Port Privatisation and its Application to the Korean case (항만민영화와 우리나라의 추진 현황)

  • Privatisation has emerged within the past few decades as one of the most significant challenges to public ports and their governments throughout the world. More than forty countries have committed to some form of port privatisation thus far and they will quite likely be joined by dozens more by the turn of the century. A decision to privatise ports can be driven by a variety of forces. The most obvious is to relieve a financially strapped government by turning to the private sector for an infusion of capital required to modernise and sustain port operations, or to bolster the national treasury. Inefficient and costly port operations can seriously impair the competitiveness of a nation’s export industries and artificially raise the cost and thus constrain the availability of imported goods. Privatisation in certain circumstances therefore holds the promise of stimulating economic growth particularly for those whose livelihood depends directly upon port activity and trade. The main objective of this paper is first of all, to introduce a variety of methods of port privatisation after reviewing the reason why port facilities should be privatised. This paper also aims to make some proposals with which a port privatisation process in Korea can be improved after summarising the present Terminal Operating Company(TOC) system propelled by Ministry of Maritime Affairs and Fisheries.

A Study on Space Program of Korean Floating Marina Clubhouse

  • Domestic marina facilities today consist mostly of composite-type marinas with particular spatial composition characteristics, due to the regulatory restrictions that keep their development in the public sector and the tepid growth of marine leisure-sports. To develop a marina club design appropriate for domestic conditions, this study establishes space program standards for designing Korean marinas based on a case analysis of existing marina clubs and a survey of floating marina clubs. It is possible for a current composite-type Korean marina club to have a spatial composition of 16~18% for marina-exclusive facility (mFA), 47~49% for commercial facility (cFA), 27~30% for public space (pFA) and 5~8% for management space (emFA). With this composition as a basis, space program estimation of a Korean marina club can be done through the process of estimating in order the marina-exclusive facility area, the floor area by each space and the total floor area, the first floor area, the deck area and the pontoon area. Since the space program established in this study can be utilized as a tool for designing a Korean marina club, it is expected to be helpful in designing marina clubs in the future.

Contributors to Fatigue of Mine Workers in the South African Gold and Platinum Sector

  • Background: Mine workers in South Africa face challenges relating to poor health and safety, including fatigue risks, and poor socioeconomic and living conditions. Fatigue results in impaired mental and physical performance. The aim of this study was to assess contributors to fatigue of mine workers in South Africa. Methods: Data collection took place at four gold mines and one platinum mine in South Africa. A total of 21 focus groups were held with individuals in management, union representatives, and mine workers, and 564 questionnaires were completed by mine workers to gather information about fatigue and potential contributors to fatigue at these mines. Results: Qualitatively (through focus groups), fatigue was attributed to extended working hours, harsh working conditions, high workloads, production pressure, and resource constraints, along with aspects relating to demographic and socioeconomic factors, living conditions, lifestyle, health, and wellness. Greater fatigue was significantly associated with younger age, indebtedness, a lack of exercise, poor nutrition, less sleep, increased alcohol use, poor self-reported health, more sick leave, higher stress, and lower job satisfaction. Conclusion: The aim of the study was achieved; numerous work-, sociodemographic-, lifestyle-, and wellness-related factors were linked to fatigue in the participating mine workers. Contributors to fatigue should be addressed to improve health, safety, and sustainability in the industry.

  • Blockchain technology, which enables transparent transactions among individuals without central control, opens up diverse business possibilities. It is also expected that blockchain will have a ripple effect on the entire area of society including finance, manufacturing, distribution, and the public sector. Previous studies related to the blockchain also deals with its functional features and application to industrial and public fields. In the new technology such as blockchain, it is necessary to know what social perception is in order to create technological development environment, but there is a lack of research on it. Therefore, this study aims to find out the implications for industrial and policy direction by analyzing issues related to the blockchain in South Korea and the US through text mining. From these two countries, we collected text data related to blockchain in online communities and internet articles. Then, we did co-occurrence analysis and topic modeling on them respectively. As a result of this study, we have found common points and differences in keywords and topics extracted from social media in the two countries. Based on them, we can offer helpful suggestions for building a sound blockchain ecosystem, and directions for future research.

The Influence of External Mobile Branding Consumption Activities on Employee Brand Commitment and Consumer

  • Purpose: In general, when a company wants to build a brand, its brand managers research the market and industry trends and then make decisions regarding the brand architecture and brand positioning development. This study was conducted not only in the service industry but also in manufacturing, finance, public institutions, and a variety of other business institutions. This led to a statistically significant difference between the status of external mobile branding for each business sector, and brand commitment and performance. Research Design, Data and Methodology: External mobile brand communication activities influence on employees' brand commitment. External mobile brand communication has a greater impact on employee brand commitment than any other factors. Result: Among the three external mobile branding activity variables, the external mobile brand communication variables have the greatest impact on employee brand performance. This supports the arguments proposed by that external mobile brand communication has a greater impact on employee brand commitment than any other factors. Conclusion: As a result, public institutions, such as ordinary businesses, need to recognize that external branding activities that enhance employee brand performance should be a key management activity. In contrast, financial institutions have the highest leadership activities and employee brand commitment.

  • It is important to verify the validity of indicators assessing PMIS(Public Management Information System) effectiveness in academic research as well as practical affairs. As people invest in the field of Information Technology(IT) or IT system, private corporations are interested in investment in IT and it's business value. Moreover, the need of evaluating effectiveness on the investment in IT with the limited national budget are on the increase in public sector. Therefore, it is necessary to define the construct of PMIS(Public Management Information System) effectiveness so that we systematically compare and measure performance of public informatization project processed by each public organizations. It needs to develop indicators and verify the construct validity of them. we verified the construct validity of indicators assessing PMIS(Public Management Information System) effectiveness on the Administration DB Construction Projects.

A Study on the Factors Affecting the Success of Intelligent Public Service: Information System Success Model Perspective (판별시스템 중심의 지능형공공서비스 성공에 영향을 미치는 요인 연구: 정보시스템성공모형을 중심으로)

  • Purpose With Intelligent public service (IPS), it is possible to automate the quality of civil affairs, provide customized services for citizens, and provide timely public services. However, empirical studies on factors for the successful use of IPS are still insufficient. Hence, the purpose of this study is to empirically analyze the factors that affect the success of IPS with classification function. ISSM (Information System Success Model) is considered as the underlying research model, and how the algorithm quality, data quality, and environmental quality of the discrimination system affect the relationship between utilization intentions is analyzed. Design/methodology/approach In this study, a survey was conducted targeting users using IPS. After giving them a preliminary explanation of the intelligent public service centered on the discrimination system, they briefly experienced two types of IPS currently being used in the public sector. Structural model analysis was conducted using Smart-PLS 4.0 with a total of 415 valid samples. Findings First, it was confirmed that algorithm quality and data quality had a significant positive (+) effect on information quality and system quality. Second, it was confirmed that information quality, system quality, and environmental quality had a positive (+) effect on the use of IPS. Thirdly, it was confirmed that the use of IPS had a positive (+) effect on the net profit for the use of IPS. In addition, the moderating effect of the degree of knowledge on AI, the perceived accuracy of discriminative experience and IPS, and the user was analyzed. The results suggest that ISSM and TOE framework can expand the understanding of the success of IPS.

An Analysis of the Effects of Fuel-transition in Transportation Sector: Focusing on Business Cars (수송부문 연료전환 효과 분석: 사업용 승용차 부문을 중심으로)

  • Broad effects of fuel-transition in all type of ground transportation have occurred with the help of the advances in electric vehicle (EV) technologies and the increases in EV supply. This research estimates the economic benefit of air environmental improvements, which results from the fuel-transition of high-mileage business cars(taxies) in metropolis. If we consider power production sector for EV operation, some air pollutants will be produced. In this respect, this research takes both the mixture of power sources in power production level and the driving pattern of business cars into account when investigating the economic benefit in air environment resulted from the fuel-transition of business cars(taxies). According to our results, the business cars' fuel transition from LPG to electricity brings about 21.5₩/km (8.6million won/year) of economic benefit in air environment. These results emphasize the necessity and appropriateness of public polices for expanding power production with renewable energies and facilitating EV distribution.

  • The BSC which was proposed by Kaplan and Norton, is being used as a general performance measurement tool in various firms and industries. BSC approach links strategic objectives with specific operation indices and it can efficiently evaluate the attainment of the goals of the firm. This study is a BSC based case of the government R&D institute which is staffed with knowledge experts in the research areas. In order to bring a major change to a public research organization and shape a strategy focused organization, it is essential to understand the proper methodology of the whole construction process of BSC from the mission of the institute through the establishment of vision and strategic direction, KPI building, and a strategy map set, to the implementation of the BSC monitoring system. By investigating the application process, in this research we intend to provides useful implications in the BSC construction process of public research agencies.

A Study on Recognition of Land Acquisition for Ecology Restoration Project in Ecological and Landscape Conservation Area of Donggang River Basin. (동강유역 생태·경관보전지역 내 매수토지 생태복원사업 인식도 연구)

  • A protected area means a space designated and protected by law from development pressure and environmental pressure. It is mainly designated to protect specific ecosystems, natural landscapes, and cultural resources from irrational development (or damage), and involves policies of the public sector such as central and local governments. The United Nations Educational, Scientific and Cultural Organization (UNESCO) has conducted conservation and restoration projects for preserving natural ecosystems and genetic resources. In order to conserve the ecosystem in the protected area, national and public organizations purchase private land and use it ecologically; in addition, ecological restoration project is carried out for the purpose of creating waterside ecological belt or preserving ecosystem. Land acquisition refers to the land where highly influenced by the water quality and need to restore, and purchased by negotiating with the landlord. Although the nation and public institution carried out ecosystem restoration project for partial purchase land in order to conserve ecosystem, it is below the expected effect due to lack of comprehensive management system and have some problems in restoration project and unification of management institutions. Land acquisition in Donggang River Basin Ecological Conservation area is initiated in 2005 for creating income of local residents and ecological restoration. However, the lack of overall management and awareness resulted in poor vegetation growth and poor response by local residents due to terrain exposure. As such, there is insufficient research on the current situation and systematic integrated management although the number of land acquisition is increasing year after year. Futhermore, overall recognition and follow-up monitoring of eco-restoration are still inadequate. Therefore, the survey on the awareness of the purchase land ecosystem restoration project is necessary for the efficient restoration project and establishment of the management strategy for land acquisition in the future. Therefore, in this study, we provide fundamental materials on further research projects by carrying out research on the awareness of ecological restoration projects in the Donggang River basin ecological preservation area.
