Evaluation of Survey Data Quality Based on Interviewers' Assessments: An Example from Taiwan's Election and Democratization Study

  • Researchers usually examine the quality of survey data by several conventional measures of reliability and validity. However, those measures are mainly designed to examine the quality of an individual measurement, rather than the quality of a data set as a whole. There is a relative lack of methods for evaluation of the overall data quality. This paper attempts to fill this gap. We propose using interviewers' assessments as one of criteria for evaluating the overall data quality. Interviewers are the ones who literally conduct and thus directly observe interviews. Taiwan's Election and Democratization Studies (TEDS) have required interviewers to assess how trustworthy the responses of each of their interviewees are, and to provide several descriptions about the process and environment of the interviews. We use this information to evaluate the data quality of TEDS surveys and compare it with the results from the conventional test-retest method. The findings are that the interviewer assessment is a fair indicator of the overall reliability of attitudinal questions but not a good indicator when factual questions are examined. Regarding the evaluation of data validity, more data is required to see whether or not interviewers' assessment is informative in terms of data quality.

Patient Satisfaction as an Indicator of Service Quality in Malaysian Public Hospitals

  • The main aim of the paper is to provide an empirical analysis on patient satisfaction as an indicator of service quality in Malaysian public hospitals. Self-administered questionnaires were administered to patients by convenience sampling. Two sets of questionnaires were used, one for inpatient and another one set for outpatient. Selection of hospitals was made according to states in Peninsular Malaysia. 23 hospitals covering all state level hospitals, the National Referral Centre and selected district hospitals were chosen as respondent hospitals. Two dimensions of service quality emerged, namely clinical and physical dimension of service. Both outpatient and inpatient were found to be more satisfied with clinical dimension of service than physical dimension. For outpatient satisfaction, there was positive correlation between waiting time and patient satisfaction. Patient satisfaction was also found to be higher in the smaller district hospitals than in the larger state hospitals. For clinical dimension of service, patients were satisfied with the services of doctors and nurses, while for physical dimension of service, patients were satisfied with the cleanliness of the facilities. The ability of the research to be conducted by random sampling was inhibited by the reluctance of patients to cooperate, which led to the use of convenience sampling. Studies have also shown that patients are reluctant to express their feelings on services provided by their caregivers. The study provides primary data for a nationwide study on patient satisfaction in Malaysian public hospitals, for both inpatient and outpatient.

  • 정부는 공공데이터 개방을 통해 신산업, 일자리 창출 등 경제 활성화를 위한 도구로 활용하는 것을 목표로 한다. 정부는 고품질의 공공데이터 보유를 위하여 품질 개선 활동을 통해 공공데이터 품질 향상을 진행하고 있다. 그러나 공공데이터 품질관리 수준 진단을 진행하는 담당자의 데이터에 대한 전문성과 이해도에 따라 품질진단 결과에 격차가 발생하여 진단 결과의 신뢰성을 보장하기 어렵다. 본 논문은 공공데이터의 원활한 품질진단 지원을 위해 품질진단규칙 매핑 모델을 제안하여 공공데이터 품질진단의 안정성과 신뢰성을 높인다.

How Can We Use Hospital-Standardized Mortality Ratio as a Quality Indicator of Hospital Care in Korea? (일반 질 지표로서의 병원 표준화 사망비에 대한 고찰)

  • The hospital standardized mortality ratio (HSMR) is a widely used generic measure for assessing quality of hospital care in many countries. However, the validity of HSMR as a quality indicator is still controversial. We critically reviewed characteristics of HSMR and suggested how to use HSMR as a quality indicator in the Korean setting. The association between HSMR and other quality measures of hospital care is inconclusive. In addition current HSMR model has shortcomings in risk adjustment because of the lack of clinical data, accuracy of disease coding, coding variation among hospitals, end-of-life care issues, and so on. Therefore, HSMR should be used as an indicator for improvement, not for judgement such as public reporting and pay-for-performance. More efforts will be needed to tackle practical and methodological weaknesses of HSMR in the Korean setting.

  • The importance of 'Big Data' is increasing to the point that it is likened to '21st century crude oil'. For smart city IoT data, attention should be paid to quality control as the quality of data is associated with the quality of public services. However, data quality indicators presented through ISO/IEC organizations and domestic/foreign organizations are limited to the 'User' perspective. To complement these limitations, the study derives supplier-centric indicators and their priorities. After deriving 3 categories and 13 indicators of supplier-oriented smart city IoT data quality evaluation indicators, we derived the priority of indicator categories and data quality indicators through AHP analysis and investigated the feasibility of each indicator. The study can contribute to improving sensor data quality by presenting the basic requirements that data should have to individuals or companies performing the task. Furthermore, data quality control can be performed based on indicator priorities to provide improvements in quality control task efficiency.

Developing a Composite Quality Indicator to Assess The Quality of Care for US Medicare End-stage Renal Disease Patients (미국 Medicare 투석환자 치료의 질 지표 개발 : 4가지 주요 치료영역을 바탕으로)

  • Background : There has been a concern that the quality of care provided to end-stage renal disease (ESRD) patients in the United States may not be as good as recommended. This paper illustrates a composite measure to assess, the quality of care received by ESRD patients undergoing in-center hemodialysis by incorporating outcomes for 4 major treatment areas. The 4 treatment areas are: dialysis treatments, anemia control, nutritional management, and blood pressure control. Methods : The major data source for the study was the United States Renal Data System (USRDS) Dialysis Morbidity and Mortality Study Wave 1 (DMMS-1) d Sixteen categories of a composite quality indicator were constructed by combining 4 dichotomous variables (16=2*2*2*2). representing the optimal vs. less than optimal level of outcome for each of the 4 treatment outcome measure respectively. Optimal outcome level for each treatment area was defined based on the recommendation from the National Kidney Foundation: (a) delivered dialysis doses (Kt/V) ${\geq}$ 1.2; (b) hematocrit level ${\geq}$ 30%; (c) serum albumin concentration ${\geq}$ 3.8g/dl ; and (d) blood pressure of <140 / <90mmHg. The 16 quality indicator were ranked according to their relative quality weights, which were estimated from its association with the relative risk of survival, adjusting for patient's baseline severity and dialysis facility characteristics. Results : Out of the entire sample of 2,179 patients, only 229 (10%) meet th recommended outcome levels for all 4 treatment areas. Overall, the study patients were distributed evenly over the 16 quality indicators, indicating a great variation in the quality of ESRD care. It appears that the rank of the 16 quality-indicators is driven by serum albumin concentration, suggesting that serum albumin concentration may be the most powerful predictor of ESRD patient survival among the 4 outcome measures. Conclusion : The developed quality indicator has the advantage of describin a range of care for dialysis patients and thus providing a more complete picture of care as compared to previous studies that have focused on only single or few components of the ESRD care.

The Maintenance of An Evaluation Accreditation Indicator According to Teachers' Participation in Decision Making (인증시설 보육교사의 의사결정참여도에 따른 평가인증지표의 유지도)

  • The purpose of this study was to examine the maintenance of an evaluation accreditation indicator according to child care center teachers' participation in decision making. The subjects of this study were 139 teachers from 12 accredited national, public, private, and corporate child care centers in Seoul and North Gyeongsang Province. The TIP-2 (Teacher Involvement and Participation Scale V.2) and Accreditation Indicator for Child Care Centers were used to measure teachers' participation in decision making and accreditation indicator maintenance. Frequency, mean, standard deviation, one-way ANOVA and scheffe test were used for data analyses. The results revealed that the teachers who rated middle and high level in terms of their participation in decision-making showed higher levels of maintenance of the evaluation accreditation indicator than those with low levels of participation. This finding suggests that teachers' participation in decision making is an important factor for maintaining the quality of child care centers.

A Study on the Effects of Librarians' Innovative Work Behavior on Service Quality in Public Libraries (공공도서관 사서들의 혁신행동이 서비스 품질에 미치는 영향 연구)

  • This study aimed to analyze the impact of public library librarians' innovative work behavior on service quality, which is an indicator of organizational performance. To achieve this goal, the study surveyed both librarians and users of seven public libraries in the Seoul metropolitan area and assessed 77 cases of librarian data and 309 cases of user data. The innovative work behaviors of librarians and the quality of service provided to users were examined. The analysis showed that idea realization, the final stage of innovative work behavior, was beneficial for information control. However, idea generation, the initial stage of innovative behavior, adversely affected the affect of service and information control dimensions. The situation where the process stalled at the idea generation stage without progressing to the next stage (idea promotion or realization), was interpreted as leading to decreased service quality. The significance of this study is that it applied the concept of innovative work behavior to public libraries and suggested the impact of public librarians' innovative work behavior on service quality using an empirical method.

Public Reporting on the Quality Ratings of Nursing Homes in the Republic of Korea

  • Background: Quality ratings could provide vital information to help people in choosing a nursing home. Purpose: This study investigated factors aligned with quality ratings of nursing homes. Methods: We employed a cross-sectional descriptive design to assess publicly available data on 1,354 nursing homes with 30 or more beds in the Republic of Korea. After excluding 289 nursing homes with no reported quality-evaluation ratings, we analyzed the 2015 data of 1,065 nursing homes. To prevent multicollinearity among independent variables, we carefully selected the final set of variables based on clinical and theoretical meaningfulness to direct nursing care. Quality, the ordinal outcome, was scored from 1 to 5 with a higher score indicating higher quality of the organization. We constructed a multivariate ordered logistic regression model. Results: Higher quality ratings of nursing homes was significantly related to the number of unoccupied beds (OR=0.99, p=.024), registered nurses (RNs) (OR=1.30, p=.003), qualified care workers (OR=1.03, p=.011), cognitive-improvement programs (OR=1.05, p=.024), and other programs for residents' activities (OR=1.09, p<.001). Conclusion: The number of RNs had the strongest influence on the publicly reported quality rating, while the rating of qualified care workers demonstrated little effect and that of nursing assistants had no effect. The number of RNs could be used as a crucial indicator for high-quality homes; more resident-engaging programs also demonstrated better quality of nursing home care.

A Study on the Application of Web Database for Healthy City Wonju (건강도시 웹데이터베이스 활용방안 연구: 원주시 사례)

  • The purpose of this study is to introduce the web database for healthy city Wonju that contains healthy city indicators and materials. It has provided diverse information to public officers who are working on healthy city projects and citizens for monitoring and evaluating the projects, effectively. The web database was made on 2006 and was updated on 2009. The new Web database system was designed for supporting that the staffs of healthy city can manage all data update by themselves. The new Web database encompasses more recent information about health city projects. After identifying users' needs and reasons for modifying the fields of data, we added new indicators to the Web database. Some redundant indicators were deleted based on users' requests. The Web database quality evaluations were performed by using 13 quality evaluations constructs. Through all 13 constructs, less than 20% of study subjects felt that it did not satisfy their needs or expectations. Well developed and verified contents of the Web database for healthy city are very essential and important. The database makes healthy city projects alive by managing and sharing healthy city related data and indicators effectively.
