A Study on Characteristic Analysis of Major Issues in Negotiating Concession Agreement for BTO Projects Using AHP (계층화분석법에 의한 BTO 민간투자사업 협상의 주요쟁점 특성분석에 관한 고찰)

  • Both competent authorities and private entrepreneurs face plenty of risks when negotiating BTO(Build Transfer Operation) methods of PPI(Private Participations in Infrastructures) projects. Also, success and failure of projects largely depend on the concession agreement contract. In this study, for more efficient negotiation, major issues are examined, and quantitatively analyzed to find out not only the relationship but also the characteristics of which these issues share. Questionnaire research was conducted through both research and by experts who were divided into an ordering agency, design company and constructor. Characteristics of major issues were quantitatively analyzed using the Likert index method, ANOVA(ANalysis of VAriance) and AHP(Analytic Hierarchy Process) analysis. Case studies were examined in order to estimate construction cost, rates of return, government finance support, level of operation-revenues guarantees, estimating operational costs and usage fees. With these 6 items, relative priority, relative impression which is sensible to risk and extent of difficulty in presenting data which is objective were quantitatively analyzed by the ordering agency, design company and constructor groups. From the analysis, there were some similarities between the design company and constructor groups while there was less of similarities between the ordering agency and design company or constructor. The government is diversifying the methods of project promotion, and PPI project from infrastructure-centered to public culture facilities are being expand. The current study will provide not only supporting efficient negotiation but also revitalizing PPI projects.

Performance Evaluation Model for Public-Private Partnership Projects - with Reference to BTO (Build-Transfer-Operate) Road Projects - (민간투자사업 성과평가 모델 개발 및 적용 - 도로 부문 사업을 중심으로 -)

  • The aim of this paper is to develop a performance evaluation model for PPP (Public-Private Partnership) projects that appropriately reflects the important traits that are unique to PPP projects. To this end, 1) it defines a set of distinct perspectives involved in the PPP projects and their associated success factors that might differ amongst the perspectives; 2) it identifies the key performance indicators and suggests the performance evaluation criteria for each indicator; and 3) it builds a performance evaluation model by matching the success factors from each perspective with performance measure criteria as well as applies the model to the two selected BTO road projects in Korea. The process of model construction and its application confirms significant differences between the main stakeholder perspectives typically involved in PPP projects, which highlights the need for an evaluation model tailored for PPP projects by taking into account the distinct perspectives. The results from the PPP evaluation model developed in the study is compared against the results from the existing ex-post evaluation model for construction projects in general. The former shows a closer match with the results from the user satisfaction survey conducted. This new evaluation framework and the performance indicators entailed in it permits a balanced evaluation of PPP projects as it takes into account different perspectives involved in PPP projects as well as an understanding of the factors affecting the success of PPP projects. While the construction of the model is based on transport projects, it is applicable to different types of PPP projects through variation with the weight allocation amongst different success factors and/or additions or other adjustments to the performance evaluation criteria as required.

  • The increase in the number of private automobiles has incurred various traffic problems. Globally, studies on MaaS(Mobility as a Service) has already been initiated to mobilize the use of public transportation in reducing private passenger cars in roads. This study aims to analyze the passenger's optimal route considering the transfer between different transportation modes through simulation, and analyze the effect of available route through the connected transportation modes. Sejong Special Self-Governing City was chosen as the study area due to its extensive transportation network. As a result of the analysis, the predominant obtainable route is derived either from using public transportation (i.e. bus and subway) only or by bicycle. However, it is also possible to use the car sharing and public bicycle to reach their final destination efficiently when paths that can be traversed were more scrutinized. When various transportation information and location-based services are introduced in smart phone applications, they can provide very useful information to passengers, and also promote social problems such as traffic congestion and environmental issues in the future.

The Factor Influencing to the Effectiveness of Prevention Policies of the Criminal Victimization of North Korean Defectors (북한이탈주민 범죄피해 예방정책의 효과성에의 영향요인)

  • The purpose of this study is to analyze the actual situation of crime victimization by North Korean defectors and to examine whether any of the protection and support systems for defectors has a statistically significant effect on the perceived effectiveness for preventing the criminal victimization of North Korean Defectors. The subjects of this study were 107 police officers from the 17 provincial police departments. Independent variables were (1) social adaptation education in Hanawon, (2) protection officer system, (3) legal support system, (4) private participation system, (5) support for family life, (6) community participation activity. And the dependent variable is the crime prevention effectiveness for the defectors. As a result of multiple regression analysis, it was found that the independent variables that have a significant effect on the effectiveness of prevention of crime victimization were protection officer system and support for family life. First, in order to prevent the crime victimization of North Korean defectors in advance, three kinds of protection officer system that will be received after the transfer of the residence should play the role successfully. Second, the efforts of the government and municipalities alone are insufficient for the early settlement of North Korean defectors. Therefore, it is necessary to diversify the support and protection programs for North Korean refugees through cooperation with civic organizations. Third, it is necessary to expand the legal education time so that North Korean defectors do not suffer crime because of lack of legal knowledge. Fourth, in order to prevent North Korean defectors from being victimized by various kinds of crime, it is necessary to actively support them so that family life can be stabilized.

The Financial Stability of Before-and-after Retirement -Expectation and Support for the Quality of the Elderly Life- (은퇴 전후 세대 재정안정성 -노년기 삶의 수준에 대한 기대와 지원-)

  • Lately, as the problem of the aged poverty becomes a big social issue, this paper studies the problem of financial stability with respect to the income and consumption of before-and-after retirement generations. After dividing the data in Korean Longitudinal Study of Ageing(KLoSA) into retired and non-retired groups, this study compares the difference among ageing groups by cross analysis and t-test. First, the result tells that the total personal income of retired group is lower than the one of non-retired group. Second, the public pension income benefit ratio of retired group is only 30% of it's total income, and the amount of public pension appears to be 40% of the total pension income. The benefit ratio of the personal pension income is low as about 1% in both groups, The private transfer income of the retired group takes relatively large portion in its total personal income. Third, as people gets older, financial stability gets worse because consumption does not decrease as much as the income decreases. Fourth, it is turned out that the expectation of old life supporting from nation is low in both groups. Fifth, the factors that affects the income of the public pension in the retired group are gender, age, education, and health status, when compared with the factors to the personal total income of the non-retired group. In terms of policy, this paper emphasizes the needs of the intensification of the public pension and the support for the revitalization of the personal pension.

  • It may be summarized to four kinds of innovation through global convergence, and the convergence of adjacent areas according to mega-trends in medical services market and actively introduced ICT technologies, public and private partnership. Health care is no longer a local industry, it is becoming Global Convergence. In the case of developed countries, it is increased to income levels, the development of new medical technologies, while the increase in specialized medical services and need of aging population. It increases migration of foreign medical personnel, geographical proximity and choice of the best medical technology, regardless of the cost. The increasing demand for high quality yet relatively low foreign prices of medical services. Hospitals are especially spread of international certification such as the US JCI standards. Hospital exports are being evaluated and opened the way for the export industrialization as ICT convergence hospital that can be exported to the fusion-related technologies more efficiently. Current local hospital has already reached saturation, globalization of Korean hospital is being the time necessary. Thus, unlike a strategy for each country, as well as technology transfer it is also possible, such as total exports provided the building, medical equipment procurement, local medical personnel (doctors and nurses) selection and training, PR and marketing. In the current medical law and need to be revised prospectively maintained for publicity and abroad, there is a need for further legal dragons and actively support a more flexible policy on the application of national law overseas medical services.

Default Risk Mitigation Effect of Financial Structure and Characteristic in BOT Project Finance (BOT 프로젝트 파이낸스의 금융구조 및 특성의 채무불이행 위험완화 효과)

  • One of the advantages of BOT PF(Project Finance) is the government can be protected from risks involved in projects as the private finances, builds, and operates relevant projects. Moreover, the private may avoid outstanding responsibility in case of default thanks to BOT PF's unique financial structure and characteristics. However, despite increasing attention on risk mitigation effect of financial structure and characteristic of BOT PF to default risk with emerging controversies of capital crunch, introduction of IFRS, and contingent liabilities, valuation of default risk mitigation effect caused by financial structure and characteristics of BOT PF still seems sophisticated due to uncertain cash flows, complexly layered contracts, and their interaction. So, this paper is to show the theoretical frame to assess the default risk mitigation effect of financial structure and characteristic of BOT PF with option pricing and related financial economic theories and to provide some meaningful implications. Finally, this research shows that the financial structure and characteristics of BOT PF help mitigate the default risk and default risk mitigation effect increases as change of relevant variables on financial feasibility gets the BOT project less financially feasible.

Estimation of Hourly Variations in Public Transit Demand according to the Addition of Sales Facilities to Railway Stations: Focusing on Metro and Bus Transit Demand (철도역사 판매시설 증축에 따른 시간대별 대중교통 수요 변화 추정: 지하철 및 버스 수요를 중심으로)

  • The total number of passengers on the KTX since its construction in 2004 surpassed 500 million in October, 2015. The operation of KTX made it possible to reach anywhere in a country in half a day, which subsequently altered people's lifestyle. As the KTX has become an important mode of transportation, there is a growing interest in the optimal size and location of its stations. Currently, the stations are constructed through public-private partnerships since a sufficient amount of budget is hard to secure only from the public sector; however, because railway stations are traditionally aimed at promoting public interests, an emphasis on the profitability of the private sector could compromise public interests. At this juncture, this study separately computes the number of users based on each of the two primary functions of the stations-as a railway station and as a sales facility-and estimates the numbers of people according to various transportation modes that are taken to access the stations. This estimation is applied to the case of Dongdaegu Station, which will open in 2016. Such an application helps to predict and respond to possible congestion as brought about by the expansion of the sales facility.

A Mixed Method of Gap-jil Behavior in Educational Institutions : Focusing on abuse of authority (통합연구방법을 활용한 교육기관 내 갑질 행태에 관한 연구 : 권한남용을 중심으로)

  • This study analyzed the abuse of authority among the types of power abuse in educational institutions in order to create an educational climate in which democracy and equality are respected and to create a better education and an equal society. First, we analyzed the concept and cause of power abuse through literature research, and then explored the cases of members of educational institutions according to the type of abuse of authority through qualitative research to derive implications. As a result, abuse of authority within educational institutions were found as follows: additional work without consultation, transfer of duties, coercive and unilateral instructions using status, instructions violating laws and guidelines, private instructions for personal convenience, specific institutions, personal rights, and privacy. Based on this analysis, a policy was proposed. First, an agreed standard for abuse of authority, an institutional mechanism to mediate conflicts and complaints over abuse of authority, mandatory installation and legislation of the best decision body, active and transparent disclosure of information, and a shift to open and listening administration are needed. Second, analyzing and seeking ways to reduce overuse of authority in educational institutions will be the cornerstone for leading education's democracy and equality by creating a culture of mutual respect and communication among members of the organization. Hope that follow-up studies will be carried out and that the Gap-jil in educational institutions will be reduced to create a better educational environment.

A study on the advancement of makerspace as a digital transformation platform (디지털전환 플랫폼으로서의 메이커스페이스 고도화 방안연구)

  • There has been criticism that the government-led makerspace did not reflect the actual demand of makers, so there was a limit to performance creation. In this regard, the study aims to diagnose the current status and problems of makerspace and to suggest the implication to respond to policy demand. To this end, we analyzed the current status of makerspace by utilizing the government documents. Then, we conducted a survey of SMEs related to ICT devices that experienced makerspace, and analyzed their opinions on D·N·A technology demand, management difficulties, and governments' support policies. As results, the study proposed several improvement measures to upgrade makerspace as a digital conversion platform as follows. First, due to the nature of the existing industry for introducing D·N·A technology, there is a limit for companies to enter the market on their own, so comprehensive support from the government is needed. Second, it is necessary to establish and expand an empirical test bed for the development of new products and services so that various types of metaverse contents can be discovered and digital transformation convergence models of existing businesses can be derived. Third, by modifying the support method to operate the makerspace as a platform that implements the government-led start-up support policy, boldly transfer what the private sector can do well to the private sector. The participants of Industry·University·Institute Collaboration should freely share ideas and help the common problem be solved. Based on the problems and the findings for improvement, it is expected that the current makerspace would be upgraded to a digital conversion platform suitable for the demand of the field.
