치안서비스의 민간위탁 도입에 관한 연구 : 치안분업모델을 중심으로 (Introducing Contract-out in the Policing Service : Focusing on Policing segregated System)

  • 오늘날 공공분야의 민간위탁은 비용효과와 수요자 변화에 따른 탄력성 확보가 유리하고, 사업의 관리가 용이하다는 이유로 대부분의 공공사업 분야에서 실시되고 있는 상태이다. 이러한 사회적 변화는 치안구조와 지역방범체계의 변화 등과 함께 공공 치안서비스 부분의 민간위탁제도를 도입하는 문제에 대하여 많은 논의가 이루어지고 있다. 그러나 위탁사업 대상 범위의 제한, 민간 참여의 어려움 그리고 위탁 계약 방식의 한계와 같은 문제점들로 인하여 치안서비스 분야의 민간위탁사업 시행에는 아직 많은 걸림돌이 있는 실정이다. 이러한 문제점들을 해결, 보완하기 위하여 치안서비스 모델을 변화시켜 예산절감과 조직의 재구성을 도모하고, 가변성을 가질 수 있는 부분위탁형태의 개발 및 민${\cdot}$관 협력체제 확립 및 계약방식의 합리화가 필요하다 할 수 있다. 본 연구는 업무상의 특수성을 감안하여 기존 민간위탁의 개념과는 다르게 치안서비스 분야만의 기준을 다음과 같이 제시한다. (1)치안분업모델의 설계 (2)양자의 의견을 존중하고 타협점을 찾을 수 있는 새로운 혼합형태의 시스템 모델구축 (3)다자간 접근법을 통한 사회 모든 구성원의 참여기회 확대 (4)지명경쟁 입찰을 통한 계약 방식의 확립 등이다. 이처럼 공공안전 서비스 분야의 민간위탁은 타 정부분야의 민간위탁 형태와는 다른 형식으로 이루어져야 하며 국민의 안전을 담보로 한다는 점에서 업무선정과 방식에 대해 기준을 높여야 할 것이다.

우리나라 공공보건의료 발전방안 (Improvement of Public Health Services in Korea)

  • For the longest time, our government has played an inconsiderable role in the public health services of Korea, especially as it relates to their investment. Voices have cried out against increases in national health expenditure and for more establishment of public medical facilities. In light of this, the necessity and importance of public medical facilities have come into focus amidst the recent medical crisis. When public medical facilities filled in the gap created by the suspension or closure of private hospitals and clinics as a result of this national crisis and acted as a safety net, the demand for more establishment of such facilities increased. Although patient diagnosis and treatment are the first priority of public medical facilities, they must also deal with scopes that private medical facilities do not deal with, dislike, or have difficulty with. In this respect, the closure or privatization of public hospitals to reduce their number just because of their low profits or financial burdens that must be carried by the government is to ignore their innate importance and social role; therefore, we must do all we can to block such efforts and further empower these public health facilities according to demands of the time. The improvement of public health services can be realized by redefining its goals and roles, increasing government funding, strengthening of existing public health facilities and reorganizing the public health services system. Even if public health facilities were to increase their medical services and be reinforced, they cannot take on all the services related to public health services, Therefore, in a country like ours where public health services come second to private health services in the health care system, the health of citizens can be safeguarded only when private and public facilities cooperate and private medical facilities share the social responsibilities. Only the show of interest and effort by government, politicians, health professionals, professional organizations and public can initiate the improvement that is sought.

대도시권 버스개편추세에 따른 통근전철의 대응 전략 (An improvement strategy of metropolitan commuter railways according to the reformation of bus system on a metropolitan area)

  • Nowadays, the bus system of a metropolitan area is improving very fast. According to the bus, commuter railways increase their competitive power. For this, trains get the mobility increasing, effective transferring system and unified information service. For the mobility increasing, commuting railway must be faster by flexible train diagram and facilities improvement. And finally, optimal commuter train, 'Liner' is needful. And for effective transferring system, it is necessary that railway station and transferring center of a city be merged. And it is needful that direct management bus by railway company and unification fare system on metropolitan region. Next, for information service system improving, the commuting railway station must be regional transportation hub at first. And it is needful that unified line map of trunk line transportation systems and regionally collective transportation system information book. Therefore, metropolitan commuting railways compete with trunk line bus and cooperate with feeder line bus, and can make optimal metropolitan public transportation systems.

  • The study seeks to cooperate with the investigation of a fire investigation based on public-private partnership. Fire protection systems provide a wide variety of viewpoints from the perspectives of design, construction, management, maintenance, maintenance and maintenance systems at a particular point in time, construction, management, and maintenance systems. What is controversial is that there are illegal activities such as illegal activities of the Patent Office, misconduct of construction work and unreasonable construction of construction works.As a theoretical framework, the present study identified the four key elements of a successful disaster response system : responsiveness, control, professionalism, and bias.

문화프로그램 운영에 있어서 학교도서관과 공공도서관 사서의 인식 및 선호도 연구 (A Study on Librarians' Recognition and Preference for Cultural Programs Between School and Public Libraries)

  • 본 연구는 학교도서관과 공공도서관간의 협력 분야 중에서 문화프로그램을 중심으로 사서(사서교사)들의 인식과 선호도를 조사하였다. 본 연구의 결과, 학교도서관과 공공도서관의 사서(사서교사)는 문화프로그램의 중요성을 긍정적으로 인식하고 있으며, 이들이 선호하는 문화프로그램의 유형은 참여형과 체험형이고, 선호하는 홍보수단은 온라인 공간(카페, 클럽, 홈페이지)이었다. 학교도서관과 공공도서관간의 협력사업 운영 시, 효과적 으로 활용할 수 있는 방법은 공공도서관 사서의 현장 방문을 통한 프로그램 진행과 개별 학교의 특성에 맞춘 연계프로그램의 참여였다. 협력수준으로는 기관간의 업무협약(MOU) 체결과 담당자간 협조체제를 선호하며, 평가 및 보고 방법은 문화프로그램 참여자의 만족도 조사였다.

도시철도 개통에 따른 대중교통 통행량 변화 분석: 대구도시철도 3호선 개통을 대상으로 (Will the Addition of Competing Transit Systems Increase Overall Transit Passengers? Lessons Learned from Urban Rail Transit Line 3 in Daegu)

  • 도시철도와 버스는 대표적인 대중교통 시스템이며, 서로 공생하기도 하며 서로 경쟁하기도 한다. 즉, 경쟁적인 대중교통 시스템의 추가로 인해 전체 대중교통 수요가 증가할 가능성과 경쟁 시스템으로의 수요 전환 수준에 머물 가능성도 존재한다. 본 연구의 목적은 경쟁적인 대중교통 시스템이 존재하는 도시에 추가 경쟁 노선을 도입한 경우, 대중교통 통행량의 변화를 분석하는 것이다. 이를 위해, 도시철도와 버스라는 2개의 대중교통 시스템이 존재하는 대구시에 도시철도 3호선의 도입 전·후에 대한 대중교통 통행 변화를 분석하였다. 정확한 분석을 위해, 2015, 2016, 2019년 4월 두 번째주 1주일간 교통카드 빅 데이터를 수집하여 활용하였다. 분석 결과, 기존 도시철도의 추가적인 개통으로 철도망 확장에 따른 통행량 증대는 있었으나 대중교통 전체 통행량 변화는 미미한 것으로 나타났다. 즉, 기존 버스 통행량이 도시철도로 전환된 것으로 판단된다. 또한, 분석결과를 활용하여 단순히 대중교통 노선의 추가가 아닌 대중교통 수요 증대를 다양한 정책적 제언을 제시하였다.

시스템사고로 본 의료전달체계의 위기와 개선방안 (Systems Thinking for the Crisis and Improvements of Healthcare Delivery System)

  • This study structurally analyzes major inefficiency of Korea's healthcare delivery system by utilizing the systems thinking. In particular, the phenomenon of patient's concentrated visits to large hospitals, waste of resource due to competitions between clinics and large hopitals, and the structure of oversupply were visualized using the causal loop diagram. The inefficient structure of healthcare delivery system can be understood more clearly by utilizing the major system archetypes of 'success to the successful', 'tragedy of commons', 'escalation' and 'limits to growth'. This study also finds solution from archetypal structure suggested by Wolstenholme. The inefficient status of healthcare delivery system might be explained by the 'out of control' archetype. In conclusion, the public resources such as the national health insurance need to be acknowledged as the entire achievement. All the participants should cooperate with each other in order to improve the inefficiency of the healthcare delivery system. In addition, the arrangement of incentive system for cooperation, acceleration of health information technology, and development of innovative business models make the sustainable healthcare delivery system.

요양병원 인증 2주기 당면과제 및 해결방안 (Urgent problems and solution strategies in 2nd cycle of long-term care hospital accreditation)

  • The Long-Term Care Hospital (LTCH) accreditation system was initiated in 2013 in the form of mandatory accreditation system in order to improve patient safety and the quality of medical service at LTCHs. By June 2016, the accredited LTCHs were 76.2%. This research was conducted to review the implementation process in the first cycle and to promote development of the second cycle of LTCH accreditation system. There are some changes which reinforced the accreditation standards, accreditation survey, and public access to accreditation results in order to strengthen patient safety in the first cycle LTCH accreditation system. LTCHs which participated in the accreditation system achieved certain outcomes in respect to patient safety and employee satisfaction. However, there are several urgent problems in placement criteria of night duty health care providers, reinforcement plans in the accreditation system, and incentives for accredited hospitals. In order to solve these problems, the most important thing is to clearly recognize the fact that the healthcare accreditation system is not the means for control and regulate hospitals but a system to induce hospitals to continue to strive for improvements in patient safety and medical service quality. In addition, it is required that LTCHs, accrediting agency and the Ministry of Health and Welfare compromise and cooperate to seek solutions every time issues related to the accreditation system arise.

국제적 행사 경비와 민간경비의 역할에 관한 고찰 (The Study on the Role of Private Security in International Events)

  • Recently, the industry of private security needs to cope with system for specialization improvement to security business. Especially, private security will very important in various international events such as 2002 World Cup soccer game and so on. The analyses of this study have led to the following conclusions: First, the industry of private security must advance to trait by oneself. Second, it is needed that both public and private security must know about role-sharing between them on the basis of efficiency, and try to cooperate with each other for the events security. Third, it will educate and train their officials in professional techniques to events security. In addition, it should be expand to reserve manpower and for the motivation to security officials establish as minimum pay scale.

거창군 첨단사업단지 계획방향에 관한 연구 (A Study on the Planning for Geochang-gun High Technology Industrial Complex)

  • This study analyzes the feasibility of constructing Geochang high technology industrial complex and present s the site, plan and development strategies. As a result, first, the Wallpyung area, superior form others in site characteristics, accessibility, surrounding facilities, was decided to the plan site. Second, the plan tries to adapt in the environment and maximizes the spatial link and user conveniences. Third, a transportation plan includes a circulation street network that adapt in topography, and considered future traffic situation and accessibility, hierarchy of road etc. Fourth, it also plans to locate a environment-friendly central park in the middle of site and buffer areas along at the outer sites and both sides of the roads. Fifth, for the development, it is advised to construct a public institution which manages the whole project and it is necessary to build a cooperate system.
