DC traction power system is operated ungrounded so that minimize the stray current. Because the stray current is still present, a rail potential is increased. The ground faults in the DC railway systems are usually detected by a potential relay(64P). Moreover, if the rail potential goes high in the ordinary operating state because of the traction load, the potential relay would be maloperated. A presented protective relaying algorithm that can identify exactly the faulted region and can distinguish a ground fault from the potential rising of the rail is presented in this paper. This paper presents simulation technique that is very similar to the real operation situation using PSCAD/EMTDC.
765kV substations which will be the core installation of the bulk power transmission system in Korea for the upcoming $21^{st}$ century, were designed of outdoor full GIS type to minimize required area. As principal equipment, main transformers of 2,000 MVA per bank and 50kA 8,000A gas insulated switchgears of up-to-date technology were adopted in designing substations to transmit bulk power of 10GW. Dual digital protective relay systems and distributed indication and control systems with fiber optic LAN were used.
Background : Various types of protective footwear have been used to minimize bacterial contamination in operating rooms. In recent years, debate has arisen concerning the need for use of such protective footwear. This study was designed to provide useful data about choosing shoes most suitable for the surgical environment. Methods : Between November, 1999 and January, 2000, we performed this experimental study by comparing effect of three types of shoes (i.e., disposable shoescover, operating room-restricted shoes, and ordinary shoes) on bacterial contamination of operating rooms equipped with two different ventilation systems (i.e., high air-change, low air-change) respectively. Data were collected during two- hour sham operations in which subjects and their activities were strictly standardized. Bacterial flora were sampled from the study area floor and air colony counts were measured. Results : In experiments involving high air-change ventilation system, there was a significant difference of floor contamination between three types of shoes, but no difference of air contamination. Under low air-change system, there was a significant difference of both floor and air contamination between three types of shoes. Conclusion : The results show that protective footwear would be unnecessary in the operating room with high air-change ventilation system, but it is important to choose suitable shoes carefully under low air-change system. Therefore, the use of outdoor shoes can be considered under high air-change system, but it would seem sensible to apply their first use in less bloody operations at the day surgery center or out-patient department to prevent transfer of body fluid into the outside environment.

In this study, the cellular protective effect, antioxidative property and component analysis of Euphorbia humifusa extracts were investigated. The ethyl acetate fraction ($3.68\;{\mu}g/mL$) and aglycone fraction ($3.15\;{\mu}g/mL$) of Euphorbia humifusa extract showed prominent free radical (1,1-diphenyl-2-picrylhydrazyl, DPPH) scavenging activity ($FSC_{50}$). Reactive oxygen species (ROS) scavenging activity ($OSC_{50}$) of Euphorbia humifusa extract on ROS generated in $Fe^{3+}$-EDTA/$H_2O_2$ system was investigated using the luminol-dependent chemiluminescence assay. The ethyl acetate fraction ($0.43\;{\mu}g/mL$) and aglycone fraction ($0.35\;{\mu}g/mL$) of extract showed higher ROS scavenging activity than L-ascorbic acid ($1.50\;{\mu}g/mL$). The cellular protective effects of fractions of Euphorbia humifusa extract on the rose-bengal sensitized photohemolysis of human erythrocytes were investigated. The ethyl acetate fraction and aglycone fraction of extract protected cellular membranes against ROS in a concentration dependent manner ($5{\sim}25\;{\mu}g/mL$), and was more effective than (+)-${\alpha}$-tocopherol, lipid peroxidation chain blocker. Aglycone fraction from Euphorbia humifusa extract showed 2 bands in TLC and 2 peaks in HPLC. In HPLC chromatogram of aglycone fraction, peak 1 and peak 2 were identified as quercetin and kaempferol, respectively. And these components are very effective as antioxidant. Thus, these results indicate that fractions of Euphorbia humifusa extracts can function as antioxidant in biological systems, particularly skin exposed to UV radiation by scavenging $^1O_2$ and other ROS, and protect cellular membranes against ROS. Fractions of Euphorbia humifusa extracts can be applicable to new functional cosmetics for antioxidant.

This paper reports a Surge Protective Device (SPD) that is used to protect an automatic metering interface (AMI) power supplies of communication equipment on a low-voltage distribution system from a lightning current. The surge protective device (SPD) can be classified as one-port SPDs and two-port SPDs with decoupling elements depending on the connection type. The protection of internal systems against the lightning current may require a systematic approach consisting of coordinated SPDs. To deal with this, the definition of a lightning protection zone (LPZ) was studied and interpreted through a theoretical review. Because the lightning current resulting from a lightning surge is considerably high, there is limited protection from one SPD; therefore, coordinated cascaded MOV-based SPDs are installed to solve this problem. Regarding the power grid mentioned in this paper, a class II SPD for the low-voltage distribution system installed on the border of LPZ1 and LPZ2, which establish a protection coordination with the Arrester (LA, SA) that corresponds to the LPZO installed on the MOF stage connected to one system were designed to protect various communication (control) equipment, including the automatic meter reading system inside the branch-type electric supply panel of a building, not the incoming side of one system. In addition, performance-related tests were done by a comparison with the existing method through testing, and the optimal design was achieved for the 1-port SPD that uses a series connection and can bleed load current without any decoupling element.

A methodology for the seismic vulnerability assessment of historical monuments is presented in this paper. The ongoing work has been conducted in Tunisia within the framework of the FP6 European Union project (WIND-CHIME) on the use of appropriate modern seismic protective systems in the conservation of Mediterranean historical buildings in earthquake-prone areas. The case study is the five-century-old Zaouia of Sidi Kassem Djilizi, located downtown Tunis, the capital of Tunisia. Ambient vibration tests were conducted on the case study using a number of force-balance accelerometers placed at selected locations. The Enhanced Frequency Domain Decomposition (EFDD) technique was applied to extract the dynamic characteristics of the monument. A 3-D finite element model was developed and updated to obtain reasonable correlation between experimental and numerical modal properties. The set of parameters selected for the updating consists of the modulus of elasticity in each wall element of the finite element model. Seismic vulnerability assessment of the case study was carried out via three-dimensional time-history dynamic analyses of the structure. Dynamic stresses were computed and damage was evaluated according to a masonry specific plane failure criterion. Statistics on the occurrence, location and type of failure provide a general view for the probable damage level and mode. Results indicate a high vulnerability that confirms the need for intervention and retrofit.

This paper presents the application of Adaptive Evolutionary Algorithm (AEA) to search an optimal setting of overcurrent relay coordination to protect ring distribution systems. The AEA takes the merits of both a genetic algorithm (GA) and an evolution strategy (ES) in an adaptive manner to use the global search capability of GA and the local search capability of ES. The overcurrent relay settings and coordination requirements are formulated into a set of constraint equations and an objective function is developed to manage the overcurrent relay settings by the Time Coordination Method. The domain of overcurrent relays coordination for the ring-fed distribution systems is a non-linear system with a lot of local optimum points and a highly constrained optimization problem. Thus conventional methods fail in searching for the global optimum. AEA is employed to search for the optimum relay settings with maximum satisfaction of coordination constraints. The simulation results show that the proposed method can optimize the overcurrent relay settings, reduce relay mis-coordinated operations, and find better optimal overcurrent relay settings than the present available methods.
The purpose of this study was to provide basic information requisite in the new sizing system for gloves. KS glove standards' size dimensions, size designation and labeling systems were analyzed. Also, KS glove standards' control sizes were compared to the anthropometric data of 824 Korean adults taken in the previous study. As well, the ISO hand size system was also compared to the anthropometric data of the previous study according to frequency tables of hand length and hand circumference. The size dimensions showed differences among KS standards and there was no size designation and labeling systems existed in KS standards. Among KS glove size systems, protective rubber gloves for radioactive contamination and surgical rubber gloves' size which followed ISO system were accurately indicate the hand size of the person a glove is intended to fit. ISO glove sizing system comprised the control dimensions of hand length and hand circumference. The coverage of ISO size A was 84.8% which was highest among ISO size A. B, C. And in hand circumference 178, 191, 203, 216mm showed the frequencies above 3% and in hand length 167, 175. 183, 191, 199mm showed the frequencies above 3%.

In electric power supply systems, an earthing system determines the electric potential of the conductors related to that of the Earth's surface. The choice of earthing system has implications for the safety of the power supply systems. There are considerably different regulations for earthing (grounding) systems in each country. A protective earth(PE) conductor ensures that all exposed conductive surfaces are at the same electric potential as the earth surface. This paper deals with that when PEN conductor of TN-C-S system is disconnected, dangerous touch voltage causes personnel body to be harmed and human being's property to be damaged seriously. For this reason, this paper explains how serious problems can occur when the fault current flows. As a consequence, we can understand how we can design earthing system properly to ensure the personnel safety against earth faults. The result shows the way that TN-C-S system can be applied safely in Korea.

In this study, the cellular protective effect and antioxidative property of peanut sprout root extracts were investigated. Cellular protective effects of peanut sprout root extracts on the rose-bengal sensitized photohemolysis of human erythrocytes were investigated. The ethyl acetate fraction of extracts exhibited a cellular protective effect in a concentration dependent manner. Particularly, the aglycone fraction of extracts showed prominent cellular protective effects in a concentration range (5~50 ${\mu}g/mL$). They are more effective than that of (+)-${\alpha}$-tocopherol, known as a lipid peroxidation chain blocker. Reactive oxygen species (ROS) scavenging activities ($OSC_{50}$) of peanut sprout root extracts on ROS generated in $Fe^{3+}$-EDTA/$H_2O_2$ system were investigated using the luminol-dependent chemiluminescence assay. The ethyl acetate fraction of extracts ($OSC_{50}$; 1.59 ${\mu}g/mL$) showed a similar ROS scavenging activity compare with that of L-ascorbic acid (1.50 ${\mu}g/mL$), known as a strong antioxidant. On the other hand, the order of free radical (1,1-diphenyl-2-picrylhydraxyl, DPPH) scavenging activity ($FSC_{50}$) was (+)-${\alpha}$-tocopherol > 80% MeOH extract > aglycone fraction > ethyl acetate fraction. These results indicate that peanut sprout root extracts can function as an antioxidant in biological systems, particularly skin exposed to solar UV radiation by scavenging $^1O_2$ and other ROS, and to protect cellular membranes against ROS.
