In 1997, 180 countries signed the Kyoto Protocol in Kyoto, Japan. The Kyoto Protocol came into force in February 2005. The agreement calls for industrialized nations to cut greenhouse gas emissions by 5 percent from 1990 levels by 2008 to 2012. One of those polices is a modal shift that change from road freight to sea, inland waterway and railroad transportation that is eco-friendly. The increase of road freight brings road congestion, accidents, logistic costs, air pollution and greenhouse gases. Railroads are superior than the other modes of transportation in mass transportability, high speed, timeliness, safety and environmental-friendliness, but the railway industry has been pushed behind in competition. Korean railroads were used by passengers and freight transport popularly until the middle of 20th century, however, by the sudden change of logistics environments, a shaving time efficiency being most important, railroad logistic lost its competitive power against the transportation by truck. In an effort to further exploit the peak ground-motion acceleration (PGA) information per second available in real time by the enacted law, bracketed summations of the PGA per second ($BSPGA_k$) for 30 seconds based on the records with a rate of 100 samples were compared with the cumulative absolute velocity (CAV) and earthquake intensities based on a worldwide database of records from small-to-large earthquakes. The CAV, currently in use as an earthquake damage indicator for nuclear power plants due to its strong correlation with the earthquake intensity, has the disadvantage of requiring a massive amount of digital data with a rate of more than 100 samples per second. The comparative study shows that the $BSPGA_k$ is well correlated with the CAV over the wide range of strong ground-motion levels, which suggests that the $BSPGA_k$ is one of the new promising ground-motion parameters especially useful for rapid earthquake alert notifications through an earthquake monitoring network. Based on the domestic database of records from small-to-moderate earthquakes with felt reports, it is also observed that the $BSPGA_k$ is comparable to the CAV and better than the PGA in predicting the intensity by using the correlation relation.

This thesis is intended for addressing issues of the local expropriation committee system by drawing the policy suggestion through theoretical considerations on the land expropriation system of the UK and of the US, and for finding a plan to improve the system by focusing on the examples of land expropriation of local governments. The US' Takings utilize a public hearing and the jury system. When property is expropriated through eminent domain, stakeholders and citizens share the necessity of the expropriation and its awareness through a public hearing, and project institutes (administrative organizations) file a lawsuit to a law court to exercise takings. In the case of Compulsory Purchase in the UK, the system should be based on laws established by the Parliament, and the resolution to use CPO is also decided by district councils. So the system is able to prevent power abuse. As a plan to improve the land expropriation committee of local governments, it is necessary ${\triangle}$ to enhance the professionality of the local land expropriation committee, ${\triangle}$ to expropriate lands by the analysis of land type, and ${\triangle}$ to come up with alternative measures to prevent the rights of the expropriated.

We report detection of short-term flux variability in multi-epoch observations and intraday variability in polarized emission at millimeter-wavelength from S5 0716+714 using Korean VLBI Network (KVN) radio telescopes. Over the whole observation epochs, the source shows significant inter-month variations at K- and Q-band with modulation indices of 19% at K-band and 36% at Q-band. In each epoch, the source shows monotonic flux increase in Epoch 1 and 3, and monotonic flux decrease in Epoch 2 and 4. We found an inverted spectrum with mean spectral indices of -0.57 in Epoch 1 and -0.15 in Epoch. On the contrary, we found relatively steep indices of 0.24 and 0.17 in Epoch 2 and Epoch 4, respectively. In the study of intraday variability of polarization, we found significant variations in the degree of linear polarization at 86 GHz, and in polarization angle at 43 and 86 GHz during ~10 h. The spectrum of the source is quite flat with spectral indices of -0.07 to 0.07 at 22-43 GHz and -0.23 to 0.04 at 43-86 GHz. The measured degree of the linear polarization ranges from 2.3% to 3.3 % at 22 GHz, from 0.9% to 2.2 % at 43 GHz and from 0.4 % to 4.0 % at 86 GHz, yielding prominent variations at 86 GHz over 4-5 h. The linear polarization angle is in the range of 4 to $12^{\circ}$ at 22 GHz, -39 to $81^{\circ}$ at 43 GHz, and 66 to 119 at 86 GHz with a maximum rotation of $110^{\circ}$ at 43 GHz over ~4 h. We estimated the Faraday rotation measures (RM) ranging from -9200 to 6300 rad m-2 between 22 and 43 GHz, and from -71000 to 7300 rad m-2 between 43 and 86 GHz, respectively. The frequency dependency of RM was investigated, yielding a mean power-law index, a, of 2.0. This implies that the polarized emission from S5 0716+714 at 22-86 GHz moves through a Faraday screen in or near the jet of the source.
Poisson's ratio due to multiaxial creep of concrete reported by existing experimental works was controversial. Poisson's ratio calculated from measured strain is very sensitive to small experimental error. This sensitivity make it difficult to find out whether the Poisson's ratio varies with time or remain constant, and whether the Poisson's ratio has different value with stress states or not. A new approach method is needed to resolve the discrepancy and obtain reliable results. This paper presents analytical study on multiaxial creep test results. Microplane model as a new approach method is applied to optimally fitting the test data extracted from experimental studies on multiaxial creep of concrete. Double-power law is used as a model to present volumetric and deviatoric creep evolutions on a microplane. Six parameters representing the volumetric and deviatoric compliance functions are determined from regression analysis and the optimum fits accurately describe the test data. Poisson's ratio is calculated from the optimum fits and its value varies with time. Regression analysis is also performed assuming that Poisson's ratio remains constant with time. Four parameters are determined for this condition, and the error between the optimum fits and the test data is slightly larger than that for six parameter regression results. The constant Poisson's ratio with time is obtained from four parameter analysis results and the constant value can be used in practice without serious error.
For the southeastern Korea aound the Yangsan fault we measured Q$_P^{-1}$ and Q$_S^{-1}$ simultaneously by using the extended coda-normalization method for seismograms registered at 9 stations deployed by KIGAM. We analyzed 707 seismograms of local earthquakes that occurred between December 1994 and February 2000. From seismograms, bandpass filtered traces were made by applying Butterworth filter with frequency-bands of 1${\sim}$2, 2${\sim}$4, 4${\sim}$8, 8${\sim}$16 and 16${\sim}$32 Hz. Estimated Q$_P^{-1}$ and Q$_S^{-1}$ values decrease from (7${\pm}$2)${\times}$10$^{-3}$ and (5${\pm}$4)${\times}$10$^{-4}$ at 1.5 Hz to (5${\pm}$4)${\times}$10$^{-3}$ and (5${\pm}$2)${\times}$10$^{-4}$ at 24 Hz, respectively. By fitting a power-law frequency dependent to estimated values over the whole stations, we obtained 0.009 (${\pm}$0.003)f$^{-1.05({\pm}0.14)$ for Q$_P^{-1}$ and 0.004 (${\pm}$0.001)f$^{-0.75({\pm}0.14)$) for Q$_S^{-1}$, where f is frequency in Hz.
As personal data breach reared up as a problem domestically and globally, organizations appointing chief privacy officers (CPOs) are increasing. Related Korean laws, 'Personal Data Protection Act' and 'the Act on Promotion of Information and Communication Network Utilization and Information Protection, etc.' require personal data processing organizations to appoint CPOs. Research on the characteristics and role of CPO is called for because of the importance of CPO being emphasized. There are many researches on top management's role and their impact on organizational performance using the Upper Echelon theory. This study investigates what influence the characteristics of CPO gives on the organizational privacy performance. CPO's definition varies depending on industry, organization size, required responsibility and power. This study defines CPO as 'a person who takes responsibility for all the duties on handling the organization's privacy,' This research assumes that CPO characteristics such as role, personality and background knowledge have an influence on the organizational privacy performance. This study applies the part relevant to the upper echelon's characteristics and performance of the executives (CEOs, CIOs etc.) for CPO. First, following Mintzberg and other managerial role classification, information, strategic, and diplomacy roles are defined as the role of CPO. Second, the "Big Five" taxonomy on individual's personality was suggested in 1990. Among these five personalities, extraversion and conscientiousness are drawn as the personality characteristics of CPO. Third, advance study suggests complex knowledge of technology, law and business is necessary for CPO. Technical, legal, and business background knowledge are drawn as the background knowledge of CPO. To test this model empirically, 120 samples of data collected from CPOs of domestic organizations are used. Factor analysis is carried out and convergent validity and discriminant validity were verified using SPSS and Smart PLS, and the causal relationships between the CPO's role, personality, background knowledge and the organizational privacy performance are analyzed as well. The result of the analysis shows that CPO's diplomacy role and strategic role have significant impacts on organizational privacy performance. This reveals that CPO's active communication with other organizations is needed. Differentiated privacy policy or strategy of organizations is also important. Legal background knowledge and technical background knowledge were also found to be significant determinants to organizational privacy performance. In addition, CPOs conscientiousness has a positive impact on organizational privacy performance. The practical implication of this study is as follows: First, the research can be a yardstick for judgment when companies select CPOs and vest authority in them. Second, not only companies but also CPOs can judge what ability they should concentrate on for development of their career relevant to their job through results of this research. Cultural social value, citizen's consensus on the right to privacy, expected CPO's role will change in process of time. In future study, long-term time-series analysis based research can reveal these changes and can also offer practical implications for government and private organization's policy making on information privacy.

Desiccant cooling system is an air conditioning system that uses evaporative cooler to cool air and it can perform cooling by using heat energy only without electrically charged cooler. Thus, it can solve many problems of present cooling system including the destruction of ozone layer due to the use of CFC[chloro fluoro carbon] affiliated refrigerants and increase of peak power during summer season. In this study, cooling performance and exergy analysis was conducted in order to increase efficiency of desiccant cooling system. Especially, using exergy analysis based on the second law of thermodynamics can resolve the issue related to system efficiency in a more fundamental way by analyzing the cause of exergy destruction both in whole system and each component. The purpose of this study is to evaluate COP[coefficient of performance], cooling capacity and exergy performance of desiccant cooling system incorporating a regenerative evaporative cooler in various regeneration temperature and outdoor air conditions.
Due to un-balancing weight allocation on the wheelchair the existing wheelchair system are faced with the risk of flipping or falling when a wheelchair goes up to a hill. In to order to be safer during riding the wheelchair, in this paper, we proposed a real-time new solution using the integrated Gyro Sensor and Tilt Sensor for controlling the balance. Because the typical property of wheelchair is for the special user who meets the difficulty in moving on foot the maintain the balance of wheel-chair systems have become important and helpful. In our method, we calculate the seat angle using information from Tilt Sensor. However, due to the law of inertia when a wheelchair is moving there is a deviation in the output value of Tilt Sensor. Therefore, we have to optimize the value of the angle by utilizing the acceleration that is the output of the Gyro Sensor. We took the advantages by using the combination of Gyro and Tilt sensors. Moreover, we also solved the consumption issue of the whole system. Through various experimentations with usage of ZigBee sensor module, the power consumption for the balancing system is reduced significantly.
AC Losses for face to face stacks of four identical coated conductors (CCs) were numerically calculated using the H-formulation combined with the E-J power law and the Kim model. The motive sample was the face to face stack of four 2 mm-wide CC tapes with 2 ${\mu}m$ thick superconducting layer of which the critical current density, $J_c$, was $2.16{\times}10^6A/cm^2$ on IBAD-MgO template, which was suggested for the mitigation of ac loss as a round shaped wire by Korea Electrotechnology Research Institute. For the calculation the cross section of the stack was simply modeled as vertically aligned 4 rectangles of superconducting (SC) layers with $E=E_o(J(x,y,t)/J_c(B))^n$ in x-y plane where $E_o$ was $10^{-6}$ V/cm, $J_c$(B) was the field dependence of current density and n was 21. The field dependence of the critical current of the sample measured in four-probe method was employed for $J_c$(B) in the equation. The model was implemented in the finite element method program by commercial software. The ac loss properties for the stacks were compared with those of single 4 cm-wide SC layers with the same critical current density or the same critical current. The constraint for the simulation was imposed in two different ways that the total current of the stack obtained by integrating J(x,y,t) over the cross sections was the same as that of the applied transport current: one is that one fourth of the external current was enforced to flow through each SC. In this case, the ac loss values for the stacks were lower than those of single wide SC layer. This mitigation of the loss is attributed to the reduction of the normal component of the magnetic field near the SC layers due to the strong expulsion of the magnetic field by the enforced transport current. On the contrary, for the other case of no such enforcement, the ac loss values were greater than those of single 4cm-wide SC layer and. In this case, the phase difference of the current flowing through the inner and the outer SC layers of the stack was observed as the transport current was increased, which was a cause of the abrupt increase of ac loss for higher transport current.
