Cathodic Protection of Onshore Buried Pipelines Considering Economic Feasibility and Maintenance

  • During the installation of crude oil or gas pipelines, which pass through onshore buried pipelines or onshore pipeline from subsea pipeline to onshore plant, countermeasures need to be implemented so as to ensure a sufficient design life by protecting the steel pipes against corrosion. This can be achieved through impressed current cathodic protection method for onshore pipelines and through galvanic sacrificial anode corrosion protection method for offshore pipelines. In particular, in the case of impressed current cathodic protection, isolation joint flanges should be used. However, this makes maintenance control difficult with its installation having a negative impact on price. Therefore, in this study, the most suitable methodology for onshore pipeline protection between galvanic sacrificial anode corrosion protection and impressed current cathodic protection method will be introduced. In oil and gas transportation facilities, the media can be carried to the end users via onshore buried and/or offshore pipeline. It is imperative for the field operators, pipeline engineers, and designers to be corrosion conscious as the pipelines would undergo material degradations due to corrosion. The mitigation can be achieved with the introduction of an impressed current cathodic protection method for onshore buried pipelines and a galvanic sacrificial anode corrosion protection method for offshore pipelines. In the case of impressed current cathodic protection, isolation joint flanges should be used to discontinuity. However, this makes maintenance control to be difficult when its installation has a negative impact on the price. In this study, the most suitable corrosion protection technique between galvanic sacrificial anode corrosion protection and impressed current cathodic protection is introduced for (economic life of) onshore buried pipeline.

The Personal Data Protection Mechanism in the European Union

  • The adoption of the General Data Protection Regulation (EU) 2016/679 transformed approaches and concepts to the implementation of the personal data protection mechanism in the European Union. Within the EU, almost all countries have adapted a new protection mechanism, which requires a study of the specifics of its use. The article intends to assess the legal provisions of the current mechanism of personal data protection in the EU. The author studied the mechanism of personal data protection under the General Data Protection Regulation (EU) 2016/679 (GDPR) based on the concept of contextual integrity and analysis of EU legislation on personal data protection. The scientific publications for 2016-2020 were reviewed for the formation of ideas of a new personal data protection mechanism in the EU, informative and transparent analysis of legal provisions. The article notes that the personal data privacy and protection is increasing, there is an ongoing unification of the legal status of personal data protection and the formation of a digital market for dissemination, exchange, control, and supervision of data. Cross-border cooperation is part of the personal data protection mechanism. The author proved that the GDPR has changed approach to personal data protection: the emphasis is now shifting to the formation of a digital market, where the EU's role in ensuring regulation is crucial. The article identifies the emergence of a new protectionist legal system and strengthening of legal provisions regarding privacy. This legal system needs unification and harmonization in accordance with national legislation, is territorially fragmented and differentiated within the EU.

발전기보호반을 위한 IED의 설계에 관한 연구 (A Study on Design of IED for Generator Protection Panel)

  • A large generator is an important role in transferring an electric power to power system. The IEDs of large generator often use microprocessor technology to obtain a digital relay system with a wide range of measuring, protection, control, monitoring, and communication functions. However, all generator protection and control systems in Korea imported from abroad and are being operated. In order to reduce the large expense and improve the reliable operation, development of generator protection and control system by domestic technology is required. This paper deals with the design of the IED of generator protection panel for development of generator protection and control system. The major emphasis of the paper will be on the description of hardware and signal processing test results and measurement accuracy of the prototype IED. By developing of generator IED based on DSP and microprocessor, replacement of the generator protection panel imports are expected to be effective.

Numerical analysis results of the cathodic protection for the underground steel pipe by anode installation method

  • This study aims to find out the best anode location for buried pipelines. Numerical simulation program known as CATPRO (Elsyca, Belgium) were used for confirming the best location of anodes and the effects of impressed current cathodic protection system. Applied conditions for numerical simulation were similar to on-site environmental conditions for optimal application of cathodic protection system. Used criterion of cathodic protection was NACE SP 0169, which describes that minimum requirement for cathodic protection is -850mV vs. CSE. Various layouts for anodes' installation were applied, which were distance between anodes, anode installation location, and applied current. The areas where cathodic protection potential was lower than -850mV vs. CSE was limited up to 50m from anode installation locations. It was founded numerical analysis obtain cost-effective and efficient cathodic protection methods before design and application the impressed cathodic protection system to on-site environment.

  • Penetration of distributed generator(DG) to power distribution system can cause malfunction of existing protection schemes. Because grid interconnected DG can contribute fault currents and make bidirectional current flows on the system, fault contributions from DG can cause an interference of protection relay operation. Therefore, over current protection device of the distribution system with DGs need directional protection schemes. In this paper, improved directional protection algorithms are proposed for the distribution system with DG considering their fault characteristics. And than, these directional protection algorithms are tested and validated in various fault conditions. From the simulation results, it can be seen that the proposed directional protection algorithms are practically efficient for the radial distribution system with DG.

  • Painting has protected metallic stack but the paint films may be degraded and corrosion problem can be arisen. To protect the painted metal stack, cathodic protection can be applied. If cathodic protection is applied to bare metal, only small area may be protected. However, if cathodic protection is applied to painted metal surface, large area can be protected and the lifetime of paint films can be extended. High corrosion resistant alloys were corroded at a Flue Gas Desulfurization (FGD) facility of power plant within a short period and thus cathodic protection can be used to protect these metals. On the base of computer simulation, if cathodic protection is applied to bare metal in a FGD environment, it was estimated that applied current could almost be spent to protect area near the anode. However, if cathodic protection is applied to high resistant-coated metal, the much larger area from the anode could be effectively protected.

  • In urban area, flood risk is getting higher because of inland flood risk has grown up by changing rainfall intensity, rainfall pattern, changing land use and so on. Urban area is needed higher flood protection level to protect accumulated people, buildings and other infrastructures. However, even though former flood protection has focused on overflow from river, there is not a guide line for evaluating proper flood protection level. Thus, it is necessary to protect flood from inland flooding as well as overflow from river and need a proper method to evaluating flood protection level. This study present a method of determining flood protection elevation by using GIS tools for deciding proper flood protection level. The study result may contribute to urban flood protection measures in which inland flood risk increases.

우리나라 수중문화유산 보호 정책 방향에 관한 연구 (A Study on the Policy Direction for the Protection of Underwater Cultural Heritage in Korea)

  • UNESCO convention on the Protection of the Underwater Cultural Heritage(hereafter 'UCH')was adopted in the Fourth meeting of governmental experts on the draft Convention on the protection of UCH. Accordingly, Korea will prepare an appropriate policy for the protection of UCH. This article aims to give policy directions for the protection of UCH in Korea. Korea has some legislation relating to protection of cultural property. However, these legislation did not have effective schemes to protect UCH. Moreover, the Cultural Properties Administration which is a primary agency for protecting UCH has been ineffective in their effort for protecting UCH. To Protect UCH, I suggest establishment of law relating to protection of UCH, designation of competent authorities for protection of UCH in accordance to UNESCO Convention, and establishment of a long term national plan for protection of UCH.

  • PURPOSE: To demonstrate that the training of information protection for members at medical institutions increases the information protection activities of employees. METHODS: We used the chi-square test and the logistic regression model to analyze the data of the "Healthcare Information and Communication Status Survey in 2017" (n = 2002) conducted by the Korea Health Industry Development Institute RESULTS: As a result of the analysis, the information protection activity increased when the education was received and the number of received more than the education was not received. Especially, when the management receives education, it affects the information protection activities of the employees. CONCLUSION: In order to protect medical information, medical institutions need to provide education on information protection for management and employees.
