Business Process Model for Progress Phase of Design-Build Project (설계시공일괄방식 사업의 진행단계별 업무프로세스 모델)

  • In public project market, design-build projects have been increased because of market trend change which enables technical competition. In this condition, its importance is also getting important. Generally, life cycle of design-build project consists of planning, preliminary design, procurement, contract, detail design, start of construction, construction, end of construction, and evaluation. From contractor's viewpoint, it has problems such as difficulties in project management and information sharing because of frequent change of charged division. To solve these problems, it is desirable to change from function-based management system to process-based management system. The purpose of this study is to develop management process model for design-build project by progress phases. This study analyzed main conflicts and decision making factors of each stage in design-build projects, then systemized management subjects' responsibilities and management points' change. And also this study defined the key information that is the key point by project characteristics and progress phases. Based on this analysis, this study did business process modeling from planning stage to construction design check stage. At last, we proposed the way to manage business process by design-build project progress.

Strategies for Balancing the Competitiveness between Engineering and Construction in the Korean Infrastructure Industry (국내 토목산업의 설계-시공 균형발전 방안 도출에 관한 연구)

  • In the recent global construction environment, EPC contracts that integrate planning, design, procurement, and construction have been widely used for industrial facilities. Similarly, as the importance of the engineering capability such as project management consulting(PMC) and front end engineering design(FEED) has been increased, design-build contracts also have been gradually adopted for infrastructure projects. Whereas, the Korean infrastructure industry has fragmentary features which mainly emphasize on the construction sector. Therefore, this study aims at developing strategies for enhancing the engineering capability and for balancing the competitiveness between engineering and construction sectors in the Korean infrastructure industry. To this end, the authors first carried out market analysis for both global and domestic market. Then, a structured survey and expert in-depth interviews were sequentially performed in order to reflect practitioners' perspectives and needs for institutional strategies. As a result, five strategies drawn from this study are as follows: 1) rearranging the government's roles for supporting the engineering sector; 2) establishing institutional bases being compatible with global standards; 3) fostering value-added workforce for undertaking complex tasks; 4) constructing an consortium between an engineering association and general contractors; and 5) building a nationwide collaborative networks for overseas market expansion.

Neutral Data Generation Algorithm for EPC-based Manufacturing Process Collaboration (EPC 기반의 제조 공정 협업을 위한 중립 데이터 생성 알고리즘)

  • In highly complex EPC(engineering, procurement, construction)-based manufacturing processes such as shipbuilding and marine plants, it is essential to prepare a way to enable organic working at the site referring to each other's detailed working data for collaboration between partner companies. However, companies cannot share the progress of the sites including working information in real-time due to the use of SW unique to each company and the complex site management system. As a result, the construction process is delayed, and resources are used inefficiently. This study developed a neutral data generation algorithm that can apply the working information in various file formats to a collaborative manufacturing process. In addition, this study verified the accuracy of the algorithm by applying the developed algorithm to the manufacturing process of piping in shipbuilding and marine plants, developing the SW for visualization of working information using the generated neutral data, and comparing the coordinate, shape & dimension and the kind, number, and spec. of BOM. The result confirmed that the accuracy of the coordinate of the neutral data was 99%, and that of the shape & dimension of the neutral data and BOM Spec. was both 100%. It is thought that this study can be used for overcoming the restrictions in information sharing due to the development of informatization at companies and maximizing the share of working file information in a complex manufacturing process.

  • The purpose of this study is to explore the necessity of technology commercialization aiding service from government-supported R&D institutions and find key success factors for market performance improvement of business ventures and SMEs. For this aim, we researched relevant theories and KICET(Korea Institute of Ceramic Engineering and Technology)'s "Ceramic Hidden Champion Supporting Project. As government-supported R&D institutions, KICET is not only providing its original main service which is technology advising and development, but also providing a full range of technology commercialization aiding service for business ventures including diagnosis, strategy planning, capital procurement, overseas marketing activity. Qualitative analysis based on relevant theories and meta-analysis framework suggest that such expansion of services is desirable for government-supported R&D institutions to increase market performance of business ventures and SMEs. To lead this business to success, we should develop effective management system and incentive system for external supporting companies and client companies. Also, coordination between team member's activities and budget procurement issue should be solved for further performance creation.

  • The purpose of this study is to examine the status of supply-demand and procurement of the timber used for wooden cultural properties. Because people require the high quality pine timber with cultural assurance and public function for cultural properties, it is priced far higher than ordinary construction timber. The timber consumption was estimated at 18 thousand cubic meter in 1998, of which the large sized log(LSL) with the small end diameter over 30cm consisted of 35.5%, equivalent to 6,300 cubic meter. Majority of the timber was supplied from private forest located in Kangwon-do and national forest, accounting for 65.7% and 16.7%, respectively. Recently the supply more and more relied on timber logged in Kangwon-do. Owing to lack of domestic supply of LSL class timber, part of the volume has been substituted by import log. Most of carpenters working on cultural properties thought that supply of LSL timber would hardly meet the increasing demand for uses of wooden cultural properties. Finally, in order to uphold the tradition of wooden cultural properties, it is necessary to establish a forest management plan which aim at producing large size high quality pine timber.

  • The evaluation and analysis method of information system (IS) is studied from the system perspective, the user perspective, and the management viewpoint. The detailed analysis method performs qualitative evaluation by user questionnaire or expert opinion. In this study, Measures the productivity and the effect of building administrative information systems. In the previous study, qualitative productivity and universal effect indicators were used, but in this study, quantitative productivity indicators and indicators specific to administrative complaints were selected. KONEPS, an administrative service system, used electronic contract records and information recorded in the intermediate process. The information was converted into the number of days, and the productivity based on the input manpower was calculated. The effect analysis analyzed the questionnaire related to civil affairs, which is the goal of the administrative work system. Each factor was divided into reflective structural variable and formal structural variable, and internal consistency and multi-collinearity were diagnosed. In order to verify the model, the influence of the work was set as a hypothesis, the reliability was verified according to the descriptive statistics method, the influence was measured through the regression analysis, and the model was analyzed by the multiple regression model path coefficient. Model validation methods are Chi-square (df, p), RMR, GFI, AGFI, NFI, CFI and GFI as indicators according to CFA.

  • Under the quickly changing health care environment in our society competitions among hospitals are getting harder and accordingly the hospital authorities do their best efforts to renovate their hospital management and let directors of food and nutrition services in hospital be seeking the drastic changes in their clinic-support operations. To attain this end it is essential to build an information system in food and nutrition services in hospital for practicing those operational changes efficiently. By building an information system we can totally manage a number of information about hospital food and nutrition services. This kind of information system can not only relieve dieticians and food-service workers from their repetitively routine jobs, but also connect with hospital management information systems organically. Resultantly productivity in this service area can be improved and the efficiency of hospital management will be increased. And accordingly the competitive advantage of the hospital can be greater than ever and that brings patients' and hospital employees' satisfaction. I would like to name this kind of information system for hospital food and nutrition services "TASTY", abbreviated from "Time-based Advanced Service Technology for Yong-Dong Severance Hospital, Nutrition Department" There are one basic information management area and five business management areas in TASTY. Five specific business areas are divided by menu, procurement, clinical nutrition service, production(including distribution and meal service), and financial management.inancial management.

  • Systematic risk management is necessary in grand scaled urban construction because of the existence of complicated and various risk factors. Problems of obstructions, adjacent structures, safety, environment, traffic and geotechnical properties need to be solved because urban construction is progressed in limited space not as general earthwork. Therefore the establishment of special risk management system is necessary to manage not only geotechnical properties but also social and cultural uncertainties. This research presents the technique analysis by the current state of risk management technique. Risk factors were noticed and the importance of each factor was estimated through survey. The systemically categorized database was established. Risk extraction module, matrix and score module were developed based on the database. Expected construction budget and time distribution can be computed by Monte Carlo analysis of probabilities and influences. Construction budgets and time distributions of before and after response can be compared and analyzed 80 the risks are manageable for entire whole construction time. This system will be the foundation of standardization and integration. Procurement, efficiency improvement, effective time and resource management are available through integrated management technique development and application. Conclusively decrease in cost and time is expected by systemization of project management.

Weights for Construction Performance Impact Factors of Public Construction Project (공공건설사업 건설성과 영향요인 가중치 개발)

  • Public construction projects are implemented by government or public agencies using public resources to enhance the welfare of the people. Therefore, this paper investigates the impact factors for public construction performance. Then, the weights for impact factors are assigned using AHP. The impact factors are categorized into construction policies, project management efforts, and project environment. Further, 16 detail impact factors are listed in each category. The results show that weights are ordered in appropriate budget, reasonable project implementation process, and pre-project planning. These impact factors are related with pre-construction management activities. However, construction related impact like procurement, work difficulty, and construction environment show relatively low weights. The results can be useful to improve construction performance with managing impact factors showed high weights.
