This study is the evaluation of the 'Tunak forest recreation and ecotourism development project' which will be completed in 2018 with sole source of funding from Korea. A survey was conducted to evaluate the status of the project being carried out in Lombok island, Indonesia, through the evaluation principles and criteria of the OECD Development Assistance Committee (DAC). Survey participants were stakeholders of the Official Development Assistance (ODA) project and local residents. Overall, the respondents had a good impression of this ODA project and expected they would contribute to the development of their community and region. However, respondents were not well aware of the ODA project being carried out in the Tunak region and thus more efforts should be made to help the local residents understand the positive outcome of the project and to promote the ongoing cooperation between Korea and Indonesia in the forestry sector. Results of this study showed that the projects have been effectively carried out and the impact of the project was well perceived by the recipient country. In addition, this positive perception of Korea is expected to help recreation and ecotourism business progress in the region. Therefore, we believe that the project should continue to be carried-out in the future and we expect that related companies will be able to operate on its own eventually. As it is difficult to evaluate the outcome of an ongoing project precisely, this study should be conducted again after the project completion and the results can be compared to the present results so that the effectiveness of ODA project can be more accurately determined.

This study presents the educational utility of blended learning by analyzing the effectiveness of learning after class by blending team project learning and smart device app-based learning methods. Qualitative analysis and survey analysis were conducted and the results were as follows. First, team project activities based on task resolution were conducted freely through detailed activities such as sharing roles, planning meetings, and coordinating opinions. Team activities were carried out with respect and consideration, team member bonding, and a sense of responsibility. Second, the smart device app is recognized as a medium for work and communication, and fast feedback has been made, making it highly impactful on classroom activities. Third, in terms of learning satisfaction, most learners showed an interest in the course and were satisfied with the project results. The smart device app was used as a learning and communication medium for personal and team activities and was analyzed as a blended method applicable to classes that conduct practical activities as an efficient tool to further activate project activities.

본 논문은 전라남도 청년 구직활동수당 지원사업의 참여자를 대상으로 취업을 경험한 대상자의 취업 횟수와 취업을 경험하지 못한 대상자의 실업 기간에 따른 지원 효과에 대한 차이를 검증하고자 하는 것이다. 또한 수당 사용방법, 도움 분야, 하루 평균 투자시간, 월평균 지출 비용, 구직활동의 어려운 점, 요구되는 프로그램의 청년 구직활동의 차이를 파악하여 사물인터넷을 활용한 제도의 발전 방안을 모색하고자 하였다. 본 연구는 2020년 2월 19일부터 3월 9일까지 전라남도 청년 구직활동수당 지원사업에 참여한 대상자 602명이 설문조사에 참여하였다. 수집된 자료는 SPSS 21.0 프로그램을 활용하여 자료를 처리하였다. 연구결과는 다음과 같다. 첫째, 취업 횟수에 따른 만족도는 차이가 있는 것으로 나타났다. 둘째, 취업 횟수에 따른 효과성은 차이가 있는 것으로 나타났다. 셋째, 실업기간에 따른 만족도는 차이는 있는 것으로 나타났다. 넷째, 실업기간에 따른 효과성은 차이가 있는 것으로 나타났다. 청년 구직활동수당 지원사업의 효과를 제고하기 위해서는 비대면 시대에 사물인터넷 환경을 활용하여 다양한 정보를 공유할 수 있는 에듀테크 산업과 기술이 함께 개선되어야 할 것이다.

<인생나눔교실>은 인문학적 소양을 갖춘 은퇴세대가 멘토가 되어 후속 세대인 멘티에게 삶의 지혜와 방향을 제시하고 소통의 장을 만들어가는 사업이다. 이와 같은 사업의 평가들은 사업이 진행되는 단기간을 기준으로 하여 정량적, 정성적 평가를 수행하는 것이 일반적이다. 그러나 단기간의 평가는 실제 의미있는 효과를 예측하고 판단하기 어렵다는 한계를 가지고 있다. 이에 <인생나눔교실>에서는 2017년과 2018년 영상추적조사를 통해 본 사업의 핵심 참여자의 질적 변화 추이를 살펴보고자 했다. 이를 위해 연구주제에 적합한 조사방법으로 인터뷰 영상 촬영, 촬영 현장 관찰, 가치부호화를 통한 질적연구방법론을 채택하였다. 결과 분석을 위해서는 인터뷰 내용에서 키워드를 추출, 가치부호화 작업을 진행한다. 이후 인문정신가치를 매칭시켜 변화양상을 확인하고 그 의미를 도출하는 이론적 방법을 활용하였다. 실질적으로 본 연구에서 진행한 연구가 추적조사임에도 불구하고 2년이라는 다소 짧은 시간 동안 변화된 양상을 분석했다는 점이 여전히 한계로 남는다. 하지만 국내외 문화예술교육 사업 분야의 추적조사를 위한 모형을 거의 찾아볼 수 없는 현 시점에 추적조사를 위해서 연구자들이 진행해야하는 방법론을 체계화하고 구체적인 적용 사례를 함께 제시했다는 점에서 유의미성을 찾을 수 있다.

The army is carrying out a project of a scientific training system which enables company level mutual training in infantry division to enhance battle command capability and combat skill. In this paper, we tried to prove the necessities of a scientific training system based on previously conducted training results. We drew comparison among proposed alternatives. To obtain the results we used hierarchical analysis methodology And cost and training effectiveness analysis were conducted.

건설공사 관리프로세스 및 관리체계는 건설공사를 성공적으로 수행하는데 필수적인 요소이다. 이러한 공사관리체계는 건설공사를 계획${\cdot}$관리함에 있어서 일정, 비용, 성과측정, 현금흐름(cash flow)예측 등의 업무체계가 통합 또는 연계될 때, 효과적인 관리도구로 활용할 수 있으며, 이는 건설공사에 대한 정확하고 신속한 의사결정을 도모하고 관리의 효율성을 증대시킬 수 있다. 이를 위해 우리나라 건설업계에서는 건설공사의 수행과정을 효과적으로 계획하고 통제, 관리한 수 있도록 업무프로세스를 혁신하고, 이를 지원하는 공사관리시스템의 구축에 많은 시간과 노력을 기울이고 있다. 본 연구에서는 건설공사를 효과적으로 계획, 관리하여 업무프로세스의 투명성을 확보하고 비용효과를 증대시키기 위한 방안의 일환으로 구축되고 있는 공사관리시스템의 개발 동향과 기능적 특징을 비교 분석하고, 구축된 공사관리시스템이 유효하게 기능할 수 있도록 하기위한 현안과제와 대응방안을 제시하고 있다.

This study attempts to develop indices in order to make an objective and effective evaluation of achievements in the first stage of operation of the Rural Village Development Project(RVDP) (the first 3 years of its operation). The results are as follows 1. Evaluation purposes are expansion of income-generating bases, improvement of living environments, strengthening of village's competence and establishment of an effective project's management system. 2. Evaluation items for the first three evaluation purposes, which are income-generating bases, improvement of living environments and strengthening of village's competence, are record of performance and substantiality in project's operation, results from operation, and capability in managing the project. Those for establishment of an effective project's management system are participation of habitants and the projects's management system. 3. As this study aims to develop the indices which can evaluate the state of operation in the interim of the project's operation and outcomes generated by then, the evaluation indices are selected by considering those criterions of representativeness, accessibility, usefulness and reliability. 4. As the indices developed in this study efficiency evaluate the process of project's operation and thus evaluate basically the project's operation on the basis of its efficiency. But, considering the purposes of the RVDP, it is included for the overall project's management system and plans for managing activities of the project to be evaluated on the basis of effectiveness.

본 연구에서는 군수품 무역대리점과 관련하여 크게 두가지의 연구를 수행하였다. 첫째는 군수품 무역대리점의 활용 효과도를 정량적으로 측정하기 위해 방위사업 종사자들을 대상으로 설문조사를 하였고, 두 번째는 중개수수료의 적정 기준을 제시하기 위해 실제 무기체계 국외구매사업의 사례에서 군수품 무역대리점이 실제로 활동한 내역을 분석함과 동시에 통계청에서 발표한 일반 상품중계업의 평균 영업이익이 군수품 중개업에도 보장될 수 있도록 적용하였다. 그 결과 군수품 무역대리점의 효과도 측면의 설문조사에서는 무역대리점을 활용하는 것이 활용하지 않는 것 대비 1.07배 효과적인 것으로 분석되었다. 적정 중개수수료와 관련된 분석에서는 중/소형사업과 대형 사업에서 상이한 결과가 나왔는데, 중/소형사업의 경우 총사업비의 5.1~8.7%가 적정 중개수수료인 반면, 대형사업의 경우 총사업비의 1.2~1.8%가 적정 중개수수료로 분석되었다. 따라서 본 연구에서는 군수품 무역대리점을 활용시 활용하지 않는 것 대비 어느 정도 효용성이 있는 것으로 확인되었고, 만약 정부가 적정 중개수수료율을 제시한다면 지금까지 논의 되었던 것처럼 고정된 특정 값을 일괄적으로 제시하는 것은 현실적이지 않고 총사업비 규모에 따라서 그 요율을 탄력적으로 적용하되, 사업의 성격을 분석하여 필수 활동비 소요를 사전에 파악하여 가감하는 것이 적절함을 알 수 있었다.

농림부에서는 농촌개발사업의 일환인 생산 및 유통개선 사업 중 친환경농업 지구 조성사업를 추진하고 있다. 친환경농업 지구 조성사업은 사업명칭과는 달리 친환경농업 지구조성보다는 생산성을 높이는 측면의 사업신청 내용이며, 이 또한 토양특성의 고려가 적은 것으로 파악되고 있다. 이러한 친환경농업 지구 조성 사업지역의 문제점 및 개선방향을 검토하였으며, 그 결과는 다음과 같다. 2004년도에는 친환경농업지구 조성사업지역 33개소 중 경기, 강원, 충북, 충남, 제주 지역 18개소 823 ha를 조사하였다. 친환경농업 지구조성 사업지구에서 수행하고 있는 일부 사업내용은 지역특성과 토양조건을 고려해야 할 것으로 분석되었다. 하천주위의 논토양의 경우, 액비시용, 오리농법 등은 하천수의 범람 등으로 인해 수질오염의 문제가 있을 것으로 판단되었으며, 사질계 토양의 경우 목재파쇄기 및 심토파쇄기의 효과가 적은 것으로 판단되었다. 친환경농업 지구조성사업의 개선방향으로는 사업 1년전에 사업계획서를 해당기관에서 지역여건 및 토양특성을 고려하여 종합적으로 검토한 후 사업을 지원할 수 있도록 하고, 사업완료 후에는 전문가에 의한 사후평가를 실시하여 인센티브나 벌점 등의 부여하는 것이 바람직한 것으로 판단되었다.
