20인승급 소형 위그선의 안전성 평가 (The Safety Assessment of Small WIG Craft in the 20-Passenger Class)

  • WIG crafts are a high speed vessel with features of dynamic supported craft. These crafts, which are predominantly of light weight and operate any substantially greater speeds than conventional craft such as bulk carrier, tanker, container ship, etc., could not be accommodated under traditional maritime safety instruments. It means that there is the need for risk and safety levels to be assessed on a holistic basis, recognizing that high levels of operator training, comprehensive and thoroughly implemented procedures, high levels of automation and sophisticated software can all make significant contributions to risk reduction. To response this requirement, the Interim Guideline for WIG craft(MSC/Circ.1054) were developed in the view of the configuration of WIG craft, which fall between the maritime and aviation regulatory regimes. This paper reviews a safety assessment process and methodology to be used in the design phase of a new ship. The process and methodology is based on the risk-based approach and is applied to safety assessment in concept development phase of small WIG craft in the 20-person class.

  • Risk Assessment to list possible safety disasters and their probability and severity is the starting point for effective safety management on construction project site. However, the safety managers in owners, construction supervisors, contractors, and sub-contractors still have difficulties in judging the priorities of safety activities and preparing responses to each potential safety disasters. Therefore, this study aimed to suggest a systematic method in assessing safety risk prior to commencement with the agreement of stakeholders. FMECA(failure mode effects and criticality analysis) was selected as a main assessment tool and it was modified according to the characteristics of construction projects and trades. Each risk is, firstly, evaluated with occurrence probability, possible loss and impacts to projects, and detections, and then risk priority number(RPN) is calculated. Subsequently, the managers of each stakeholder discuss the types, timing, and responsibilities of responses as a group decision-making process.

  • 교통시설물의 위험요소는 안전피해의 규모 및 종류 등 복잡한 제반요소에 영향을 받기 때문에 안전개념에 기초한 분석이 요구된다. 이를 위해 본 연구에서는 교통안전시설에 대한 정성적 및 정량적 위험도분석 방법을 제시하고 이를 가치평가에 도입할 수 있는 절차를 제안하였다. 또한 정량적 분석을 위해 교통사고 데이터 및 이를 분석한 EPDO(Equivalent Property Damage Only)를 이용하여 사고빈도와 피해정도 및 사고요인별로 Event Tree를 작성하여 제시하였으며 이를 이용하여 중앙분리대 비교 1안(140cm) 및 비교 2안(127cm)에 대한 위험지수를 산정하였다.

  • In modular construction, it is insufficient for safety management of workers, and workers are still exposed to the risk of accidents due to work at high places for lifting and assembly work in modular construction sites. Therefore, it is necessary when preventive safety management through risk management of workers on modular construction sites. This study is a basic study for the risk assessment(checklist) of modular construction, and the purpose of this study is to analyze the risk factors of the module lifting work at the modular construction site. It is intended to identify the hazard risk factors and improvement measures of the existing lifting operation, by analyzing the case of the risk assessment of the existing RC method, and to identify the risk factors for each work process when lifting the module. In the future, the results of this study are expected to be utilized in the development of checklists for risk assessment as safety management plan for modular construction sites.

  • Recently, the criteria for assessing industrial accidents have been replaced by the mortality rate. It was found that the number of deaths from excavation work was the highest among construction machinery. The risk assessment is being conducted, however the industrial accident mortality rate has not decreased. Accordingly, this study aims to provide the basic for the create of a risk assessment model specialized in construction work at excavator. It provides absolute value from the risk model which is capable of delivery the probability of a disaster. In addition, we provide a relative risk model that compares the risk through scores between detailed works. The relative risk model is combined by likelihood and severity; the likelihood indicates the frequency of accidents and the severity indicates seriousness of fatal accidents. A variable that reflects the conditions of the construction site was added to the risk assessment model based on past disaster cases. And using the concepts of probability and average, the risk assessment process was quantified and used as an objective indicator. Therefore, the model is expected to reduce disasters by raising the awareness of disasters.

토양준거치 도출을 위한 국내형 생태위해성평가기법 제안 (Proposed Approach of Korean Ecological Risk Assessment for the Derivation of Soil Quality Criteria)

  • Ecological Risk Assessment (ERA) supports a decision-making process such as establishment of environmental quality criteria. Soil quality criteria (SQC) are essential to protect soil organisms from the exposure to various soil contaminants. In this study, ERA methodologies of advanced countries for soil pollution were extensively compared to propose the ERA approach suitable for soil ecosystem in Korea. The soil ERAs in European Chemical Bureau(ECB), The Netherlands, and Canada can be classified as deterministic ecological risk assessment (DERA), and probabilistic ecological risk assessment (PERA) based on species sensitivity distribution (SSD). We propose three ERA methods according to abundance and reliability of soil ecotoxicity data. The method considered land use such as residential/agricultural, and industrial/commercial uses. The taxonomic groups of soil organism were classified as 'Class' level including different trophic levels (Magnoliopsida or Liliopsida, Clitellata, and Insecta or Secernentea). This study can be used to estimate the soil quality criteria to protect soil biota.

기후변화 적응을 위한 리스크 평가 및 유형화: 영국의 정성적 리스크 평가 방법론 적용 (Risk Assessment and Clasification for Climate Change Adaptation: Application on the Method of Climate Change Risk Assessment in the UK)

  • 최근 기후변화 적응 분야의 연구에 있어 리스크 평가가 적응정책 수립의 중간 과정으로서 논의되고 있다. 기후변화 리스크 평가는 기존의 기후변화 영향평가, 취약성 평가와 더불어 적응정책을 도출하는 데 있어, 관리방안 구성의 매개체로서 역할을 하는 것으로 알려져 있으며 영국 적응정책 수립에 활용되었다. 목적은 영국의 국가 적응정책 수립에 활용된 정성적 리스크 평가의 방법의 일부를 국내 적응정책 수립의 각 부문에 대해 적용하고, 이를 유형화하여 관리방안의 방향을 도출하고자 하는 것이다. 방법으로는 델파이 기법을 응용한 전문가 설문조사와 Klinke and Renn(2002)이 제안한 유형화의 방법을 적용하였다. 논문에 사용된 기후변화 리스크는 국내 기후변화 영향 및 취약성 보고서, 국가기후변화적응대책, 영국 리스크 평가에 사용된 목록 등을 활용하였다. 분석결과 총 125개 리스크 중 42개가 선택되었다. 리스크의 영향정도와 관리의 시급성이 높은 리스크의 경우는 이상기상, 극한기상과 관련하여 반복적이고 피해규모가 커지는 풍수해 관련 리스크가 다수를 차지하였다. 또한, 생태계 변화, 기반시설 대응과 같은 중장기적 대응이 필요한 리스크도 다수 도출되었다. 국내의 기후변화 리스크는 사회적 신뢰와 촉발메커니즘, 책임성 등이 관리에서 요구되는 유형으로 나타났다. 시사점으로 시민사회의 역량강화와 상호간 신뢰, 정책구성에 있어 시민참여 등을 통해 자율적 적응의 폭을 넓일 것을 제안하였다.

Risk-informed design optimization method and application in a lead-based research reactor

  • Risk-informed approach has been widely applied in the safety design, regulation, and operation of nuclear reactors. It has been commonly accepted that risk-informed design optimization should be used in the innovative reactor designs to make nuclear system highly safe and reliable. In spite of the risk-informed approach has been used in some advanced nuclear reactors designs, such as Westinghouse IRIS, Gen-IV sodium fast reactors and lead-based fast reactors, the process of risk-informed design of nuclear reactors is hardly to carry out when passive system reliability should be integrated in the framework. A practical method for new passive safety reactors based on probabilistic safety assessment (PSA) and passive system reliability analyze linking is proposed in this paper. New three-dimension frequency-consequence curve based on risk concept with three variables is used in this method. The proposed method has been applied to the determination optimization of design options selection in a 10 MWth lead-based research reactor(LR) to obtain one optimized system design in conceptual design stage, using the integrated reliability and probabilistic safety assessment program RiskA, and the computation resources and time consumption in this process was demonstrated reasonable and acceptable.

Advancing Risk Assessment through the Application of Systems Toxicology

  • Risk assessment is the process of quantifying the probability of a harmful effect to individuals or populations from human activities. Mechanistic approaches to risk assessment have been generally referred to as systems toxicology. Systems toxicology makes use of advanced analytical and computational tools to integrate classical toxicology and quantitative analysis of large networks of molecular and functional changes occurring across multiple levels of biological organization. Three presentations including two case studies involving both in vitro and in vivo approaches described the current state of systems toxicology and the potential for its future application in chemical risk assessment.

장시간 체공 항공기 조종사의 피로위험관리 적용 연구 (A Study on Application of Fatigue Risk Management System for Pilot to Fly Longer Hours)

  • The development of the aviation industry and the changes in the military operation mission environment are demanding more long - distance operation (long - time flight), and such a flying environment is a risk factor for fatigue - related accidents. For the aviation related organizations such as ICAO and FAA, fatigue risk management system (FRMS) are applied along with flight time restriction regulations to prevent fatigue related accidents. The most important process in FRMS is fatigue risk management. Fatigue risk management systematically manages fatigue through scientific fatigue risk data collection and fatigue risk assessment. The purpose of this study is to applicate the assessment of scientific fatigue risk management to pilots of airplanes engaged in long flight. We reviewed the current state of risk management and FRMS through previous research. We also developed fatigue risk management indicators and examined the validity of internationally recognized fatigue risk data collection methods and fatigue risk assessment tools. There are 134 mission (flight) data used for development. In order to verify the indicators, the fatigue risk score between the items was assigned through pair-wise comparison. In addition, the verify test results were normalized.
