  • This study aimed to select and evaluate policy priorities for the expansion of public and semi-public systems for coastwise passenger transport services. For research methodology, the Consistent Fuzzy Preference Relations (CFPR) method was used to effectively extract expert knowledge. First, the result of the analysis on policy tasks for expanding the semi-public system for coastwise passenger transport services showed that "the establishment of public transportation fare system" was the most important task at 0.160. Second, "conversion of the subsidiary routes to a public system by the central government" was ranked next at the importance of 0.136. The factor named "support through proper allocation of budgets between national and local governments" are ranked third (0.119). The results of this study have practical implications in that it proposed the policy priorities for the expansion of the public semi-public systems for coastwise passenger transport services.

  • This study explores the important causal relationship between the public (domestic) and trade (international) disputes of South Korea and China. To understand the relations between the domestic and international disputes, Putnam's study of the two-level game theory has been conducted in order to analyze the effect of complicated social and political frameworks on international trade disputes. Due to the social and political differences between South Korea and China, this study provides three findings based on negotiation, policy, and strategic approaches.

  • In the digital media environment, the communication of government agencies has changed in various forms and the expertise has been strengthened. However, there are still negative views on the performance of public communication by government agencies. Criticism by prejudice, rather than rational evaluation, can hinder the development of public communication. Therefore, this study intends to identify whether there is a confirmatory bias in evaluating the performance of public communication by government and to suggest alternatives. To this end, this study confirmed that there is a possibility of confirmatory bias in evaluating the performance of public advertising/PR by comparing the simultaneous and sequential environments. The results of this study are expected to contribute to sharing and expanding public values by presenting rational criticism and evaluation methods for public communication.

  • Recent years have witnessed renewed interest in Africa and public diplomacy has emerged as the vital tool being used to cultivate these relations. China has been leading in pursuing stronger economic partnership with Africa while middle powers such as Korea are also intensifying engagement with the continent. While previous studies have analyzed the implications of China's activities in Africa on advanced powers, none has examined them from the paradigm of middle powers. This study fills this gap by assessing China's activities in Africa, their economic engagement and implications for Korea's interest in Africa. The analysis is qualitative based on secondary data from various sources and literature. The study shows that China's public diplomacy strategy involves a high degree of innovation and has evolved to encompass new tools and audiences. China has institutionalized a cooperative model that permeates many aspects of governance institutions in Africa, enabling it to strengthen their relations. This could also be helping China to adjust faster leadership transitions in Africa. Whereas the US is still the most influential country in Africa, China is influential in economic policies and has outstripped the US in infrastructure diplomacy. This could be because African policy makers align more with China's economic model than the US' mainstream economics. Chinese aid to Africa has been diversified to social sectors that are more responsive to the needs of Africa. Trade and investment relations between China and Africa have deepened, but so does trade imbalance since 2010. China mainly imports natural resources and raw materials from Africa. But this product portfolio is not different from Korea and the US. China's energetic insertion in Africa using various strategies has significant implications for countries with ambitions in Africa. Korea can achieve its ambitions in Africa by focusing resources in areas it can leverage its core strengths-such as education and vocational training, environmental policy and development cooperation.

Public organizations in Korea get checked under multiple public accountability relations, which increases steadily the information provision requests from stakeholders. To respond these requirements effectively and efficiently, public sector organizations are required to transform their information management regime to comply with accountability-oriented settings. This study (1) suggests procedures and methods to select 'information for accountability' from the organization's whole information as an important object to be managed, (2) suggests procedures and methods to establish control criteria for the organization to manage its information for accountability in appropriate ways, and (3) gives an example of applying the procedures and methods to the specific context of universities' information disclosure. The procedures and methods suggested are described from a viewpoint of the consulting for the accountability information management regime.

  • In the ever-changing policy promotion environment, front-line public officials often have difficulties in public relations because they do not know what and how to do it precisely. Everybody says, "Promotion is important, publicity is a problem," however, the policies will inevitably become useless if citizens are not aware of them. Therefore, this study aims to examine Asan City's policy promotion strategy using social media, the core of mobile communication. In particular, mobile social media service is crucial because it is desirable to actively use it to improve its efficiency and strengthen public communication. In understanding and implementing policy promotion, a practical guide for policy promotion that public relations officials can refer to according to the situation is needed, not a formal manual. In addition, looking at how public institutions operate social media will be an opportunity to provide guidelines for using social media as a powerful means of promoting policies in public institutions in the future. We expect that social media will inform information more quickly and respond efficiently in an emergency information protection situation.

The Public Relations(PR) is in particular related to the SI which means the ability to get along well with other people and to encourage others to cooperate with oneself. It points out the necessity of the study with respect to the impact of SI on the choice of educational major and the adaptation of social media in PR, because the SI is one of the important aptitudes which students who major in Communication and PR would need for actual field. • Policy literacy plays a critical role in enhancing deliberative communication among the public, policymakers, and experts. It also helps develop a positive view of policy by the public, which facilitates public acceptance. Despite its importance, however, policy literacy has received little attention in energy policy practice. Therefore, this study explores factors affecting the public's understanding and knowledge (i.e., policy literacy) of nuclear and new-renewable energy policies. Accordingly, we analyzed data from an online survey of 790 laypeople in Korea. Specifically, we examined the effects of trust, transparency, and policy public relations (PR) on the policy literacy of the public regarding the two alternative energy sources. The analysis revealed that people showed higher policy literacy about the alternative sources when provided with more transparent information and exposed to more policy PR activities. However, we found that trust in energy plant operators played a negligible role in improving policy literacy for both energy sources. Based on these findings, we developed some policy suggestions to secure the energy policy literacy of the public.
