한계기업과 중소기업 R&D 지원 성과 (Zombie Firms and Performance of R&D Support Programs for Small and Medium Enterprises)

  • 본 연구는 중소기업에 대한 정부지원의 직접효과(과제성공)와 간접효과(매출성장)를 재무적으로 어려운 한계기업과 정상기업간의 차이에 초점을 두어 실증적으로 분석하였다. 한계기업이 기술개발 역량(과제성공)에도 문제가 있고 과제 후의 자립적 방식의 경제적 회생역량(매출성장)에도 문제가 있다면, 정부재원의 효율적, 효과적 운용과 정부R&D과제의 관리측면 효율성을 위해서도 이러한 기업을 지원에서 배제하는 것이 마땅할 것이다. 만약 그렇지 않다면, 정부R&D가 자본시장의 실패를 보완하여 가능성 있는 한계기업의 회생에 도움을 주는 긍정적 역할을 수행할 수도 있을 것이다. 본 연구는 중소벤처기업부의 2013년 및 2014년 총 7개 R&D지원사업에 참여한 7,575개 수혜기업을 분석대상으로 하였다. 로지스틱 회귀분석의 결과, 한계기업의 과제성공확률은 정상기업과 차이가 없었지만, 과제 후의 매출성장경향은 정상기업보다 작다는 점을 확인하였다. 한계기업에 한해서는 정부과제에 성공한 기업이 실패한 기업보다 매출성장 경향이 더 크다는 결과도 도출하였다.

  • The production process of construction industry is different from thing of the general manufacturing, likewise various participants make temporary teamwork for success of the project through sharing of information. But the each role of participants is individually changed to step in construction process stage and moreover it has complicated, entangled interests. The Construction Management was inducted for the effective management and operation of construction project. The Key of the Construction Management success depends on the cooperative relationship relation to major participants. The domestic construction system is difficult with many trial and errors for the frequent plan change. As the building are more bigger and complicated, Building Information Modeling is demanded design and maintenance. This evaluation was done by the trust on the system as well as Construction Management. And then it applies the BIM it analyzes the example of construcrion project.

기업에 있어서 기술혁신의 동태적 모형 (Models of Technological Innovation at a Project And a Firm Level)

  • This paper reviews various models of technological innovations at different levels: project level and productive segment level. Firstly, it examines a number of significant factors influencing the success and failure of technological innovation at project level. Specifically, the role and characteristics of technical information for the success of innovation is analyzed. Secondly, the paper discusses in detail the relationship between technological innovation and the evolution of a firm. Product and process innovations are analyzed in accordance with a three stage model; the stages are performance maximizing (uncoordinated), sales maximizing (segmental) and cost minimizing (systemic). Various implications of the model are presented in terms of the business policy variables such as diversification, standardization, productivity improvement, marketing, etc. The applicability of the model to a developing country is sought and a few suggestions to develop new model of technological innovations in LDC are discussed.

EVALUATING CRITICAL SUCCESS FACTORS FOR ACCURATE FIRST COST ESTIMATES OF LARGE-SCALE CONSTRUCTION PROJECTS

  • The demands for large-scale construction projects such as Mega-projects are largely increasing due to the rapid growth of increasing populations as well as the need to replace existing buildings and infrastructure. Increasing costs of materials, supplies, and labors require the first cost estimates at the preliminary planning stage to be as accurate as possible. This paper presents the results obtained from the survey on evaluating nine critical success factors that influence the accurate first cost estimates for large-scale projects from practical experiences. It then examines the current cost structures of construction companies for large-scale projects, followed by the causes for cost and schedule overrun. Twenty completed surveys were collected and the Analytic Hierarchy Process was applied to analyze the data. The results indicate that technology issues, the contract type, and social and environmental impacts are the significant leading factors for accurate first cost estimates of large-scale construction projects.

  • In 2006, Korean Government decided to relocate the several Government bodies and public institutes. They include total of 49 central Government agencies, semi-government agencies, and 17 national research institutes. The completion of the relocation program has been set to be final in 2030. The target population for the city plan is set to be 500,000. The goal of MAC is first to complete the first phase of the program by 2014 within the budget. In order to achieve the goal, considerable time has been spent to properly establish the program management system. The success of MAC's Multi-function Program Administration System is too early to determine as it is still in progressive. The success depends on the operations not the development.

  • Since the designation of the South Korean Construction industry as an open market industry by the World Trade Organization (WTO) in 1994, South Korea's construction firms were exposed to competition from firms of other advanced countries. Increased competition in the industry raised quality of production and lowered the cost of construction projects. Therefore, many big construction projects were planned and constructed with foreign construction partners during the last decade. Also, from those projects the South Korea Construction industry accumulated experience in and knowledge of both project management and construction management perspectives. However, in the process of conducting those big projects, many problems - specifically responsibility and the limit of competence - occurred between foreign construction partners. Hence, this study attempts to improve its role model that is for local and foreign companies to enter into Joint Ventures in the South Korea construction industry.

Government's Roles in Public Private Partnership Toll Road Projects

  • This research aims to investigate critical factors of the government's role in achieving success in Public Private Partnership (PPP) toll road projects in Indonesia according to government and private sectors' perceptions. A preliminary interview Subsequently a questionnaire survey was also conducted involving 143 respondents across the two sectors from eight operating toll were five critical factors of the government's roles in achieving success in PPP toll road projects, namely; "Active involvement in overall project stage activities", "Establishment of good bureaucracy", "Provision of conducive environment", "Appropriate project planning and competitive tendering" and "Provision of appropriate government support and supervision". This research finding is expected to assist the government in defining clear roles and underlying responsibilities in development of PPP toll roads in Indonesia.

  • 국내 건설업계는 자체 엔지니어링 기술 확보 및 높은 수준의 건설사업 관리기술의 보유와 더불어 사업초기 단계에서 해당 프로젝트의 경제적 타당성 평가를 수행할 수 있는 능력이 절실히 요구되어진다. 시설물의 설계 및 시공 기술은 최근의 국제 시장에서 수주를 위해서는 반드시 필요한 부분이며 수익을 창출할 수 있는 사업수행을 위해서는 사업초기단계부터 사후유지관리까지의 연속적인 건설사업 관리기술이 요구되어진다. 건설사업 관리기술은 프로젝트 시작단계에서부터 운영 유지관리 단계까지 단계별로 발생하는 비용에 대해 얼마나 경제적이고 효율적으로 관리하느냐에 따라 프로젝트의 성공여부를 결정짓는 역할을 한다. 이러한 단계별 비용항목의 체계적인 분석을 위해 본 연구에서는 국내 하수처리장을 대상으로 프로젝트 전반에 걸친 비용흐름 및 요소를 조사하였다. 특히 국내 하수처리시설의 유지관리비 DB를 조사하여 데이터 모델링을 수행하였고, 실적 DB의 불확실성을 고려하여 불확실성 해소를 위해 몬테카를로 시뮬레이션 방법을 이용하여 타당성 평가를 위한 평가 목적별(처리공법, 운영 주체 등) 유지관리비 예측 추세선을 제시하고자 하였다.

  • 건설산업은 수주산업으로서 사업기간 전반(Project Life Cycle)에 걸쳐서 발주자의 관여도가 크기 때문에 발주자의 역할과 기능이 사업의 성패에 미치는 영향이 매우 크다고 할 수 있다. 그러나 국내외 여러 연구에서 이미 발주자의 기능과 역할에 대한 중요성이 강조되고 있음에도 불구하고, 아직까지 발주자 조직이 수행하여야 할 역할과 기능에 대한 정의를 바탕으로 건설사업의 발주자 조직에 대한 조직 수준의 역량을 평가할 수 있는 포괄적이고 체계적인 연구는 미흡한 실정이다. 본 연구에서는 발주자 조직 역량요소를 이용한 발주역량 평가지표를 개발함으로써 발주역량평가의 기본체계(Framework)를 제시하고, 개발된 발주역량평가체계를 실제 발주자 조직에 적용하여 평가를 수행하고 그 결과를 제시함으로써 그 적용성을 검증한다. 건설공사 발주기관의 역량에 대한 정량화 가능한 측정 지표를 활용하여 객관적인 평가를 수행하고, 이를 통해 발주자 조직 역량의 현재 수준 진단과 부족한 역량에 대한 정확한 판단을 할 수 있다면, 미래지향적인 전략 수립 및 발주자 조직 관리의 효율성 향상을 기대할 수 있을 것이다.

6시그마 혁신활동에 있어서의 구성원 성공체험이 기업성과에 미치는 영향 (The effects of employee's success experience on business performance in six sigma activities)

  • This study developed a new model for evaluating effects about the success of six sigma activities. This model consists of four constructs such as success of six sigma, employee's success experience, customer satisfaction, and business performance. Structural Equation Modeling (SEM) is used to analyze causality among the four constructs. Hypothesis were tested through a field study conducted for one hundred and thirty-one project leaders, who were asked to evaluate their experiences of six sigma projects. The results indicate that six hypothesis are statistically significant. As a result, the success of six sigma doesn't influence the customer satisfaction directly, but it influences customer satisfaction indirectly through employee's success experience. We find out that control for employee's success experience is important as well as success of six sigma in business innovation. Otherwise business performance is influenced directly by success of six sigma, that is business performance isn't influenced directly by employee's success experience but influenced indirectly through customer satisfaction. This study found that the change management raising employee's success experience is important in Six Sigma.
