Performance Analysis on Collaborative Activities of Multidisciplinary Research in Government Research Institutes (국가 출연연구소의 협업적 융합연구 성과 분석)

  • 'Technological convergence' is the recent innovation trend which facilitates to solve social crux as well as to generate new industries. Korean government research institutes (GRIs) have taken a pivotal role for economic growth which capitalized on technology-oriented strategies. Recently, the policy interests on the transition of their role and mission towards multidisciplinary research organization is increasingly shed lights. This study regards the collaborative activities as one of the key success factors in the multidisciplinary research. In this sense, this study sets research purposes as follows: First, we intend to define a concept and to confine a scope of multidisciplinary research from the view point of R&D purposes and problem-solving process. Second, we categorize the collaboration and the relevant performances which reflect the characteristics of the multidisciplinary research. Third, we analyze the characteristics of collaborative activities and the effects of strength on the research performances. To this end, this study conducted a survey of 104 research project directors, which have experienced at least one of two types of multidisciplinary research projects through National R&D project or NST (National Research Council of Science & Technology) convergence research project. Then, we conducted regression analysis by utilizing the survey results in order to verify the relation between the collaborative activities and the performances. As results of analyses, first, the diversification of collaboration partners was a salient factor in the process of knowledge creation. Second, collective works among the researchers in similar area and domain enhanced mission-oriented technology development projects such as patent creation or technology transfer. Third, we verified that the diversity of created knowledge and the degree of relation continuity between researchers increased in the condition of guaranteeing individual researcher's independence and autonomy as well as sharing various technological capabilities. These results provide the future policy directions related to the methods to measure the collaboration and performance analysis for multidisciplinary research.

A Comparison of the Freshmen's Cognitive Frame about the 'Crisis of Earth' ('위기의 지구'에 대한 인지프레임 비교: 대학교 신입생들 대상으로)

  • The purpose of this study was to compare of freshmen's cognitive frames about the 'Crisis of the Earth' upon taking the Earth science I course in high school to confirm if they reflect the goal of the curriculum reasonably. Data were collected from 67 freshmen who graduated from high school. All participants were asked to express about the 'Crisis of the Earth' in painting with explanation, then we picked meaningful units from paintings. We analyzed the words and frames presented in the paintings using the Semantic Network Analysis. Result are as follows. First, when both groups' (one that took the course vs. the other that did not take it) built their cognitive frames for the 'crisis of the Earth', they reasonably connected areas that are composed of the global environment and they understood that their relation was constantly changing by interacting each other. Second, when configuring a cognitive frame about the 'crisis of the Earth', both groups reflected the characteristics of interrelationship with human activities. In particular, the group that took the course of Earth Science I fully reflected the goal of the curriculum. It is suggested that students recognize the 'crisis of the Earth' not only from a cosmic perspective bot also from the Earth's interior since most of students have strongly connected it to the phenomenon of the Earth's interior rather than the Earth's outward symptoms. In addition, it is recommended that the Earth science curriculum put more emphasis on understanding the importance of problem-solving of the Earth's crisis.

A Study on the Problems and Policy Implementation for Open-Source Software Industry in Korea: Soft System Methodology Approach (소프트시스템 모델 방법론을 통해 진단한 국내 공개 SW 산업의 문제점과 정책전략 연구)

  • In knowledge based society, information technology (IT) has been playing a key role in economic growth. In recent years, it is surprisingly notable that the source of value creation moved from hardware to software in IT industry. Especially, among many kinds of software products, the economic potential of open source was realized by many government agencies. Open source means software codes made by voluntary and open participation of worldwide IT developers, and many policies to promote open source activities were implemented for the purpose of fast growth in IT industry. But in many cases, especially in Korea, the policies promoting open source industry and its ecosystem were not considered successful. Therefore, this study provides the practical reasons for the low performance of Korean open source industry and suggests the pragmatic requisites for effective open source policy. For this purpose, this study applies soft system model (SSM) which is frequently used in academy and industry as a methodology for problem-solving and we link the problems with corresponding policy solutions based on SSM. Given concerns which Korean open source faces now, this study suggests needs for the three different kinds of government policies promoting multiple dimensions of industry: research and development (R&D)-side, supply-side, and computing environment-side. The implications suggested by this research will contribute to implement the practical policy solutions to boost open source industry in Korea.

Discussion of the Paradigm of Studies on Science and Technology Policy : Suggesting the Definition of Discipline and Research Scope (과학기술정책학의 패러다임 논의 : 학문적 정의와 연구범위를 중심으로)

  • This study has been motivated by the awareness that studies on science and technology policy do not have an independent academic identity in Korea as of 2017. This research has been analyzed 19 books that have covered science and technology policy published in Korea and explored whether those have a definition of discipline and core research scope which are the key elements forming academic paradigm. As a result, this study concludes provisionally that studies on science and technology policy in Korea are still at a stage that has not yet formed a paradigm. Therefore, this work newly proposes the definition of discipline and research scope necessary to complete the paradigm of studies on science and technology policy based on this conclusion. This paper has firstly defined that studies on science and technology policy are the policy-oriented discipline. It is (1) promoting the development of science and technology itself by studying and analyzing the various phenomena of politics, economy, society, and culture related to science and technology activities as well as science and technology and (2) makes the national and public sector improve problem-solving competence using science and technology. This work also proposes a research scope consisting of four research areas such as (1) policy process of science and technology, (2) public management of science and technology, (3) R&D management and (4) technology innovation. 'Policy process of science and technology' and 'public management of science and technology' among four research areas are the new research ones reflecting the definition of studies on science and technology policy proposed in this paper. Additionally 'R&D management' and 'technology innovation' are the traditional research areas which have also included existing researches regarding science and technology policy.

Development and application of the Smart Learning Teaching-Learning Program in Elementary Science Class - Focused on the unit of Solar System and Star (초등과학에서 스마트러닝 교수·학습 프로그램의 개발과 적용 - 태양계와 별 단원을 중심으로)

  • This study was intended to determine how developed Smart learning teaching-learning program on the unit of Solar system and Star affected on science-related attitude, science learning interest and academic achievement. The unit of Solar system and Star was selected among 5th grade science curriculum contents to design smart learning teaching-learning program. Smart learning instruction program utilized a various contents of smart equipment and made learners to do problem solving through their interaction and cooperation. The results of this study were as follows: First, smart learning instruction improved the science-related attitude and the science learning interest and the academic achievement of the experimental group students significantly. Sencond, the survey and the individual face-to-face data shows the positive effects of smart learning instruction. Especially, the satisfaction was high on the attitudes and interests in the classroom and the students regarded the classroom activities as interesting games by using the smart devices. On the basic of the conclusions, this work suggested the direction of the future studies, such as necessity of developments and researches on Smart learning teaching-learning program about other units or other subjects, such as measures of the increasing the intrinsic interest on science rather than Smart learning elicit simple interest and attitude.

An Analysis on the Contents of STS in the High-School 'Science' Textbooks according to the Curriculum Revised in 2009- Focused on the Unit of 'Evolution of Life' and 'Health of Humanity and Scientific Technology' (2009 개정 교육과정에 따른 고등학교 '과학' 교과서의 STS 내용분석 - '생명의 진화'와 '인류의 건강과 과학기술' 영역을 중심으로 -)

  • The present study aims to analyze the extent of the use of STS contents in the areas of 'Evolution of Life' and 'Health of Humanity and Scientific Technology' in 'Science' textbooks and to determine whether they meet the goals of the curriculum revised in 2009. The analysis of the 7 types of textbooks according to the STS topics areas indicated big differences between textbooks as little as 16.67% and as much as 58.33%. Also, among the topics associated with STS, 'Space Development and National Defense' and 'Environmental Problems' were not included. In the STS activity areas, the areas of 'Structured Debate,' 'Interpretation of Data,' 'Research and Investigation' showed great frequency. On the other hand, the STS activity areas of 'Field Activities,' 'Problem-solving and Decision-making,' 'Role Playing,' 'Simulation,' 'Case Study,' and 'Research Design' showed small frequency. Analysis of the STS contents for each area indicated 67.57% for the contents relevant to 'the applicability of science' accounting for the largest part whereas 'Understanding of Occupations related to Science' accounted for 1.63%, showing a great difference in their frequency. Seven standards except 'the applicability of science' were included each contents beyond 10% or less than 10% proportion. The STS contents included in the life science area of the 7 types of convergence-style 'Science' textbooks for the high-school accounted for an average of 20.75%, from as little as 12.35% to as much as 26.90%, depending on the publishes.

  • This study was conducted to, develop the social workers role participating health and welfare services production of health centers The sharp increase rate on the elderly population in Korea lead the social issues as that health and social services are not developed enough to cope with the increase on the elderly's hearth care needs. The priority in the elderly's care service development should be put on public sectors. so that could prevent financial catastrophy of the elderly's care. The pulbic sector was concerned with health center services : as health center in Korea provide :mainly medical-oriented services. this study focused on to combine the existing health center's services into social services. The study method was based on needs survey with 322 patients aged over than 55 in rural area. "The needs survey include general health and disease care needs and daily life caring needs. The latter was applied with ADL and IADL with modificiation for the use of Korea environment. The findings were as follows : Social workers should be able to care diseases of muscular and skeletal. circulatory, digestive and general chronic disease in social service needs. aspect. Mostly the chronic pateints quit their care services because of shortage of finanical support$(18.3\%)$ and transportation problem$(19.5\%)$, but still prefer to be cured and cared from general hospitals. and at least clinic and health centers in community. The univisible dramatic effect. of health. care services also should be concerned and cared by xocial workers. The ADL and! IADL shown the most needs on transportation needs and problems caused by weaken legs. Mostly daily activities were supported by family members $(53.3\%\;spousers\;and\;35.0\%\;children)$, and the most demands were shown on helps for transportation visiting hospitals$(37\%)$ and getting similar care services for health care needs $(31.2\%)$ and daily hygeieal needs$(11.2\%)$ Social workers' role should include health care participation with social and health promotion approach as well as socio-economic supports: during health care receiving. Social workers also should provide social services for the elderly's daily needs solving for these are not in available family supporters.

Process Analysis on Mathematical Communication and Analogical Thinking through Trapezoid's Area Obtaining Activity (사다리꼴 넓이 구하기 활동에서 나타나는 수학적 의사소통과 유추적 사고 과정 분석)

  • The newly revised mathematics curriculum of 2007 speaks of ultimate goal to develop ability to think and communicate mathematically, in order to develop ability to rationally deal with problems arising from the life around, which puts emphasize on mathematical communication. In this study, analysis on mathematical communication and analogical thinking process of group of students with similar level of academic achievement and that with different level, and thus analyzed if such communication has affected analogical thinking process in any way. This study contains following subjects: 1. Forms of mathematical communication took placed at the two groups based on achievement level were analyzed. 2. Analogical thinking process was observed through trapezoid's area obtaining activity and analyzed if communication within groups has affected such process anyhow. A framework to analyze analogical thinking process was developed with reference of problem solving procedure based on analogy, suggested by Rattermann(1997). 15 from 24 students of year 5 form of N elementary school at Gunpo Uiwang, Syeonggi-do, were selected and 3 groups (group A, B and C) of students sharing the same achievement level and 2 groups (group D and E) of different level were made. The students were led to obtain areas of parallelogram and trapezoid for twice, and communication process and analogical thinking process was observed, recorded and analyzed. The results of this study are as follow: 1. The more significant mathematical communication was observed at groups sharing medium and low level of achievement than other groups. 2. Despite of individual and group differences, there is overall improvement in students' analogical thinking: activities of obtaining areas of parallelogram and trapezoid showed that discussion within subgroups could induce analogical thinking thus expand students' analogical thinking stage.

Review on the Cooperative Policing System in Japan (일본의 민경협력치안제도에 대한 고찰 및 시사점)

  • In modern society, citizen's expectation about policing levels have been rising over time and it limited resources of the police to deal with the security services are insufficient. Until now, the state monopoly of the police activity was changing to subject of a variety in cooperation with public security system. The citizens considers community not the destination to police enforce the law but space for effective policing partners. Japanese police focus on cooperation oriented policing to strengthen the police and local residents with crime prevention for a long time. Also, the community through a variety of problem-solving policing activities to identify problems such as anxiety and anguish of the people. The legal basis for cooperative policing activity is that Nagaoka city crime prevention regulation in 1979. In recent years, Tokyo local government legislated the safe town development regulations(東京都安全 安心まちづくり條例) and set up the hot-spot area to promote the safety of public facilities. Cooperative policing not police intervention for crime prevention but national policy for the city reclamation in Japan. Police as well as the Ministry of Land and Transport, Ministry of Justice, Ministry of Education, Prime Minister and all government departments thread safe city, crime prevention, and has been working to make the safe city. Japan's cooperative policing is a system that receives the most attention and greater implications.

Development and Application of Performance Assessment Materials for a Biology Unit of Middle School Science 1 (중학교 과학1 생물단원의 수행평가 도구개발과 적용)

  • Recently performance assessments have been recommended as an alternative to traditional assessment methods such as multiple-choice written test. Performance assessment is suggested to facilitate students' creativity, participation and learning motivations in science classes. In this study, performance assessment materials were developed for a biology unit of middle school science 1, 'Plants Around Us', and then the assessment materials were applied to assess students' understandings and attitudes related to each topic of the unit. A total of 186 7th grade students at a southern large city participated in this study. From the study, the following were obtained: 1. Various type of the performance assessment materials, such as observation report, peer evaluation, interview have been developed for the unit 'Plants around us.' 2. Students' understandings on the topics appeared to be sound, and the students' interest and cooperative problem-solving abilities have been cultivated through the small group activities. The science classes became more student-centered. 3. Teacher's burden has increased due to the practices of performance assessment, but it could be handled by teacher's commitment and management skills. 4. The students' responses to performance assessments were positive, in general.
