융합산업 규제영향분석 프레임워크 개발: 신산업 분야별 규제이슈 사례 연구 (Development of the Regulatory Impact Analysis Framework for the Convergence Industry: Case Study on Regulatory Issues by Emerging Industry)

  • 산업의 경쟁력을 강화하기 위해서는, 새로운 기술의 개발 및 사업화와 함께 관련된 규제·애로를 발굴하고, 적기(適期)에 대응하는 것이 매우 중요한 요소로 작용한다. 현 정부에서는 이러한 산업적 변화에 대응하여 신산업에 대한 투자 확대와 함께 해당 산업 분야에 적용되고 있는 기존 규제메커니즘의 개혁을 추진하고 있다. 이러한 정부 정책방향에 맞춰, 본 연구는 신산업 분야에서 발생될 규제이슈를 선제적으로 예측하기 위해, 신제품 및 서비스의 시장진출에 있어서 걸림돌이 되는 기존 규제 제도를 발굴하고, 적정성 평가 및 개선방안을 마련하기 위한 규제영향분석 체계를 구축하고자 하였다. 그 결과로, 본 연구에서는 규제영향분석 프레임워크를 제시하였으며, 실제 규제이슈 사례를 적용하여, 분석하고 개선안을 도출하는 전반적인 과정을 보여주고자 하였다. 본 연구의 결과는 '18년도에 정부에서 집중적으로 투자를 진행했던 융합 신산업 분야의 제품 및 서비스를 대상으로 하여, 기획(R&D)단계부터 상용화 되기까지의 일련의 과정에서 발생 가능한 규제들을 사전적으로 검토하는 방법론을 제안하였다. 규제영향분석 프레임워크를 통해 도출된 규제 개선안은 소관 부처에 건의되어, 실제로 법령이 개정되었다는 점에서 연구의 실무적 및 정책적인 시사점을 제시할 수 있으며, 본 연구에서 개발한 규제영향분석 프레임워크는 향후 신산업 분야에서 나타날 수 있는 규제 이슈들을 해결하는 것에 도움을 줄 수 있을 것으로 예상한다.

최저임금과 생산성: 우리나라 제조업의 사례 (Minimum Wage and Productivity: Analysis of Manufacturing Industry in Korea)

  • 최저임금 인상 관련 논의가 고용인원 수와 같이 양적 측면에 국한되면서 부정적 효과가 주로 부각되어 왔지만, 최저임금 인상은 기업 또는 산업 특성에 따라 생산성 제고, 저생산성 한계기업 퇴출 등 질적 측면에서 긍정적 효과를 가져올 수도 있다. 본 연구는 이러한 관점에서 최저임금 인상이 기업의 생산성에 미친 영향을 실증적으로 분석하였다. 실증분석을 위해 제조업 부문의 사업체 단위 패널데이터를 이용하여 제조업 내 업종별·고용규모별 최저임금 영향률을 추정하고 이를 기업의 생산성과 연계함으로써 최저임금 변화가 생산성에 미치는 영향을 살펴보았다. 특히 생산함수 추정에서 기존 연구의 문제점인 요소투입의 내생성을 보정함으로써 자본계수 과소추정 및 노동계수 과대추정의 문제를 보완하였다. 분석 결과, 최저임금 인상이 임금, 고용, 생산성에 미치는 영향은 업종별·고용규모별로 다르게 나타났다. 특히, 최저임금 인상은 제조업 전반의 생산성 제고에 긍정적인 것으로 추정되었지만 생산성 변화의 방향과 폭은 업종별로 상이했다. 최저임금 인상이 고용규모별 생산성에 미친 영향을 보면 전반적으로 고용규모가 작을수록 생산성에 부정적이지만 업종에 따라서는 긍정적인 효과가 있는 것으로 분석되었다. 또한 최저임금 인상으로 유발된 임금 상승은 제조업 내 모든 업종에 걸쳐 생산성을 증가시키는 것으로 나타났다. 본 연구의 정책적 시사점은 다음과 같다. 최저임금 인상으로 상당수 업종에서 생산성이 개선되는 것으로 추정된 만큼, 이를 최저 임금 상승이 초래하는 노동비용 증가 및 고용 감소 효과와 함께 종합적으로 평가하는 게 바람직하다. 아울러 동일한 최저임금 적용에도 불구하고 최저임금영향률의 차이로 인해 최저임금이 고용, 임금, 생산성에 미치는 영향은 업종·규모에 따라 상이할 수 있음에 유념할 필요가 있다.

국내용 애니메이션 사운드 라이브러리 구축 방안 (A Program for Korean Animation Sound Libraries)

  • 애니메이션 영상물에서 사용되는 사운드는 거의 모두가 인위적으로 만들어진다. 많은 수의 사운드는 실제의 소리를 녹음해서 사용하기도 하고, 신디사이저와 같은 전문 음향장비로 제작된 가상적 사운드를 여러 가지 방법으로 가공하여 사용하기도 한다. 한 편의 애니메이션은 적지 않은 양의 사운드를 소비하는데, 그를 위한 제작비용 또한 만만치 않다. 이렇게 해서 만들어진 사운드들은 여러 다른 영상작품에 사용될만한 가치가 충분히 있음에도 불구하고, 그렇지 못한 것이 현실이다. 본 논문은 이러한 사운드 소스들을 현 시장상황 하에서 새로운 부가가치로 인정받을 수 있는 '디지털 콘텐츠'로 활용하는 방안에 대하여 논의해 보려한다. 현재 가장 성공적인 디지털 콘텐츠 유통모델로 인정받고 있는 미국 Apple사의 iTunes Music Store 시스템은 국내 음원시장에서의 적용이 가능하다. 연구결과 이 시스템은 사운드의 창작자가 스스로 온라인 스토어의 콘텐츠 제공자로서 역할을 주도하며, 동시에 사용자는 간편한 방법과 저렴한 비용으로 원하는 콘텐츠를 제공 받을 수 있다는 특성을 갖고 있다. 그리고 이러한 시스템을 구축 할 때 반드시 필요한 것이, 원하는 데이터를 짧은 시간 안에 검색 가능하게 해 주는 검색 시스템인데, 이 부분은 우리말의 특징을 고려하여 새롭게 디자인 되어야 하는 부분일 것이다. 본 논문에서는 위키 시스템을 활용하여, 검색 작업과 더불어 사용자 스스로가 데이터베이스를 구축하고 다른 사용자들과 그것을 공유할 수 있도록 하는 방안을 제시하려 한다. 이러한 시스템을 바탕으로 국내판 애니메이션 사운드 라이브러리라는 새로운 음원 디지털 콘텐츠로써 국내 음원시장 개척의 발판을 마련하고자 한다.

응집제 투입에 따른 인 제거 효율 및 운영비용 분석 (T-P Removal Efficiency According to Coagulant Dosage and Operating Cost Analysis)

  • 응집제 투입 몰비에 따른 인 제거 효율을 다양한 유입 T-P 농도 및 고형물(SS) 농도에 따라 분석하였으며, 응집제 구입비 및 슬러지 처리비를 기준으로 인 처리 운영비용 분석을 하였다. 2차 침전지 유출수 T-P 농도가 0.5 mg/L 이상에서 고형물(SS) 농도에 따라 응집제 주입 몰비는 상당히 다른 것으로 나타났다. 90% 제거율 기준으로 고형물(SS) 농도 10 mg/L 이하일 경우 Alum (8%)은 약 11 mol Al/mol P, PAC (17%)은 9.6 mol Al/mol 이 요구되었으며, 고형물(SS) 농도가 10 mg/L 초과일 경우 Alum (8%)은 3.9 mol Al/mol P, PAC (17%)은 3.2 mol Al/mol P 로 나타났다. 2차 침전지 유출수 대상으로 응집제 투입비용과 슬러지 처분비용을 기준으로 한 총 운영비를 분석한 결과 대체로 PAC (17%)을 주입한 경우가 Alum (8%)을 주입했을 때 보다 상대적으로 적은 운영비가 드는 것을 확인할 수 있었다.

가축분뇨의 자원화 용량 평가에 관한 연구 (A Study on Recycling Capacity Assessment of Livestock Manure)

  • Reusing livestock manure have various advantages in securing soil organic resources, and since the costs needed for converting them into liquefied fertilizers are relatively moderate compared to normal treatment, such methods are necessary. In this study, the Recycling Capacity Assessment of Gyeonggi-do was carried out by comparing between the fertilizer demands for specific crops based on the cultivation areas and the amount of fertilizer resources that are generated from livestock manure. From this assessment, the possibility of obtaining resources by converting livestock manure into fertilizers were evaluated. The amount generated of Livestock Manure in Gyeonggi-do were evaluated by applying the emission units to the number of livestock manure. And from the amount generated of Livestock Manure, the amount of fertilizer produced from Livestock Manure were calculated by using the fertilizer a component rate. When considering the amount of fertilizer produced from Livestock Manure based on the type of livestock, N 6,626 ton/year, $P_2O_5$ 1,824 ton/year, $K_2O$ 4,480 ton/year were produced from milk cow manure, while N 5,247 ton/year, $P_2O_5$ 2,772 ton/year, $K_2O$ 2,879 ton/year, were produced from beef cattle manure. N 14,924 ton/year, $P_2O_5$ 7,205 ton/year, $K_2O$ 6,750 ton/year were produced from pigs and N 12,651 ton/year, $P_2O_5$ 4,458 ton/year, $K_2O$ 5,542 ton/year were produced by chickens. So the total amount of fertilizers that can be obtained from livestock manure were 3,668 ton/year Nitrogen, 16,259 ton/year phosphate and 19,651 ton/year kalium. And the total fertilizer demands in Gyeonggi-do were Nitrogen 27,200 ton/year, Phosphate 8,853 ton/year, and kalium 13,211 ton/year respectively. Nitrogen which had higher demands than production quantities were considered as limitation factors in crop growth. So the Recycling Capacity Assessment was carried out mainly based on Nitrogen. Since the Nitrogen quantities that can be provided by recycling livestock manure were 3,532 ton/year lesser than the Nitrogen demands, it is estimated that it would be desirable to convert livestock manure into resources. But in order to properly convert the entire livestock manure into organic resources, the seasonal situation that effects the nitrogen demands of crops along with the regional effects due to the industrial structures should be seriously analyzed. In addition, a system that can effectively produce and manage fertilizer should be established.

한국의 업무상 사망률과 사회경제적 지표와의 관련성 (The relationship between fatal occupational injury rate and socio-economic indicators in Korea)

  • South Korea's industrial injuries are decreasing overall in the last 32 years. Nevertheless, the fatal occupational injury rate is still higher than in developed countries. This study was conducted to help prevention strategies of occupational injuries for the Republic of Korea. Fatal occupational injury rates were obtained from "Industrial Accident Analysis"of the Korean Ministry of Labor. Poisson regression was used to assess time trends. Socioeconomic indicators were obtained from the Korea Labor Institute and the Statistics Korea. Fatal occupational injury rates were adjusted by year, and Pearson correlation analysis was used to assess the relationship between the socio-economic indicators and occupational injuries. In 1975, fatal occupational injury rate was 54.8 per 100,000 workers. With somewhat up and down, it was decreased to 21.0 in 2006. An annual rate of change for the years 1975-2006 was - 1.83%, and for the years 2002-2006 was -5.02%. As economic growth rate, paricipation rate for the age less than 25 and hours of work per week or year increased, fatal occupational injury rate also increased. Conversely, as GDP per capita, paricipation rate or employment rate for female, paricipation rate for the age 25 or more, hourly compensation costs for production workers and services output as percent of GDP increased, fatal occupational injury rate decreased. By the development of safety techniques and the adoption of more legislative constraints, developed economy reduce occupational injuries. Conversely, economic growth may raise occupational injuries. Therefore, prevention strategies are needed to manage both of them. We need to make an effort to prevent occupational injuries due to not only sexual differences, but also job differences between male and female. Preventive strategies are needed to consider the characteristics of younger workers. Addition to wage, other appropriate variables for work condition should be considered together. Extending work hours is need to be regulated with systemic methods.

  • Since Gratzel and co-workers developed a new type of solar cell based on the nanocrystalline $TiO_2$ electrode, dye-sensitized solar cells (DSSCs) have attracted considerable attention on account of their high solar energy-to-conversion efficiencies (11%), their easy manufacturing process with low cost production compared to conventional p-n junction solar cells. The mechanism of DSSC is based on the injection of electrons from the photoexcited dye into the conduction band of nanocrystalline $TiO_2$. The oxidized dye is reduced by the hole injection process from either the hole counter or electrolyte. Thus, the electronic structures, such as HOMO, LUMO, and HOMO-LUMO gap, of dye molecule in DSSC are deeply related to the electron transfer by photoexcitation and redox potential. To date, high performance and good stability of DSSC based on Ru-dyes as a photosensitizer had been widely addressed in the literatures. DSSC with Ru-bipyridyl complexes (N3 and N719), and the black ruthenium dye have achieved power conversion efficiencies up to 11.2% and 10.4%, respectively. However, the Ru-dyes are facing the problem of manufacturing costs and environmental issues. In order to obtain even cheaper photosensitizers for DSSC, metal-free organic photosensitizers are strongly desired. Metal-free organic dyes offer superior molar extinction coefficients, low cost, and a diversity of molecular structures, compared to conventional Ru-dyes. Recently, novel photosensitizers such as coumarin, merocyanine, cyanine, indoline, hemicyanine, triphenylamine, dialkylaniline, bis(dimethylfluorenyl)-aminophenyl, phenothiazine, tetrahydroquinoline, and carbazole based dyes have achieved solar-to-electrical power conversion efficiencies up to 5-9%. On the other hand, organic dye molecules have large ${\pi}$-conjugated planner structures which would bring out strong molecular stacking in their solid-state and poor solubility in their media. It was well known that the molecular stacking of organic dyes could reduce the electron transfer pathway in opto-electronic devices, significantly. In this paper, we have studied on synthesis and characterization of dendritic organic dyes with different number of electron acceptor/anchoring moieties in the end of dendrimer. The photovoltaic performances and the incident photon-to-current (IPCE) of these dyes were measured to evaluate the effects of the dendritic strucuture on the open-circuit voltage and the short-circuit current.

Effects of Nutrient Specifications and Xylanase Plus Phytase Supplementation of Wheat-based Diets on Growth Performance and Carcass Traits of Broiler Chicks

  • The simultaneous addition of xylanase (5,600 EXU/kg) and phytase (500 FTU/kg) feed enzymes to wheat-based broiler diets was investigated. Starter, grower and finisher diets, with three tiers of nutrient specifications, were fed to 1,440 broiler chicks kept on deep litter from 1-42 days post-hatch, without and with xylanase plus phytase, to determine the effects of diet type and enzyme supplementation on growth performance. The nutrient specifications of type A diets were standard; energy density and protein/amino acid levels were reduced on a least-cost basis to formulate type B diets and further reduced to type C diets. Phosphorus (P) and calcium (Ca) levels were adjusted in supplemented diets. From 1-42 days post-hatch, diet type significantly influenced growth performance. Birds on type C diets had lower growth rates (2,429 vs. 2,631 g/bird; p<0.001), higher feed intakes (4,753 vs. 4,534 g/bird; p<0.005) and less efficient feed conversion (1.96 vs. 1.72; p<0.001) than birds offered type A diets. Enzyme supplementation increased growth rates by 3.2% (2,580 vs. 2,501 g/bird; p<0.005) and improved feed efficiency by 2.7% (1.80 vs. 1.85; p<0.05) over the entire feeding period. There were no interactions between diet type and enzyme supplementation. At 21 days, 5 out of 30 birds per pen were transferred to cages to ascertain treatment effect on apparent metabolisable energy (AME) and nitrogen (N) retention. Xylanase plus phytase enhanced AME (13.48 to 13.91 MJ/kg DM; p<0.001) and N retention (56.3 to 59.7%; p<0.005). Carcass and breast weights of the caged birds were determined following commercial processing. Diet type significantly influenced breast weight, carcass weight and yield. Birds offered Type A diets, in comparison to Type C diets, supported heavier breast (467 vs. 424 g; p<0.001) and carcass weights (1,868 vs. 1,699 g; p<0.001) with superior carcass yields (71.8 vs. 70.6%; p<0.005). Enzyme addition increased carcass weight by 3.9% (1,752 vs. 1,821 g; p<0.005) and breast weight by 5.8% (431 vs. 456 g; p<0.01) without influencing yields. Feed ingredient costs per kg live weight gain and per kg carcass weight indicated that enzyme addition was economically feasible, where supplementation of Type A diets generated the most effective results. Importantly, soluble and total non-starch polysaccharide and phytate contents of the wheat used were typical by local standards. This study confirms the potential of supplementing wheat-based broiler diets with xylanase plus phytase but further investigations are required to define the most appropriate inclusion rates and dietary nutrient specifications in this context.

Processing Effects of Feeds in Swine - Review -

  • Processing is generally employed to alter the physical and chemical properties of feeds used in pig diets, using hammer/roller mills, pellet mills and extruders/expanders. The reported optimum particle sizes of corn are approximately $500{\mu}m$, $500-700{\mu}m$, $400-600{\mu}m$, for nursery, growing-finishing, and breeder pigs respectively. Optimum particle size of grains are affected by diet complexity. There was a trend towards reducing particle size in order to increase ADG in pigs fed a simple diet, though such was not the case for pigs fed a complex diet. Uniformity of particle size also affects the nutritional values of swine feeds. Uniform particle sizes would consistently give greater nutrient digestibilities. In terms of pellet quality, it is reported that a higher incidence of fmes in pelleted feeds has a direct correlation with poorer feed conversion ratio in pigs. Particle and pellet sizes are also very important for pelleting in terms of grinding, digestibility, stomach ulceration and pellet durability. A particle size of $600{\mu}m$, or slightly less, seemed optimal for com in fmishing pigs, and the 5/32 in. diameter pellets supported the best efficiencies of gain during nursery and finishing phases. Extruder and/or expander processes would allow the feed industry an increased flexibility to utilize a wider spectrum of feed ingredients, and improve pellet quality of finished feeds. It would appear that extruded or expanded diets containing highly digestible ingredients have little effect on the growth performance of pigs, and the feeding values of the feeds over pelleted diets were not improved as pigs grew. The extruder or expander is much more effective than a pelletizer in salmonella control. Gastric ulcerations and/or keratinizations were consistently reported in pigs fed mash and processed diets containing finely ground grains, whereas carcass quality was not affected by diet processing methods such as pelleting, extruding or expanding. In corn- or sorghum-based diets, the electrical energy consumption is 4-5 times higher in the expanding than in the pelleting process. But the expander's processing cost was half of that shown by an extruder. Finally, the decision of which feed processing technology to adopt would depend on the processing cost, and any potential improvement in growth performance and digestibilities of nutrients should offset the increased operating and capital costs related to the extruder/expander technology over mash or pelleting processes in pigs.

Investigation of the effects on maternal parity on carcass traits of progeny in swine using on-farm test records

  • The purpose of this study was to evaluate the effects of sex, birth year, birth season, and parity of sows on their progeny using the following on-farm test records: Backfat Thickness (BF), Fresh Meat Percent (FMP), Loin depth (LD), Age at 90kg (90D), and Average Daily Gain (ADG). Statistical analysis was performed using data collected from 1,178 Yorkshire and 13,395 Landrace progenies, which were born from 119 Yorkshire and 1,191 Landrace sows, respectively between 2011 and 2015. All results of the analysis were statistically significant (P < 0.05) except the birth season effect on LD. For Landrace, the highest ratings were found to be at the $5^{th}$ parity (BF), at the $3^{rd}$ parity (FMP and LD), at the $2^{nd}$ parity (90D and ADG). For Yorkshire, the highest ratings were at the $2^{nd}$ parity (BF and FMP), at the $3^{rd}$ parity (LD), and at the $4^{th}$ parity (90D and ADG). Although the ratings of carcass traits of progeny appear to be higher between the maternal sow's $2^{nd}$ and $4^{th}$ progenitor, no significant relations to parity were found. Based on these results, we concluded that maternal parity is not significantly affect carcass traits of progeny and thus that the best slaughtering age of sows should not be determined solely based on maternal parity but also in consideration of other factors such as unit costs of production. The results of this study would provide fundamental information to future studies on the effect of economical parity on sows and swine breeding.
