Urban area has caused decline of commercial function and infrastructure because of unorganized urban development, and urban regeneration projects have appeared since 2000s in order to solve urban problems. Because urban regeneration projects have a complexation of various use, the complicated business process and unsystematic conduction work, project stakeholders are suffering from problem in conducting project. Therefore, this study suggested the necessity of business system for urban regeneration projects with analyzing situations and stakeholders. Also, this study classified business information through development of BPS in order to make information system of business process in the urban regeneration project and evaluated it after realization for information system based on BPS of urban regeneration projects. Project stakeholders will be systematically provided information about urban regeneration projects through this system and it is expected to accomplish urban regeneration projects effectively.

Top priority to manage construction projects is given to the planning and scheduling in order to keep the project duration, which is one of the most important factors in construction management. However, recently most of public construction projects especially for civil projects are delays and preventive research, many efforts were made concerning construction delays and preventive management methods. But analysis of delay causation, which is a main key to solve the problems is not done, yet. Therefore, in this research causation delays are analyzed by characteristics of construction projects, which are type of projects, type of contracts, project participants, and general condition. As a result of the analysis, delay causation are proved to be different by characteristics of the projects. The research results will be used for prevention of time extension and dispute resolution.
The Danish-Icelandic artist, Olafur Eliasson who was born in 1967 is known for installation projects employing materials such as colour, fog, mirror and light to rethink the relationship between human and surrounding. Since he started the early projects, Eliasson has been interested in the relationship between an art, a viewer and space. He has used the medium from nature because he thought nature is very common subject to derive new idea of relationship between human and surrounding. Eliasson revealed the idea of relationship between human and surrounding by three characteristics of spatial design such as 'reinterpretation of placeness by juxtaposition of mediums and defamilarization', 'ambiguity and extensity of depth distance of space by mediums' and 'change in spatiality by movement of viewers and time'. This paper focused on four case projects : The mediated motion in 2001, The weather project in 2003, The blind pavilion in 2003, Your rainbow panorama in 2011. It is aimed to discover relationship between human and surrounding in the case projects under three characteristics. This study found that three characteristics were differently applied in the case projects in terms of spatial experience and design methods. Inside & outside locations, formal quality, visual-perceptual relationships in and around each case are crucial elements and tools. The unique relationship between human and surrounding of Eliasson and three characteristics are applicable to architecture and spatial design.

Since the partly changed 'Private Investment Act for Social Infrastructure Projects' set forth in January 2005, the number of BTL(Build-Transfer-Lease) projects offered to the market has rapidly increased. The scope of BTL projects offered covers not only legally defined facilities but several facilities for the private schools. A BTL project, by definition, is a way of project management that includes the entire process of development such as planning, design, construction and operation over the period of 20-30 years. As a result, various types of risk may happen at each stage of the project and it is extremely important to efficiently control the sensitive factors that affect the risk profiles of the project. The examples of the sensitive factors are construction cost, interest rate, discount rate, lease amount, rental fee, O&M cost and so on. This study examines the characteristics of these sensitivity factors, analyzes their impact on the project feasibility and suggests the alternatives to manage them efficiently.
Nowadays major shipbuilding companies are trying to expand their business not only to shipbuilding but to offshore projects as well. DSME is one of them. DSME is trying to set up a flexible design and construction environment for shipbuilding and offshore construction in a single shipyard. The shipbuilding and offshore projects, however, have their unique technology but they need to be designed and constructed in one site. To support this new requirement, DSME has developed an integrated CAD system for ship and offshore projects. In this integrated design environment, the designers can design commercial ships and offshore projects in a flexible manner. Concurrent design is very important for ship and offshore design. As compared to the complexity of the product, the design period is quite short. In effect, the design system for the ship and offshore project has to support concurrent design. One essential point of concurrent design environment is a product model based design system. DSME has developed and implemented the 3D product model concurrent design environment based on Tribon M3. Tribon is a widely used CAD system in shipbuilding area that is developed by Tribon Solutions. DSME has both customized the Tribon system and developed in-house application systems to support its own design and production procedures. All the design objects are modeled in one common database to support concurrent design and accurate production. The major in-house development focused on the modeling automation and automatic drawing generation. During the drawing generation process many of the additional production information are also extracted from the 3D product model. In addition, several applications and functionalities have been developed to apply the shipbuilding based Tribon M3 system to offshore projects. The development of shape nesting, tubular connection, isometric drawing, grating nesting systems are the typical.

Korean government has planned a large scale multidepartment-participated national R&D program to advance and improve her science and technology and the quality of life In the level of advanced(especially G-7) countries in the forthcoming 21st century. It is called as "Highly Advanced National projects" or "G7 projects", which was initiated in 1991 with 18 sub-programs to date. It has planned to be continued until 2001 with its total fund of 4, 591 billion Won, comprised of 2, 033 billion Won from the public sector and 2, 558 billion Won from the private sector. Evaluation activities, the country has carried out to date, for national R&D programs including HAN projects are focused mainly on the assessment of scientific and technological results to decide that a specific program should be continued, terminated, or modified. Thus, it is necessary for national R&D programs to be evaluated socioeconomically for the purpose of assessing the nationwide economic and social impact from the program. Socioeconomic evaluation would be told how and where the program contributed to the society, and what the socioeconomic impacts are resulted from the program. It would be useful for the means of (ⅰ) fulfillment of public accountability to legitimate the program and to reveal the expenditure of pubic fund, and (ⅱ) managemental and strategical learning to give information necessary to improve the making. program and policy decision making, The objectives of the study are to develop the methodology of modeling the socioeconomic evaluation, and build up the practical socioeconomic evaluation model of the HAN projects including scientific and technological effects. Since the HAN projects consists of 18 subprograms, it is difficult In evaluate all the subprograms simultaneously. Despite, each program is being performed under the category of HAN projects, so the common socioeconomic issues are existing, The followings are main results of the study. First, the hierarchical structure of the socioeconomic evaluation are constructed; Evaluation Perspective, Evaluation Bounds, and Evaluation Aspect. Second, based on the goals of the HAN projects, the evaluation perspectives are established as (ⅰ) the strengthening of industrial competitiveness, (ⅱ) the enhancement of national scientific and technological capability, (ⅲ) the improvement of quality of life. Third, the evaluation bounds for each evaluation objective are defined to specify the affected area. Finally, the evaluation aspects for each evaluation bounds are formulated containing essential elements describing the evaluation bounds.
The conventional analysis with which justifies government intervention of the private sector's innovation activities is the market failure approach. According to such analysis, fund allocation through autonomous market mechanisms is not optimal in technology financing because of the disparity between the desirable level of investment for society as a whole and that for private firms. To optimize the fund allocation, public policies such as subsidy, preferencial loan and venture capital investment programs are designed for technology development projects performed by private firms. They, however, have not been effective in increasing private investment for such projects. In most cases, it was found that little considerations given to the relationship between uncertainty embodied in technology development projects and each types of financing. With respect to optimizing fund allocation, technology development projects should be financed by different means according to their probability of success and the expected value of technology. Employing various theoretical models on financing decision-making we verify here that technology development projects to be supported by commercial banks or venture capital institutions is limited contingent upon levels of uncertainty adn expected value. Under the assumption that financial institutions are risk averse, loan or investment can be available only if the probability of success of the project is higher than the probability premium and the current market rate of interest. Therefore, the projects that have lower probability of success and/or small expected return are excluded from commercial loan or investment programs. However, the remaining projects, whose probability of success is low but with high expected return, may be applied under government subsidy programs. To achieve optimality of fund allocation and to activate technology financing, we conclude that there should be a systematic division of role among financial institutions including government commercial banks, and venture capital institutions.

Objectives: Several domestic search systems for research projects providing capabilities of searching and managing the research information based on metadata have been completed, although they cannot search projects for specific domains such as the Oriental Medicine field. Therefore, in this paper we propose an effective method for collecting and refining information of research projects in the oriental medicine field. We also design and implement a search management system based on the collected information. Methods: We chose three search elements and defined the collecting process for research projects. The collected information was refined to enhance the quality of results. Then, the search management system was implemented by Adobe Flex. Results: We were able to collect 1,688 research projects in the oriental medicine field. We also implemented the search management system, which provides the functionalities of search and management such as input, update, delete, spreadsheet import/export of R&D projects, user management and access control. Conclusions: The collected information and the search management system will be used in a project analysis system which will be constructed in the future. The project analysis system could help to analyze trends in oriental medicine research as well as construct a technical roadmap.

As the government has enforced recently the policies on the distribution of the housing, the construction cost of multi-family housing projects has increasingly become very sensitive and political issue. However, it is difficult to predict the construction cost in planning and design phase of the project because the Bill of Quantity of the multi-family housing projects was composed of breakdown structure based on each work package. To predict the construction cost in planning and design phase for multi-family housing projects in more effective and reasonable way, this study developed the cost breakdown structure based on spaces using Delphi method. The Cost Breakdown Structure (CBS) based on spaces for multi-family housing projects basically consists of three parts: (i) Building part; (ii) Non-building part; and (iii) Additional part. The characteristics of spaces in multi-family housing projects are fully taken into consideration. Then these three parts were subdivided into work packages in terms of work tasks. Additionally, the usefulness and effectiveness of Space CBS in this paper were validated by analyzing the BOQs of several collected sample projects and matching with Space CBS afterwards.

This study will estimate the fair return on private participants' investments on BTO type PPI (Private Public Infrastructure) projects using the data from past BTO projects in Korea. In the past, the real returns of $6%\sim9%$ were provided to private participants. The results of this study show that those returns were too high compared with the estimated fair returns, especially for projects with the minimum revenue guarantee (MRG) by the government. Moreover, the excess portion of the return over the fair return becomes even larger when there is a demand forecast bias. In reality, most of the BTO projects have far lower actual revenues than the initial forecasted revenue in concession agreements. This phenomenon implies that BTO projects have a tendency of overly forecasting revenues. If so, the value of the minimum revenue guarantee becomes larger, and therefore, the fair return to private participants should decrease. It is hoped that this study helps future BTO projects' concession agreements between the government and private participants to become more fair from the perspectives of risk and return profiles.
