  • As the power industry moves towards open competition, there has been a call for methodology to evaluate power system reliability by using customer interruption costs. This paper presents an evaluation of the interruption costs for public customers in Korea using customer survey methodology. When various research results are examined, the evaluation of direct interruption costs becomes much more simplified. Especially, in the case of public customers, it is known that the evaluation of direct interruption costs is more useful. Accordingly, this paper selected the customer survey method to evaluate the interruption costs for public customers in Korea considering interruption and customer characteristics.

  • This paper presents an assessment of the customer interruption costs using a macro economic methodology of Korean customers by cities and provinces. The customer interruption cost is considered a very useful index in quantifying reliability worth from a customer point of view. This paper reviews the methodology to evaluate the customer interruption costs and ratio to the average revenues per electric energy sold for public, service agriculture, fishery, mining, manufacturing and residential sectors by cities and provinces in Korea.

  • This paper presents an interruption cost model of the feeder considering the local characteristics. KERI's survey results for the customers interruption cost are used through the research. Interruption cost of the feeder in a city is calculated in the ratio of customer's types. The customers consists of residencial, commercial, industrial and public type. The proposed method is applied to calculate interruption cost of the feeder in a small city and a metropolitan aria.

  • This paper presents the results of an investigation and assessment of the direct short term impacts of electric service interruption incurred by public customers. The study used a direct visit survey to determine the customer assessment of electric service interruption and characteristic. The variation in interruption cost with the characteristics of interruptions such as duration, time of day, frequency, and day of interruption was also investigated.

  • Reliability of electric power supply by power system becomes major issue as the electric power industry is recently being regulated. Also a change of environmental condition related to power supply reliability should be considered in the view of power supplier since the competition between energy-industries is strengthen. In other words, because customers may choose other energy source instead of electric power due to an expensive energy charge, enhancing recklessly the reliability of power supply might not be an essential strategy. So to effectively cope with this problem, it is necessary to perceive the reaction of customers against power supply reliability and interruption cost. This paper evaluates the annual interruption costs of customers by regional groups in Korea using a macro approach to cope with these internal and external environment. That is, the each ratio of customer's interruption costs to price of electric power charge is evaluated for public, service, agricultural, fishery, mining, manufactural, and residential consumption by every cities and provinces.
