자연재해저감을 위한 한반도 피해 취약성 분석 : 공공시설피해를 중심으로 (An Analysis of the Korean Peninsula Damages Vulnerabilities for a Natural Disaster Mitigation : Focus on Public Facilities Damages)

  • This study aims to find out a state of the damages and vulnerable areas from natural disasters in the Korean peninsula using the prevention meteorological database information made by Park(2007b). Through the correlation analysis between damage elements and total property losses, we investigate the damages of public facilities, which have high correlation coefficient, and the cause of disasters and want to propose the basic information to set up the disaster prevention measures in advance. As a result, because most of the total property losses is the damages of public facilities, we can reduce the damages of natural disasters if we can predict the damages of public facilities or carry out the prevention activities in advance. The most vulnerable area for the natural disasters are Cangwon-do and Gyeongsangnam-do provinces. The vulnerable areas for the damages of public facilities by typhoon are Daegu metropolitan city, Cangwon-do, and Gyeongsangbuk-do provinces. These vulnerable areas will take place more frequently due to the climate change including Gyeongsangnam-do province so that we need to set up the disaster prevention measures and natural disaster mitigation plan. Also, we think that it has effect on reducing the damages of natural disasters to predict the damage scale and strongly perform the prevention activities in advance according to typhoon track and intensity.

  • In this study, we proposed GIS-based Regional Crime Prevention Index (RCPI) development method designed to support local governments with systematic crime prevention activities. The public interest in safe urban environment is increasing rapidly. The government is putting efforts into crime prevention activities to eliminate the criminal opportunities in advance. CPTED is method to prevent crimes in the city by improving environmental factors that cause crime. It is used by local governments to promote the crime prevention activities centering on the expansion of CCTVs and street lamps and the improvement of street environment. However, most policies were terminated as one-off programs and it is necessary to monitor the effect of such policies on a continuous basis. In order to alleviate issues, this study proposed RCPI as part of crime safety assessment in urban environments. The estimation of RCPI in City A of Gyeonggi-do showed relative differences in 31 districts (dong), indicating that it is also possible to evaluate the crime safety in the local community on the level of the administrative dong, the smallest administrative district in the urban environments. As a crime map, the RCPI will be used effectively as he reference to support the decision making process for local government in the future.

자연재해 평가를 위한 방재기상 DB 정보 (Prevention Meteorological Database Information for the Assessment of Natural Disaster)

  • 자연재해로부터 야기되는 피해를 줄이고 자연재해저감활동을 전개하기 위해서는 기상정보와 재해자료에 근거한 정확한 예보와 방재활동이 요구된다. 또한 사전방재활동을 위해서는 방재기상정보로의 처리가 필요하다. 이를 위하여 본 연구에서는 행정자치부에서 발행하는 통계연보와 재해연보, 중앙재해대책본부에서 발행한 최근 10년간 자연재해 피해 현황, 기상청에서 발행한 기상연보를 이용하였다. 이들 4가지 자료를 이용하여 자연재해의 원인과 피해요소, 발생빈도, 취약지역 등을 분석하였는데, 이들 자료는 피해내역과 기상현상에 대한 분류 및 용어가 일치하지 않으므로, 재해의 종류와 피해액을 비교 분석한 결과, 기상재해 원인과 피해 요소, 피해액, 피해지역 등과 같은 재해 변수를 선정하고, 재해연보를 이용하여 database를 구축하였다. 이렇게 구축된 database는 앞으로 자연재해 저감계획과 risk model을 개발하고 자연재해를 평가하는데 유용하게 쓰일 수 있다.

재해율의 예측에 의한 강구조공사의 중대재해 예방에 관한 연구 (A Study on Prevention of Major Accidents Through Utilization of Fall-Preventing Safety Installations)

  • This study, with a view point to prevent accidents arising from steel structure, construction process, has taken an approach of reviewing related materials and construction safety guidelines, conducting questionnaire surveys and on field surveys. This study has also analyzed and classified accident cases and disclosed elements concerned with those accidents. A comparative analysis of the disclosed elements against the statutory provisions regarding industrial safety and it showed that strict observance of safety rules of the accident prevention measures in industrial safety standards will result in a decrease in accidents. It is concluded, however, that additional accident prevention measures, as suggested below, should be implemented for performing of more practical and positive accident prevention. 1) Thorough review and preparation at pre-working stage at sites : Such elements of fall preventing facilely as supporting ropes and steel fabrications for safety guard rails should be initially reflected on detailed drawings and shop drawings so that they can be installed in advance at fabricating plants. 2) Sets of steel frame stairs for work platform should be installed or secured with priority and temporary installation of such prefabricated platform as scaffolds should be installed in advance with those platform attached to the frame members on the ground whenever possible before they are lifted. 3) A decrease in the rate of accident by more than 10% on Tuesdays and Thursdays, has been shown from the accident analysis so schedule of construction process should consider possible weekday of high risk of accidents such as Tuesday and Thursday. 4) An array of systemized safety activities should be adopted, such as legal installation of safety facilities based on advance safety management plan, maintenance of safety for machinery and construction equipment, and strict compliance of safety rules by workers.

범죄예방 및 안전사고 감소를 위한 CCTV시스템의 활용방안에 관한 연구 (Research on Utilizing Method of CCTV System for Crime Prevention and Safety Accident Reduction)

  • Recently, people in cities of developed countries are exposed to unfortified damages of crime and disaster due to urbanization, industrialization and information-oriented era caused by congestion of population in terms of hardware and various social pathology phenomena and frequent and large scale of disaster caused by crime and disorder, which occur in the course of going through nuclear family, a gap between rich and poor and aging society in terms of software. In this regard, demand for security upon individual life and property has been increased but the police that are responsible for the public security does not effectively reduce damage in life and property because their activities are mainly oriented in coping with security accidents more than prevention. Shortage of manpower and budget, retarded equipment, and heavy overwork are the reasons. In order to confront with this kind of situation, we should utilize CCTV system with the purpose of declining possible chances of crime, not for eliminating cause of crime as crime prevention activities to predict danger in advance as a way of prevention and we may expect a role of damage prevention by installing CCTV in places where security accident may possibly happen. In conclusion, there are invasion of privacy, misuse of the system, insufficiency of overall monitoring office management, lack of citizens' understanding and economical allotment of the system installation costs in installation of CCTV system. However. it is necessary to install the CCTV system for effective prevention of crime and prevention activities of security accidents and accurate PR of purposes of installing CCTV to local residents, establishing relevant laws about system misuse, allotment of equipment costs and fees by R&D of the system machinery, cost reduction method of storage, management and replacement, saving costs from co-operative attitude of government, and local autonomous entities and local residents should be involved.

  • Steel industry in Korea is a key national industry that has led economic growth for a long time. And accidents occurred from a variety of causes has endlessly made as much as remarkable achievements of steel industry. It is a fact that research achievements of disaster prevention in steel industry has not been significantly, compared to production technique achievements. And the level of interest on safety management in the steel industry is conspicuously low. Although support activity for a various safety management are provided reasonably to prevent disasters occurring with subcontractors. A method capable of quantitative evaluation, applied to subcontractors in most business places are relatively rare except parent firms-leading places. This study is to make and show safety management activities to purcue in advance in conjunction with a parent firm through development of a more systematic and quantitative evaluation model for disaster prevention with steel industry subcontractors, and to contribute to disaster prevention in domestic steel industry through advanced safety management method, by applying a proposed evaluation model of safety management activities as subcontractors in steel industry.

초고층 빌딩의 화재 피해 최소화 방안에 관한 연구 (Research of the Fire to Minimization Damage Plan on High-rise Buildings)

  • 초고층 건물이라는 특수 장소에서 화재가 발생하였을 경우에 야기될 수 있는 제반 문제점을 도출하여 인적, 물적 피해를 최소화하기 위해서 초고층 건물 내에 존재하는 잠재위험요인을 찾아내 위험이 얼마나 큰가를 분석하여 그 해결 방안을 모색하여야 한다. 예방적 측면에서 화재예방활동을 통하여 화재의 발생을 억제하거나, 진압적 측면에서 화재발생과 동시에 초기 진화하는 것이겠지만, 화재의 진행과정을 미리 예측하거나 진행경로를 차단하는 인텔리젠트 또는 파이어 그리드를 이용한 과학소방적 진압방안의 도입이 필요하다.

  • 현대사회에서 시민들의 안전과 삶의 질적 측면을 적극 고려하는 범죄예방활동은 범죄의 발생을 사전에 방지하고, 효과적인 범죄예방 전략을 통해 사회구성원들의 관심을 이끌어내고 가치를 부여하는 것이 상당히 중요하다고 할 수 있다. 범죄예방을 위한 정책과 기법들은 시간이 흐를수록 보다 과학적이고 최첨단적인 방법으로 이루어지고 있다. 특히 오늘날 대표적인 범죄예방의 최첨단 전략이 민간경비영역에 많이 도입되고 있다. 그러나 민간경비에 첨단기술이 많아지면서 비용이 상승하고 투자대비 효과에 대한 의문도 일부 제기되고 있다. 이러한 현실을 극복하기 위한 방법 중 하나가 환경설계를 통한 범죄예방(CPTED) 전략이다. 이는 적은 비용으로 범죄를 예방할 수 있도록 주위의 환경을 개선하는 것으로 자연적 감시원리, 접근통제, 영역성, 감시강화 활동의 지원, 유지 및 관리의 원리를 강조하는 다각적인 범죄예방 접근이라고 할 수 있다. 범죄예방과 관련된 방어공간의 영역설정은 민간경비와 CPTED의 영역과 활동의 영역을 결정지으며, 현실적으로 범죄에 대한 예방과 방어공간을 고려해야 한다. 범죄의 사전적 예방이 강조되고 있는 현대사회에서 범죄예방을 위한 접근 시각과 방법을 달리하는 민간경비와 CPTED의 이질적인 측면과 기술적이고 전문적인 영역에서 어느 정도 중첩이 되는 동질적인 측면이 있으며, 궁극적으로는 범죄에 대한 공간과 환경적인 접근을 통해 예방을 하는 것이다. 이러한 민간경비와 CPTED는 범죄예방활동과 관련해서 범죄가 발생할 수 있는 기회를 감소시키기 위한 공간적인 시각과 다각적인 접근을 의미하고, 특정행동에 해당하는 범행과 그 기회를 억제하거나 유인하기 위한 범죄예방 정책이라 할 수 있다. 결국, 범죄의 사전적 예방이 강조되고 이와 관련된 전략이 요구되는 가운데 민간경비와 CPTED의 상호의존성과 관련하여 다음과 같은 사항을 고려해야 한다. 첫째, 범죄예방에 대한 접근 방법과 주체 그리고 규모의 다양성, 둘째, 민간경비와 CPTED의 특성과 한계를 고려한 영역 설정, 셋째, 상호의존적인 민간경비의 첨단적이고 과학적인 발전과 범죄예방에 대한 CPTED의 방어공간영역을 전문적으로 연구하여 접목하는 것이 바람직할 것이다.

Prevention through Design (PtD) of integrating accident precursors in BIM

  • Construction workers are engaged in many activities that may expose them to serious hazards, such as falling, unguarded machinery, or being struck by heavy construction equipment. Despite extensive research in building information modeling (BIM) for safety management, current approaches, detecting safety issues after design completion, may limit the opportunities to prevent predictable and potential accidents when decisions of building materials and systems are made. In this respect, this research proposes a proactive approach to detecting safety issues from the early design phase. This research aims to explore accident precursors and integrate them into BIM for tracking safety hazards during the design development process. Accident precursors can be identified from construction incident reports published by OSHA using a text mining technique. Through BIM-integrated accident precursors, construction safety hazards can be identified during the design phase. The results will contribute to supporting a successful transition from the design stage to the construction stage that considers a safe construction workplace. This will advance the body of knowledge about construction safety management by elucidating a hypothesis that safety hazards can be detected during the design phase involving decisions about materials, building elements, and equipment. In addition, the proactive approach will help the Architecture, Engineering and Construction (AEC) industry eliminate occupational safety hazards before near-miss situations appear on construction sites.

  • 최근 우리나라에서도 지진 발생빈도가 급격히 증가하면서 지진에 대한 관심도가 높아지고 있다. 지진발생 시 대응과 복구도 중요하지만, 관리 취약점을 사전에 찾아내어 예방 및 사전 대비 활동을 수행하는 것이 필요하다. 한국수자원공사에서는 지진으로부터 안전한 시설관리를 위해 지진가속도계측기를 운영하여 실시간 지진데이터를 수집하고 있으며, 대외기관에서 지진데이터를 활용할 수 있도록 데이터를 전송하고 있다. 운영 중인 지진감시시스템의 관리 취약점을 사전에 줄이고자 지진데이터의 수집지연시간을 최소화하고, 빅데이터를 활용한 지진데이터의 실시간 품질분석 체계·기반 구축으로 고품질의 데이터 생산이 가능하다. 이에 따라 댐 안전관리 및 고품질의 지진데이터를 확보하여 대외기관에 신속한 데이터를 제공함으로써 지진재해로부터 국민의 생명과 재산을 보호할 수 있을 것으로 기대된다.
