Perception of Managers on Residents Participation in Public Rental Housing Management (공공임대주택 주민의 생활관리업무 참여에 대한 관리자 의식조사)

  • Resident participation or tenant empowerment is becoming an important concept of planning, provision of welfare services, and management of housing. It can be motivated by three variables: shared goals, shared values, and sense of community among residents. Theoretically, the more each of these three variables, the more likely people will be to participate. The purpose of this study was to identify the perception of management staff on residents' participation in public rental housing. For this, 198 management staff of public rental housing under Korea Housing Management were surveyed using questionnaire distributed by email during February 18 to 27, 2009. Only 33.3% of the public rental housing complexes surveyed constituted Residents Representative Committee. Most of the respondents showed negative perception of resident organizations and their roles as an meaningful way to communicate with them on the management system. Several ways to enhance the resident participation and to reduce housing and living cost burden of residents in public rental housing were suggested as follows: development and distribution of education and service program inspiring the residents' empowerment, enacting a provision of Tenants Representative obligation in Rental Housing Act, and so on.

  • Since 1960's Korea has undergone rapid modernization which has problem on the change of industrial society. This phenomena led the trend that tended to produce residence only in the quantity. However, supply-oriented policies for increasing the penetration rate of housing but only in the mass production of housing, the quality of life has not reached the demand of the residents. In this reason, the purpose of this study is to derive the factors of social integration plan through the public rental housing with characteristics of social housing. Therefore, the subjects of this study are social integration public rental housing in USA, Netherlands and Korea. Specially USA and Netherlands are advanced countries where public rental housing policies and design have been established long ago. In this reason, it is needed to analysis the cases and find a new method to compare with Korea's public rental housing. Accordingly it is expected that the result of case studies shows First, it is necessary to realize a community plan that continuously encourages communication and participation for social integration. Second, It should aim at a mixed community of small-income groups through private-public cooperation rather than government-led large scale public housing construction. Third, it is needed that develop various policies and systems and realize them in social integration plan.

Differences in Family Characteristics and Housing Plans between public Supporting Households and General Rental Households in the Public Rental Housing (영구임대주택에 거주하는 일반청약가구와 생활보호 가구의 가족특성 및 주거계획 비교)

  • The purpose of this research is to find out the differences in family chareteristics and housing plans between public supporting households and general rental households in the public rental housing. One hundred eighty nine residents in chonju were analyzed. There were some differences between the two groups in family characteristics such as family size.age.a job.sex of the household head existence of mate.etc. The most desired facility was a public health center. The desiring macro environment and plan to move were similar between two groups. There were differences in the opinions on housing policies for the public rental housing between two groups.

A Study on Characteristic Factors of Demanders Influencing the Intention to Move in Public Rental Housing of Seoul Citizens (서울시민 공공임대주택 입주의사에 영향을 미치는 수요자 특성 요소에 관한 연구)

  • The research study conducted logistics regression analysis through HLM (Hierarchical Linear Modeling) and presented the value of the outcome in order to investigate characteristic factors of demanders which influence the intention to move into public rental housing. (1) The results of the regression analysis of characteristic factors of household and housing were analyzed as having the significant effect on the intention to move in public rental housing, according to residents moving in monthly rent housing, residents' occupations, rental housing, the number of household, the location of surrounding public rental housing, monthly average income, children's educational level, the number of children, the types of housing and one's own house, in order, out of the types of housing tenure. (2) The results of the regression analysis of characteristic factors of the conditions of location were analyzed that out of the conditions of location of the top five areas in public rental rates, what influences significant effects on the intention to move in public rental housing is the location of surrounding rental housing, income, the number of household and children, children's educational level, job state, housing types, ones' own house, rent housing, monthly rent housing, in order. (3) In case of Seoul, Expanding public rental housing is inevitable in order to stabilize ordinary people's housing stability, owing to the high and rental prices of private housing. Nevertheless, an accurate analysis of the intention to move in public rental housing has not been conducted. Eventually, the research was, thus, conducted, based on the fact that the preference on public housing is low. According to the analytic results of the study, it is required for the government institutions and agencies should consider individual and local characteristics and provide an alternative that meets the real situation, in order to help ordinary citizens with low incomes stabilize housing.

Analysis of the Public Rental Housing Default in Korea (공공건설 임대주택의 부도 실태에 관한 연구)

  • The Korean Government has provided public rental housing to stabilize civilian dwelling. However, unreliable management of public rental housing threatens the stability of residency. This study analyzes the default of public rental housing and the cause of default through a case study, which was intended for the residents in apartment complexes in danger of default. It also suggests countermeasures to cope with the problem of public rental housing. The results are listed as follows. First, rental housing apartments contribute a lot to the housing stability policy. On the other hand, the default of housing development, which is derived from the bankruptcy of housing management companies and the negligent control of government, brings about a serious problem for housing stability. Second, although the government has made a steady effort to solve this default problem, 9000 residents from 8 apartment complexes in Korea have experienced extreme unstable residency. Third, there are many causes for the default of public rental housing such as unqualified management companies and cursory monitoring by the government. The fundamental solution is to prevent public rental housing management companies from managing, or to build a new management system of public rental housing. To solve this problem, it's recommendable to delete the application term in the special law on the default of public rental housing so that it can be applied to all default apartments. If it is not possible to perform the policy for financial reasons, a new supply of civil housing provided by private companies needs to be re-examined completely or banned.

Design Analysis of Affordable Housing Cases for Varieties of Public Rental Housing (임대주택의 디자인 다양화를 위한 사례분석 연구)

  • Since public rental housings (social housings) in Korea are extremely standardized and uniformed, a variety of needs of residents for their housing are hardly satisfied. Public rental housing conditions, its low quality and size limitations regardless of residents type and needs resulted into negative images of social housing and social discriminations. Therefore there is a growing demand for alternative housing options in terms of diversification of social housing design with consideration for changing households and housing requirements. The purpose of this study to investigate some housing design guidelines, to analyze layout of building complex, community designs, household units and characteristics, overall design characteristics (sustainable design features, facade design, window and balcony composition, color and materials) and to provide some design suggestions for social housing. Design guidelines are classified into site planning and building layouts, residential building and household units, and performance of housing. Community facilities and their design features provide uniqueness of the public residence. Overall housing size of foreign cases is bigger than the domestic cases. Narrow shape of household units are more dominant in Korean public rental housing. More various shape and forms are found in facade and window design in foreign cases. Some design suggestion are provided for more diverse housing units and design for public rental housing in Korea.

  • The purpose of this study is to analyze the characteristics of planning community facilities of public rental apartments by basic and qualitative factors for the last ten years from the year of 2000. This study analyzed the processes and trends of change of the following: land use, tenant satisfaction with the residential environmental amenities, the quantitative increase in accordance with social paradigms, improvement in the quality of residential life, and acceptance of the needs of residents. Therefore, this study will suggest effective and archivable improvements in them. Methods of this study include drawing analyses, literature surveys, and interviews with experts. This study aims to provide essential primary data for planning community facilities for public rental apartments in order to differentiate them from public sales apartments. In the results, community facilities of public rental apartments have been increasing in their size and in the number of their programs as well. It is certain that community facilities are important influence on improving residential environments and the quality of the life. Based on this study, it is more effective to plan community facilities to be connected or extended to other external spaces. And tenant satisfaction should be carried out and put into consideration to help determine if community facilities are adequate. Space compositions should be designed to be flexible per social paradigms and customers needs.

An Empirical analysis of the Effect of Variables on Maintenance Expenses of Public Rental Housing (공공임대주택 시설물 유지관리비 영향요인 실증분석)

  • The maintenance expenses of public rental housing have drastically been increased as facilities become obsolete. As an effective means of managing such a situation, accurate estimating of maintenance expenses and securing financial resources are crucially important. It, therefore, is necessary to analyze major factors affecting on maintenance expenses of public rental housing's facilities, and develop an effective instrument to estimate them. On the other hand, the U.S.A, where approximately 60 percent of public rental housing's operating costs are supported by the state, has already developed an effective tool to forecast operating costs based on several years' actual data. As a result, public rental housing has been operating with a reasonable level. However, there have been no remarkable researches and studies in this field in Korea. In this context, this study attempts to examine principal determinants of maintenance expenses of public rental housing's facilities, and their influence based on the latest five years' actual operating costs. This study may contribute to develop an objective and precise tool to forecast maintenance expenses of public rental housing.

  • The aim of this study is to provide primary data to propel business intended for the entire nation through the analytic assessment of the propulsion process of the newly attempted 'Dagagu' Housing Purchase and Public Rental Program (DPPRP) for the cities low income bracket. The study method was to conduct analysis of data, interview survey, onsite tenant interviews and examination of the locale in order to analyze the execution of the program and experiences of the administrator in charge of executing the model program. In the case of the enforcement of the 'Dagagu' Housing Purchase and Public Rental Program(DPPRP), combined teams of the specialty fields of purchase, rental, and management are needed; operation propulsion system of the purchase process of the housing, rental process for selecting the tenant, and the entire process of management afterwards needs to be maintained; and a collaboration system with related organizations need to be constructed.

Physical Aspects and Community Conditions of 'Dagagu' Housing and Tenant's Perception of the Quality of Housing (다가구 매입 임대주택 입주자 주거 실태 및 의식조사)

  • As a new way of stabilizing the housing for the urban poor, the Korean government proposed 'Dagagu' Housing Purchase and Public Rental Program (DPPRP) and implemented a pilot program in 2004. The purpose of this study was to find out whether DPPRP could be an alternative measure to solve the housing problems facing the urban poor. Physical aspects and community conditions of 'Dagagu' housing purchased by the government will be evaluated. The changes in the tenants' perception of the quality of housing after moving in the current dwellings will be studied. 46 households were temporarily selected, who moved in the purchased public rental housing in 5 districts (DPPRP pilot area). And among them, 32 households were designated as the final subjects, which could do the interview. The surveyors made door-to-door visits to tenants' houses and conducted in-depth interview by using a questionnaire The effects of 'Dagagu' Housing Purchase and Public Rental Program can be summarized according to housing environment aspects and economic aspects as follows: After moving in the public rental housing, the respondents saw improvements in overall housing environment and were satisfied with the current housing. According to a survey on the rental fee before and after moving in public rental housing, the rental fee of the latter had greatly declined. Given that the quality of previous housing was inferior to the current housing, the lessened rental burden was very meaningful.
