Analysis on the Factors Influencing Government's R&D Investment Outcome in the IT Industry (IT 산업에 대한 정부R&D투자의 성과에 영향을 미치는 요인 분석)

  • The purpose of this study is to analyze the effects of government's R&D investment outcome on the IT industry. The analysis of R&D investment outcome developed emphasizing qualitative outcome more than quantitative outcome. However, it is still leaning on technological outcome-centered methods, having relatively little interest in inputs that actually determine the outcome. Thus, this study intends to focus on the qualitative attributes of input resources. The results of the empirical analysis can be summarized as follows. In raising technological outcome and commercialization outcome of R&D investment, more funds per researcher and numbers of researchers and a longer development period had positive effects. However, a higher ratio of doctors had positive effects only on technological outcome (papers and patents), It is believed that leading to commercialization outcome needed a long period, but the period of task development was only an average of two years. On the contrary, collaboration had negative effects on technological process, which indicates that collaboration between two organizations having conflicting interests would lead to negative effects on the outcome. The results show that the qualitative attributes of input resources have significant effects on R&D investment outcome, and imply that it is necessary to emphasize the qualitative attributes from the input stage to promote government's R&D investment outcome in the future.

  • This case study introduces the process of developing the technology rating evaluation model for investment. The technology evaluation rating model for investment is a project that the Financial Services Commission and the Ministry of Commerce, Industry and Energy collaborated to expand the scope of technology finance from loan to investment. The technology evaluation model for investment was developed with the aim of predicting high growth companies. The model consists of a statistical model and an expert model. Here, statistical models were modeled by using logistic regression analysis. Expert models gathered opinions of experts and identified the weight of each evaluation item and set the model. The rating system of the model is composed of 10 grades. The distribution of the model was consistent with KTRS grade distribution. Interestingly, the emphasis is on technology and marketability. In the technology valuation grade model for the goddess, there is a considerable difference from the emphasis on managerial competence or business performance.

Development of Robot Platform for Autonomous Underwater Intervention (수중 자율작업용 로봇 플랫폼 개발)

  • KRISO (Korea Research Institute of Ship & Ocean Engineering) started a project to develop the core algorithms for autonomous intervention using an underwater robot in 2017. This paper introduces the development of the robot platform for the core algorithms, which is an ROV (Remotely Operated Vehicle) type with one 7-function manipulator. Before the detailed design of the robot platform, the 7E-MINI arm of the ECA Group was selected as the manipulator. It is an electrical type, with a weight of 51 kg in air (30 kg in water) and a full reach of 1.4 m. To design a platform with a small size and light weight to fit in a water tank, the medium-size manipulator was placed on the center of platform, and the structural analysis of the body frame was conducted by ABAQUS. The robot had an IMU (Inertial Measurement Unit), a DVL (Doppler Velocity Log), and a depth sensor for measuring the underwater position and attitude. To control the robot motion, eight thrusters were installed, four for vertical and the rest for horizontal motion. The operation system was composed of an on-board control station and operation S/W. The former included devices such as a 300 VDC power supplier, Fiber-Optic (F/O) to Ethernet communication converter, and main control PC. The latter was developed using an ROS (Robot Operation System) based on Linux. The basic performance of the manufactured robot platform was verified through a water tank test, where the robot was manually operated using a joystick, and the robot motion and attitude variation that resulted from the manipulator movement were closely observed.

Construction Process Modelling Method Improving the Traceability of ICT Applications (ICT 적용 추적성 개선을 위한 시공관리 프로세스 모델링)

  • Tracking ICT applications on construction business processes is critical to the success of ICT-applied construction projects. Existing IDEF0 is a representative modeling method for visualizing and analyzing business processes. It defines a construction production process into a visual information model, hence, encouraging the project participant to understand the activities, their deliverable, and control flow of the process. However, IDEF0 dose not lend itself to ICT-applied construction processes, because it does not provide a mean to define how, in what order, by which each and every activity that ICT applied implements. This paper presents a new business modeling method that improves the traceability of ICT application (IAMB: ICT Application tracking Model for Business process) for construction management. The IAMB contributes to handle the sophisticated features of construction management processes to which ICT are applied. The method categorizes the process into three types: management, construction, and information exchange. The validity of IAMB was confirmed by analyzing the performance when it is used for tracking each modeling step of lift reservation process which making use of ICT. The test case provides an admissible evidence that the method encourage to define who, what, how, which order, and by which ICT tools the construction process exchanges production information.

Study on Innovation Measurement of National R&D Investments for Nanotechnology Using Data Envelopment Analysis (자료포락분석을 통한 국가 나노기술 연구개발투자 결과의 혁신성 분석 연구)

  • The international trends in activities of government R&D performance measurement is evolving into evidence-based approach to support the verification of objective policy implementation. The European Commission has been implementing KETs (Key Enabling Technologies) policy that incubates nanotech based emerging technologies to support the fourth industrial revolution/revitalization of high-tech manufacturing, and resulting innovations are quantified by KETs Observatory project. The European Commission also built Innovation Radar system that monitors potentially innovative projects within FP7 and Horizon2020 by data analysis. The United States is also upgrading its Federal RePORTER system to quantitatively monitor federal R&D investments with outcomes (including nanotechnology). In the field of Korean nanotechnology, basic statistical data by analyzing NTIS (National Science & Technology Information Service) information is applied in policy field. Developing innovation measurement methodology beyond basic statistical analysis is an international policy issue, and a long-term R&D investment area of a government. The objective of this model study is to quantify the innovation potential of nano R&D investments conducted by Korea government, using input-output based efficiency measurement model and NTIS (National Science & Technology Information Service) that is comprehensive data portal for national R&D investments/outcomes including nanotechnology.

A Study on the Policy Innovation Plan for Public Technology Commercialization (공공기술사업화의 정책 혁신 방안에 관한 연구)

  • National R&D investment has steadily increased, reaching number 5 in the world as of 2018. However, for public technology commercialization, the level of discovery of policy models through various cooperation initiatives between government ministries is insufficient, and the performance system that can spread technology commercialization is also limited. In this respect, in order to create results in public technology commercialization, it is necessary to prepare alternatives to strengthen multi-ministerial policy cooperation and increase policy execution power. In this paper, we analyzed the current state of national R&D projects by major ministries and suggested an optimized technology commercialization plan through analysis of the structure, budget, and form of each project. In particular, an alternative in terms of policy efficiency was suggested by analyzing the problems of policy discovery that have not been studied previously. This study is of great significance in that it diagnosed problems of public technology commercialization in terms of the lack of systematic research on public technology commercialization and suggested policy advancement for the spread of technology use and the strategic direction in terms of commercialization.

Development of an Economic Material Selection Model for G-SEED Certification (녹색건축(G-SEED) 인증을 위한 경제적 자재선정 모델 개발)

  • The South Korean government plans for a 37 % reduction in CO2 emissions against business as usual by 2030. Subsequently, the Ministry of Land, Infrastructure and Transport declared a 26.9 % reduction target in greenhouse gas emissions from buildings by 2020 and established the Green Standard for Energy and Environmental Design (G-SEED) to help improve the environmental performance of buildings. Construction companies often work with consulting firms to prepare for G-SEED certification. In the process, owing to inefficient data sharing and work connections, it is difficult to achieve economic efficiency and obtain certification. The objective of this study was to develop an economic model to assist contractors in achieving the required G-SEED scores for materials and resources. To do this, we automated the process for material comparison and selection on the basis of an analysis of actual consulting data, and developed a model that selects material alternatives that can meet the required scores at a minimum cost. Information on materials is input by applying a genetic algorithm to the optimization of alternatives. When the model was applied to actual data, the construction cost could be lowered by 79.3 % compared with existing methods. The economical material selection model is expected to not only reduce construction costs for owners desiring G-SEED certification but also shorten the project design time.

A Theoretical Study on the Coevolution Strategy of University Innovation Ecosystems (대학 혁신생태계의 공진화 전략에 대한 이론적 고찰)

  • This study emphasizes that the survival strategy of universities should be a co-evolution strategy based on ecological thinking. Therefore, the purpose of the research is to present a theoretical framework for dividing the university innovation ecosystem into four stages and building a co-evolution strategy for each step, as universities play a prominent role in regional innovation ecosystems. Thus, our research method focused on literature research, and the theoretical framework for the university innovation ecosystem used Moore's Enterprise Ecosystem Model (1996). The university's ecological innovation strategy is divided into four stages of development, and a step-by-step co-evolution strategy is presented. Findings are summarized as follows. The pioneering stage involves the creation of values of the university-led innovation ecosystem. The expansion stage focuses on the establishment of critical mass. The authority stage covers maintaining authority and bargaining power. The renewal stage features continuous performance improvement. In particular, this theoretical model of the university-regional innovation ecosystem is meaningful in that it provides a theoretical basis for enhancing the effectiveness of government financial support projects, and for individual universities, it provides a framework for strategies suitable for their ecosystem building process.

A Study on the Development of Sharing Taxi Service Platform and Economic Value Estimation (공유택시 서비스 플랫폼 개발과 경제적 가치추정에 관한 연구)

  • The purpose of this study is two things. First, it is to develop and demonstrate a sharong taxi platform. To this end, the implications for platform development were derived by analyzing consumers' perceptions of existing taxi services using IPA. As a result, abnormal business activities and safe services in the maintenance area were found to be safe rides and easy rides in the key improvement area. Safety such as usage fee level and driver information provision were derived in the areas subject to improvement, and friendly response and internal and external cleanliness were derived in the areas of excessive investment. The second purpose of this study is to estimate the value given to users for sharing taxi service platforms using the CVM. As a result of estimating the value of the demonstration service of the shared taxi platform developed through this study, the WTP was 3,621 won/per household/per year when expanding throughout Gimhae-si, and 2,515 won/per household/per year. Compared to the willingness to pay for empirical services, only 69.5% of the willingness to pay for the spread project in Gimhae-si. This is the result of a combination of service spread to an unspecified number of people and concerns about service quality due to spatial expansion. This suggests that it is necessary to build data through continuous demonstration and to carefully build a roadmap for spread by upgrading services based on this.

Comparison of Artificial Intelligence Multitask Performance using Object Detection and Foreground Image (물체탐색과 전경영상을 이용한 인공지능 멀티태스크 성능 비교)

  • Researches are underway to efficiently reduce the size of video data transmitted and stored in the image analysis process using deep learning-based machine vision technology. MPEG (Moving Picture Expert Group) has newly established a standardization project called VCM (Video Coding for Machine) and is conducting research on video encoding for machines rather than video encoding for humans. We are researching a multitask that performs various tasks with one image input. The proposed pipeline does not perform all object detection of each task that should precede object detection, but precedes it only once and uses the result as an input for each task. In this paper, we propose a pipeline for efficient multitasking and perform comparative experiments on compression efficiency, execution time, and result accuracy of the input image to check the efficiency. As a result of the experiment, the capacity of the input image decreased by more than 97.5%, while the accuracy of the result decreased slightly, confirming the possibility of efficient multitasking.
