A Study on the Effective Management of Public Rental Housing Maintenance

  • Purpose: This study discusses efficient operation plans in terms of public rental housing maintenance in terms of LH, a major supplier. Research design, data, and methodology: After reviewing problems related to the maintenance and management of public rental housing discussed in several previous studies, problems in technology setting for repair maintenance costs for public rental housing, lack of public assistance for maintenance and management of public rental housing, management of housing funds, and lack of role of local governments in the supply and repair of public rental housing were derived. Based on this, the researcher conducted using literature research methods to present relevant improvement measures based on reasonable arguments. Results: this study presented four operational plans related to (1) realization of repair costs for public rental housing, (2) a public subsidy system for covering the maintenance costs for public rental housing, (3) efficient operation of the Housing City Fund, and (4) establishment of the public rental housing. This study aims to provide a foundation for the qualitative growth of the domestic public rental housing system. Conclusions: With this study, it is expected that social interest in maintenance of public rental housing centered on LH will be amplified to improve the quality of maintenance problems of public rental housing.

The Analysis of Fiscal Conditions for Public Rental Housing

  • This paper is focused on the sustainability of public rental housing policy. We have analyzed the general fiscal conditions of central government, the public welfare fiscal conditions, the public expenditure on rental housing, and the Korea Land & Housing Corporation (LH) financial structure. Central government fiscal conditions is controlled by the midium-term fiscal operation plan(2010~2014) and fiscal rules. And the fiscal mandatory expenditures on welfare is increased rapidly by the expansion of beneficiaries, but the fiscal discretionary expenditures particularly on public rental housing can be gradually cut down. LH, the dominant agency responsible for affordable housing, is now confronted with financial distress accruing to excessive burden for public rental housing construction. As a result this paper, we find the discrepancy between the fiscal conditons and public rental housing policies. We suggest the fiscally sustainable rental housing policy. Firstly, the construction plan should be realized reflecting the market and fiscal conditions. Secondly, the provsion and financing system of rental housing should be rebuild within the government fiscal condtions and financial ability of LH.

Public Housing and Social Capital in Australia

  • This paper addresses the relationship between public housing tenure and social disadvantage. The research examines social capital levels among public tenants in Australia, concentrating on their level of interpersonal trust and confidence in a range of public institutions. Through multivariate analyses of national survey data it also profiles the social and political background of public housing tenants. Although public housing tenants have access to secure and affordable housing, they appear to be less trusting and 'happy' than private renters or homeowners, and exhibit less confidence in some institutions such as the Australian parliament, universities and the ABC (the Australian public television broadcaster). These results probably reflect the residualised nature of public housing in Australia and indicate that public tenants are likely to be 'alienated' from certain aspects of mainstream culture. However, public tenants have higher levels of confidence than homeowners in the Australian defence forces and trade unions. So public housing may 'shore up' confidence and social capital in some areas, and levels of trust would be lower if public housing was not available to disadvantaged citizens.

Korean Public Rental Housing for Low-income Households: Main Outcome and Limitations

  • This paper examines the achievements and limitations of housing assistance programs for low-income households. Korean public rental housing has been rapidly developing since 2000, and thereby achieved an increase in public rental housing stock, housing quality improvements, and the reduction of rent over-burden for low-income tenants. Despite some conflicting evidence, it appears that the provision of newly-built public rental housing has helped stabilize the prices of neighboring private rental housing units. But, as we are entering an era of one million long-term public rental housing units, we need to shift our focus from quantity-oriented provision to housing maintenance for tenants, and from cost-based rental housing to affordable rental housing and better access to rental housing for low-income tenants who are not beneficiaries of government assistance. Most of all, it is very important for local governments and the private sector to actively participate in the provision of public rental housing in order to ensure a stable rental housing market.

  • In era of lowbirth, aging population, low growth and social polarization, the effective welfare delivery systems are taking on added significance than past years. Public housing welfare resources, such as public rental housing, housing voucher, affordable housing loan, are more diversified and expanded. These programs could work effectively by the comprehensive interlink and community based delivery system. From the standpoint of recipients, how effectively the substantial benefits of welfare resources being delivered to each individual is more important than how much welfare resources being produced totally. This study aimed to explore the reform of public housing welfare delivery system. For this purpose, diagnosed the current states and key issues related to public delivery system, and analyzed what kinds of housing welfare services should be strengthened, and finally suggested the collaboration among the public sectors (local government, LH, HUG, HF etc.) and the partnership with non-profit organizations. Main research implications are as follows. The main housing welfare services which could be categorized as the housing welfare center's role are advice & information offering, several public resources interlink and accessibility improvement, community based network construction, etc. And the most important key for successful delivery system reorganization is the collaborative operation of the public sectors and local government, non-profit organizations.

A Study on the External Effect of 'Dagagu' Housing Purchase and Public Rental Housing to Nearby Area (다가구매입임대주택이 주변지역에 미치는 외부효과에 관한 연구)

  • The objective of his study is to research the effect of the 'Dagagu' housing purchase and the public rental housing supply on the nearby community. In the case of public rental housing, many studies have demonstrated that the perception that a public rental house is a low income dwelling has an external effect on the residents immediately outside the area such as the perception of the lowering of house prices. However, an advanced research concerning the 'Dagagu' housing purchase and public rental housing has not been carried out because it has only recently been enforced. Through a survey conduced of residents who live nearby the 'Dagagu' housing purchase and public rental housing the aim of his study is to show how the residents perceive the renal houses and are influenced by them. At the same time, this study demonstrates the external effect of rental house supply by analyzing the housing price around the area. Most people who live in the near by 'Dagagu' housing purchase and public renal housing have a negative opinion of his housing because they believe that the residential prices will depreciate. However, only about 40% of the people felt that the residential price depreciation as a result of the 'Dagagu' housing purchase and public rental housing supply was not visible.

Resident Evaluation on Housing and Demand on Residential Service according to Type of Public Rental Housing (공공임대주택의 유형에 따른 거주자 평가와 주거서비스 조사)

  • There is a growing demand for public rental housing since housing price increased rapidly and socially vulnerable people need more stable housing. The purpose of this study is to investigate housing evaluation (satisfaction), moving plan, and residential service according to the type of the public rental housing and the characteristics of the resident, and to suggest the development direction for comprehensive housing services including the community level. Data used for analysis in this study are from 2016 Seoul panel survey of public rental housing residents. A total of 3009 questionnaire from public rental households were collected in 2016 Seoul panel survey. In order to investigate housing requirements, we analyzed household characteristics, housing satisfaction, moving plans, welfare services, residential activities and community facilities, social environment. In this study, the difference of residential satisfaction, moving plan, and residential service according to the type of the public rental housing and the characteristics of the resident is analyzed to identify their housing demands. As a result, there were differences in residential satisfaction, moving plan, and residential service depending on type of public rental housing and characteristics of residents. Residents in public rental housing modified from the multi-family housing after purchase showed lower residential satisfaction, and higher intention for moving plan compared to residents living in other type of public rental housing. In the residential service, residents in permanent lease type have higher experience of housing service as well as demand on housing service. Especially single household, elderly household, female household, or household with handicapped person indicated higher demand for housing services.

A Study On Residents' Satisfaction with Multi-family Public Rental Housing Program in Daegu (다가구 매입임대주택의 입주자특성과 주거만족도 분석 - 대구광역시 사례를 중심으로 -)

  • The purpose of our study is empirically to identify residents' satisfaction by multi-family public rental housing and to find out another improvement to solve the housing problems facing the poor in Daegu. As a new way of settling the housing problems for the poor in city, as you know, multi-family public rental housing program was introduced by the Korean government in 2004 but rarely empirically evaluated so far. in the Residents' Satisfaction, There are no evaluation of multi-family public rental housing program except Kim's study (2006). Based on 160 survey data, we evaluated the multi-family Public Rental Housing Program within the framework of affordability in economics, a satisfaction in building and in neighborhood by a statistical method. As a result, we find out that residents on multi-family Public Rental housing are satisfied with the multi-family Public Rental Housing Program by and large. For mitigating the housing and economic problem of the poor more, self-support program as well as assistance in housing are needed and multi-family Public Rental housing Program must include neighborhood program more.

The Difference of Housing Welfare Outcomes Between Public Rental Housing and Market Rental Housing (공공임대주택과 민간임대주택의 주거복지 성과 차이)

  • The purpose of the study was to examine the difference of housing welfare outcomes between public rental housing and market rental housing. Housing welfare is defined as living at adequate, affordable housing with stability and measured as substandard housing, unaffordable housing, unstable housing. This study was based on 2016 Housing Fact Finding Survey, sampled the households which their incomes are below 120% average income of city workers. This study controlled the socio-economic characters of householders to identify the difference of housing welfare performance between public and market rental housing. The study showed the ratios of public rental housing of substandard housing and unaffordable housing are not low. But It is revealed that the achievements of housing welfare of the public rental housing are better than market rental housing and the differences between them are more consistent after controlling the socio-economic characters of householders. The problems of substandard housing, unaffordable housing and unstable housing in market rental housing are more than public rental housing. This study provides the basis that the regulation for market tenant protection should be reinforced and the policy of public housing should be expanded and improved for housing welfare.

  • The housing policy of Korea has been focused on the expansion of housing construction so far. However, actual support for low-income households is still insufficient, especially in public rental housing. The purpose of this study was to identify various methods of reducing the housing cost burden of residents in public rental housing, focused on empowerment. For this, 198 management staff of public rental housing under Korea Housing Management were surveyed using questionnaire distributed by email during February 18 to 27. Several ways to reduce housing cost burden and to enhance the self-support will of residents in public rental housing were suggested as follows: development of education and service program inspiring the residents' empowerment, enacting a provision of Tenants Representative obligation in Rental Housing Act, and so on.
