in Nigeria. Annually, a huge quantity of municipal solid waste is generated in Aba. Municipal solid waste disposal in Aba poses severe challenge to environmental safety, public health and welfare of citizens. The situation is made worse by the indiscriminate dumping of refuse at roadsides, streets, waterways and empty lands. The impact of this waste management practice in Aba is environmental deterioration. Efforts to improve waste management in Aba have not recorded significant success. This paper therefore aims to highlight the challenges facing the waste management sector in Aba and proffer solutions on how to improve the sector.

전자무역기반시설의 구조 분리에 관한 연구 (A Study on Vertical Separation Regarding Paperless Trade Infrastructure)

  • Recently regarding the ownership and proper operational forms of paperless trade infrastructure has become an issue. In this research the structural separation approach, different from the behavioral regulation approach, has been adopted. Following the structural separation, the core e-trade infrastructure which is separated from a vertically integrated provider, can be operated by three different forms such as a private sector; a public sector; finally a consortium among participants. As another option, the separated whole infrastructure including both core and non-core can be operated by a independent private entity. However, this option is not interesting case to us. As the last option, it can be considered that a new wholesale independent company for the separated core-infra can be set up for running. Additionally, three other alternative ways such as accounting separation, division separation, or corporation separation with keeping same ownership are also demonstrated. However the cautious investigation on cost and benefits of vertical separation are strongly recommended by OECD and agrees with the conclusion of this study.

China's National Innovation System Reform and Growing Science Industry Linkage

  • In this paper, innovation policies for systems reform in China since the middle 80's are surveyed and its impacts on science industry linkage activities are investigated by looking into (1) technology market, (2) S&T outsourcing activities of firms and (3) co-invention patents by applicants in firms, universities and public research institutions. All of these findings suggest that the role of science sector in China's economic development process has become larger, and double skin problem (separation of science and industry sector) in China's innovation system has been gradually solved by a number of policy actions to facilitate science industry linkages.

  • Cloud computing is an evolving computing paradigm that has influenced every other entity in the globalized industry, whether it is in the public sector or the private sector. Considering the growing importance of cloud, finding new ways to improve cloud services is an area of concern and research focus. The limitation of the available Virtual Machine Load balancing policies for cloud is that they do not save the state of the previous allocation of a virtual machine to a request from a Userbase and the algorithm requires execution each time a new request for Virtual Machine allocation is received from the Userbase. This problem can be resolved by developing an efficient virtual machine load balancing algorithm for the cloud and by doing a comparative analysis of the proposed algorithm with the existing algorithms.

  • It is obvious that electrical safety cannot be secured soley by the efforts from public sector including government. With the global trend of deregulation as WTO/TBT agreement comes into effect, foreign countries strive to minimize unnecessary and inefficient regulations in every field by sharing responsibilities with the privae sector to secure international competency in trade. To this same end, in this paper 2 level approach plan is suggested to pave the way to the self-security system in electrical field by introducing self-reliance safety system by stage for pre-service inspection on the electrical installations for private use based on product requirements in terms of performance.

  • 본 연구의 목적은 지적기반의 주소 알고리즘의 개발을 통하여 주소체계의 표준화를 확립하고 GIS와 연계하여 전국을 하나의 정보권역으로 설정하기 위한 시도이다. 이를 위해 전자정부의 지적정보 현황을 분석하고 행정정보와 지적정보의 통합 방안을 제시하여 주소 알고리즘의 활용방안을 모색하였다. 본 연구는 민간과 공공부문의 효율적인 업무연계를 위한 매개체로 활용되며, 자치단체의 정보화를 더욱 활성화할 것으로 사료된다.

  • To promote successful bioinformatics commercialization in terms of CoPS, we try to explore a commercialization process based on the characteristics of the product. Our study shows that external integration with sector-specific infrastructure is a critical factor to obtaining a knowledge base for CoPS commercialization, and that sector-specific local infrastructure is useful resource for early commercialization stages(imagining, incubating, and demonstrating stages). This paper analyzes Ensoltek's commercialization process on the basis of analysis of bioinformatics industry and Daeduck Science Park. This leads us to suggest the following policy implication for supporting commercialization activities in bioinformatics industry ; long-term investment policy towards infrastructure and software R&D, promotion policy for collaboration, and introduction of commercialisation based industry-university-public research institute cooperation.

서울시 공공빅데이터 활성화 방안 연구 (A Study on Policies to Revitalize the Public Big Data in Seoul)

  • The purpose of this study is to investigate the current state of public Big Data in Seoul and suggest policy directions for the revitalization of Seoul's public Big Data. Big Data is perceived as innovation resources under the era of 4th Industrial revolution and Data economy. Especially, public Big Data serves a significant role in terms of universal access for citizens, startup, and enterprise compared with the private sector. Seoul reorganized a substructure of government's focus on Big Data and established organizations such as Big Data Campus and Urban Data Science Lab. Although the number of public open Data has increased in Seoul, there exists not much Data with characteristics similar to Big Data, such as volume, velocity, and value. In order to present the direction of Big Data policy in Seoul, we investigate the current status of Big Data Campus and Urban Data Science Lab operated by Seoul City. Considering the results of this study, we have proposed several directions that Seoul can use in establishing big data related strategies.
