  • Private archives are an important indicator of understanding a society that contains various memories, the lives and experiences of members, daily lives, morality, and values. Recently, as diversity has emerged as an important value in Korean society, a number of individuals and communities have been appeared based on different bases and purposes, and the contents, types, and categories of private archives produced from their voluntary activities have also diversified. These private organizations and communities are potential targets for producing and holding private archives, but most of them do not have the minimum infrastructure or system for management of archives, and the foundation for management of archives is weak only to be supported with the voluntary will and activities of the private sector. Therefore, there is a need for a plan to support activities to manage archives suitable for each organization's level while respecting the unique characteristics and methods of the private sector within the national management system of archives. In addition, since it is difficult to solve all issues related to management of archives in the private sector with only a small number of process topics, a cooperative system should be established to sustain activities to manage archives on its own through networks between private sectors. In this study, we intend to propose a 'private archives information network platform (hereinafter referred to as a platform)' as a way to establish a communication and network foundation between private sectors and share resources with each other. Based on the results of analysis of cases of building network between private sectors and expected user requirements, we would like to establish a vision and target model of the platform and discuss ways to continuously operate the platform.

  • Growing interest in everyday-life archives and community archives leads to the establishment of small-scale archives in the private sector. Interoperability of descriptive information is necessary to be able to have a link between these factors. The purpose of this study is to explore how descriptive information can be interoperable in private archives, which participate in the archives network, and to suggest a direction in organizing the private and community archives network. For this purpose, it investigated the current situation of archival description in small-scale private archives in Korea, especially in terms of collection, and analyzed descriptive information applied to four foreign archives networks. The purpose of this study is to examine the current status of collecting private records in the governmental archives. The analysis was made based on policies and guides from 14 state/provincial archives, including five in the US, seven in Canada, and two in Australia. From the analysis, the study examined collection areas, types of private records, and colleting methods, such as donation or deposit. It also studied the considerations on transferring copyright, placing access restrictions, and disposing of records. The study made the following suggestions for collecting private records at public archives in Korea: (1) define the collecting areas of private records relevant to the characteristics of a region; (2) determine the acquisition methods, including donation or deposit, and establish a procedure to make an agreement for the transfer of ownership, including copyright, access restriction, and disposal of records; (3) develop cooperation among the related institutions within a region.

  • From the beginning of the enactment and implementation of the Public Records Management Act, there has been a steady discussion on the establishment of local archives. Local archives include not only administrative records of local governments, but also private archives such as containing the lives of residents. Along with the academic discussion, there have been movements for local autonomy and decentralization. Currently, interest and discussion on private archiving are in the historical flow. In addition, private archiving has become a social concern because of the establishment of systems such as the Public Records Management Act and the Information Disclosure Act, the establishment of a digital environment, and the spread of the meaning and value of village community activities. There are several government agencies related to private archiving, and the grounds for performing their work are different, and there are many central administrative agencies to which they belong. Therefore, I propose that the National Archives take the lead and form a 'Consortium of Private archives Management Institutions'. The organization should promote first, cooperation of collection information and archives, second, coordination of tasks and functions between institutions, and third, establishment of a nationwide private archives management system. Now is our chance. Instead of reacting on an ad hoc basis, respond systematically with a long-term perspective.

  • Twenty years after the Records Managemen Act was first enacted, the archiving environment has changed a lot. The advent of the electronic records environment, the importance of presidential records management, and the importance of managing private records have been a direct background to the 2006 revision of the Records Management Act. The field of electronic records management and the field of presidential records management have challenges and limitations, but have been steadily developing. However, in the private sector, archiving has not changed significantly compared to the voluntary activity. Now the maeul-community is calling for a response from the records management community. A society develops when the private and public sectors cooperate with each other and form healthy check-ups. In the archiving field, it must also become active through cooperation.
