The typical reason of the private sector's increasing share in standardization is that the procedures of official standardization organizations are out of step with the rate of technical development. At today's so fast pace that the success of a technology is decided in the market even before it is standardized, several industry leaders jointly make their draft standard at the early stage of development, which becomes 'De fecto Standard.' To respond effectively to current trends of standardization where the market's decision is thought much of than official standardization procedures, it is necessary to shift from our current public sector-driven to private sector-driven standardization. Therefore, to vitalize the private sector-driven standardization in Korea, there is a need to: Run a standard foundation to secure stable resources for standardization Make information exchange between the govertment and private sector active and policy-making on standards consistent by designating a private organization to cover the roles, policies on standards, and support of the national standardization organization Establish a system to make private sector-driven standards approved as international standards Offer a training program to forster standard experts Publicize the importance of standards Promote standardization forums driven by private businesses, like the Integrated Forum. Maximize the benefits of linking standards and patents Now, Korea is on the threshold of developing into a world-class standard leader, and the private sector-driven standardization should be a stepping-stone for crossing over the threshold. This study is designed to suggest a method of promoting private sector-driven standardization to effectively cope with fast-changing international standards, based on the cases in developed countries.

Objectives: The present system of occupational safety and health law gives priority to traditional command and control regulations. However, this may give rise to problems such as the delay of standard-setting and shortages of human resources. The aim of this study is to examine the usability of private standards in occupational safety and health systems. Materials: After the limits of occupational safety and health law were examined, an application plan for private norms (EN, as enforced in the EU) and occupational safety and health management systems (OSHMS) was investigated. Results: The utilization of private norms and OSHMS may address the limits of the current legal system. In particular, OSHMS is known internationally as a measure for achieving improvements in overall occupational safety and health performance. As a result, occupational safety and health law and private norms/OSHMS are complementary to one another. Conclusions: Even though the utilization of private standards may give rise to legal questions, such standards as complementary measures to traditional command and control regulations need to be utilized progressively in occupational safety and health systems.
Recently, foreign labor standards accreditation system has been emerged as more firms outsource manufacturing works to global vendors focused manufacturing. This paper discuss and compare three major private labor accreditation systems and evaluate what kind of problems may emerge if they become the major global standards for labor practices. This paper concludes that private labor standards accreditation system needs more transparency in the process and should improve accountability by including other stakeholders in the process.

Disabilities can emerge due to traumatic spinal fractures. In terms of sacrococcygeal spine, because of its unique anatomic structure with minimal movement, the possibility for it to have a disability is relatively low. In Korea, unlike most disability criteria, private insurance companies acknowledge angular deformities caused by vertebral fractures as disabilities according to their degree, so there were several cases where patients required compensation, arguing angular deformity caused by sacrococcygeal fracture, which in some cases led to legal conflicts. Except the Act Welfare of Persons with Disabilities which recognizes only severe angular deformity affecting internal organs as disability and the industrial accident disability evaluation which does not recognize coccygeal fracture as disability but rarely recognizes sacral vertebra deformity equivalent to compressive deformation, there is little or no case where angular deformity is recognized as disability. Given the impairment evaluation standards in social insurance, McBride system, American Medical Association (AMA) guides, and newly proposed standards by the Korean Academy of Medical Sciences (KAMS), the most contentious point in the general terms and conditions of private insurance is spinal deformity. To overcome controversy over disability evaluation, the private insurance sector is now applying criteria for axial skeleton to sacrococcygeal vertebrae through revision of standards. Under these circumstances, it is fair to recognize sacrococcygeal fracture as impairment in terms of the pelvis only when the fracture leaves serious deformity and neurological symptoms with clear relevancy. Though it may not be easy to develop accurate disability evaluation standards, improvement is necessary to remove any irrationalities and make the standards as objective as possible.

Various support is provided for the increase in the number of private lodging users in farming and fishing villages and related government policies. However, the bed-and-breakfast accommodation in rural areas lack safety standards or safety indicators for the service pension Gangneung, carbon monoxide leak accident in December 2018, 2020 East Sea in January, Pension. Large gas explosion, accident and is threatening the security of their citizens. Unlike lodging facilities, private lodging in farming and fishing villages is allowed to operate with certain requirements such as fire extinguishers and fire alarms. The purpose of this study is to present safety standards and safety indicators for lodging facilities in farming and fishing villages, which are necessary for the operation management and inspection of local governments and the government related to lodging in farming and fishing villages. Through the study, safety management areas of private lodging in farming and fishing villages were divided into facility safety, fire safety, food safety and living safety, and detailed inspection indicators were presented. There is an academic implication that research on safety management of lodging facilities has been expanded through safety research in areas related to private lodging in farming and fishing villages. It has practical implications in that it provides management standards and indicators that can be used for safety management of private lodging in farming and fishing villages. The limitations of this study are that more studies on private lodging in farming and fishing villages are expected to be conducted through the results of this study, and the lack of research on accommodation safety has prevented more detailed indicators from being derived.

This paper compares efficiency results and performance targets for academic departments in a local private college using DEA (Data Envelopment Analysis). Because of an aging society, a smaller school-age population entering colleges, and enhanced accreditation standards by the government, colleges and universities are not recruiting and retaining sufficient students and therefore are struggling for survival. In contrast to popular four-year undergraduate universities concentrated in Seoul and its satellite cities, retaining students is critical for the survival of local private colleges in poor or remote regions. Therefore, it is very important to identify the factors involved in the retention of students in the various departments of a college. However, given the different characteristics of the departments, it is difficult to identify one unique or robust set of standards to evaluate their performance. The purpose of this paper is to maximize student retention capabilities by ensuring that additional resources are assigned to efficient DMUs, while, inefficient DMUs are given benchmarked targets. Based on previous studies and college accreditation standards, this paper presents indices to be used in evaluating the efficiency of academic departments in a college. In evaluating relative efficiency, this paper uses the output-oriented BCC model. To define target levels to be achieved for efficient DMU, a multi-stage DEA procedure is used.
With the global ESG management craze, domestic and foreign companies voluntarily declare sustainable management and actively respond by establishing strategies. The Financial Services Commission mandates the disclosure of sustainability reports representing ESG management sequentially and will expand to SMEs in the future. Information disclosure of sustainability reports is mainly done through international standards such as GRI, SASB, and TCFD, and many domestic companies use GRI Standards guidelines. This study examines the composition system of sustainability reports and compares public and private companies with GRI Standards to analyze sustainable management by type. This study revealed that public enterprises focused on social and labor, while private enterprises focused on the economy and environment through TF-IDF modeling. In addition, the electronic and information communication industries focused on product responsibility. Unlike previous studies that quantified and analyzed sustainability management according to grade, the current study analyzed sustainability reports, which are unstructured data. Therefore, the results of this study are expected to provide valuable theoretical and practical implications for researchers and supervisors interested in ESG management.
In this paper, we review the domestic reliability standards and its global counterparts IEC/TC 56 international reliability standards. Recently private transfers of reliability certification control tower has established in Korea. Some check points to consider regarding the control tower transfer process to the non-government organization are suggested. Also the IEC/TC 56 and its relevant reliability standards are introduced. Understanding of the IEC/TC56 system will be helpful for the time of non-government organization control tower transfer in the reliability certificate specification
Paradigm Shift: Business of government - Transition to egovernment · Citizens have become accustomed to the private sector delivering high standards of customer service on the Internet and expect government to do likewise(Schoeniger, 2000). · The rise of e-business in the private sector reinforce the shift in the focus of government(Alfred Tat-Kei). · Explosive growth in Internet usage and rapid development e-Business in the private sector have put growing pressure on the public sector to serve citizens electronically, which is often known as the "e-government" initiative(omitted)
