A Sensitivity Analysis for Risk Management of Private Investment Projects - Focused on BTL Projects - (민자유치사업의 리스크 관리를 위한 민감요인 분석 - BTL 사업을 중심으로 -)

  • Since the partly changed 'Private Investment Act for Social Infrastructure Projects' set forth in January 2005, the number of BTL(Build-Transfer-Lease) projects offered to the market has rapidly increased. The scope of BTL projects offered covers not only legally defined facilities but several facilities for the private schools. A BTL project, by definition, is a way of project management that includes the entire process of development such as planning, design, construction and operation over the period of 20-30 years. As a result, various types of risk may happen at each stage of the project and it is extremely important to efficiently control the sensitive factors that affect the risk profiles of the project. The examples of the sensitive factors are construction cost, interest rate, discount rate, lease amount, rental fee, O&M cost and so on. This study examines the characteristics of these sensitivity factors, analyzes their impact on the project feasibility and suggests the alternatives to manage them efficiently.

A Study on the Profitability of Private Finance Initiative Ports Companies and the Use of Old Ports Rehabilitate-Project

  • This paper analyzes the profitability of the Private Finance Initiative(PFI) ports and proposes the application plans of the R-project(Rehabilitate project) for old ports to attract and activate private investment in the port industry. The R-project of old ports can reduce the government's financial budget and provide improved facilities for users more quickly than the public sector comparator. Before suggesting the R-project for old ports, the profitability of the currently operating 11 companies of the PFI ports are analyzed using the four ratios of profitability, and the results show that all the companies indicate low profitability, except for the top three companies. To apply the R-project, the three types of R-project ports are categorized as maintaining the function of the port, changing the function of the port, and mixing the function of the port. Additionally, three obstacles and improvement measures are suggested; attracting private business, legal issues, and administrative procedures. This study is conducive to the policy making for the port renewal and the activating PFI for the port industry.

  • This Research suggested direction of development and analyzed necessity and given condition of CM(Construction Management) operation system of SOC private infrastructure project which is judged to grow up continuously from now on, Direction of development which is suggested in this research is largely there, (1)development of SOC private infrastructure project CM work standard process guide, (2)development of SOC Private Investment project feasibility study Performance standard, (3)checklist of SOC by stages and functionally private investment projects risk. Through this development, later we judge effect not only supply of a model case to artivate CM system but heightening of efficiency in domestic construction industry.

  • The government introduced private infrastructure projects in order to reduce its financial burden by introducing private sectors efficiency and creativity and by utilizing their funds. Through revision, the act on the private investment of the infrastructure, many changes were made in the private investment system. The evaluation task to assess the project proposer's capability and to select a promoter is regarded as the most important process for fairness and transparency of the project. In this study, the improvement of project plan evaluation task of current private infrastructure projects is proposed based on the standard guideline for evaluation procedure of private infrastructure projects provided by Korea Development Institute. In addition, software program for evaluation procedure is made to improve the efficiency and enableconvenient evaluation task.

  • This paper analyzes problems related to total cost changes in private investment projects, and then proposes an improvement measure for the control of cost changes within the framework of the project management, contract, human resource, project communication, cost, and time management. From the viewpoint of contract management, the basis of cost change ought to be cleared up with standardization of related provisions in the concession agreement, and potentiality of change ought to be excluded with prescription of the private investor's leading role from the design phase. Regarding human resource management, this paper proposes a standard work flow granting much sovereign rights to private parts by putting restriction on work scopes of the entrusted authority of government, and transferring the rights of assignment, contract, and control about the responsible supervisor to the concessionaire. With regard to project communication management the notification of changes on drawings and technical documents ought to be automated and the realtime database ought to be established with DMIS (Drawings & Documents Management Information System). From the cost management point of view, this thesis integrates the control of cost-change-approved items and disapproved items to one cost breakdown system, and then harmonizes the actual progress with EVMS in time management.

Public-Private Partnerships in Mexico, Panama, and Brazil: A Focus on Port Performance

  • Purpose - This study examines the relationship between public-private partnerships and the performance of ports based on three factors: the quality of the port infrastructure, container throughput, and logistic performance in three Latin American countries, Mexico, Panama, and Brazil, for the period of 1994-2017. Design/methodology - The selected countries are top ranked in terms of container throughput in Latin America. The methodology employs secondary data from the World Bank (Quality of Port Infrastructure, Logistics Performance Index, and Private Participation in infrastructure database). Findings - Overall, the results revealed that the private investment of these countries varies significantly over the past couple decades. Panama, with the least public-private investment over the study period, performs better than Mexico and Brazil with regards to port quality infrastructure and container throughput. For ports in the selected countries to keep up with global competition, there is a need to enhance efficiency. Originality/value - Compared with ports in Asia, Latin American ports are lagging behind with respect to container throughput and efficiency. This study suggests greater collaboration from the private sector, academia, and other organizations, as well as a review of the regulatory framework to ensure better transparency and project allocation. Throwing more light on the public-private investment environment of Mexico, Brazil, and Panama, this study offers policy makers and regulators insightful information on port infrastructure.

  • This paper focuses on construction cost volatility for the purpose of private sector investment by use of a financial model with key indices of IRR and DSCR (Debt Service Coverage Ratio). A case project, 1,000 MW pumped storage hydropower plant, has shown that its financial impacts by cost volatility of underground works are less measured than interest rates impacts by interest rate of loans. Probabilistic analysis of costs under geotechnical conditions has been made by Indicator Kriging method. And, in the modeling of interest rates, geometric Brownian motion has been applied. Both of these impacts are measured on the same financial model.

  • PFI(Private Finance Initiative) Project is carried to expand infrastructure effectively through participation of private investment. From the year 2005, the range is expanded not only industrial infrastructure such as made road, harbors and so on but living infrastructure such as school facilities, environmental facilities. For this reason BTL(Build-Transfer-Lease) system is mainly used in new private finance initiative project but in existing private finance initiative project BTO(Build-Transfer-Operate) system was used. BTL system is operated to judge fitness of private investment and classified into quantitative VFM(Value for Money) and qualitative VFM. In this research the estimation item of qualitative VFM which is hard to deduce the effect is created and after surveying of questionnaire in target of experts, relative importance and weight is established with AHP(Analytic Hierarchy Process). By estimating efficiency and benefit of quantitative VFM and qualitative VFM aspect effectively it is expected to support a rational making decision for operating BTL.

  • In order to maintain construction industry and to improve efficiency, the Korean government legislated private investment system. Private sector takes advantages by adopting CM (Construction Management) project system, however, public sector has relatively less capability and experience than private sector. In this paper, PSM (Partnership Support Management) is addressed in order to actively strengthen the project capabilities for public sector. PSM maintains existing CM project system because it is a concept of expended business model of CM. PSM needed to categorize the private participated project into 5 phases; project development phase, project announcement phase, project evaluation phase, project agreement phase and agreement changing phase. PSM business structure and business process considering stakeholder's interrelationship and participation are suggested in this research. Suggested PSM business model may not only increase a comprehensive understanding of government and project capability, but also may reduce work load and responsibilities for project momentum of private participation in infrastructure.
