Analyzing the Relationship between Market Concentration and Performance in Global Pay TV Markets for the Media Industry Regulation and Policy (해외유료방송의 시장집중과 시장성과 간의 관계분석을 통한 미디어산업 규제 및 정책 방향)

  • The purpose of this study is to provide relevant directions of media industry regulation and policy by analyzing the relationship between market concentration and performance in global pay TV markets. The market concentration has long been regulated in the media industry under the belief that it harms market efficiency and cultural diversity. As the global media market is undergoing significant chance accelerated by the advance of technology, it is necessary to examine the feasibility of this long myth. The data are collected from global 17 pay TV markets and analyzed to see whether the highly concentrated markets by a single player result in higher price and slower service penetration. The result indicates that the price is not escalated and the penetration is not limited even in the markets where a dominant player takes high market share. It implies that more diverse factors other than the market concentration affect the market performance and that maintaining strict regulation of the market concentration is likely to have negative effect on technology innovation.

The Financialization in the Commodity Markets and Hedge Funds' Financial Speculation (상품시장의 금융화의 헤지펀드의 금융적 투기)

  • This paper suggests that, in contrast to main argument of Efficient Market Hypothesis, hedge funds's financial speculation activity in the commodity markets are tending to generate a malfunction of making future price diverge from fundamental price. For this reason, we insist that stricter regulation on commodity derivative markets, including position limitation, is needed. Using some statistic analysis tools, we show that derivative transaction volume is getting so larger that financial speculation by hedge funds dominates price movement in commodity market and eventually slackens the speed of price's return to the fundamental price.

The Impact of Stock-to-Flow Price Ratio on Housing Starts (재고-신규주택 상대가격이 주택공급에 미치는 영향)

  • This thesis investigates relationship between Stock-to-Flow price and housing starts in Seoul metropolitan form 2008 year to 2019 year. The paper tests the relationship through two time-series models such as a vector error correction model and Dynamic Panel regression model. The model results show evidence of positive correlation between Stock-to-Flow price and housing starts in the long run. By transforming the regional data into a panel data set and running a fixed effects model, we test the explanatory power of PBR on housing starts. The result of VECM confirms that one unit uprising PBR raises up apartment construction by 7.4%. This result supports that PBR is a major factor in choosing a start of housing construct. Base on the result of empirical model, We also suggest that the market self-regulation function of housing providers is operating in the entire metropolitan area market.

  • Electric vehicles should be connected to power system for charge and discharge of battery. Besides vehicle's battery is charged for a power source, it is also reversibly possible to provide power source from battery to power system. Researches on battery usage for regulation resources have been progressed and could cause cost increase excessively because they distribute regulation capacity equally without considering the battery wear cost of SOC, temperature, voltage and so on. This causes increase of grid maintenance cost and aggravate economical efficiency. In this paper it is studied that the cost could be minimized according to the battery condition and characteristic. The equation is developed in this paper to calculate the possible number of charge and discharge cycle, according to SOC level and weighting factors representing the relation between battery life and temperature as well as voltage. Thereafter, the correlation is inferred between the battery condition and wear cost reflecting the battery price, and the expense of compensation is decided according to the condition on battery wear-out of vehicle. In addition, using realtime error between load and load expectation, it is calculated how much regulation capacity should be provided.

The study on improving the regulation for industrial accident rate level assessment of construction companies (건설업 산업재해발생률 산정·평가기준 개선방안 연구)

  • The regulation for industrial accident rate level assessment of construction companies was introduced to the construction industry in the Republic of Korea since 1993 and has brought positive outcome on industrial accidents reduction at construction work sites. There were considerable decrease of industrial accident ratio and enforcing of contrators' safety organizations from the beginning of the regulation for industrial accident rate level assessment. In spite of these positive outcomes, there were some negative effects such as contractors' shrinking accident reports to keep good accident ratios since these figures had a great impact on pre-qualification stage of bidding when general contractors were competing for new construction projects. In addition, Comprehensive evaluation bid system, which replaces the lowest price bid system is applied to government-ordered construction projects since 2016. Comprehensive evaluation bid system includes construction company's accident rate as one of the evaluation items and carries out with the industrial accident rate level assessment of construction companies at the same time. The regulations of two systems have been called for improvement to unify these different procedures and standards which have led business stakeholders to confusion for several years. This study aims to devote on lessening shrinking accident reports and to reduce the waste of business stakeholders through changing the regulation for industrial accident rate level assessment.

A Study on the Timing and Method of the Final Price of Air Ticket in Computerised Booking System (인터넷 항공권 예약시스템에서의 '최종가격' 표시시기와 방법 - 2015년 1월 15일 EU사법재판소 C-573/13 판결을 중심으로 -)

  • The issue submitted to the Court of Justice on the merits of case C---573/13 originated from a claim brought in the context of a dispute between Air Berlin and the German Federal Union of Consumer Organisations and Associations. The challenge concerned the way in which air fares were displayed in Air Berlin's computerised booking system. The system was organised in such a way that, after selecting a date and a departure airport, one would find all possible flight connections in a summary table. However, the final price of the ticket was displayed only for the clicked connection, and not for all connections, thus preventing customers from being able to compare such price with the prices of other connections. The German Federal Union took the view that this practice did not meet the requirements laid down by Article 23 of Regulation (EC) No. 1008/2008, which requires transparency in the prices set for air services. This led the German State to bring an injunctive action to cause Air Berlin to discontinue said practice. The claim was upheld at both the application and appeal stage of the relevant proceedings. Subsequently, Air Berlin submitted the matter to the German Federal High Court, which decided to stay the proceedings and ask for a preliminary ruling from the Court of Justice as to 1. whether Article 23 of Regulation (EC) No. 1008/2008 must be interpreted as meaning that, during the computerised booking process, the final price to be paid must be indicated at all times when prices of air services are shown, including when they are shown for the first time; and 2. whether, during the computerised booking process, the final price must be indicated only for the air service specifically selected by the customer or for each air service shown. In a nutshell, the Court, by the here---discussed judgment determined that Article 23 of Regulation (EC) No. 1008/2008 must be interpreted as meaning that, in the context of a computerised air ticket booking system, the final price to be paid must be indicated not only for the air service specifically selected by the customer, but also for each air service in respect of which the fare is shown. Clearly the above judgment will place air companies under an obligation to update and adjust (when needed) their computerised ticket booking and payment systems, in consideration of the primary need for consumers to be aware at all times of the actual price payable for a ticket and be able to compare the price of the service selected with the prices for other air services in respect of which the fare is shown.

  • This study intends to analyze issues of purchasing process in public libraries by the 2014 revised Publication Industry Promotion Agency of Korea and fixed book price. Furthermore, this study suggests future tasks for restoring the intent of revising the laws and toward a better book purchases. The main contents of this study are as follow: 1) preparing the effective methods for selecting book vendor with evaluating the performance not price competition, 2) establishing concept and scope of local bookstore as book vendor for restoring the intent of the activation policy of local bookstore, 3) establishing the well-defined regulation about benefit of the economic dimension.

Does the Pricing Mechanism Affect the IPO Flipping Activity in Pakistan?

  • This paper explores the relationship between price mechanism and flipping activity of initial public offerings (IPOs) in Pakistan's emerging economy. This study uses a cross-sectional data set of 95 firms listed on Pakistan Stock Exchange from 2000 to 2019. This study employs the ordinary least square and quantile regression techniques to capture the relationship between price mechanism and flipping activity. The results show that book-built IPOs flip substantially less than fixed-price IPOs. This is consistent with the signaling theory assertion that roadshows are arranged by underwriters to capture investors' demand and set the offer prices of IPOs. If investors learn the fair values of quality IPOs, then the offer prices will be close to the intrinsic values, thus reducing flipping. The findings also provide conclusive evidence for understanding the usefulness of and the more relevant information regarding the pricing mechanism. In particular, it provides a better understanding of how companies actually use the pricing mechanism information in the flipping of IPO shares. The results of this study are also valuable to underwriters, and regulators, for instance, provides underwriters with the discretion to allocate the IPO shares and the SECP, in revising regulation on the disclosure of IPO pricing methods.

  • By development of renewable energies and high-efficient facilities and deregulated electricity market, the operation cost of distributed generation(DG) becomes more competitive. The amount of distributed resource is considerably increasing in the distribution network consequently. Also, international environmental regulations of the leaking carbon become effective to keep pace with the global efforts for low-carbon paradigm. It contributes to spread out the business of DG. Therefore, the operator of DG is able to supply electric power to customers who are connected directly to DG as well as loads that are connected to entire network. In this situation, community energy system(CES) having DGs is recently a new participant in the energy market. DG's purchase price from the market is different from the DG's sales price to the market due to the transmission service charges and etc. Therefore, CES who owns DGs has to control the produced electric power per hourly period in order to maximize the profit. If there is no regulation for carbon emission(CE), the generators which get higher production than generation cost will hold a prominent position in a competitive price. However, considering the international environment regulation, CE newly will be an important element to decide the marginal cost of generators as well as the classified fuel unit cost and unit's efficiency. This paper will introduce the optimal operation of CES's DG connected to the distribution network considering CE. The purpose of optimization is to maximize the profit of CES and Particle Swarm Optimization (PSO) will be used to solve this problem. The optimal operation of DG represented in this paper is to be resource to CES and system operator for determining the decision making criteria.

The Impact of Access Rate Regulation on ISP Revenue and Pricing (인터넷 최대 접속 속도의 제한이 서비스 제공자의 수입과 서비스 가격의 결정에 미치는 영향)

  • Internet service providers regulate the maximum data transmission rate of each user as a means to provide a tiered Internet access service or to avoid the monopoly of a few greedy users. In this paper, we aim to analyze the impact of this access rate regulation on the revenue of Internet service provider and the pricing strategy. We first propose a service quality model taking into account the access rate regulation, and analyze how the regulation affects the service subscription decision of users. In addition, we derive a sufficient condition that guarantees the stability of the revenue, and formulate an optimization problem that finds the optimal price to maximize the revenue.
