There are various form of public elements in modern urban space. These public elements mingle with sociocultural elements which consist of each city, determining urban environment's image. Especially, since the social value of design becomes important, the social role of public design has been emphasized as an effective value for public interest and environment. It is just about 10 years since design mind in the public sector has been made domestically. Even though domestic public design has been studied not so long, it has developed with radical change of social culture and science technology. This study targets public environment in modern dense urban space. Also, it grasps the trend of public design studies through analysing and documentary survey of the existing studies, and based on that result, aims at presenting the direction that domestic public design studies should progress. This study selected 253 theses(1989.6~2015.11) by collecting primary, secondary data about public design studies, and implemented overall meta-analysing about the trend of domestic public design studies. As a result, public design has been studied intensively in the field of design about environment, architecture, etc. The trend analyzing of study purpose and keyword has a tendency which is weighted towards exploratory study focused on suggestion and development about object and realm of public design. The trend analyzing of study area tends to study overall part of public space or public facility rather than specific area and object. The most parts of studies analyze domestic area, especially Seoul metropolitan area. Also, the study method weighted in favor of some qualitative analysis has been utilized.
$Chos{\check{o}}n$ Dynasty was governed by the words of king, however, if they were not announced by the form of public document, they were useless. Therefore, the form of public document was the symbol of governing activity, and it was very important to manage the public record in operating the nation affairs. However, the point we should consider is that $Chos{\check{o}}n$ Dynasty, in the case of managing the public record, edited 'the original' instead of preserving them. And so, the preservation of the public record was deeply related to the editing of history. In Late Korea dynasty, the management of the public record got into utter confusion and so many troubles were occurred. In order to resolve these problems, the movements which innovated the public record managements system was gradually extended. This movements were continued in $Chos{\check{o}}n$ Dynasty. Finally, through the several modification procedures, the rules of public record management were legislated by 'Kyong Kuk Dae Jeon'(經國大典). Especially, by laws of 'Kyong Kuk Dae Jeon', not only the daily records of Secretary Department(承政院) but also the important documents which was related to the government branch should be booked in the last decade of the year and the number of the books had to be reported to the king. This rule made certification of the fact that the king was the last confirmer of the public record management. In addition, through the procedure of printing the record of the national affairs, and the diplomatic once in three years, and then preserving that public record in the National Department(議政府), other departments responsible and the archives, the National Department practically took part in the public record management. The management system was also changed in order that the public record was virtually used and consulted before taking the procedure of immortal preservation. All public documents were classified by the definite rule and filed in a same volume. After classifying and filing, certainly, for making convenience of reference and application of public record, records were indicated by the paper card. It may be that, after the step of reference, application and indicating, the public documents were gradually transferred to the next step. In these procedures, Early $Chos{\check{o}}n$ public documents system was confirmed.
This study examines the relationship between the usage of public bike and physical environment factors around the public bike stations using the public bike rental history data from 2016 to 2017 in Seoul, Korea. Focusing on the different influences of determinant factors by distance to public bike station, this study identifies influential factors that affect the usage of public bike. The results of the analysis are as follows. First, both the land use and physical environmental variables of bike station areas show strong associations with the usage of public bike. Second, the usage of public bike is also associated with neighborhood living facilities, business facilities, land use mix, the distance to subway station, public facilities and universities. This finding indicates that public bike has played a role as a transportation mode for the short-distance travel and commuting purposes in everyday life. Third, this study shows that the usage of public bike is strongly associated with the average slope, traffic volume around public bike stations, distance to streams or rivers, and the types of bike lane. This finding also indicates that surrounding environmental factors play an important role in the usage of public bike. Finally, this study identifies the different influences of determinant factors on the usage of public bike by distance to public bike station. This study suggests policy implications for the potential locations of public bike stations in the future.

The purpose of this study is to draw implications for revitalizing public-private partnership system that can reduce the financial burden of the government and utilize the creative know-how of the private sector by analyzing the cases of public building construction projects by public-private partnership method in Japan. In this study, first of all, I looked at the current state of public-private partnership policy in Japan and then selected 8 representative projects as an analysis target. Next, in order to grasp the specific situation that is aimed at securing publicity and revitalizing private participation, I analyzed the role sharing between public and private sectors in the maintenance and management of public buildings, and examined the conditions for private revenue facilities. As a result of the analysis, the following implications were drawn. First, the methods of public building construction by public-private partnership in Japan are largely divided into BTO method based on the PFI method, and the method of installing public facilities and private revenue facilities based on the term leasehold rights system. Second, measures were taken to mitigate the burden of the state and local governments in establishing public facilities. Third, the public has delegated to the private sector actively about the role that the private sector can play, expanding the role of private sector widely from design to operation in the public building construction projects. Fourth, in order to actively participate in private sectors and promote regional revitalization, private profit-making projects are widely accepted, but consideration has been given to guarantee a certain level of publicity.
With the sustainable development and transformation of the city, public art as a business card of the famous city of culture has become a hot topic of research. The intervention of public art in public space not only brings users a sense of space experience, but also becomes a unique carrier of urban and rural image making. Although there is much research on the classification, aesthetics and function of public art, there is few quantitative research on user satisfaction. This paper takes the basic features of airport public art as a research object and the basic features of airport public art as the theoretical basis to study the impact of the basic characteristics of airport public art on user satisfaction. Research methods were based on questionnaire data of 247 people, in which models and hypotheses were tested using SPSS 21.0 software, based on the induction and extraction of nine influential factors in the basic characteristics of public art. The study found that public interpretation, media patterns, color perception, modeling form, place perception, city image and memory have significant positive effects on user satisfaction. The sharedness of public art, cognition and communication in public culture and spatial relations do not affect satisfaction. Conclusion, inspiration and prospect provide suggestions for designers and reference data and theoretical support for public art evaluation.

In recent years, Korean public libraries, placed under changing circumstances, require that some new and positive financial policies be formulated for the improvement of their services. T he purpose of this study is to propose a scheme to ensure the revenues of Korean public libraries. The main contents of this study are as follows : (1) Public finance theory is applied to the question of why the public library is publicly supported. The public library does not contribute to stabilization, but it does playa role in each of the other public sector functions : allocation of resources and redistribution of income. In public finance terms there is justification for at least partial subsidy of public library services, which have the attributes of public goods, merit goods and externalities. (2) Public libraries in Korea find themselves suffering from limited budgets. They are neglected in national and local budgets. The lack of adequate funding for library collections prevents libraries from rendering efficient services. (3) In order to put the finances of the Korean public library system on a firm basis, the following proposals are made: 1) It is proposed that the parallel administration under which public libraries are organized be unified to be directly under the local governments. 2) It is proposed that the legislative and administrative system for public library finance be strengthened. (1) Library expenses should be itemized independently in the calculation of general grants-in-aid to local governments. (2) A fixed portion of the total municipal revenue should be appropriated for public library services. It can be executed by making provisions expressly in the annual guidelines for budgeting, municipal ordinances, or in the Library Promotion Law. The rate of allocation should be specified as a part of the national public library development plan. (3) Library tax as a local tax can be imposed. An indirect tax is preferable in order to avoid public misunderstanding and antagonism. 3) The augmentation of the specific grants-in-aid for the public library is proposed. The Library Promotion Law and the Law on Budget and Administration of Grants should be amended to oblige the central government to give financial assistance to local public libraries. 4) It is proposed that strategies to encourage private endowments be worked out. Revision of the Law on Tax Reduction and Exemption and the activation of an advisory library committee at each public library are recommended. 5) Funding and utilization of the envisioned Library Promotion Foundation is proposed. Government contributions, contributions from the Culture and Arts Foundation, and donations from individuals, corporations, and enterprises can be considered as the financial resources of the Foundation. 6) It is proposed that the structure of the Korean Library Association be consolidated to exercise greater influence over the formation of national policy on the public library system. 7) It is proposed as an ultimate guarantee of the health of the public libraries that the citizenry be educated to strongly support library services in responce to the active services provided by the public libraries.
Recently, passengers using public transport are concerned about the effects of COVID-19 and fine dust. Therefore, from February 2020 to February 2021, we investigated whether SARS-CoV-2 RNA was detected even after disinfection in 55 public transportation places visited by confirmed patients in Seoul. 34 air samples and 702 object surface samples were collected and tested with RT-PCR, one surface sample was positive. In addition, preemptive investigations were conducted in 22 subway trains that passengers were being on board at that time. 1,018 preemptive tests were performed, and all were negative. Although PM-2.5 is dangerous in itself, it can be a potential carrier of viruses. It seemed that a solution was needed as one line continuously exceeded the criteria of PM-2.5. Through this study, it is judged that cluster infection in public transportation can be prevented if efforts to reduce the concentration of fine dust, appropriate disinfection management, and personal disinfection such as wearing a mask in public transportations.

This study aimed to enhance our understanding of the public relations of public libraries through newspaper article analysis. Thus, this study built a theoretical background on the public relations of public libraries through newspaper articles. It examined newspaper articles on Eunpyeong Public Library in 2010 according to newspaper classification, article type, and article content among others. Accordingly, this exploratory case study, which used the methods of content analysis, interview, and site visit, analyzed them, with emphasis on such factors as the subjects, objects, direction, contents, and methods that influenced the public relations of public libraries.

In order to reconstruct the concept on the public relations of public libraries, this study builds a theoretical background on the public relations of public libraries and tries to systemize the public relations of public libraries utilizing the Linkage System by Grunig & Hunt. Emphasizing the importance of the communication between the organization and its environment, Grunig & Hunt theoretically systemized the Linkage System of the organization. Adopting the Linkage System, this study tries to conceptualize the subjects, objects, directions, contents, and methods on the public relations of public libraries.

In terms of expanding the infrastructure of public libraries, building many small-size libraries is more efficiency than building a small number of big size libraries. Korean public libraries have been built in big-size in compare to the public libraries in the developed countries. This study aims to analyse why the majority of the Korean public libraries have been built in middle and large size and the floor space of 791 public libraries were examined. It was revealed that the average floor space of 791 public libraries is $2,495m^2$. The study aims to find what policy on library building should be considered to expand effectively the infrastructure of public libraries.
