  • Strarting with Buyeong Apartment in Dongtan-2 disrict in 2017, collective complaints of residents are frequently occurring due to low quality problem such as improper construction and defects of apartment houses. Because of this, the Ministry of Land and Transport is preparing a comprehensive improvement scheme to improve the quality of Apartment Housing(AH), taking into account the continuing complaints from the residents of AH and the problem raised by the National Assembly. The basic profile of the improvement scheme is induce the tenants and experts to discover and point out defects that are repaired until the date of use inspection or due date. For this purpose, we suggested this defects management system linkaged by the preliminary inspection and quality inspection system for prospective occupants. In this context, this paper aims to suggest an effective likage method between the preliminary inspection of prospective residents and the quality inspection system implemented by local governments as an ordinance.

  • General Administrative Procedures of the Preshipment Inspection 1. Initial notification Preshipment Inspection is initiated by Agency when it receives notice either from the importing country, or the seller, that an export needs to be imspected 1.1 Notice from the importing country 1.2 Notice from the seller 2. Preliminary price verification After receipt of initial notification, Agency undertakes, Where possible, a preliminary price verification, based upon the Inspection Order and other contractual documents received. 3. Customs classification When required by the Government of the importing country. Agency forms an opinion of the Customs Classification Code based upon the Customs Tariff Book and Rules of Classification of the country of importation. The Customs Classification Code determines the tariff rate on the basis of which the importer will be required to pay import duties. 4. Import eligibility 5. Arrangements for physical inspection 5.1 Inspection request from seller 5.2 Place of inspection 5.3 Date of inspection 5.4 Physical inspection procedures 6. Physical inspection results When the physical inspection is completed, the inspector submits his report to the Agency office and the result of inspection will be communicated to the seller and, where applicable, the place of inspection. The result will state: satisfactory or conditional of unsatisfactory. The seller is welcome to present his views in writting to Agency in the event there is any query regarding the issuance of a conditional of unsatisfactory inspection result. 6.1 Satisfactory 6.2 Conditional 6.3 Unsatisfactory 7. Shipment of the goods The seller is advised to check with Agency prior to shipment if the physical inspection result has not been received or there are any doubts concerning whether a Clean Report of Findings will be issued. 8. Final price verification and classification Based on the results of physical inspection and appropriate final documents, Agency finalises the price verification and the Agency opinion of Customs classification code. When the preliminary price verification has not resulted in any unresolved questions and the inspection result and other documents received are consistent with the preliminary documentation, Agency will not normally require any additional information. The main exception would be if the terms of sale require reference to prices at the date of shipment. 9. The Report of Findings 9.1 Types of Reports of Findings - Clean Reports of Findings(CRF) The Agency will issue a Clean Reports of Findings(CRF), or equivalent document, normally within two working days after receipt of the necessary correct final documents and a satisfactory result in all aspects of the inspection. - Discrepancy Report.

  • In this thesis, the safety inspection of the T-beam bridges were studied. The stage of the safety inspection were classified according to the importance of the inspection contents the preliminary inspection, the resume inspection, the detail inspection, and the close inspection. By stages, the Inspection contents, the inspection items, and the inspection methods were systematized. And the method of the repair or the reinforcement for the demaged bridges were also suggested.

  • A periodic inspection for facilities in operation is an inspection that is carried out regularly, in which inspection cycles are drawn up, and it is a series of tests to determine if the condition of all the equipment is maintained, and to identify whether they are to be used or replaced. Reliability should be enhanced, without a breakdown, by preliminary inspection and regular checks for each equipment item installed for equipment maintenance. It was noticed that there was a slight difference for the same facility, and for each organization in terms of inspection cycles and methods while preparing procedures of periodic inspection checklist, inspection methods and cycles for a related organization. Therefore, this paper reviews the optimal methods of inspection procedures for Seoul Metro.

  • Construction safety inspections come in a wide variety of types. The types of inspection are, 1) a self-checking and a periodical-checking by contractors, 2) a site inspection by Ministry of Land, Infrastructure and Transprt (MOLIT) or licensing organizations and 3) others. In this situation, there are needs to determine fuction of the safty inspection and roll of stakeholders for the inspection to avoid unnecessary duplication and serious omission. The result of this study indicates a guide line for improving of consturcion safety inspection systems as a fundamental research.

  • This paper considers the following case: (1) the product is paid by the right price for a lot accepted by a given consumer's acceptance sampling plan, and (2) the product is paid by the discounted price for a lot rejected by this plan. In such a case, the producer's sampling plan need not be the same as that of the consumer's. From the producer's view point, the producer need to determine the preliminary sample size which maximizes his revenue. This paper, therefore, determines an optimal preliminary sample size from the producer's view point. This preliminary sample size is affected by the consumer's acceptance sampling plan, percent defective, preliminary inspection cost and the discount rate of the price.

  • In the construction industry, many of the inspection activities have been conducted by experts' eyes. The inspection performance of this kind of method is highly influenced by experience and knowledge of the expert. The experts who have fluent experience may show better inspection performance than the novice. The problem is the deficiency of experts in the near future due to the acceleration of retirement of the aging expert. Eye-tracking technology can be a solution to effectively educate the novice through transferring the knowledge of an expert and to advance the inspection activities using experts' eyes. This study, as an initial step to suggest the solution, (1) figured out the state of the art of eye-tracking technology, (2) reviewed the previous research to improve the inspection in construction using experts' eye, (3) explored the potential of the application area of eye-tracking technology, and (4) established the framework to develop the advanced inspection method in two application area which are construction site safety management and infrastructure performance measurement.

  • After several PWSCCs were found in Bugey(France), Ringhals(Sweden), Tihange(Belgium), Oconee, Arkansas, Crystal Fever, Davis-Basse, VC Summer(U.S.A.), Thuruga(Japan), USNRC and PNNL started the research on PWSCC, that is, the PINC project. USNRC required KINS to participate in the PINC project in May 2005. KINS organized the Korean consortium at March 2006 and Pre-RRT for RVHP were performed for the preparation of PINC RRT. Through these preliminary RRT, Korea NDE teams can learn and develop the detection and sizing technique for RVHP dissimilar metal weld. These techniques are now being prepared in Korea and need to be utilized for the In-service inspection of the RVHP and BMI of Korea Nuclear Power Plants. PINC RRT mock-ups will be helpful to training.

  • Steam Generator(SG) tube is an important component of Nuclear Power Plant(NPP), which comprises of the pressure boundary of primary system. The integrity of SG tube has been confirmed by the eddy current test every outage. In Korea, Bobbin probe and MRPC probe have been generally used for the eddy current test. Meanwhile the usage of Array probe has gradually increased in U.S., Japan and other countries. In this study, we investigated the defect detection capability of the Array probe through its preliminary application to SG tube inspection. The Array probe has the equivalent capability in the defect detection and sizing as the conventional methods. Thus it is desirable that the Array probe is generally applied to SG tube inspection in the domestic NPPs.
