There is a growing interest in project management knowledge, project management information systems, and process improvement to systematically project execution in public sectors, achieve high performance and value, and increase the effectiveness of the overall industry. In particular, the software industry is a knowledge-intensive industry centered on professional manpower. This study examines the effect of the project managers' competences of regional SW promotion agencies on and project performance and the moderating effect of the level of project management maturity. We collected data using a questionnaire to the project managers of regional SW promotion agencies. In this study, a structural equation model was used to analyze the relationship between project managers' competences and performance. In addition, a multi-group structural equation model was used to analyze the moderating effect according to the high and low project maturity. As a result of the analysis, it was found that only contextual competence among the competences of the project manager had a positive effect on project performance. It was found that technical and behavioral competence did not have a positive effect on management and completion performance. It was found that the moderating effect according to the maturity of business management of local institutions was not significant.

The company cannot optimize its computing environment just with individual solutions such as ERP(enterprise resource planning), SCM(supply chain management), CRM(customer relationship management), and KM(knowledge management). EAI(enterprise application integration) has emerged as an alternative that can optimize computing environment of the company through integrating such solutions and systems of distributed computing and mainframe environment. This paper reports the case study of Deakyo Co. in successfully implementing EAI. It describes project goal, project organization, project plan, the implemented EAI configuration and its features, the EAI effectiveness to the firm, and the critical success factors of the EAI project. This case study is thought to be useful as a practical guideline in carrying out EAI project of the company and to provide significant basis for constructing the theoretical framework of EAI project methodology.

As the definition and role of design changes over time with the times and society, design education needs to update teaching methods to match it. The course design in this study began with an optimisation of the learning model based on previous research and analysis, followed by in-depth interviews, the application of the interview results to the final curriculum design, and finally a questionnaire to verify the positive effects of this teaching model. This teaching model has been applied to teach a pilot class in a university of applied sciences in China. The main characteristics of the course design are Project-Based Learning (PJBL) oriented, team cooperation centric, and an educational model developed based on peer assessment. In every stage of the UI design course, realistic project simulations are adopted, enhancing students' abilities through practical experience, teamwork, and peer assessment. The innovation lies in validating the effectiveness and advantages of this model at every stage of the UI design course, innovating existing teaching methods, optimizing learning models, and combining practice with evaluation. This research found that a project-oriented team course design based on PJBL has a high degree of effectiveness and relevance in each stage of the UI design course, significantly improving students' overall competence. It is expected that the results of this study can be applied in various ways to the course design of the courses that similar to design majors.

드림스타트 사업은 취약계층의 아동에게 공정한 기회를 제공하기 위한 목적으로 통합적 서비스를 제공하는 아동복지사업이다. 본 논문은 사업시행 6년이 경과한 현재의 시점에서 사업 참여자인 양육자를 대상으로 사업의 효과성을 분석하고 드림스타트 사업 활성화 방안을 모색해보았다. 연구결과, 드림스타트 사업은 이용아동들과 부모들에게 심리정서, 교육, 건강, 의식적 측면에서 효과가 있는 것으로 나타났다. 사업을 통해 아동은 자신감과 학력향상의 효과와 건강증진과 공동체 의식이 고취되었다. 이용부모들은 자녀와의 관계개선과, 경제적 효과 그리고 복지의식이 향상되었다. 이같은 분석결과에 기반하여 본 연구는 드림스타트사업의 효과성을 제고하기 위한 정책과 실천방안을 제시하였다.

Improvement projects has been progressed for railway electrification and double track line in the conventional line as well as high speed line for the high speed and large transportation capability of railway. Especially, many variable operation plans are possible such as interaction between high speed line and conventional line and operation of tilting train due to the electrification of the conventional line. Railway electrification is more energy efficient and environmentally-friendly, but it has some problems such as an enormous initial construction and maintenance costs and electrical accidents. Therefore, the more intensive research will be progressed about railway electrification effectiveness for the continuous electrification project. So, we analyzed railway electrification effectiveness about the energy side using annual operation data of electric car and diesel car. The energy side was divided into energy costs and national energy consumption for analyzing electrification effectiveness about entire line and specific line. We verified advantage of energy costs and national energy consumption in this paper and this result will contribute to the progress of the continuous electrification project and the more efficient operation ways in electrification line

In the era of the 4th Industrial Revolution, the importance of information protection is increasing day by day with the advent of the 'hyper-connection society', and related government financial investment is also increasing. The source of the government's fiscal investment projects is taxpayers' money. Therefore, the government needs to evaluate the effectiveness and feasibility of the project by comparing the public benefits created by the financial investment projects with the costs required for it. At present, preliminary feasibility study system which evaluates the feasibility of government financial investment projects in Korea has been implemented since 1994, but most of them have been actively carried out only in some fields such as large SOC projects. In this study, we discuss the feasibility evaluation of public projects for the purpose of information security. we introduce the case study of the personal information protection program of Korean public institutions and propose a cost-effectiveness analysis method that can be applied to the feasibility study of the information protection field. Finally, we presented the feasibility study and criteria applicable in the field of information security.

In order to shorten construction duration in high-rise project, construction company tried to make various system method toward simplifying construction method and shortening construction duration. Though high-rise tower-type residential project are growing, there are few case study. Then, the data for preliminary schedule planning in high-rise tower-type residential project are rare. This purpose of research shows construction method in structural work in high-rise tower-type residential project, suggests schedule planning in structural work through case studies. The structural work in high-rise tower-type residential project was divided 1) completion of form in lower part and 2) the typical floor under penthouse. The statistical analysis were done in two parts, the data from analysis were used in simulation. Finally, researcher confirmed the difference between real construction duration and the figure from simulation. The results shows that the more construction duration is long, the less ACS's cost is low. It means the effectiveness is increasing in ACS, if the floor number is high.

Traditional project progress method(PPM) has been used for Korean defense research and development project management for the last 20 years. However, it is difficult to intuitively understand the performance in terms of the project schedule, because the PPM does not provide the function of managing and forecasting project schedule. Therefore, this paper proposes new schedule managing and forecasting function for the PPM using earned schedule management concept. We verify the effectiveness of the proposed functions through several defense projects and prove that it is possible to reinforce the schedule management function of the PPM.

Today, government is no longer considered the sole provider of public works or services. Public-Private Partnership (PPP) has been recognized as an important approach to solving problems for governments in providing public works and services. However, the joint ownership of public works/services complicates the administration of PPP projects. Particularly, the fact that government may rescue a distressed project and renegotiate with the developer causes serious problems in project procurement and management. This paper aims to study when and how government will rescue a distressed project and what impacts government's rescue behavior has on project procurement and contract management. A game-theory based model for government rescue will be developed. This pilot study, the author hopes, may provide theoretic foundations to practitioners/policy makers for prescribing creative PPP procurement and management policies and for examining the effectiveness of PPP policies.

Recently the formation of the project team to construct a MIS system is generalized and the relationship of the user and the system personnel in the project team should be important factor in the effectiveness of the team. However, the systematic research about the personality typology of the user and the system personnel is scarcely verified. Considering this necessity, this study is, using the IS personality typology, tried to find the relationship of the user and the system personnel in the project team. One of Jung(1924)'s personality typology is introvert and extrovert, however, this typology is founa to have many facets related with personality category. Recently Ackoff(1996) has tried this category more meaningful, which are subjective-internalizer, subjective-externalizer objective-internalizer one objective-externalizer. Moreover, he has proposed the methodology which could find the assimilarity among the team members. On the basis of this typology, this research is attempted to find the difference of the characteristics of the user and the system personnel. Through this research, we can understand the difference of the characteristics of the user and the system personnel and this understanding can make help us operating the team more effectively. The result has suggested that the effectiveness of the team has relied on the personality type of the user and the system personnel. Especially the personality type of new member who will join into team is an important factor in the effectiveness of teaming. Therefore, when we have a new member into team, we have to consider the personality type of new member. Moreover, the personality type of the management is an another critical factor which should be considered.
