Risk Communication Study for Nanotechnology Using Risk Cognitive Map (위해인지도 맵을 이용한 나노기술 리스크 커뮤니케이션 연구)

  • Nanotechnology is the fastest growing area in scientific research and it has important applications in a wide variety of fields. Nevertheless, consumers encountered this new technology without any identification of risks and benefits. Also until now, there are no specific safety evaluation methods for nanotechnology. For this reason, we studied risk communication strategy for nanotechnology to prepare its application in commercialized products on public. A survey was conducted to identify the differences in perception between public (N=110) and expert (N=37) toward applied nanotechnology in food, drugs and cosmetic products. The survey results were used to draw up a risk cognitive map which was introduced by Paul Slovic, and the perception level of public and expert on nanotechnology was evaluated. As a result of the survey, public recognized nanotechnology as "unknown but low dread" risk factor, but expert recognized it as "unknown and high dread" risk factor. These results indicate that there are perception differences between two groups. Several risk communication strategies are reported including care, consensus and risk communication. In the case of nanotechnology, it contains both risks and benefits. Considering the nature of nanotechnology, the "consensus communication" which informs consumers about risks and benefits of issues is the most appropriate strategy.

Study on the 'public interest' of French broadcast content

  • The purpose of this paper is to study the concept of public interest in broadcasting, which has been approached only from a policy or legislative perspective in Korea, through analysis of the program content itself. To this end, this study focuses on French broadcasting, which has a long history of public service, has learned the concept of 'public interest' during its long growth process, and has specifically put this concept into practice through program production. Analysis of French TV programs that have been broadcast over the past 10 years categorizes the concept of public interest that French broadcasting has embodied into the following three categories. The first is the characteristic of 'freedom of speech: 'participation' and 'generality' in the public sphere' shown by discussion programs or talk shows. The second is the characteristic of 'transmission of cultural identity', which is shown even in entertainment programs. The third is the characteristic of 'social capital: spreading the value of social solidarity' shown in documentary or discussion programs. In addition, we examine how French broadcasting is implementing public interest at a time when digital media such as YouTube or Instagram are becoming the center of the media environment, and a digital public social media called 'Culture Prime' created by public institutions.

  • Urban air mobility (UAM) is emerging as an innovative transportation solution for cities. However, the potential noise impact on urban life must be carefully examined. Continuous exposure to UAM noise, with its unique frequency characteristics and temporal variability, may adversely affect citizens' health by causing sleep disorders, cardiovascular disease, and cognitive impairmenet, particularly in children. NASA has formed a UAM Noise Working Group to study this issue comprehensively. In Korea, the Seoul Metropolitan Government's UAM demonstration project is expected to accelerate related research and development. Scientific analysis, including noise measurement, prediction modeling, and health impact assessment, must be prioritized. Measures to minimize noise should be established based on this evidence, such as optimizing flight modes, developing noise reduction technologies, and establishing new noise management standards. Transparency and social consensus are crucial throughout this process. Expert review and open communication with civil society are necessary to address related concerns. Sharing demonstration project results and providing opportunities to experience UAM noise through digital twin simulations can help address public concerns and build social consensus. Proactively and scientifically tackling noise issues is essential for the sustainable development and successful integration of UAM into daily life.

Foreign Affairs, the National Interest, and Secular-Religious Identities in Israel

  • Despite being a key concept of International Relations theory, there is no consensus about what the national interest is. It is almost impossible for political leaders of democratic states to make a crucial decision in foreign policies when considering only the national interest without public support. Rather, we are unable to imagine the national interest without public opinion. In general, international crises galvanize people who held different opinions and unify social cleavages, such as secular-religious identities, into a nation that acts in its national interest. The author proposes a method to operationalize the key concept and describes a relationship between the national interest and religious identities in a democratic state. The selected case is the state of Israel. It is believed that Israel is a good example to think about the association between foreign affairs and political attitudes since it is characterized as a socio-religious divided society and has often waged war against Arab military forces.

A Study on the Direction of the Public Environment Design based on the Regions' Sense of Identity (지역정체성을 기반으로 한 공공환경 디자인의 방향 연구)

  • The purpose of this study is to present the direction for effective public environment design by becoming aware of the social, cultural and historical values that are inherent to the specific regions once again. Concept of regions' sense of identity, regions' resources and regionality were identified as a means based on the basic cityscape plan and guideline for public design. Sample city was analyzed by extracting the regionality elements, and the results are as follows. First, appropriateness of the direction for the public environment design based on the regional identity was confirmed. The need to establish regional identity in the cityscape plan is specified when it comes to the basic goal, strategy and direction. Second, public environment design should be planned within the context of the cityscape. It is necessary to improve with integrated plan by setting up the consistent goal, direction and detailed guideline based on the basic concept of cityscape plan. Third, 'design city' requires the development of the unique design and planned techniques based on the harmony with the existing resources. It is necessary to uncover the powerful design elements that are exclusive to specific regions, and to search for differentiation and visualization to form consensus. Public environment based on regional identity will improve if the above mentioned research results are used as the basic data when it comes to the implementation of public environment design.

  • Recently, our society is increasingly aware of the strengthening of 'publicness'. In particular, it is urgent to improve safety in that public spaces are used by an unspecified number of people. Therefore, the purpose of this study is to derive an indicators for evaluating crime safety in outdoor public spaces and to present the relative weights of each evaluation indicator. For this purpose, this study investigated the relative importance of crime safety evaluation indicators for outdoor public spaces to experts and conducted AHP analysis based on this. The result of this study is as follows. First, it was confirmed that similar tendency was observed among experts group (researcher, public officials, planner) related to outdoor public space. Therefore, the results of this study will be a certain reference point in the future social consensus on the issue. Second, the experts related to physical environment evaluation showed that the priority of environmental planning related to 'Natural surveillance' is highly evaluated in order to increase crime safety of outdoor public space. Next, it was recognized that 'Mechanical surveillance' and 'Legibility reinforcement' were needed.

  • This study focuses on the impact of China's system on the goals and strategies of public diplomacy for its actors and actions. In other words, China, which aims to assimilate the Western political values and systems, is special in setting the goals and strategies pursued through public diplomacy. Therefore, China often uses the historical and cultural agenda that it shares mainly in order to promote public diplomacy in the neighboring countries of Northeast Asia such as Taiwan and Korea, who have different systems. This phenomenon is an important key of explaining the vulnerability of China's public diplomacy in the face of political and security insecurity. Also, because of China's authoritarian politics and national-social relations, China can pursue efficient public diplomacy. On the other hand, however, such phenomenon provides an answer to why China's public diplomacy is not an effective buffer in the face of political and security conflicts with neighboring countries. Based on this framework, this study seeks to find answers to Why is China's public diplomacy not strong enough to ease political and security conflicts with neighboring countries?

Big Data Analysis of Public Acceptance of Nuclear Power in Korea

  • Public acceptance of nuclear power is important for the government, the major stakeholder of the industry, because consensus is required to drive actions. It is therefore no coincidence that the governments of nations operating nuclear reactors are endeavoring to enhance public acceptance of nuclear power, as better acceptance allows stable power generation and peaceful processing of nuclear wastes produced from nuclear reactors. Past research, however, has been limited to epistemological measurements using methods such as the Likert scale. In this research, we propose big data analysis as an attractive alternative and attempt to identify the attitudes of the public on nuclear power. Specifically, we used common big data analyses to analyze consumer opinions via SNS (Social Networking Services), using keyword analysis and opinion analysis. The keyword analysis identified the attitudes of the public toward nuclear power. The public felt positive toward nuclear power when Korea successfully exported nuclear reactors to the United Arab Emirates. With the Fukushima accident in 2011 and certain supplier scandals in 2012, however, the image of nuclear power was degraded and the negative image continues. It is recommended that the government focus on developing useful businesses and use cases of nuclear power in order to improve public acceptance.

Achievements and Challenges of 40th Anniversary Health Insurance (건강보험 40년 성과와 과제)

  • There have been many achievements for 40 years since the introduction of compulsory health insurance. Despite many achievements, it has many challenges in health insurance. Aging, non-communicable disease, and low growth economy are threatening the sustainability of health insurance, and it is time to reform the health insurance. A long-term reform plan will be an absolute necessity for reform of health insurance and health care system. Health insurance and health care reform should be an extremely revolutionary content that completely changes the framework. This reform should deal with the philosophy of health, approach of medical education and doctor training, changing supply of medical service, the innovation of primary medical care, reform of public health system, the management of medical utilization, the integration of medical cure and care services, enhancing the benefit coverage, prohibition of covered and non-covered services, etc. Therefore, it is urgent to form a consensus on the necessity of reform, to establish the health insurance plan on this consensus, and to make efforts to make health insurance sustainable.

Analyzing Public Opinion with Social Media Data during Election Periods: A Selective Literature Review

  • There have been many studies that applied a data-driven analysis method to social media data, and some have even argued that this method can replace traditional polls. However, some other studies show contradictory results. There seems to be no consensus as to the methodology of data collection and analysis. But as social media-based election research continues and the data collection and analysis methodology keep developing, we need to review the key points of the controversy and to identify ways to go forward. Although some previous studies have reviewed the strengths and weaknesses of the social media-based election studies, they focused on predictive performance and did not adequately address other studies that utilized social media to address other issues related with public opinion during elections, such as public agenda or information diffusion. This paper tries to find out what information we can get by utilizing social media data and what limitations social media data has. Also, we review the various attempts to overcome these limitations. Finally, we suggest how we can best utilize social media data in understanding public opinion during elections.
