  • 본 연구의 목적은 건설종사자의 TBM을 통한 건강신념요인이 재해예방행동에 미치는 영향에서 자기효능감과 안전의식의 매개효과를 파악하고자 하였다. 이를 위해 건강 관련 행동을 예측하고 설명하기 위해 개발된 사회심리학적 건강 행동 변화 모델인 건강신념이론의 주요 변수들을 적용한 연구모형을 제시하였다. 본 연구의 연구모형을 실증적으로 검증하기 위해 화학 Plant 건설 TBM을 활용한 경험이 있는 건설종사자들을 대상으로 설문 조사를 하였다. 연구결과 첫째, 화학 Plant 건설을 활용한 건설종사자의 지각된 심각성은 자기효능감과 안전의식에 유의미한 영향을 미치는 것으로 나타났다. 둘째, 화학 Plant 건설을 활용한 건설종사자의 지각된 개연성은 자기효능감과 안전의식에 유의미한 영향을 미치는 것으로 나타났다. 셋째, 화학 Plant 건설을 활용한 건설종사자의 지각된 장애는 자기효능감과 안전의식에 유의미한 영향을 미치는 것으로 나타났다. 넷째, 화학 Plant 건설을 활용한 건설종사자의 지각된 이익은 자기효능감과 안전의식에 유의미한 영향을 미치는 것으로 나타났다. 본 연구의 목적은 TBM을 통해 화학 Plant 건설종사자의 재해예방행동으로 중대 재해를 감소시키고자 한다.

쇼핑 가치 추구 성향에 따른 쇼핑 목표와 공유 의도 차이에 관한 연구 - 전자제품 구매고객을 중심으로 (Shopping Value, Shopping Goal and WOM - Focused on Electronic-goods Buyers)

  • The interplay between hedonic and utilitarian attributes has assumed special significance in recent years; it has been proposed that consumption offerings should be viewed as experiences that stimulate both cognitions and feelings rather than as mere products or services. This research builds on previous work on hedonic versus utilitarian benefits, regulatory focus theory, customer satisfaction to address two question: (1) Is the shopping goal at the point of purchase different from the shopping value? and (2) Is the customer loyalty after the use different from the shopping value and shopping goal? We surveyed 345 peoples those who have bought the electronic-goods within 6 months. This research dealt with the shopping value which is consisted of 2 types, hedonic and utilitarian. Those who pursue the hedonic shopping value may prefer the pleasure of purchasing experience to the product itself. They tend to prefer atmosphere, arousal of the shopping experience. Consistent with previous research, we use the term "hedonic" to refer to their aesthetic, experiential and enjoyment-related value. On the contrary, Those who pursue the utilitarian shopping value may prefer the reasonable buying. It may be more functional. Consistent with previous research, we use the term "utilitarian" to refer to the functional, instrumental, and practical value of consumption offerings. Holbrook(1999) notes that consumer value is an experience that results from the consumption of such benefits. In the context of cell phones for example, the phone's battery life and sound volume are utilitarian benefits, whereas aesthetic appeal from its shape and color are hedonic benefits. Likewise, in the case of a car, fuel economics and safety are utilitarian benefits whereas the sunroof and the luxurious interior are hedonic benefits. The shopping goals are consisted of the promotion focus goal and the prevention focus goal, based on the self-regulatory focus theory. The promotion focus is characterized into focusing ideal self because they are oriented to wishes and vision. The promotion focused individuals are tend to be more risk taking. They are more sensitive to hope and achievement. On the contrary, the prevention focused individuals are characterized into focusing the responsibilities because they are oriented to safety. The prevention focused individuals are tend to be more risk avoiding. We wanted to test the relation among the shopping value, shopping goal and customer loyalty. Customers show the positive or negative feelings comparing with the expectation level which customers have at the point of the purchase. If the result were bigger than the expectation, customers may feel positive feeling such as delight or satisfaction and they would want to share their feelings with other people. And they want to buy those products again in the future time. There is converging evidence that the types of goals consumers expect to be fulfilled by the utilitarian dimension of a product are different from those they seek from the hedonic dimension (Chernev 2004). Specifically, whereas consumers expect the fulfillment of product prevention goals on the utilitarian dimension, they expect the fulfillment of promotion goals on the hedonic dimension (Chernev 2004; Chitturi, Raghunathan, and Majahan 2007; Higgins 1997, 2001) According to the regulatory focus theory, prevention goals are those that ought to be met. Fulfillment of prevention goals in the context of product consumption eliminates or significantly reduces the probability of a painful experience, thus making consumers experience emotions that result from fulfillment of prevention goals such as confidence and securities. On the contrary, fulfillment of promotion goals are those that a person aspires to meet, such as "looking cool" or "being sophisticated." Fulfillment of promotion goals in the context of product consumption significantly increases the probability of a pleasurable experience, thus enabling consumers to experience emotions that result from the fulfillment of promotion goals. The proposed conceptual framework captures that the relationships among hedonic versus utilitarian shopping values and promotion versus prevention shopping goals respectively. An analysis of the consequence of the fulfillment and frustration of utilitarian and hedonic value is theoretically worthwhile. It is also substantively relevant because it helps predict post-consumption behavior such as the promotion versus prevention shopping goals orientation. Because our primary goal is to understand how the post consumption feelings influence the variable customer loyalty: word of mouth (Jacoby and Chestnut 1978). This research result is that the utilitarian shopping value gives the positive influence to both of the promotion and prevention goal. However the influence to the prevention goal is stronger. On the contrary, hedonic shopping value gives influence to the promotion focus goal only. Additionally, both of the promotion and prevention goal show the positive relation with customer loyalty. However, the positive relation with promotion goal and customer loyalty is much stronger. The promotion focus goal gives the influence to the customer loyalty. On the contrary, the prevention focus goal relates at the low level of relation with customer loyalty than that of the promotion goal. It could be explained that it is apt to get framed the compliment of people into 'gain-non gain' situation. As the result, for those who have the promotion focus are motivated to deliver their own feeling to other people eagerly. Conversely the prevention focused individual are more sensitive to the 'loss-non loss' situation. The research result is consistent with pre-existent researches. There is a conceptual parallel between necessities-needs-utilitarian benefits and luxuries-wants-hedonic benefits (Chernev 2004; Chitturi, Raghunathan and Majaha 2007; Higginns 1997; Kivetz and Simonson 2002b). In addition, Maslow's hierarchy of needs and the precedence principle contends luxuries-wants-hedonic benefits higher than necessities-needs-utilitarian benefits. Chitturi, Raghunathan and Majaha (2007) show that consumers are focused more on the utilitarian benefits than on the hedonic benefits of a product until their minimum expectation of fulfilling prevention goals are met. Furthermore, a utilitarian benefit is a promise of a certain level of functionality by the manufacturer or the retailer. When the promise is not fulfilled, customers blame the retailer and/or the manufacturer. When negative feelings are attributable to an entity, customers feel angry. However in the case of hedonic benefit, the customer, not the manufacturer, determines at the time of purchase whether the product is stylish and attractive. Under such circumstances, customers are more likely to blame themselves than the manufacturer if their friends do not find the product stylish and attractive. Therefore, not meeting minimum utilitarian expectations of functionality generates a much more intense negative feelings, such as anger than a less intense feeling such as disappointment or dissatisfactions. The additional multi group analysis of this research shows the same result. Those who are unsatisfactory customers who have the prevention focused goal shows higher relation with WOM, comparing with satisfactory customers. The research findings in this article could have significant implication for the personal selling fields to increase the effectiveness and the efficiency of the sales such that they can develop the sales presentation strategy for the customers. For those who are the hedonic customers may be apt to show more interest to the promotion goal. Therefore it may work to strengthen the design, style or new technology of the products to the hedonic customers. On the contrary for the utilitarian customers, it may work to strengthen the price competitiveness. On the basis of the result from our studies, we demonstrated a correspondence among hedonic versus utilitarian and promotion versus prevention goal, WOM. Similarly, we also found evidence of the moderator effects of satisfaction after use, between the prevention goal and WOM. Even though the prevention goal has the low level of relation to WOM, those who are not satisfied show higher relation to WOM. The relation between the prevention goal and WOM is significantly different according to the satisfaction versus unsatisfaction. In addition, improving the promotion emotions of cheerfulness and excitement and the prevention emotion of confidence and security will further improve customer loyalty. A related potential further research could be to examine whether hedonic versus utilitarian, promotion versus prevention goals improve customer loyalty for services as well. Under the budget and time constraints, designers and managers are often compelling to choose among various attributes. If there is no budget or time constraints, perhaps the best solution is to maximize both hedonic and utilitarian dimension of benefits. However, they have to make trad-off process between various attributes. For the designers and managers have to keep in mind that without hedonic benefit satisfaction of the product it may hard to lead the customers to the customer loyalty.

담배소송에서 역학적 증거에 의한 인과관계의 증명에 관한 소고 (Proving Causation With Epidemiological Evidence in Tobacco Lawsuits)

  • 최근 담배제조회사의 불법행위법상 손해배상책임을 둘러싼 소송이 계속되고 있다. 이미 대법원 판결이 나온 사건도 있고, 현재 소송이 계속 중인 사건도 있는데, 원고가 증거로 제출한 역학 자료에 의하여 흡연과 질병 사이의 인과관계가 증명되었다고 볼 수 있는지가 이 사건들의 공통된 주요 쟁점이다. 담배소송에서 인과관계의 증명이 쟁점으로 부각되는 까닭은 흡연에 따른 질병의 발생이 흡연 외의 다양한 요인의 영향을 받을 뿐만 아니라 흡연과 발병 사이의 시간적 간격도 길어 원고가 인과관계의 증명에 곤란을 겪기 때문이다. 흡연자 담배소송의 대법원 판결(대판 2014. 4. 10, 2011다22092)은 역학적 증거에 의한 인과관계의 증명 여부에 관하여 비교적 신중한 입장을 취하고 있는데, 몇 가지 아쉬움이 남는다. 첫째, 대법원은 질병을 특이성 질환과 비특이성 질환으로 2분하여 양자 사이에 인과관계의 증명방법을 달리 보았다. 그러나 특이성 질환의 개념은 발병요인에 관하여 의학계와 보건학계에서 확립된 학설인 다요인설에 배치된다. 더구나 불법행위법의 영역에서 특이성 질환 개념을 새로 도입하여야 할 필요성도 발견하기 어렵다. 둘째, 대법원은 비특이성 질환의 경우에 역학적 상관관계가 인정된다고 하더라도 원고가 위험인자에 노출된 시기와 노출 정도, 발병시기, 그 위험인자에 노출되기 전의 건강상태, 생활습관 등을 증명하여 그 위험인자에 의하여 비특이성 질환이 유발되었을 개연성을 증명하여야 한다고 하였다. 하지만 질병과 위험인자와의 역학적 관련성이 상당한 강도에 이른 경우에도 여전히 원고에게 추가적 증명책임을 부과하는 것은 권리구제의 범위를 지나치게 좁힐 우려가 있다. 셋째, 대법원이 이처럼 역학적 증거의 가치를 인정하는 데에 소극적인 까닭은 역학적 연구가 개인이 아닌 특정인구집단을 대상으로 한 것이기 때문으로 보인다. 그러나 역학적 증거가 집단의 구성원인 개인(들)에 대하여 가치 있는 정보를 제공하지 못한다고 단정하기에는 이르다. 예컨대, 역학에서 산출하는 인과확률은 집단 내에서 무작위로 뽑아낸 환자의 질병 발생이 위험인자에 의해 발생하였을 확률을 나타내는데, 이는 집단 차원의 확률을 구성원인 개인의 확률로 전환하는 유용한 지표이므로 역학적 증거만으로도 인과관계의 개연성을 증명할 여지가 있다고 생각된다.

비대칭 오류비용을 고려한 분류기준값 최적화와 SVM에 기반한 지능형 침입탐지모형 (An Intelligent Intrusion Detection Model Based on Support Vector Machines and the Classification Threshold Optimization for Considering the Asymmetric Error Cost)

  • 최근 인터넷 사용의 증가에 따라 네트워크에 연결된 시스템에 대한 악의적인 해킹과 침입이 빈번하게 발생하고 있으며, 각종 시스템을 운영하는 정부기관, 관공서, 기업 등에서는 이러한 해킹 및 침입에 의해 치명적인 타격을 입을 수 있는 상황에 놓여 있다. 이에 따라 인가되지 않았거나 비정상적인 활동들을 탐지, 식별하여 적절하게 대응하는 침입탐지 시스템에 대한 관심과 수요가 높아지고 있으며, 침입탐지 시스템의 예측성능을 개선하려는 연구 또한 활발하게 이루어지고 있다. 본 연구 역시 침입탐지 시스템의 예측성능을 개선하기 위한 새로운 지능형 침입탐지모형을 제안한다. 본 연구의 제안모형은 비교적 높은 예측력을 나타내면서 동시에 일반화 능력이 우수한 것으로 알려진 Support Vector Machine(SVM)을 기반으로, 비대칭 오류비용을 고려한 분류기준값 최적화를 함께 반영하여 침입을 효과적으로 차단할 수 있도록 설계되었다. 제안모형의 우수성을 확인하기 위해, 기존 기법인 로지스틱 회귀분석, 의사결정나무, 인공신경망과의 결과를 비교하였으며 그 결과 제안하는 SVM 모형이 다른 기법에 비해 상대적으로 우수한 성과를 보임을 확인할 수 있었다.

신주(新株)의 저가상장현상(低價上場現象)과 투자(投資)의 효율성(效率成)에 대한 연구(硏究) (Underpricing of Initial Offerings and the Efficiency of Investments)

  • 비상장기업(非上場企業)이 최초로 주식시장(株式市場)에 발행하는 신주(新株)가 실제가치에 비해 낮은 가격(價格)에 상장(上場)되는 신주(新株)의 저평가현상(低評價現象)이 번번히 일어나고 있으나 아직 그 원인(原因)이 명확히 밝혀지고 있지 않다. 또한 신주발행(新株發行)을 통한 자본조달(資本調達)의 효율성(效率性)에 관한 기존(旣存)의 연구도 전무(前無)하다. 본고(本稿)에서는 기업(企業)의 수익성(收益性)에 관하여 기업주(企業主)의 우월(優越)한 정보(情報)를 가정한 신호경기적(信號競技的) 모델의 분석(分析)을 통하여 신주(新株)의 저가상장(低價上場) 원인(原因)을 밝혀내고 아울러 신주발행(新株發行)을 통한 자본조달(資本調達)의 효율성(效率性)을 검토해 보았다. 모델의 분리균형(分離均衡)의 분석(分析)을 통해 밝혀진 주요 결과는 다음과 같다. 고수익성(高收益性)프로젝트를 가진 기업주(企業主)는 프로젝트가 저수익성(低收益性)인 경우에는 선택할 유인(誘因)이 없는 발행조건 중 자신에게 가장 유리한 조건을 선택함으로써 투자자들에게 기업이 고수익성(高收益性)임을 입증(立證)하고자 하며 이 과정에서 선택된 고수익성기업(高收益性企業)의 발행조건의 성격은 다음과 같다. 첫째, 넓은 범위와 모수(母數)값에 대해 신주가격(新株價格)은 판매대금(販賣代金)이 기업(企業)에 유입(流入)된 이후 1주(株)에 해당하는 기업(企業)의 가치에 미달한다. 둘째, 기업(企業)에 유입(流入)되는 자본(資本)은 프로젝트로부터의 잠재적(潛在的) 이윤(利潤)을 극대화(極大化)하는 액수에 미달한다. 따라서 신주(新株)의 저가상장(低價上場)은 고수익성기업주(高收益性企業主)의 신호행위(信號行爲)의 결과이며 또한 신주(新株)의 저가상장(低價上場)은 저투자(低投資)를 의미한다.

멧돼지(Sus scrofa) 서식지 및 이동 특성을 고려한 연결성 모델링 연구 (A Study on the Connectivity Modeling Considering the Habitat and Movement Characteristics of Wild Boars (Sus scrofa))

  • Wild boars(Sus scrofa) are expanding their range of behavior as their habitats change. Appearing in urban centers and private houses, it caused various social problems, including damage to crops. In order to prevent damage and effectively manage wild boars, there is a need for ecological research considering the characteristics and movement characteristics of wild boars. The purpose of this study is to analyze home range and identify land cover types in key areas through tracking wild boars, and to predict the movement connectivity of wild boars in consideration of previous studies and their preferred land use characteristics. In this study, from January to June 2021, four wild boars were captured and tracked in Jinju city, Gyeongsangnam-do, and the preferred land cover type of wild boars was identified based on the MCP 100%, KDE 95%, and KDE 50% results. As a result of the analysis of the home range for each individual, it was found that 100% of MCP was about 0.68km2, 2.77km2, 2.42km2, and 0.16km2, and the three individuals overlapped the home range, refraining from habitat movement and staying in the preferred area. The core areas were analyzed as about 0.55km2, 2.05km2, 0.82km2, and 0.14km2 with KDE 95%., and about 0.011km2, 0.033km2, 0.004km2, and 0.003km2 with KDE 50%. When the preferred land cover type of wild boar was confirmed based on the results of analysis of the total home range area and core area that combined all individuals, forests were 55.49% (MCP 100%), 54.00% (KDE 95%), 77.69% (KDE 50%), respectively, with the highest ratio, and the urbanization area, grassland, and agricultural area were relatively high. A connectivity scenario was constructed in which the ratio of the land cover type preferred by the analyzed wild boar was reflected as a weight for the resistance value of the connectivity analysis, and this was compared with the connectivity evaluation results analyzed based on previous studies and wild boar characteristics. When the current density values for the wild boar movement data were compared, the average value of the existing scenario was 2.76, the minimum 1.12, and the maximum 4.36, and the weighted scenario had an average value of 2.84, the minimum 0.96, and the maximum 4.65. It was confirmed that, on average, the probability of movement predictability was about 2.90% better even though the weighted scenario had movement restrictions due to large resistance values. It is expected that the identification of the movement route through the movement connectivity analysis of wild boars can be suggested as an alternative to prevent damage by predicting the point of appearance. In the future, when analyzing the connectivity of species including wild boar, it is judged that it will be effective to use movement data on actual species.

인터넷 점포에서의 구매후기 작성 동기 및 점포 고객 유형화 (Motives for Writing After-Purchase Consumer Reviews in Online Stores and Classification of Online Store Shoppers)

  • 본 연구에서는 인터넷 점포에서 의류상품 구매후기를 작성하는 동기의 유형을 규명하는 한편 작성 동기 유형에 따라 인터넷 점포 고객들을 범주화하고, 각 집단의 작성행동, 인터넷 구매 행동, 인구사회적 특성의 차이를 규명하였다. 초점집단 면접과 온라인 서베이를 통해 연구되었으며, 정량적 연구에서는 의류상품 구매후기를 읽은 경험과 작성한 경험이 많은 국내 인터넷 점포 여성 고객 252명을 대상으로 자료가 수집되었다. 연구결과, 인터넷 점포에서 구매후기를 작성하는 동기 유형은 이타적 정보 공유, 불만해소 및 보복, 경제적 보상 추구, 상품 개발 지원, 감동 표현으로 나타났다. 특히, 작성행동에 대한 영향력이 큰 동기는 이타적 정보 공유 동기와 경제적 보상 추구 동기였다. 인터넷 점포 고객은 작성동기 유형에 따라 소비자 옹호 집단, 이익 추구 집단, 중도적 집단으로 범주화되었으며, 세 집단은 구매후기 작성행동, 인터넷 구매빈도, 인구사회적 요인들에서 차별적 특성을 보였다. 소비자 옹호 집단과 이익 추구 집단을 대상으로 인터넷 점포 구전 채널 관리 방안이 제시되었다.

제품태도에 대한 회복노력의 차별적 효과 (Differential Effects of Recovery Efforts on Products Attitudes)

  • 본 연구는 서비스실패가 아니라 제품실패 이후, 회복노력의 효과를 실패심각성에 따라 확인하는 것이다. 회복노력은 보상노력, 장점노력 및 단점노력으로 구분되었다. 보상노력은 실패상황을 직접적으로 되돌리려는 의도로 구체적인 보상을 제공하는 방안으로, 장점노력은 제품실패를 초래하는 이유가 특정한 장점을 추구하는 과정에서 불가피하게 발생할 수 있는 문제임을 언급하는 것과 같이 추가적인 상대적 장점을 설명하는 방식으로, 그리고 단점노력은 자사제품이 서비스실패를 초래할 수 있는 문제점을 지니고 있는 반면에 경쟁제품은 또 다른 측면의 단점을 지니고 있다는 점을 부각시켜 소비자의 자사제품에 대한 부정적 태도를 회복시키려고 방안이라고 개념화되었다. 그러한 회복노력들이 실질적으로 효과가 있다고 결론을 내리기 위해서, 회복노력이 제공되지 않는 상황과 비교하여 소비자의 태도나 의향이 우호적인지 검토된다. 가설검증을 위해 화장품산업에서 소비자들을 대상으로 가상적인 시나리오를 이용한 실험을 실시하였다. 연구 결과, 전반적으로 회복노력들은 효과적인 전략임이 확인되었고, 보상노력은 장점노력이나 단점 노력보다 효과적이었다. 특히 심각성이 높은 실패조건에서 단점노력은 장점노력보다 긍정적인 제품태도를 유도하였다. 심각성이 낮은 실패조건에서 장점노력과 장점노력의 효과는 기대할 수 없었다.

  • The International Atomic Energy Agency's Statute in Article III.A.5 allows it“to establish and administer safeguards designed to ensure that special fissionable and other materials, services, equipment, facilities and information made available by the Agency or at its request or under its supervision or control are not used in such a way as to further any military purpose; and to apply safeguards, at the request of the parties, to any bilateral or multilateral arrangement, or at the request of a State, to any of that State's activities in the field of atomic energy”. Safeguards are essentially a technical means of verifying the fulfilment of political obligations undertaken by States and given a legal force in international agreements relating to the peaceful uses of nuclear energy. The main political objectives are: to assure the international community that States are complying with their non-proliferation and other peaceful undertakings; and to deter (a) the diversion of afeguarded nuclear materials to the production of nuclear explosives or for military purposes and (b) the misuse of safeguarded facilities with the aim of producing unsafeguarded nuclear material. It is clear that no international safeguards system can physically prevent diversion. The IAEA safeguards system is basically a verification measure designed to provide assurance in those cases in which diversion has not occurred. Verification is accomplished by two basic means: material accountancy and containment and surveillance measures. Nuclear material accountancy is the fundamental IAEA safeguards mechanism, while containment and surveillance serve as important complementary measures. Material accountancy refers to a collection of measurements and other determinations which enable the State and the Agency to maintain a current picture of the location and movement of nuclear material into and out of material balance areas, i. e. areas where all material entering or leaving is measurab e. A containment measure is one that is designed by taking advantage of structural characteristics, such as containers, tanks or pipes, etc. To establish the physical integrity of an area or item by preventing the undetected movement of nuclear material or equipment. Such measures involve the application of tamper-indicating or surveillance devices. Surveillance refers to both human and instrumental observation aimed at indicating the movement of nuclear material. The verification process consists of three over-lapping elements: (a) Provision by the State of information such as - design information describing nuclear installations; - accounting reports listing nuclear material inventories, receipts and shipments; - documents amplifying and clarifying reports, as applicable; - notification of international transfers of nuclear material. (b) Collection by the IAEA of information through inspection activities such as - verification of design information - examination of records and repo ts - measurement of nuclear material - examination of containment and surveillance measures - follow-up activities in case of unusual findings. (c) Evaluation of the information provided by the State and of that collected by inspectors to determine the completeness, accuracy and validity of the information provided by the State and to resolve any anomalies and discrepancies. To design an effective verification system, one must identify possible ways and means by which nuclear material could be diverted from peaceful uses, including means to conceal such diversions. These theoretical ways and means, which have become known as diversion strategies, are used as one of the basic inputs for the development of safeguards procedures, equipment and instrumentation. For analysis of implementation strategy purposes, it is assumed that non-compliance cannot be excluded a priori and that consequently there is a low but non-zero probability that a diversion could be attempted in all safeguards ituations. An important element of diversion strategies is the identification of various possible diversion paths; the amount, type and location of nuclear material involved, the physical route and conversion of the material that may take place, rate of removal and concealment methods, as appropriate. With regard to the physical route and conversion of nuclear material the following main categories may be considered: - unreported removal of nuclear material from an installation or during transit - unreported introduction of nuclear material into an installation - unreported transfer of nuclear material from one material balance area to another - unreported production of nuclear material, e. g. enrichment of uranium or production of plutonium - undeclared uses of the material within the installation. With respect to the amount of nuclear material that might be diverted in a given time (the diversion rate), the continuum between the following two limiting cases is cons dered: - one significant quantity or more in a short time, often known as abrupt diversion; and - one significant quantity or more per year, for example, by accumulation of smaller amounts each time to add up to a significant quantity over a period of one year, often called protracted diversion. Concealment methods may include: - restriction of access of inspectors - falsification of records, reports and other material balance areas - replacement of nuclear material, e. g. use of dummy objects - falsification of measurements or of their evaluation - interference with IAEA installed equipment.As a result of diversion and its concealment or other actions, anomalies will occur. All reasonable diversion routes, scenarios/strategies and concealment methods have to be taken into account in designing safeguards implementation strategies so as to provide sufficient opportunities for the IAEA to observe such anomalies. The safeguards approach for each facility will make a different use of these procedures, equipment and instrumentation according to the various diversion strategies which could be applicable to that facility and according to the detection and inspection goals which are applied. Postulated pathways sets of scenarios comprise those elements of diversion strategies which might be carried out at a facility or across a State's fuel cycle with declared or undeclared activities. All such factors, however, contain a degree of fuzziness that need a human judgment to make the ultimate conclusion that all material is being used for peaceful purposes. Safeguards has been traditionally based on verification of declared material and facilities using material accountancy as a fundamental measure. The strength of material accountancy is based on the fact that it allows to detect any diversion independent of the diversion route taken. Material accountancy detects a diversion after it actually happened and thus is powerless to physically prevent it and can only deter by the risk of early detection any contemplation by State authorities to carry out a diversion. Recently the IAEA has been faced with new challenges. To deal with these, various measures are being reconsidered to strengthen the safeguards system such as enhanced assessment of the completeness of the State's initial declaration of nuclear material and installations under its jurisdiction enhanced monitoring and analysis of open information and analysis of open information that may indicate inconsistencies with the State's safeguards obligations. Precise information vital for such enhanced assessments and analyses is normally not available or, if available, difficult and expensive collection of information would be necessary. Above all, realistic appraisal of truth needs sound human judgment.
