Panel Session toward Improved Communication and Engagement with the Public after the Fukushima Daiichi Nuclear Power Plant Accident: Study Reports and Discussion with Specialists from Relevant Fields

  • Background: From 2018 to 2020, the Expert Study on Public Understanding after the Fukushima Daiichi Nuclear Power Plant Accident (the Expert Study Group) identified and analyzed activities designed to promote public understanding of science and radiation since the Fukushima accident, and held discussions on how to achieve public understanding in the situation where public confidence has been lost, and how experts should prepare for dealing with the public. This panel session was held at the 53rd meeting of the Japan Health Physics Society on June 30, 2020. Materials and Methods: First, three subgroup (SG) leaders reported their research methods and results. Then, two designated speakers, who participated as observers of the Expert Study Group, commented on the activities. Next, the five speakers held a panel discussion. Finally, the rapporteur summarized. Results and Discussion: SG leaders presented reports from researchers and practitioners in health physics and environmental risks who provided information after the Fukushima accident. During the discussion, experts in sociology and ethics discussed the issues, focusing on the overall goals of the three groups, local (personal) and mass communication, and ethical values. Many of the activities instituted by the experts after the accident were aimed at public understanding of science (that is, to provide knowledge to residents), but by taking into account interactions with residents and their ethical norms, the experts shifted to supporting the residents' decision-making through public engagement. The need to consider both content and channels is well known in the field of health communication, and overlaps with the above discussion. Conclusion: How to implement and promote the public engagement in society was discussed in both the floor and designated discussions. Cooperation between local communities and organizations that have already gained trust is also necessary in order to develop relationships with local residents in normal times, to establish an information transmission system, and to make it work effectively.

  • 본 연구는 최근 발생한 일부 사회복지전담공무원의 복지지원금 횡령사건과 관련하여 인터넷 토론방에서 논의된 댓글 내용을 중심으로 사회복지전담공무원에 대한 대중의 인식이 어떠한지 살펴보았다. 댓글 분석 결과, 토론방 댓글 참여자들은 우리나라 공공복지 최일선에서 공무원과 사회복지사라는 이중적 역할을 수행하는 사회복지전담공무원들이 사회복지제도를 비롯하여 공무원제도의 희생자라고 인식하였다. 또한 우리나라에서 사회복지사는 공공영역에서도 여전히 전문직이라기보다는 개인의 희생과 헌신을 앞세운 도덕성이 강조되는 봉사직으로 인식되는 경향이 있었다. 마지막으로 사회복지전문직에 대한 일반 대중의 인식 개선을 위해 필요한 사회복지계의 노력을 중심으로 본 연구의 함의가 논의되었다.

디지털 미디어 환경에서의 공영방송 지배구조에 대한 국내 연구동향 분석: 2000년 이후를 중심으로 (Analysis of Research Trends on Public Broadcasting Governance: Focusing on Korean Studies since 2000)

  • 공영방송의 지배구조는 국내 미디어 정책과 관련한 가장 뜨거운 논쟁거리이다. 본 연구는 디지털 환경으로 전환되는 시점인 지난 2000년 통합방송법 이후 국내 공영방송 지배구조에 대한 연구 문헌을 종합하여 그동안 국내에서 진행되어온 논의의 흐름을 시기별로 나누어 살펴보았다. 그 결과, 공영방송의 지배구조에 대한 논의가 활발하게 나타난 것은 2008년 이후 이명박 정부와 박근혜 정부로 이어지는 보수정부의 시기 이후의 현상이며, 이는 '공영방송의 위기론'에서 비롯된 것임을 확인하였다. 이후 연구에서, 공영방송 지배구조에 대한 논의는 공영방송의 공적가치와 제도 개선의 방향성을 중심으로 진행되었으며, 이 속에서 공영방송의 정치적 독립성과 이사회 구성, 그리고 사장 선출 제도에 대한 논의가 가장 많이 다뤄졌음을 확인하였다. 본 연구는 향후 공영방송 지배구조에 대한 논의는 기존 정치적 독립성 논의를 확장하여 시민의 참여를 전제하는 공영방송의 가치와 책무, 그리고 제도를 포괄하는 논의가 되어야 한다고 제언하였다.

The Roles of Political Network Diversity and Social Media News Access in Political Participation in the United States and South Korea

  • Two surveys for exploring communicative paths toward political participation were conducted with relatively large samples of Americans (N = 1001) and South Koreans (N = 1166). Hierarchical regression modeling of the relationships among demographics, personal networks, news consumption, and cross-cutting discussion and political participation demonstrated mostly commonalities between the two samples, including the interaction between political diversity and Twitter usage for news access but with distinct effect sizes of cross-cutting discussion on political participation. We attribute the differences to the two countries' distinct histories of democracy and culture, and the commonalities to the general relationships between cross-cutting discussion and political participation moderated by strong ties political homogeneity.

Study on the 'public interest' of French broadcast content

  • The purpose of this paper is to study the concept of public interest in broadcasting, which has been approached only from a policy or legislative perspective in Korea, through analysis of the program content itself. To this end, this study focuses on French broadcasting, which has a long history of public service, has learned the concept of 'public interest' during its long growth process, and has specifically put this concept into practice through program production. Analysis of French TV programs that have been broadcast over the past 10 years categorizes the concept of public interest that French broadcasting has embodied into the following three categories. The first is the characteristic of 'freedom of speech: 'participation' and 'generality' in the public sphere' shown by discussion programs or talk shows. The second is the characteristic of 'transmission of cultural identity', which is shown even in entertainment programs. The third is the characteristic of 'social capital: spreading the value of social solidarity' shown in documentary or discussion programs. In addition, we examine how French broadcasting is implementing public interest at a time when digital media such as YouTube or Instagram are becoming the center of the media environment, and a digital public social media called 'Culture Prime' created by public institutions.

The Changing Role of Government Research Institutes in Innovation Systems

  • Recent years have seen an intensified discussion in many OECD countries about the role and mission of public research in the innovation system. This discussion takes place in quite specific national contexts, but should benefit from international experience. However, whereas voluminous literatures address the changing governance methods, organizational forms and missions of universities, much less attention has been devoted to developing a common understanding of the challenges faced by non-university public research institutions. The main goals of this paper is to contribute to clarifying the nature of these challenges, outlines possible policy answers and draws some implications for Korea. In the first section, the paper uses available internationally comparable indicators to review trends in the contribution of government research institutes (GRIs) to R&D and innovation activities. In the second section, the paper identifies the current major changes in the dynamics of innovation that may call for further adjustments in the positioning, organization and steering of public research institutes. Finally, the paper outlines some strategic objectives and orientations for the reform of public research institutes as part of the broader agenda of the Korean innovation strategy.

공공데이터를 활용한 지자체 자주재원 확보 논의 (Discussion for Securing Self-Reliant Finance of Local Government Using Public Data)

  • 지방자치단체는 공공서비스 측면에서 중앙정부와 비교하여 가까운 접점을 가지고 있기 때문에, 오늘날 복지문제가 중요한 이유인 상황에서 그 역할이 중요시 되고 있다. 이에 따라 지방재정의 역할이 어느 때보다 중요시되고 있지만 유감스럽게도 지방재정과 관련된 이슈들은 대부분 부정적이다. 특히 지자체의 재정자립도 문제는 매우 심각한 상황으로 많은 지자체가 재원확보에 어려움을 호소하고 있다. 중앙정부의 의존재원이 대안이 될 수도 있지만 의존재원은 재정의 자율적 운용은 물론 건전성에도 부정적인 영향을 줄 수 있다. 이에 본 연구에서는 공공기관이 보유하고 있는 공공데이터를 활용하여 재정확충을 방안으로 제시하였다. 비록 공공데이터의 활용 수준이 초기수준이지만 공공데이터의 지자체의 자주재원 으로써의 타당성과 도입을 위한 제언들을 통하여 시론적으로 논의하고자 하였다.

A Source-Related Approach for Discussion on Using Radionuclide-Contaminated Materials in Post-accident Rehabilitation

  • Background: In the process of discussion on the possibility of using radionuclide-contaminated soil and debris generated by radiation disasters, a strategy for the proper management of radiation exposure protection while considering the source of the contaminated materials is necessary. Materials and Methods: The radiological protection criteria that are likely to be applied to the source-related approach based on the International Commission on Radiological Protection recommendations and the International Atomic Energy Agency safety standards are summarized. We proposed five interpretations of radiation protection to contribute to the promotion of discussion on the possibility of using a part of low-level-radionuclide-contaminated soil and debris in the post-accident rehabilitation. Interpretations I to III are based on the idea of "using a reference level to protect the public in post-accident rehabilitation," whereas IV and V are based on the idea of "using the dose constraint to protect the public in the post-accident rehabilitation when the sources are handled in a planned activity." The former idea is subdivided into three based on the definition of the source, which is managed by the reference level, and the latter idea is divided into two depending on whether or not additional dose from using contaminated materials is deemed acceptable. Results and Discussion: To confirm the applicability of the five interpretations presented, we suggested the concrete values of protection criteria via two feasible cases. In this case study, we proposed radiation protection by the dose constraint based on the Interpretation IV and chose 1 mSv/yr for the public and 20 mSv/yr for workers dealing with radionuclide-contaminated materials. Conclusion: We concretely and systematically demonstrated how the concept of radiation protection can be applied to the process of discussion on the possibility of using radionuclide-contaminated materials within the framework of an international system of protection. This study's findings can provide necessary information to discuss the possibility of using radionuclide-contaminated materials as an alternative option for recovery and reconstruction after a radiation disaster from the viewpoint of radiation protection.
