우간다 농촌지도사업의 국내외적인 영향 요인 고찰 (Factors Influencing the National Agricultural Advisory Service in Uganda: Domestic and International Context)

  • In Uganda, the National Agricultural Advisory Service (NAADS) is responsible for agricultural advisory and extension services of the country. NAADS is a semi-autonomous public agency under the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) accounted for 45% of the MAAIF total budget. It aims to have a decentralized farmer owned/controlled agricultural advisory service system with increasing participation of the private sector. NAADS is greatly influenced by the extension framework of Neuchatel Group comprising representatives from the cooperation agencies and Official Development Assistance (ODA) donor countries. At the initial stage of the program, only 7 districts promoted the initiative and eventually spread out all over the country afterwards. These initiatives greatly contribute to the agricultural development and increase the farmers' income by 42-53%. However, due to the political intervention, the original goal was manipulated and criticized with briberies and corruption. Recently, the government of Uganda is considering a way to unify the agricultural advisory and extension services under the government programs.

  • 이 연구의 목적은 가나의 농촌지도사업과 농업기술의 국제협력시스템의 현황과 방향을 탐색하는 것이다. 향후 농촌지도사업의 역할은 지금까지 해 오던 것과는 매우 다를 것이다. 농업기술시스템의 촉진자로서의 농촌지도의 역할은 민간부분의 증가와 함께 증가될 것이다. 공공 농촌지도사업은 민간 부분에서는 농민들의 다양한 요구에 부응할 수 없기 때문에 계속적으로 그 중요성이 증가할 것이다. 향후 이러한 변화와 함께, 가나의 농촌지도시스템에서 내적인 개혁은 도전에 직면하게 될 것이다. 국제협력시스템은 외부의 이해당사자와 농촌지도사업의 파트너십을 형성하는데 중요한 역할을 할 것이다. 종자산업으로부터 나타난 혁신은 역동적이고 시스템적인 과정이었다. KAFECI는 그러한 변화가 2-3년안에 일어난다면 이러한 변화를 유연하게 받아들여야 한다. 기술이전과 전파의 도구나 틀은 다양한 사회경제적인 배경속에서 공동의 목적을 향해 도전하는 혁신적인 플렛폼으로서 발전되어져야 한다.

농촌지도사업의 콜센터 운용효과 분석 (An Impact Analysis of Call System of Agricultural Extension Services in Korea)

  • The objective of the study was to evaluate the impact of the Call System of agricultural extension services in Korea. The respondents were satisfied on the speedy solution (74.5%), consultation (88.4%), and accessibility (79.7%) of the call system. However, satisfaction of farmers on in-depth consultation was higher (74.3%) than the satisfaction rated by the public servants of RDA (48.9%). Both groups replied positively (70.4%) on the need for expansion of the call system. The analyses of the results leads to a conclusion that there is a need to increase marketing on the importance of RDA's Call System to customers of agricultural extension and to improve accessibility through expansion of the system in other areas. These could solve the decreasing number of extension professionals and improve the quality and efficiency of extension services. These analyses may be useful as bases for a nationwide Call System that connects the center with other districts and for planning a renovation of information-oriented agricultural extension services. The issue that needs improvement is to abandon the grounds of agricultural technology information provider and respond to the customers' needs efficiently by building an established Call System which can minimize the side effect of the trends of reforming and downsizing the organization. It is needed to develop a unified management Call System of agricultural technology information that could provide real-time information, and database the results simultaneously for use as feedback to the Rural Development Programs. Related laws and policies need to be improved to establish a nationwide information network that maximizes the current network in agricultural regions to spread information, to provide institutional support, and to encourage development of training system and research and development by concerned institutes.

고추 재배 농가들의 품질 인식에 관한 연구 (A Study on the Quality Perceptions of Red Pepper Growers)

  • This article indicates that the perceptions on the quality of agro-food are socially constructed. Farmers who were producing red pepper in Eumsung county had somewhat different perceptions on the quality of red pepper according to their own marketing channels. Farmers who were selling their red pepper to consumers by direct marketing tend to think the quality attributes more important as follows; information on producers, ingredients, taste and smell, amount of pesticides input, cleaning the harvested red pepper, quality certification by public authority, and brands. Consumers tend to think safety and production area more important, while farmers tend to think the quality attributes as follows; taste, color, variety, soil environment, and largeness. Based on these research findings, we can give some recommendations as follows; 1) the agricultural extension organization in the Eumsung county should change the strategy for local agriculture towards quality management of red peppers. and 2) the local government need to examine the feasibility of quality certifying on red pepper.

  • 이 연구는 우간다 농촌지도사업의 발전과정을 조망하고 발전방안을 제시하는 것이다. 우간다에서 농촌지도사업에 대한 많은 접근방법이 사용되었지만, 농업생산성이나 수익성 향상에 도움이 되었다는 선행연구 결과는 없는 실정이다. 그 동안 너무 많은 농촌지도사업에 대한 개혁사업이 이루어졌지만, 부분적으로 상향식 접근방법도 있었지만, 대부분의 접근방법은 하향식 접근방법이었다. 많은 사례에서 농촌지도사업에 대한 이러한 개혁은 농업생산이나 수익성에 영향을 줄 정도로 발전될 수 있는 기회가 주어지지 않았다. 향후 성공적인 농촌지도사업과 농촌개발이 이루어지기 위해서는 기술적인 전문가와 자원의 유용성 증가 뿐만 아니라, 농촌지도사업과 농촌개발 프로그램을 기획하고 수행할 때의 농촌지도사업의 제도적인 역할정립에 대한 정부의 의지와 지역주민의 적극적인 참여가 이루어지도록 해야 할 것이다. 그리고 우간다에서 공공 농촌지도사업은 수요자에 필요한 적절한 지도사업이 이루어지도록 수요자중심의 농촌지도사업이 이루어지도록 해야 할 것이다.

농촌 사회서비스 정책 지원을 위한 농촌 고령일인가구 분포와 대중교통 접근성의 관계 분석 (Relationship between Single-households Elderly Spatial Distribution and Public Transport Accessibility for Rural Social Service Improvement)

  • This paper aims to analysize the regional disparity of rural life service. In other words, analyzing the spatial distribution of the single-households elderly and service accessibility to public transportation, and the relationship between them in rural. The results of this study are as follows. First, there is a high concentration of the single-households elderly in Gyeongsangbuk-do and Jeollanam-do, and the distribution of them shows a tendency to cluster locally. Second, the vulnerability area of public transportation are concentrated on the myeon area. Third, The above-average proportion of vulnerable single-households elderly in Gyeongsangbuk-do and Jeollanam-do are concentrated on the myeon area. This result show that there is a positive correlation and high values are concentrated. This paper is expected to contribute to the regional development projects and effective implementation of rural polices.

TV에 나타난 농업분야 방송 뉴스 도식 (A Study on the News Scheme of the Agricultural Broadcasting News)

  • The purpose of the study was to analyze agricultural and rural news in mass media reporting. This study analyzed the representation of agricultural and rural news of Korean Broadcasting System (KBS), established in 1947 as a public service broadcaster and the Seoul Broadcasting System (SBS), established in 1990 as a private service broadcaster in Korea. There has been criticisms of isolated and anecdotal reporting of agricultural and rural issues, thus, leading to negative public perception mainly influenced by mass media even though there has been increases in the publicity activities regards agricultural policies in the KBS and SBS broadcasting news. This study was designed to reveal the merits of the preceding criticisms. For this purpose, a total of 437 news items issued between September 2004 and August 2005 were analyzed via content and framing analysis research methodologies. The major findings and conclusions of the study were as follows: 1. Content analysis of agricultural and rural news revealed that the lack of relative quantity and 'in-depth analysis' in agricultural reporting and the thematic concentration on negative news and flash events were the most prominent characteristics of Korean broadcasting news. 2. The quantity of agricultural news was relatively insufficient and qualitatively superficial and stereotyped lacking in comprehensive understanding of agricultural and rural issues and inclined toward flash events and crisis-oriented. Based on the findings and conclusions, following recommendations are offered; 1) Agricultural institutions should consider changing the images of rural society and farmers implementing agricultural and rural policies in the future, and perception of the general public should be considered in reporting agricultural and rural news. 2) Further research should be conducted to provide practical implications for the broadcast media on the agricultural information system.

에티오피아 농촌지도사업의 현재와 미래 (Ehtiopiam Agricultural Extension System -The Past Experience, Present Status and Future Direction-)

  • 에티오피아의 농촌지도사업은 다른 아프리카 국가들과 비교하여 긴 역사를 가지고 있으며 다양한 접근방법과 모델을 통하여 이루어져 왔다. 오랜 역사에도 불구하고, 농촌지도사업 시슨템은 사업영역, 커뮤니케이션, 제도적인 다원성 측면에서 초보단계에 머물고 있다. 농촌지도사업의 초점은 시험연구사업 결과에 대한 기술이전, 국가식량안보와 수출증가를 위한 농업생산성 증대에 있다. 최근 농촌지도사업 시스템에 대하여 많은 논의가 이루어지고 있으며, 다른 관점을 통하여 보다 지도사업 시스템이 엄밀성을 더해 가고 있다. 최근 에티오피아 농촌지도사업은 공공부문에 의하여 추진되고 있으며, 특히 district 단위에서 분권화된 방법으로 운영되고 있다. 그리고 제한된 수준이지만 NGO에 의하여 수행되고 있다. 에티오피아의 농촌지도사업은 1950년대에 연구개발 및 기술이전, 외국의 새로운 기술도입을 위하여 시작되었다. 초기에 농촌지도사업은 시험장 위주로 이루어졌다. 이후에 에티오피아 농촌지도사업은 다섯 가지 단계로 추진되었다. 대학학장시스템(the land grant extension system), 패키지 프로그램, 최소 팩키지 프로젝트, 농민 농업개발 프로그램, 참여민주주의와 훈련시스템(PADETS). 패키지 지도사업 프로그램은 시범지역에 최초로 수행되었으며, 15-20년내에 농촌지역의 90%까지 확대되었다. 이 프로그램은 개발기구에 의하여 관리되는 시범포를 사용하였으며, 조직화된 농민들을 훈련하였다. 그러나, 이 프로그램이 특정한 조그마한 지역에서 운영되어 다른 지역까지 확대되지 못하였다. 참여민주주의와 훈련시스템을 통하여 에티오피아의 농촌지도사업은 주목을 받게 되었으며 많은 논의가 있었으며, 외부의 관점들이 더 정교하게 만들었다. 긴 역사에도 불구하고, 이 시스템은 커뮤니케이션, 제도적인 다원주의적인 측면, 분권화 측면에서 걸음마 단계이다.

농촌의 에너지사업 유무에 따른 경관색채 인식 비교연구 (A Comparative Study on the Landscape Color Perception according to Existence of Energy Business in Rural Areas)

  • Recently, the rapidly growing new generation of renewable energy projects has emerged as an artificial building that creates a mix of natural environments and disruption to the environment. It serves as a quality inhibitor for rural landscapes and implies the absence of favorable rural landscape. Therefore, the study looked at the color scheme of residents, visitors, and experts in the village, which changed the color of the landscape, and analyzed the color scheme of residents, visitors, and experts. In order to do so, the village was divided into three types and conducted a survey by the general public and experts. In the case of the survey, residents of the three districts (Yeoju, Dam yang, Jeju) were surveyed for 210 residents, and the survey conducted a survey and analysis of 30 people in the area. As a result, both the general public and experts recognized the color change in the energy business, which resulted in the identification of associations and colors of the village. In addition, the recognition and satisfaction of the current situation showed that the education programs for the public were more important than the professionals, as the public show ed low levels of public awareness. Based on this research, we expect to be able to utilize the plan as a guideline for the project of installing solar panels, which is expected to be implemented in the beginning of the project, and can be used as a guideline for the establishment of the solar panels.

일본에 있어서 농촌지역개발주체의 존재형태와 변화방향에 관한 연구 (The Existing Types of Public and Private Actors for Managing The Rural Development Programs & Facilities in Japan)

  • The implementation of an place-based rural policy requires changes in the intra-governmental relations and between the public and private sectors and civil society. Over the past decades, Japan has been increasingly devolving and decentralizing public responsibilities and resources to sub-national government levels. There is assumption that such transfers produce more efficiency in terms of public management and create better conditions for economic development. At the same time, these transfer respond to new expectations of citizens and civil society to participate more closely in the democratic decision-making process. Coordination is also needed at the local level to integrate sectoral approaches, to involve private partners and to achieve the appropriate geographic scale. Local public and private actors join a partnership and pool knowledge and resources. This type of local partnership is characterized by the participation of different actors, including municipalities, sub-regional government institution and development agencies. The participation of private actors(private firms, cooperatives, associations, non-profit organizations, farm organizations, other categories organizations, etc,) is also important.
