해상 유통되는 유해액체물질(NLS)의 유출사고대비 물질군 선정을 위해 596종의 NLS를 대상으로 위해성 DB를 구축하고 우선 순위 선정시스템을 통해 전체 우선순위를 선정하였다. 우선순위 목록을 바탕으로 2014-2015년 해상유통물질 158종을 추출한 뒤 물질군 구분 기준을 적용하여 0~3순위의 4개 물질군을 제시하였다. 국가차원의 NLS 유출사고대비를 위해서는 물동량 및 유해성이 높은 0~1순위 물질군의 집중관리와 함께 2~3순위 물질군의 정보 구축작업이 지속되어야 한다. 항만별로는 NLS 유통 유형이 다르므로 각 항만의 물질별 유통특성을 파악한 뒤 0~1순위 물질군 위주로 관리하는 것이 효율적일 것으로 판단된다. 또한, 동해남부권역(울산, 부산), 남해중부권역(광양, 여수), 서해중부권역(평택, 대산, 인천)을 NLS 사고대비를 위한 특별관리구역으로 지정하여 해상유통되는 NLS 의 감시 감독을 강화하고 방제 장비, 자재 및 약제를 집중 배치해야 할 것으로 판단된다. 향후, 위해성 DB의 구축과정에서 나타난 위해성 정보 부재 물질들의(만성독성) 지속적인 생산 및 보완이 필요하며, 특히 수생태 독성의 경우 해양생물종을 대상으로 한 자료 생산 및 확보가 지속되어야 할 것이다. 또한, 해상 HNS 사고 관리를 위해서는 HNS 해상유통에 대한 정보를 확인할 수 있는 시스템이 조속히 구축되어야 한다.
생물테러에 사용되는 생물무기는 세균과 바이러스, 리켓치아, 곰팡이 등을 가공하여 만들어지며, 화학작용제, 방사능작용제와 함께 대량살상무기(Weapons of Mass Destruction, WMD)로 분류되어진다. 생물무기는 다른 대량살상무기들에 비하여 개발과 생산의 용이성, 저렴한 비용, 은닉살포가 가능하다는 운용상 이점들이 존재한다. 본 논문은 생물무기 개발이 이루어진 역사와 현존하는 생물학적 위협에 대해 분석하고, 생물작용제의 물리적 특성과 인체내 감염기작을 기초로 생물무기 공격으로 인한 사회적 영향을 예측하였다. 스벨드롭스크 탄저균유출사고, 아랄스크 두창발생, 2001년 탄저테러 등 생물무기관련 역사적 사례들에서 사고 인지형태, 작용제 오염확산범위와 피해자의 질병특성을 분석한 결과, 생물테러는 공격 즉시 인지가 어렵고, 광범위한 확산이 가능하여 대규모 노출자를 발생시키며, 호흡기관련 중증질환을 일으켜 보건 의료기관에 막대한 부담을 일으킬 것이라는 사실을 발견하였다. 이를 토대로 생물테러에 효과적으로 대응하기 위해서 요구되는 보건대응역량을 제시하였다. 효과적인 증후군감시체계 및 관련질병 보고체계를 운영하여 신속히 이상징후를 파악해야하며, 실험실진단체계를 통해 병원체의 확진을 실시하여야한다. 또한 보건기관은 역학조사 시 수사기관과의 공조를 통해 잠재적노출자를 명확히 규명하여야 하며, 마지막으로 인적 물적 자원을 효율적으로 운용하여 집단예방조치가 효과적으로 이루어지도록 되어야할 것이다. 이러한 보건대응역량을 지속적으로 강화한다면 생물테러위협에 성공적으로 대응할 수 있을 것이다.
Working onboard large ocean-going vessels is one of many industries that is by its very nature extremely error-provoking. In industries such as aviation, nuclear power, healthcare and transport, the need for mental preparedness and professionalism are amongst the qualities essential for the management of complex hazardous systems. Recruiting, training, and more importantly retaining the right people to work in these industries is of paramount importance if safety is to be continuously improved and economic benefits realized. Through consideration of extant empirical literature this paper will explore the need for enhancing collaboration between shipping companies and maritime training insitutes in order to provide the industry with those most capable for the job. It will be concluded that by providing a strong maritime foundation from the outset of training, maritime academies in South Korea can provide shipping companies with a wealth of highly qualified, motivated officers who will contribute to safety and remain valuable assets within the industry for years to come.
Radiation and radioactive materials serve man in many beneficial ways. Diagnostic X-ray, radiation therapy, and other nuclear medicine uses of radioactivity save thousands of lives each year. Industrial application of radiation, such as radiography, make many manufactured products more reliable and less expensive. Nuclear power plants are producing more electrical power each year and reducing our dependence on imported oil. However, radiation can and dose produce harmful effects particularly as the reault of a radiation accident in which a victim receives as the result of a radiation accident in which a victim receives a large dose. Fortunately such accidents are very rare and recently we need more electric power produced by nuclear power plants. Considering increase of use of radiation or radioactive materials, we have to establish the radiological emergency response system prepared for radiation accidents.
Natural and social disasters, such as typhoons, floods, earthquakes, volcanoes, fires, explosions, and traffic accidents occur frequently around the world. In Korea, a vicious cycle of large-scale accidents caused by natural disasters and insensitivity to safety is repeated each year. In particular, the tragic sinking of the Sewol ferry in 2014 and strong earthquakes with a magnitude of 5.0 and greater in Gyeongju and Pohang in 2016 and 2017, respectively, threw the entire country into a state of shock, increasing the public anxiety regarding disaster preparedness. This paper discusses the trends in broadcast emergency alert systems used to minimize damage from a disaster by delivering urgent status information quickly and accurately through a broadcast network, and to provide information regarding disaster risk and emergency evacuation procedures.
Objectives: To evaluate the policies on 2009 influenza pandemic in Korea at the end of first wave. Methods: The main policies and the estimation of these were described according to the progress of 2009 influenza pandemic. Results: The public health measures for containment were estimated to be successful in the early stage. The preparedness of antiviral agents and vaccines before the pandemic, risk-communication on pandemic influenza and policies of government including vaccines, and the education of health care worker and support of health care institutions was not enough to respond to the pandemic. Conclusions: The additional evaluation should be performed at the end of the pandemic in various aspects including health and socioeconomic effects.
The Zika virus, a flavivirus related to dengue and Japanese encephalitis was discovered in the Zika forest in Uganda, 1947. Since Zika virus was first reported in Brazil in May 2015, infections have occurred in at least 40 countries, especially in the Americas. Zika virus infection usually is asymptomatic or causes mild illness, but may be related to severe clinical manifestations, particularly microcephaly and Guillain-$Barr{\acute{e}}$ syndrome. Although the possibility of autochthonous Zika virus transmission in South Korea is low, the imported cases and Zika virus-transmitting mosquito should be adequately monitored and promptly managed. In addition, enhancing preparedness for Zika virus infection are needed.
The purpose of this study Is to recommand all kinds of library in Korea to develop a disaster plan. The materials in the library are apt to get damaged at once by such disasters as fire or flood etc. It is fortunate that we Have not found any big disaster at libraries in Korean. considering many cases of big disaster which distroy materials at library in foreign countries. In spite of the posibility of disaster any time, that will make librry loss of function, there are no library that have a disaster plan in Korea. Disaster plan is a guidance by which materials are conserved at ordinary times, protected and recoverd in contingency. It consists by four elements: prevention, preparedness, reaction and recovery. As libraries function by biblogrophic data and user data in automation system, it is also recommended to prepare system protection in the disaster plan.
2009년 발생한 DDoS 사태는 정보통신 인프라에 대한 높은 의존도를 나타내는 국내 산업에 있어 보안사고가 심각한 업무 중단 사태를 나타낼 수 있음을 보여주었고 정보통신 인프라 측면에서 사업연속성에 대한 대비체계가 필요함을 시사하고 있다. 국제 표준화 기구인 ISO(International Standard Organization)에서는 보안 사고에 국한된 개념이 아닌 사업연속성을 방해하는 모든 재난 및 재해에 대한 대비체계를 미국, 영국, 호주, 일본 등 재난관리 선진국의 표준을 총망라하여 TC(Technical Committee) 223을 통해 표준(안)으로서 제시하고 있다. TC223 표준(안)의 핵심은 사건, 사고에 대한 대비 및 운영 연속성 관리를 의미하는 IPOCM(Incedent Preparedness and Operational Continuity Management) 프레임워크이며 이러한 IPOCM의 개념은 정보통신 인프라 측면에서 사업 연속성에 대한 가이드라인을 제공하는 SC(Standard Committee) 27의 "ISO/IEC 27031 Guidelines for ICT readiness for business continuity" 표준(안)에 기반을 제공하고 있다. 이러한 국제 표준화 동향을 토대로 본 논문에서는 사업연속성을 위한 국내 정보통신 인프라 대비체계에 포함될 주요 구성요소와 구축 요구사항을 제안하고자 한다.
