A Study on the Collaboration between Government Departments in the Fourth Industrial Revolution Era (4차산업혁명시대의 정부부처 간 협력에 관한 연구)

  • This study was conducted to identify the determing factors of the success and constraints based on the perception of public officials preparing for the Fourth Industrial Revolution(4IR) and the collaboration among ministries. The analytic method performed an average value analysis based on the survey of public officials' awareness, and the results of the study are as follows. First, officials from nine ministries who are responsible for the 4IR recognized that they were regarded that the 4IR as a new opportunity, but if it failed to respond properly, there might be a crisis. Second, it recognizes the era of 4IR as the number one priority in big data, second in artificial intelligence and machine learning, and third in cloud computing technology. Third, they recognized that 'flexibility of the institutions' and 'recruitment of experts' were needed to prepare for the 4IR effectively.

Examining the Antecedents and Consequences of Public Officials' Satisfaction with the Flexible Work System (공직사회 유연근무제 활용 만족도의 선행요인과 결과요인에 관한 연구: 조직문화와 조직효과성 관련 요인 및 삶의 질을 중심으로)

  • The purpose of this study is to demonstrate the antecedent and consequential factors of satisfaction with the flexible working system. Organizational culture was examined as an antecedent factor, while job satisfaction, work performance, organizational commitment, turnover intention, and quality of life were examined as outcome factors. The data of 2,785 public officials who used the flexible work system in the Korea Institute of Public Administration (2022) data set were analyzed using SPSS 28.0. and PROCESS macro's Model 4. The main research findings are as follows. First, organizational cultures that respect individuality and cooperation, supports management, and aims for work autonomy all positively and significantly affect satisfaction with the flexible working system. When ranking the size of influence by the type of organizational culture, work autonomy, respect for individuality, and a cooperative organizational culture had a positive impact in that order, with work autonomy being the most influential factor. In addition, the public officials' age, job preparation period, self-evaluation of workload, and overtime working hours are significant antecedents of satisfaction with the flexible work system. Second, when examining consequential factors, a high level of satisfaction with the flexible working system affects job satisfaction (+), work performance (+), organizational commitment (+), turnover intention (-), and quality of life (+). Job satisfaction was an especially valid mediator between satisfaction with the flexible working system and other consequential factors, including work performance, organizational commitment, turnover intention, and quality of life.

  • Purpose and Method: Financial field among the various changes due to the nationalization of fire fighting officials is the main point and to stably settle according to the purpose, improvement of special account for fire fighting officials is suggested by analyzing the facts and related acts. Results: To use the fire fighting project budget entirely in fire fire fighting project by the purpose of the installation of special account for fire fighting officials, dual budgeting standard for labor cost should be revised. In the reserve cost budgeting standard "Within 1/100 of the total budget rule" total budget includes the labor cost, as a result reserve cost budget will keep increase, so reserve cost budget should be fixed by the project budget instead of the total budget. Conclusion: To use the fire fighting budget by the purpose of the installation of special account for fire fighting officials, improvement on budgeting standard is necessary to increase quality of the fire service and stably operate the fire fighting organization.

A survey of public officials' perception on PHPP-TKM (한의약건강증진사업 담당자 인식도 조사)

  • Objectives : This study was aimed to survey the perception of public official on public health promotion programs in Traditional Korean Medicine (PHPP-TKM). Methods : Data were collected from 129 public officials who were in charge of PHPP-TKM business in the public health centers using the structured questionnaire. Collected data were analyzed through frequency analysis and T-test using SPSS 13.0. Results : Even though stroke prevention programs are implemented most often at present, respondents hope to practice dementia prevention programs in the future. The obstructive factor was measured by 5-point Likert scale, and the most obstructive factor was that there were neither standard manuals nor methodological guidelines for the programs($3.73{\pm}0.97$). The second most obstructive factor was that TKM-PHPP duplicated other public health programs($3.67{\pm}1.07$). The plan to activate TKM-PHPP was also measured by 5-point Likert scale. The most suggested plan was to develop competitive programs ($4.20{\pm}0.88$). The second most suggested plan was that of various integration of public health programs ($4.14{\pm}0.80$). Conclusions : The result of survey questionnaire suggests to develop various integrated programs, and to draw up a standard manual to activate the TKM-PHPP in public health centers.

  • This study derives planning items and indicators that should be considered in order to activate public space in terms of the spatial characteristics of the public space was to analysis the importance in the public officials/academics and practitioners side. Derived in accordance with spatial planning topics characteristic of public space through previous research to them and after a detailed selection indicators in Christopher Alexander's Pattern Language was so lead through the FGI. Derived surface was subjected to the significance analysis AHP through the survey expert. For this study, the importance of the spatial characteristics of the public space are working professionals accessibility, publicity, connectivity, spatiality, amenity, placeness the order, public officials/academics accessibility, amenity, placeness, connectivity, spatiality, publicity the order. In addition, professionals working in the comprehensive analysis of the most important priority was to recognize the hierarchy of open space, public officials/academics appeared to have an open space on the street the most important. The results obtained in this study will be used as an index that can be used in planning and evaluation for consideration of the next active public space.

  • The objective of this study is to empirically examine the effect that social welfare officials' awareness of welfare, who play the core role in delivering public welfare service, has on their sense of duty value and duty efficiency. The implications this study suggests are as follows; First, this study has a meaning in that it empirically proved the social welfare officials' awareness level of welfare. Second, this study provided the specific theoretical basis for the approaches and alternatives for the need to improve social welfare officials' awareness of welfare and operate the desirable welfare policy and system, by examining the effect that social welfare officials' awareness of welfare has on their sense of duty value and duty efficiency. Third, we can find the political implication from this study that welfare policy should be established and operated toward the direction of enhancing equalization effect of welfare system, and minimizing free ride or hampering the will to work, if we intend to improve social welfare officials' awareness of welfare. Fourth, this study presented the need to improve the work system of social welfare officials, through the fact that the shorter their work period is, the lower sense of welfare, duty value and duty efficiency they have. Based on the study results above, we suggest the activation of studies on social welfare officials' awareness of welfare, the need to regularly educate social welfare officials about welfare policy, system and value, the need to improve social welfare officials' positive awareness of welfare and their duty performance through deciding welfare policy toward the direction of enhancing social equality and equalization, and the need to improve social welfare officials' work system.

Public Officials' Perceptions on Improving Quality of Community Health Care Service (공무원 인식유형에 따른 보건서비스 개선 방안)

  • The purpose of this study is to understand the perceptions of public officials in improving primary health care service for local communities by applying Q methodology that draw upon schematic model in subjectivity study. A survey was carried out among public officials at Gangneung Community Health Center, South Korea, to classify the 49 selected Q-statements into a normal distribution using a 11 point scale. The collected data was analyzed using QUANL program, and principal component factor analysis using varimax rotation was used to identify public officials' perceptions of improving quality of health care for local communities as a meaningful service provider. Type I can be categorized by a strong concern for the service acceptance, Type II can be categorized by advocating for service usability, Type III can be categorized by the pursuit of service specialization, Type IV can be categorized by roles for service accessibility, and Type V can be categorized by the suggestions for operation and management. The results provide information used to further improve quality of community health care service with the aim to promote the effectiveness of health care delivery and to increase health service utilization.

Analyzing Cancer Incidence among Korean Workers and Public Officials Using Big Data from National Health Insurance Service (건강보험 빅데이터를 통한 전체 근로자 및 공무원 근로자의 암 발생률 분석)

  • Objectives: This study aimed to establish a control group based on the big data from National Health Insurance Service. We also presented presented the number of incidences for each cancer, and analyzed the cancer incidence rate among Korean workers. Methods: The cohort definition was separated by 'baseline cohort', 'dynamic cohort', and 'fixed- industry cohort' according to the definition. Cancer incidence was calculated based on the Korean Standard Classification of Disease code. Incidence rate was calculated among the group of all workers and public officials. Based on the study subjects and each cohort definition, the number of observations, incidences, and the incidence rate according to sex and age groups was calculated. The incidence rate was estimated based on the incidence per 100,000 person-year, and 95% confidence intervals calculated according to the Poisson distribution. Results: The result shows that the number of cancer cases in the all-worker group decreases after the age of 55, but the incidence rate tends to increase, which is attributed to the retirement of workers over 55 years old. Despite the specific characteristics of the workers, the trend and figures of cancer incidence revealed in this study are similar to those reported in previous studies of the overall South Korean population. When comparing the incidence rates of all workers and the control group of public officials, the incidence rate of public officials is generally observed to be higher in the age group under the age of 55. On the other hand, for workers aged 60 or older, the incidence rates were 1,065.4 per 100,000 person-year for all workers and 1,023.7 per 100,000 person-year for civil servants. Conclusions: This study analyzed through health insurance data including all workers in Korea, and analyzed the incidence of cancer of workers by sex and age. In addition, further in-depth researches are needed to determine the incidence of cancer by industry.

Effects of Self Leadership on the Customer Oriented Public Service: A Case of Local Government Public Officials (지방공무원 셀프리더십이 고객지향성에 미치는 영향)

  • Main purpose of this study is to investigate the effect of the self-leadership of local public officials on the customer-oriented public service provision. Structural Equation Model was applied to analyze the relationship between self leadership and customer oriented public service attitude. Positive structural relationships between self-leadership and customer-oriented attitude was confirmed from empirical analysis. While variable job-satisfaction took intermediating role between self-leadership and customer-oriented attitude. The result implies that behavioral approach might be a more effective policy measure to improve citizen's satisfaction for public services. For a extended periods, Korean government introduced various institutional arrangements to improve the customer satisfaction for public service. However, the result was not satisfactory. The result of this study suggest behavioral approach to improve public service customer satisfaction.
