The characteristics of Records Management Policy during Participation Government(2003~2008) (참여정부 기록관리정책의 특징)

  • Since the government of Republic of Korea was established in 1948, a period that made the biggest difference on National Records Management System was from 1999 when was enacted. Especially, it was the period of President Roh's five-year tenure called Participation Government (2003-2008). This paper illustrates distinct phenomena of Records Management System Policy during Participation Government. Three major agents of the system are President Roh, the Presidential Secretariat, and Archives Management Bureau at the National Archives of Korea. They sometimes competed with themselves for initiatives of policy, but they used to cooperate with each other and have brought about innovations on records management. The first distinctive characteristic of Participation Government (below PG)'s records management is that it implemented governance actively. That is, it tried to listen carefully to all opinions of interest organizations related to records management and enacted laws based on those. The PG not only listened to civic groups, but also created two professional groups called Records Management Innovation Expert Committee and Innovation Decentralization Assessment Committee. Those two groups enacted . Another remarkable feature is a nomination of records management specialists at public institutions. In 2005, PG created Archival Research Positions among research public officials and appointed experts in the field of Archival Research History at central department. With the process, the government tried to provide public records management system and to improve specialty of records management. Since then, records management specialists were employed not only at local governments but also at private archival institutions. It has allowed of entering a new phase in employing records management professionals. The Participation Government also legislated (completely revised) . It led to a beginning of developing records management in Republic of Korea. was revised thoroughly for the e-Government period and was established as a foundation for managing presidential records. An establishing process of a country's records management system describes the degree of democratic development of society. Following governments should supplement PG's shortcomings and carry out 'New Governance Records Management System'. Principal subjects of records management system should include not only a government but also civic groups, local governments, small businesses, and academic professionals. The object of records management also needs to be democratic by recording not only the plans and enforcements of a task but also influences and results of a task. The way of archiving ought to be discussed by all related principals.

A Study on the Improvement of Accessibility to Public Records: Based on the Construction of Subject Thesaurus for Presidential Archives (공공기록에 대한 접근성 제고 방안에 관한 연구 - 대통령기록관 주제시소러스 개발 사례를 중심으로 -)

  • To search based on the functional classification or provenance is not easy for users, and the key word-based information retrieval presents only simple words matching with the title of the records. The Presidential Archive of Korea developed a subject classification scheme to improve the convenience of searching for various records and came up with a subject thesaurus based on the scheme that utilizes the terms appearing on the title of the records and the terms used by the users who searched the portal or requested information disclosure. This research presents the development process of subject thesaurus. It also presents the utilization methods for records management work and services.

  • This study proposes the formation of education service models using presidential archives based on ubiquitous technology. To accomplish these, this study analyzed various education programs of presidential archives in Korea and other countries. The reason behind the use of ubiquitous technology is to allow interinstitution cooperation and create synergy effects. With this, this technology is grafted onto the modified BIG6 Model, which is developed for information literacy. This study can be useful and valuable in the aspects of education, contents development, and service development.

  • The Presidential Archive of Korea provides archival information services in various forms. This study evaluated web-archival information services provided in The Presidential Archive of Korea using DigQUAL. To perform the study, this study conducted a descriptive statistic and confidence tests. The evaluation method was accomplished user survey. And the evaluation territory was classified with archives and information search, archives use service, expansion service. As a result, a general satisfaction was low, and this study suggested improvement method for web archival service in the Presidential Archive of Korea.

A study on the Causal Feedback Relationship between Special Pardon for Traffic Law Violators and Traffic Accidents (교통법규 위반자에 대한 사면과 교통사고 발생 간의 인과순환적 관계에 대한 연구)

  • More than 24.43 million people received a special pardon to mark the anniversary of Liberation Day on Aug. 15 and to commemorate other national event, during 15years(1995-2009), in this period six times of presidential pardon was implemented. The special pardon allows traffic law violator to drive again with their violation records wiped clean. But traffic records show that traffic accidents used to increase very fast in a short period by up to 3-15 percent after implementing the every massive pardons. This study explores the causal feedback relationship between presidential special pardon for traffic law violators and the occurrence of an traffic accidents using a system thinking approach and simulation modelling. Particularly, this study focused on the analysing significant negative impact of the traffic pardon on the occurrence of worrisome traffic accidents. The results of this study show that presidential special pardon have had impact on the traffic accidents as a increasing leverage of positive feedback loop and the obedience of traffic law as a decreasing leverage of negative feedback loop. Finally, this study conclude that the cyclical increasing pattern of traffic accident is resulting from the periodically conducted presidential pardons with political aims.

  • The purpose of the study is to analyze the user satisfaction of 'the Presidential Web Record Service' using a proposed model of the user satisfaction index which consists of contents quality, service quality, and system quality. In addition, user's royalty and compliant are also measured in this study. This study shows that satisfaction of contents quallity and system quality influence significantly on the user satisfaction. And contents quality, service quality, user satisfaction show a significant relationships to user's royalty.

  • This paper attempted to analyze the presidential archives of the participatory government in the labor and employment policy secretary's office. This approach is meaningful in that it provides basic data for evaluating presidential records and facilitating their use. Furthermore, evaluation of participatory government labor policies can help create a research environment based on archives. This paper also focused on the evidence value of document management cards that can confirm the entire decision-making process. This is an eloquence of the quality of the participatory government presidential archives.

A Study on the Records of Presidential Impeachment in 2004 in the Public Domain (공공영역의 2004년 대통령 탄핵사건 기록)

  • The significance of Presidential Impeachment in 2004 is subject to interpretations in many different contexts, but its nature as its justice was the constitutional trial by the nation's impeachment system. This study set out to compare and analyze the understanding of the event centered around its nature as "an impeachment event as a public activity" and the records related to it. For that purpose, the study attempted to analyze the impeachment event to understand it as a public activity and examined and analyzed the records of the impeachment event in the public domain through personal visit, phone interview, and request of information disclosure based on the analysis results. An impeachment event as a public activity can be understood as an activity carried out by the National Assembly, which is to issue a motion for impeachment under the norms of the nation's impeachment system, and Constitutional Court, which is responsible for impeachment trial, through their unique rights prescribed in the Constitution. The important subjects of such a public activity included the accused president, the acting presidential system created by the motion for impeachment, and the National Election Commission that provided a decisive ground for impeachment. It was confirmed that the records, which are legal requirements, were well created and have been preserved and managed in the public domain. However, it was difficult to conclude that the records of the impeachment event were thoroughly created in terms of content in relation to affairs as they mainly covered the superficial treatment processes and the results of explicit activities. There was, in particular, the absence of records showing the context of activity.

Development of a Facet Classification System for Presidential Gift Search in Presidential Archives (대통령기록관 대통령선물 검색을 위한 패싯 분류체계 개발)

  • This study attempted to propose a faceted search function to supplement metadata for existing presidential gifts. To this end, based on 3,574 presidential gifts provided online by the Presidential Archives, identified the characteristics of records extracted from the gift name, gift giver, gift country, gift date, and receipt process, specifications, and characteristics of the presidential gift. Based on this, study designed a facet-based classification of presidential gifts with 5 basic facets and 51 sub-facets and structured facets define each facet element and assign an arrangement order and symbol. This classification system can be expected to be utilized as a basis for building faceted navigation by applying it to a search system. Through the study, it was confirmed that it was necessary to develop a new classification system for presidential gifts, and it was proposed to apply facet classification as an alternative classification system for this purpose.

  • This study reveals the core values of presidents based on the content analysis of the Presidential Speech Archives and examines the policy direction of each government from a macro perspective. For this purpose, we collected the speech archives provided by the Presidential Archives and compared central words. The Presidential Speech Archives is helpful for understanding the problem-solving capacity and consciousness of presidents. Among them, we particularly selected statements in the diplomatic and trade fields as the main study targets. As a result, the presidents have basically pursued peaceful resolution and cooperation on diplomatic issues. In addition, they placed a high priority in the implementation of the economic policy in the diplomatic and trade fields.
