  • The purpose of this qualitative research is to compare the community service and situation of SH apartment in Yangcheon-Gu and PHA apartment in Minnesota in order to grasp the requirement for livable community. For the study, depth-interview method was used to collect the data. Throughout this research, we found the ways to create a livable community as follows: Rental apartments are supplied by Seoul Housing agency in Korea while in US by PHA, an independent government agency. Both of them are in direct management. There are five main topics to be discussed. First, as a main supplier of services, it is Yangchun-Gu's social welfare center in Korea, while PHA in US. Second, as a mean of giving services, Korean residents visit the welfare center. On the other hand, PHA apartments enforces service-to-customer policies. Third, as a Korean service, they are consultation targeting families, children, teenagers, disabled, olds, education, medical examinations, rehabilitation and free meals. In US PHA apartments, they are medical health professionals, social worker, beauty salon or barber shop, bus to shopping area, bookmobile, OK card program, CHSP, ASI, ALP, personal care, senior/congregate dinning and etc. Fourth, both Korean and US have same hindrance for the 'livable community' policies which is funding and conflict of residents. Fifth, both Korean and US think that the key for the success of 'livable community' are resources, service and residents. The differences between Korea and US concerning service conditions such as supply of rental apartments, management and services are caused by cultural, ethnic and economical differences. From another point of view, Korean apartments are predicted to have similar problems like PHA apartments, and preparative attitude for this is needed.

At the present time, most of the pilotis space has been constructed in wall-bearing method. However, post and beam method(or Rahmen) will be used due to the municipal public-housing policy. Observation of seven(7) different locations and twenty-eight(28) blocks, and interview with the residents were employed to gather the data. Regarding functional relevance, six types of the space were selected, and planning suggestions for each type were followed. Among others, the conclusions include: the pilotis space should be planned as an interior for the future, as well as it should be open enough to secure the view from the surroundings.

  • Modular apartment houses are a relatively new approach to public housing in South Korea. While promising in terms of efficiency and potential cost benefits, initial occupancy and maintenance data highlight areas for improvement in quality control. Analysis of defects reported during occupancy and maintenance stages revealed a high prevalence of issues with wallpaper and flooring. This suggests a need for stricter quality control measures during the production and installation of these building components. Furthermore, maintenance data identified shortcomings in the waterproofing methods employed for roofs, as well as in the design and construction management of connections between the low-rise concrete frames and the modular units themselves, including balconies. These findings point towards the importance of meticulous design and rigorous construction management practices to ensure the long-term durability of these critical building elements. Finally, the research suggests that unifying responsibility for construction management by awarding contracts for both the frame and the modular units to a single company could improve overall quality control. This approach could potentially mitigate issues arising from divided responsibility and streamline communication channels. By addressing these quality control concerns, modular construction has the potential to become a more widely adopted and successful method for delivering public housing in South Korea.

This study examined the following three ways to effectively utilize existing public facilities sites for Pyeongchon new town. First, it suggested how to secure the parking lot by deciding multi-dimensional urban planning facility of public facilities such as parks and schools in superblock that lacks parking space of apartment complex. Second, it suggested a plan to accommodate the demands of public facilities required by increasing the building density of existing public buildings in commercial district as an example of the Anyang Tax Office. Lastly, it suggested a way to install additional functions required by users through the reorganization of the existing public facilities and some extensions by examining the Pyeongchon library.

  • In the construction industry, off-site construction (OSC) is drawing attention as a production method due to changes in working hours and the supply and demand of manpower. In 1991, there was a policy of spreading and expanding the use of precast concrete (PC) apartment homes, but they have not been actively used so far since they were discontinued due to quality problems. In this study, policy tasks were analyzed to motivate the application of OSC-based PCs in the apartment housing sector, and policy directions were derived by conducting focus group interviews (FGI). Nine policies are suggested regarding the following topics: PC apartment supply quantity provision, priority application of public housing, priority supply of public housing, preferential floor area ratio, funding, tax support, improvement of business area structure, improvement of delivery method, factory certification system, and training of experts. The results of the FGIs are as follows. First, in order to revitalize PC apartment homes, leading efforts from the public sector are required. Second, rather than reorganizing the business sector or introducing a new delivery method, a policy direction that induces the strengthening of cooperation is desirable. Third, PC activation should be promoted on an institutional basis for securing appropriate construction costs and quality.

The research method was in-depth interview for 32 residents in two apartment complex based on the social inclusion index developed in the previous study. The results of the study were summarized as follows: First, the majority of the residents' average monthly income in the permanent rental apartment were lower than the minimum cost of living. But, they were not seriously realized it and gave up any economic activities due to their poor health and age. Second, the big different indexes from the residents in lot-sold apartment were the family networks and social activity participations. They were not satisfied with their family members, seldom had social gatherings, and did not have any information of community cultural events. Third, since they had narrow sphere of activities, they could not properly evaluate the diversity of neighborhood facilities and the convenience of public transportations. But, they obviously recognized anti-social behaviors and the invasion of the privacy in the apartment complex, and maintained superficial neighborship. Fourth, on the other hand, the residents in lot-sold apartment had the feeling of being harmed by the various troubles of the permanent rental apartment.

  • The research is to track the morphological transformation of residential towers of apartment complexes in Busan. Though apartment is one of the most important components in Korean society, it has not drawn enough attention from academia as well as the public, especially regarding its shape. In result, its morphological change has barely been recognized. Instead, negative, but superficial, evaluation has become dominant tendency to deal with the shape of apartment tower. There are numerous 'partial' evidences to inform the morphological change of apartment plan type, and understanding the change is critical since morphological resultant reflects culture, politics, economy of a society. The research has been done on the 261 apartment complexes built through 2016 in Busan. The analysis shows that $I^0$ type, to represent 'typical boring architectural shape' of Korean apartments, has been dominant until the year 2000. However, its portion has become drastically decreased since the mid-2000. Composite plan type, the geometrical precedents of which had never been existent, emerged in the mid-2000, and this phenomenon may symbolize the change of morphology of apartment. When tower plan types are grouped together according to geometrical shape, three types, I-type, L-type and Y-type, take the most of residential towers, explaining 97% of the total. As expected, I-type is the most dominant, but its influence has decreased as time passes. Y-type might become one of the most important type in the period V. L-type has become the leading type in the Period VI to exceed I-type by 12 percent.
