Analysis on Types of Cremation Usage in Ehaneul Funeral Information System through Online Reservation Service : Focused on the Public Cremation Facilities of Seoul Metropolitan City (온라인 예약서비스를 통한 e하늘장사정보시스템의 화장 이용 유형에 대한 분석 : 서울특별시 공설화장시설을 중심으로)

  • As the cremation usage in ehaneul funeral information system through online reservation service is showed to increase 50.7% that with use the case of from the 37,784corpse in 2011 to 56,945 corpse in 2017. With these increasing, Seoul Metropolitan City should implement the following policies in order to improve the operation of public cremation facilities. First, additional cremators should be built through smooth negotiations with local residents who live around the planned locations. Second, Seoul Metropolitan City should implement cooperative projects of building joint public cremation facilities with local governments of Gyeonggi-do that are adjacent to Seoul Metropolitan City. Third, decentralize demand of cremation through the establishment of cremation facilities exclusively for open tomb in Seoul Municipal Cemetery. Lastly, should take measures to control cremation demand by expanding differentiated operation of public cremation facilities' use hours for people who live in other regions except residents of Seoul Metropolitan City and by increasing cremation charges.

Comparison in the usage of the Public Cremation Facilities Located in Seoul through the Online Reservation Service of Ehaneul Funeral Information System (e하늘장사정보시스템 온라인 예약서비스를 통한 서울특별시 공설화장시설의 지역별 이용 현황 비교)

  • The analysis and comparison on the usage of public cremation facilities located in Seoul through online reservation service of ehaneul funeral information system by area from Jan. 1, 2011 to Dec. 31, 2017 showed that among 314,877 in the number of bodies using the facilities, 225,828 (or 71.7%) belonged to Seoul citizens and 89,049 (or 28.3%) belonged to people living in other area than Seoul, such as Goyang city, Gyeonggi-do and other local governments. Therefore, there appeared that the Seoul citizens could not get the timely cremation service but instead extended the funeral service to 4 to 5 days or had to go to the remote area for cremation. This trend gets severe every year. To solve these problems, it is recommended that Seoul city government makes effort of constructing or expanding the public cremation facilities in cooperation with other local government of the area whose residents show high rate of using Seoul public cremation facilities and that Seoul city government expands or builds its own public cremation facilities in mid- and long-term. In addition, the local government of other area around Seoul needs to expand their use rate of their own (4) public cremation facilities or raise the creation fee for the residents from other areas, thus trying to dispersing and controlling the demand for the cremation.

  • This study conducts an analysis of a problem on internet reservation of e-haneul funeral total information system by disqualified fee imposition standard in public cremation facilities through research and investigation focusing on the operational realities and an ordinance related to public cremation facilities made by each local government across the country, and then is to suggest a policy proposal to improve the drawn problem. As a result of the analysis, as a way to improve the drawn problems, this study suggests a policy proposal that prevents an illegal camouflaged move-in to reduce fee by restricting residence period in requirement of local residents inside the jurisdiction who can use public cremation facilities, raises fee of public cremation facilities of local residents inside the jurisdiction into the optimum level that is set cheaper than production cost, and unifies age norm of an object to apply adult fee in the central government about a difference of age norm of an object to apply fee of adult with the highest availability of public cremation facilities between local governments, resolving a fee difference through fee cutting of local residents outside the jurisdiction priced higher than production cost.

Analysis on the Actual Status of Users of Public Nature Burial and Cremated Bodies Using the Public Cremation Facilities in the Capital Area through the Funeral Information System and the Activation Plan of the Public Nature Burial

  • In the study, we suggest that the activation plan of the public nature burial in the capital area through funeral information system as follows. First, according to the report on the social survey announced by the National Statistical Office in December 2017, the Korean people's preference of nature burial was 43.6% while the actual utilization rate of national nature burial in 2017 was only 8.8%, which showed a huge gap between preference and utilization rate of nature burial. Therefore, through the activities to improve the awareness of nature burial by performing the national promotion and education, and also the investment for the expansion or improvement of nature burial facilities in the level of central government and local government, the preference of nature burial should be led to the actual demand. Second, during the period from 2011 to 2018, the utilization rate of public nature burial in the capital area was annually increased by average 26.9%, which showed the huge increase of demand for nature burial. Thus, each local government should carry forward the policies for expanding the supply of public nature burial focusing on the woodland burial showing the high preference of users of public nature burial. Third, even though the public cremation facilities are installed or operated by local governments in the capital area, Seongnam City without the public cremation facilities should install the public nature burial for the enhancement of users convenience by providing the One Stop Total Funeral Service.

A Study on Institutional Types of Residents Support Project for the Vitalization of Locating Locally Unwanted Land Uses in the Metropolitan Area

  • In this study there was the analysis of government incentives and resident support of public crematoriums, typically identified in Korea as a locally unwanted land use (LULUs), in the metropolitan area. The study looked at what government programs would be potential incentives for allowing the crematoriums to exist in metropolitan communities. Such programs were diverse, with projects focused on: enhancing resident welfare, increasing resident income, funeral facilities and management consignment, community oriented programs, education, funding, and others. Among them, it was found that residents were most in support of programs for enhancing resident welfare and increasing income among residents. In order to resolve the complexities of community support for LULUs and government incentives to shift public perception of cremation, three main policies are proposed. First, it would be necessary to compliment additional project support policies which provide medical services, resident prefered projects, and improvement of substandard housing. Second, it would be important to establish ordinances concretely identifying residential support projects based on community needs assessment. Lastly, it would be of the government's best interest to build policies for resident supported projects that reflect local conditions and the residents' demands for allowing non-preferred facilities to be built, and then to analyze the economic feasibility of these demands.

  • Ami-dong Crematorium in Busan was established as one of the public facilities in 1929(the period of Japanese Occupation). It is the originator of Busan Yeongnak-Park(永樂公園), the funeral facilities of Busan municipality. The crematorium of Busan region was accepted at an earlier stage inside Japanese Concession in accordance with the opening a port. As Ami-dong Crematorium was constructed as a public facilities, the precedent has been maintained so far, providing a background equipped with the leading public corporation facilities in Busan area. This study was based on the expansion construction document founded by National Archives in Korea. Above all things, this research revealed the establishment and change of Busan Ami-dong Crematorium as the historical point for the formation process of recent public funeral facilities.

A Study on the Perception of Scattering Ash Facilities in Metropolitan Public Crematorium (수도권 공설화장장의 산골시설 인식에 관한 연구)

  • Korea, which has changed from burial-oriented culture to cremation culture due to the increase of cremation rate, preferred charnel: however, we have adopted the new processing method of cremated remains, 'natural burial' because of deterioration of charnel facility and the problems with imposed urns. Ashes are absolutely required due to the inefficient use of territory for charnel and natural burial and natural environment pollution, but this is out of legislative system in reality. This study will hold an investigation research on ashes that handles cremated remains which is not mentioned in 'Act on Funeral Services, Etc.' as well as investigate the present-condition of 'facilities for scattering cremated ashes,' as prescribed by law. As a result, there were 42 public crematoriums with a place for scattering cremated ashes, and the name of 40 of them were hill of grave. We conducted a survey to see if the workers at public cremation facilities in the Seoul metropolitan area knew about hill of grave, 'the facilities for scattering cremated ashes.' The result showed 95.9% knew about hill of grave and 88.2% answered some improvement was partially needed. Therefore, this study is to propose improvement measures for the scattering ashes facilities of public crematoriums based on the results of research and present investigation.

  • The purpose of this study is to find what factors are directly related to the delay of public projects, usually going beyond the planned deadline and budget. From a series of System Dynamics simulation works applied to the Cheongju Cremation Project, the research finds that the negative externalities originated from the adjacent location of the LULU(locally unwanted land use) facilities have exerted significant influence on dynamic perceptions of key stakeholders, typically resulting in project delay. As shown repeated experiments, the proposed negotiation-based models would produce relatively higher planning performance level than the typical approaches hinged on the administrative-expediency tactics. Even though the former may require more human and material resources in the very beginning stage, as they have to deal with diverse grievances raised by major stake-holders, most of them would bound for strengthening reinforcing loops within the complex structure. These results also imply that negotiation or consensus-building approaches would enhance mutual agreement among stake-holders, upgrading the overall quality of project management.

Improving Memorial Services for Sustainable Forest Burials (지속가능한 수목장림을 위한 추모 서비스 개선방안)

  • Currently, social interest in post-cremation funerals is growing due to the establishment of cremation culture. In addition, as awareness of nature-friendly funeral methods spreads in modern times, the demand for tree burial grounds and tree groves, which are representative natural burial methods, is increasing. However, if the current method of relying on trees is used, the forest burial may damage the forest and turn it into another cemetery. The tree decoration is a funeral method that contains the temporal meaning of humans returning to the space of nature that we have, and the philosophical meaning that humans return in compliance with nature. Like this, there are quite a few concerns. Even though tree burials are not the traditional burial facilities we are familiar with, many of the facilities and operating systems adopt the standards of park cemeteries and have stricter standards and restrictions than natural burials under the law. This rigidity is intended to preserve the forest, but the reality is that it limits the expansion and operation of tree plantations. To this end, this study seeks to find specific improvement measures for sustainable tree plantation operation. To this end, we look at the types of natural fields in foreign countries and find directions for tree planting that can be effectively applied and established in accordance with the sentiments of the people. Specific improvement measures include an enshrinement method that does not rely on memorial trees, the operation of anonymous or anonymous tree planting, a change in the method of visiting and commemorating, and various mountaineering methods, thereby suggesting alternatives to sustainable tree planting in Korea. The place where tree planting is implemented is the forest, that is, the forest itself. I should be a place where the spirit of natural return, which is the essence of the deceased, can be celebrated through the forest, not a funeral facility. By doing so, it will be possible to provide the public value of the forest, that is, the social function of the forest, in the name of an eco-friendly funeral service.
